농촌 과소화 대응을 위한 마을 단위 농촌생활서비스 평가 모델의 개발 및 분석 (Development and analysis of assessment model of a village-level rural living services for response to rural depopulation)

  • The degree of benefits of living services related to the quality of life can solve the depopulation problem, and it is necessary to be able to quantitatively analyze problems related to the quality of life in rural areas in order to cope with the rural depopulation. The purpose of this study was to develop the assessment model of a village-level rural living service that reflects the regional characteristics of rural villages to evaluate the level of rural living services for response rural depopulation. Based on the review of previous related studies, the evaluation index was composed of seven sectors of education, health, welfare, culture, environment, safety, and convenience, and the assessment model of a rural living service was established. This model was evaluated through a sample survey of 90 villages in Nonsan-si, Seongju-gun, and Pyeongchang-gun. As a result of the rural life services evaluation by Si and Gun, Seongju-gun, which is affected by nearby large cities, has the largest variation by village level and is assessed at a lower level overall than other Si and Gun. As a result of the rural life services evaluation by 7 sectors, in the case of health and welfare, low scores were shown in the assessment model, but the level of residents' satisfaction was mid-level. In particular, in the case of Seongju-gun, there were significant differences in the assessment model and the survey results of the level of residents' satisfaction in the health and welfare sectors due to the influence of nearby large cities. As a result of analyzing the number of villages corresponding to the top 30% and the bottom 30% of the evaluation results for each sector, it was analyzed that the villages with the highest evaluation results in Pyeongchang-gun in both the assessment model and the level of residents' satisfaction. It implies that quantitative analysis of data based index and accessibility as well as level satisfaction of residents are necessary.

한국 농촌자연부락의 녹지체계에 관한 연구 (A Study on the Open Space System in Korean Rural Settlement.)

  • The concept of ‘Open Space’ is conceived to be very valuable subject of interest in developing modern settlement system. In Korea, many new and old residential sites have been developed or renewed to fulfil the housing demands. And such trends seem to continue for the time being. What is more, the requirments for more comfortable residential environments, that is deeply concerned with ‘Open Space’, inorease gradually. As a basis for designing more efficent residential environments to fit Korean morden life style, self - grown, traditional and agricultural villages are studied. This study is concenturated on the Open Space System with its socio - cultural and physical backgrounds. For this, data and materials are some widely collected and are analysed focused on the systems and structures of ‘Open Spaee’. Some results from this study are summarized as follow ; 1. It is assumed that the number of houses per village is around 60, and that its area reaches to the radious of 3-4km. 2. ‘POONGSU’is a generally adopted theory based on natural elements like mountians, waters, and orientations when locating villages and composing their spatial structures. As a result of this, the basic structures of villages and Open Space are defined. 3. Circulation system is integrated to the hierachyal order system ; that is, Passing Road \longrightarrowEntry Road\longrightarrowCentral Read\longrightarrowDisperse and Access Road. 4. The natural and agricultural land uses are overlapped with diverse outdoor activities - religious services, play and recreation, relaxation, etc - without any physical modification. 5. At each villages, several artificial and spot - like green facilities are found. And distinctive functions, meanings, and locationalities are given to each of them. On that, they become a visual and psychological centers of each village. 6. In addition to its basic function of circulation, Central Road takes the sence of place for outdoor activities. Because of this charactor, it plays an important role of activating the village life and binding the various Open Space elements.

  • The forestry development policies and projects in Korea have been implemented under various related acts. These acts include the Framework Act on the National Land and Framework Act on Forestry enacted by each administration. However, there are some limitations to encourage a variety of mountain villages and forestry development policies due to duplication and overlap between the relevant acts. Nowadays, the fields of local development have evolved and become integrated not only by infrastructures but also in various fields such as multi-functional industries including tourism, green care, cultural welfare, etc. Therefore, the current legal system may not effectively accept and support various mountain village development policies and projects. This study tried to determine the necessity of reorganizing th-e related legal system through a field survey of planners, residents and analysts regarding the correlation between legal systems and projects. For these reasons, this study tried to determine the problems of the current legal system and then, suggested alternative methods related to the legal system for integrated rural development. The scope of the study is as follows: 1) correlation analysis between relevant laws and development projects and 2) field survey to determine the legitimacy and validity for the reorganization of the legal system.

