A Benchmarking Study on Green Roads Certification Policies using Case Studies (녹색도로 인증제도 도입을 위한 선진국 제도 및 사례 벤치마킹 연구)

  • The construction industry has been a major player in Korean economy growth and it has been accountable for more than 15% of GDP during the last decade. However, fast-growing construction industry has also produced some unpleasant side-effects. Environmental problems are identified one of the main issues in the Korean construction industry and they are closely related to minimizing the carbon emission and delivering environmental-friendly green products. The movement of green construction, now, is considered the next driving force for the industry which has significant impacts on the future. This research investigates this green construction while focusing on governmental policy implications such as green certificate for construction products. Green building has long been recognized as the leading green construction product and the green trends have expanded to infrastructure construction such as road construction. Therefore, this research concentrates on various green road certification processes in the United States in order to develop a framework for Korean green road certification. In doing so, some of the green roads application has also been analyzed. This research intends to provide background information for Korean green construction policies, especially on green road certification.

  • Green growth is summarized as the national growth strategies to enhance the quality of life as a whole by converting not only the lifestyle but the economic and industrial structures into the low carbon and eco-friendly environments with the green growth industries with low carbon as the momentum for new growth, based on green technologies including renewable energy technologies, energy and resource efficient technologies, converging technologies related to technologies to reduce the environmental pollution. Roles of the construction industry along with other industries are very important in securing justifications for the cooperation between our government and industries for challenges to this green growth as well. The national effects of economy are very large from leading the construction industry to the green construction from the national level. Accordingly, this study suggested responsive plans for both government and companies for the activation of green construction by selecting 15 frontier green construction products and analyzing them by the type of strategy in Korea, as well as analyzing recent trends of overseas green construction.

The Emergence of Green Chemistry: Triple-Helix for Environmental Science in United States (녹색화학의 출현: 미국 환경과학의 삼중나선)

  • Green chemistry is a new scientific field which focuses on the design, manufacture, and use of chemical processes that could prevent pollution and at the same time improve yield efficiency. The few who have written on the emergence of green chemistry have not shed light on the political and economic motivations of green chemistry. As a new study of the emergence of green chemistry, this paper focuses on the relationship among the triple helix of academia, industry, and government which has been critical in the emergence of green chemistry. This paper argues that academia, industry and government created a common ground during the emergence of green chemistry under the common goal of sustainable development since its creation in 1991. Green chemists produced the knowledge to improve the synthetic efficiency to prevent pollution, and the chemical industry used green chemistry research to increase the economic profitability of production system. This specific form of alliance was supported and maintained amid a changing national environmental policy toward pollution prevention and a self-regulatory framework.

The mechanism of China's green financial policy on renewable energy industry

  • In this paper, we propose the mechanism of China's green financial policy on renewable energy industry development implemented in different pilot zones. By utilizing the synthetic control method, this paper examines the differences in the effect of green financial policy before and after its implementation. The results demonstrate that green financial policy can significantly reduce traditional energy consumption while promote the renewable energy industry development simultaneously. Furthermore, the effects across different regions reveal that the impacts of green financial policy are pronounced in selected pilot zones, with Shanghai and Chongqing standing out the most while Gansu province performs the worst. The analysis also figure out that green financial policy stimulates the expansion of regional financing scales, resource endowment, and technological innovation as well.

A Study on the Characteristics of Firm Agglomeration of Green Energy Industry in Daegyeong Region (대경권 친환경에너지산업 집적 특성에 관한 연구)

  • The purpose of this study is to examine the geographical distribution and the clustering characteristics as an industrial cluster in order to provide alternative fundamental data for the preparation of the policies to facilitate the development of the Green Energy Industry. The main source of the data in this study is the outcome of a survey conducted to the firms and environment specialist from June 21st, 2010 to July 23rd, 2010. The Green Energy related companies in Daegyeong region are clustered around Pohang and Gumi, Gyeongbuk, and Dalseo District of Daegu Metropolitan City. The core element of the sustainability of the Green Energy Industry in the region is the inducement of the large-scale corporate presence in the region as well as the technical and geographical proximity. That is, the fact that there are sister companies established by the large scale corporate Daegyeong region as they have chosen this field for their new drive for growth. The major location factors are proximity, higher quality expectations from the local demands, technical availability, and competition with other companies of the same industry in the region, rather than the availability of the raw material. And the choke points for these companies are the financial support of R&D and the policy support of specialist training. The policy to facilitate the development of the industry in question in Daegyeong region, therefore, should shift from its previous focuses on infrastructure building and taxation benefits to financial supports for the technical research, human resource development in response to the needs of the companies. Also, programs to support the proficiency training for the already-hired work forces and development of new policies for the Green Energy Industry are needed to be introduced for the development of the Green Energy Industry in Daegyeong region.

  • This study attempts to find the relationship between achievement of environmental industry and development of financial sector by analyzing cross-sectional data for OECD countries. Development of financial industry has a positive effect on environmental industry. Green financing also affects improvement of environmental quality. Demand for environmental quality is positively influenced by GDP per capita, while financial crisis has a bad effect on environmental performance. Government-led green financing in Korea has a major role in the Korean environmental policy for years. While market-oriented green financing improves the efficiency of regulation, government-led green financing may delay internalization of environmental cost due to its subsidizing effect. Further study should include systematic analysis on the scope of green financing and its qualitative attribute and fundamental causality between green financing and environmental improvement.

  • As is the case in Korea, the expansion of renewable energy dissemination is an essential matter in Ukraine when considering its energy consumption and dependence on energy import. While Korea has set about promoting the new and renewable energy industry on the back of the national policy on green growth, Ukraine expects a virtuous circle of renewable energy industry with green tariffs and the attraction of foreign capital in association with carbon emission trade. Utilizing its well-developed heavy industrial sector including the shipbuilding and automobile industries, Korea expects wind turbine manufacturing to become one of its next-generation growth engines. Ukraine is also trying to enter the wind turbine system or parts manufacturing industry based on its automobile industry and advanced aerospace technology. Although the Crimean region in Ukraine seems to have excellent wind resources, and thus shows great potential as a location for wind farm development, political instability has been a major obstacle to the attraction of foreign capital, leading to delayed investment.

  • Recently environmental regulations like the Kyoto Protocol, adopted in 1997, required the reduction of the greenhouse gas of 5.2% up to 1990 regulations. and 13th General Assembly in 2007, held in Bali of India, have agreed to duty reduction even in developing countries in 2013. Because of the lack of information about real process in small or middle size industries, most recent research omitted to calculate green house gas emissions from the industrial process. Bottom-up methodology will be applied for calculation of green house gasemission from industry sector to solve these problems in this research. Total amount from industry sector of Shicheung-City in 2007 was about 1,797,305 tons of greenhouse gas $CO_2$ and 3,049,403 tons of the greenhouse gas $CO_2$ calculated from industry sector of Ansan-City in 2007.

  • The Construction Industry Institute (CII) developed the Project Definition Rating Index (PDRI), as a part of their Front End Planning best practices, which helps project managers assess and measure project scope definition risk elements. U.S. Green Building Council are seeing the benefits of sustainable building and Leadership in Energy and Environmental Design certification by positively impacting life cycle costs, building marketability, and organizational productivity. However, there have been no efforts to integrate these two planning tools in construction industry. By applying a supplemental tool which combines the PDRI with the LEED rating system, construction industry can develop and implement a tailored instrument that leads to total project success in sustainability. The objective of this research is to assemble a new front end planning mechanism for green buildings by incorporating the current PDRI and LEED systems.