농촌마을종합개발사업의 기본계획 사업비 특성분석 (Characteristics Analysis on Budget Distribution of Master Plan for Comprehensive Development Projects of Rural Villages)

  • This study analyzed the budget investment plans for the unit-project items(UPI) of 176 project districts for the rural village comprehensive development projects (RVCDP). This study classified the master plan reports of 176 project districts into 88 unit project items in aspect of project management, in order to analyze characteristics of distribution of budget in each project item. Most of all unit project items have similar types of uniform distribution with plus skewness in frequency pattern analysis except the total budget of the project district. This study analyzed the characteristics of budget distribution per province, year, and geographical types of region. Furthermore this paper also analyzed ratio of budget in unit project items to find out distribution pattern of each budget between project items over time. The hierarchical system for UPI of RVCDP consisted of three steps, which are 4 items of the first step on Strength of Rural-urban Exchange & Regional Capability (RURC), Green-income Infrastructure & Facility (GIF), Culture- health-welfare Facility, and Eco-environment & Landscape facility (ELF), 13 items for the second one, and 52 items for the third project items. From the results of the budget investment analysis for 5 years from 2004 to 2008, the budget investment ratios of RURC and ELF have steady state for every year, while GIF in decreasing and ELF in increasing over time. The ratios of UPI on infrastructure were decreased, whereas those on culture, health, and welfare were increased. Portion of tow project items among 52 items, which are community centers for village residents and rural experimental study facility, has 30% of total budget investment. Futhermore, the budget ratios of seven project items showed 50% of total budget. Average value of project budgets for five years was optimized as a type of exponential function in the case of decent array for ranking order.

환경친화적 지역개발을 위한 봉화군의 자원평가 (Resource Evaluation for Environment-friendly Regional Planning in Bonghwa-gun)

  • 본 연구는 경상북도 봉화군에 대하여 생태관광, 생태마을 또는 퍼머켤쳐 등의 새로운 환경친화적 계획 패러다임을 적용한 자원평가 지표체계에 의하여 GIS를 사용하여 이들 지역들에 대한 자원평가를 시행하였다. 이 때, GIS를 이용하여 가중치를 반영한 지점별 평가가 이루어지도록 하였으며, 면별로 평가 점수를 비교하였다. 그 결과, 봉화읍 중에서도 닭실마을이 있는 지역이 가장 높은 점수를 받았으며, 면별 평균점수를 비교하였을 때, 봉화읍이 1위, 소천면이 2위, 춘양면이 3위의 점수를 받았다. 종합적으로 평가할 때, 상대적으로 높은 점수를 받은 지역은 봉화읍의 평지지역과 닭실마을, 춘양면의 북동부지역, 소천면의 북서부지역과 남동부지역 등으로 나타났다. 본 연구에서는 자원평가 지표체계에 의하여 GIS를 사용한 자원평가를 수행하였으며, 그 과정에서 발견되는 문제점에 대한 해결방안을 제시하였다.

Hemeroby를 이용한 자연환경평가 및 환경계획 - LG 빌리지의 사례를 중심으로 - (Application of Hemeroby for Environmental Assessment with Environmental Planning - Focused on the Case“LG Village”-)

  • 개발이 허용된 지역이라도 개발로 인해 발생되는 기존의 환경파괴에 대해 외국의 경우 보상계획을 통한 개발 계획을 수립하는 것이 보통이다. 그러나 국내의 경우 개발지역내의 환경계획은 주로 개발용도에 따른 법적 테두리안에서 녹지면적을 채우는 것으로 일관하고 있다. 따라서 본 연구에서는 대학 프로젝트의 한 사례를 중심으로 대상지의 환경을 Hemeroby등급을 이용하여 평가하고 파괴에 따른 보상계획을 제시하였다. 대상지는 수원시 권선구 금곡동에 계획된 대단위 아파트단지 개발지구이다. 우선적으로 개발전의 대상지를 Hemeroby등급으로 평가한 후 아파트단지 개발안, 즉 LG빌리지안을 Hemeroby등급으로 비교평가하여 LG빌리지안에서 보상되지 않은 기존 환경 파괴에 따른 보상안을 양적인 측면에서 산출하였다. 산출근거는 개발전의 대상지는 $\beta$-/$\alpha$-euhemeroby가 전체의 80.1%였는데 LG개발안은 $\beta$-/$\alpha$-euhemeroby가 43.7%로 낮아지면서 meta-hemeroby가 개발전 17%에서 56.3%로 증가하였으므로 보상안은 LG개발안의 건축물을 수용하되, $\beta$-/$\alpha$-euhemeroby비율을 올릴 수 있는 보상계획, 즉 하천복원, 지상주차장의 녹화, 옥상녹화 및 절토면의 녹화 등을 제안하였다.

개발제한구역 주민지원제도 개선방향에 관한 연구 (A Study on the Improvement Plan of Green Belt Community Support Program)

  • 본 연구는 2001년부터 2011년까지 시행된 개발제한구역 주민지원사업의 현황을 파악하고, 주민 공무원 등 관련 이해관계자의 의견을 반영하여 향후 구체적인 제도개선 및 발전방안을 모색하는 것을 목적으로 한다. 연구방법은 통계 자료를 통해 주민지원제도 현황을 연도별, 권역별, 사업유형별로 다각적으로 분석하고, 이해관계자인 주민과 공무원을 대상으로 한 설문을 통해 제도개선방안을 도출한다. 지난 10년 동안 주민지원사업은 총 2,007건에 5,839억 원의 국비가 집행되었다. 지원항목 별로는 생활편익사업이 1,949건에 5,646억원으로 96.7%를 차지하고 있으며, 지역별로는 수도권이 1,879억원(총사업비 3,207억원)으로 전체의 32.5%를 차지하고 있어 지원 사업 유형 및 지역에 다소의 편중이 있음을 알 수 있다. 주민 370명, 공무원 69명을 대상으로 한 설문조사 결과 주민지원 제도에 대한 만족도는 과거보다 증가하였으나, 생활비용 직접지원 확대, 주민 참여의 활성화, 새로운 주민지원사업의 개발이 필요한 것으로 나타났다. 제도 개선 방안으로는 주민소득 창출을 위한 특성화 마을 조성, 역사와 전통 자원을 활용한 경관보전계획 수립, 인근 도시민과 여가를 같이 할 수 있는 공간 조성, 100세 시대 도래에 따른 노인맞춤형 사업 등이 제안되었다. 그리고 이러한 지역특성화사업은 공모를 통해 차별적으로 인센티브를 제공하는 방안을 제시하였다. 향후 이와 같은 내용은 개발제한구역 중장기 계획에 반영되어 점차적으로 실현되어야 할 것이다.

Simple Self Trap Cropping System to Control Tukra Mealy Bug (Maconellicoccus hirsutus Green) Incidence on Mulberry (Morus spp.)

  • A field study on self trap cropping system in controlling tukra mealy bug Maconellicoccus hirsutus Green) incidence on mulberry (Morus spp.; V-1 variety; $3'{\times}3'$ spacing) gardens was undertaken in selected sericulture farmers' mulberry gardens of Pydeti village (Parigi Mandal, Anantapur District, Andhra Pradesh, India). The study was conducted for three years (2004, 2005 and 2006). Four treatments (T0; control/no treatment, T1; self trap cropping rows with 10 row interval, T2; self trap cropping rows with 10 row interval and treating these rows only with 0.5% neem oil emulsion and T3; self trap cropping rows with 10 rows intervals and treating all the mulberry rows including self trap cropping rows with 0.5% neem oil emulsion) were considered. The results indicated that the incidence increased in T0 and T1 while the same suppressed in T2 and T3. The suppression (%) of tukra incidence between T2 and T3 was not significant. Hence, T2 only was recommended to farmers as its economical viable practice. The results are discussed based on the importance of tukra, its suppression and cost of treatment.

광주광역시 탄소중립 수목원 설계 (Design for Carbon Neutral Arboretum in Gwangju Metropolitan City)

  • Gwangju Metropolitan Government & Ministry of Environment have signed a model city in response to Climate Change agreement. The agreement calls for Gwangju to cut greenhouse gas emissions 10% below 2005 levels by 2015. Gwangju has seen this agreement as an opportunity to cut pollution and conserve the environment as well as to reinvigorate local economy. According to policy of Gwangju, Gwangju held design competition for Gwangju City Arboretum on march, 2009. The purpose of design competition was to give a wide publicity to Gwangju as Hub City of Asian Culture and construct carbon-neutral arboretum in accordance with the policy of 'Low-Carbon and Green Growth'. First of all, a design concept of arboretum is 'winding, round, overlay 'to reflect the landscape of Nam-do which is surrounded by mountains and river flows through the village. Second, the arboretum has five different places with these themes - Forest of Festivals, Health, Nature, Nostalgia, Education and Future. Each place has a symbolic theme park and different flow planning respectively. Third, the most critical point is that the arboretum is a carbon-neutral park. Gwangju arboretum will soon be developed in metropolitan sanitary landfill and constructed as the O2 arboretum based on low carbon strategy. Fourth, the O2 arboretum suggests specialized issue : 'Energy Saving', 'Recycling System', 'Green Network', 'Water System(rainwater maintenance and wetland development)'. Besides, main buildings(greenhouse, visitor center, Nam-do experience exhibition hall, and forest museum) is designed in consideration of harmony with topography character, surroundings. Also, planting will be a multilayer plant based on native landscape trees in consideration of function and the growth characteristics.

토석채취지의 복구 실태 분석 II (Analysis of the Restoration Actual Conditions on the Quarries II)

  • 이 연구는 채석장의 실태조사를 통하여 토석채취 후 합리적이고도 완벽한 복구를 실시하기 위한 기초 자료를 제공하기 위하여 전국의 18개 토석채취장을 대상으로 조사한 결과는 다음과 같다. 농어촌정비사업에 따른 토석 채취 후 산지복구지는 대부분 조경적 녹화가 이루어지고 있다. 또한 복구공사 후 유지관리가 이루어지지 않아 식재한 나무가 고사하거나 비탈면녹화가 제대로 되지 않아 여름철에는 강우에 의한 표층토양의 유실 및 붕괴로 이어지고, 복구녹화공사를 실시한 비탈면은 황폐화되고 있는 실정이다. 따라서 자연친화적이고 완벽한 복구녹화공사를 실시하기 위해서는 비탈면녹화를 실시하기 전에 현장의 토질특성, 지질특성 등에 대해서 조사하고 그곳에 적합한 복구공법에 대하여 면밀히 검토해야 한다. 아울러 계획된 복구공법의 적용에 있어서도 복구비를 절감할 수 있는 공법의 적용이 필요하다. 조사 결과 토석채취지의 경우 토질이 토사질 또는 리핑암, 풍화토가 대부분으로 이러한 지역은 복구녹화가 완벽하게 이루어질 수 있는 조건이 되므로 여기에 적용하는 공법도 가능하면 간단하면서도 복구녹화가 충분히 될 수 있는 공법의 선정이 중요하다. 아울러 복구녹화계획 및 검토시에는 반드시 산지복구를 전공으로 하는 전문가의 의견을 청취함으로써 그 지역에 가장 적합한 복구녹화공법의 선정 및 완벽한 복구녹화가 가능하게 될 것으로 사료된다.
