A Study on Korea's Green Logistics Activation Policy in the Age of the Fourth Industrial Revolution (4차 산업혁명시대의 한국 녹색 물류 활성화 정책에 관한 연구)

  • The purpose of this study is to contribute to the revitalization of the green logistics of Korean companies by presenting the current status and problems of Korean logistics as influenced by government policies. This paper analyzes green logistics from a legal and institutional perspective. Analysis focuses on low-carbon green growth measures and government policy, especially for CO2 reduction. It considers how policies can be enacted to promote green logistics. This study reports several findings on green logistics in Korea. First, it reports the theoretical considerations of the Republic's green logistics. Second, the study details the current status and problems of green logistics. Third, it considers ways to implement a green economy, green technology, and green transportation, while also considering arguments for avoiding these eco-friendly solutions. Fourth, it argues that revitalization measures are needed to establish an advanced logistics system for eco-friendly green logistics facilities. To achieve this revitalization, Korean logistics should be competitive in the global logistics market. This study may contribute to the expansion of the industrial cooperation of Korean logistics companies by presenting necessary review tasks for governmental green logistics policies, although the issue has long been important to Korean logistics.

A Study on Eco-friendly Policy and Current State of Japanese Logistics (일본 물류분야에 대한 친환경정책과 현황에 관한 연구)

  • The problem of global warming faced a big turning point due to the adoption of "Kyoto protocol"in 1997. Therefore, by enacting "Act on Advancement of Integration and Streamlining of Distribution Business"and "green logistics partnership council"to reduce $CO_2$ emission, fulfillment of distribution work is comprehensively and effectively supported by Japan. In particular, the green management certification system, which promotes green management based on the independent and planned environmental measures of transportation service of harbor employers, warehouse operators, and trucking employers of logistics sector, is promoted. As such, the Japanese government is actively promoting the eco-friendly green logistics policy to reduce $CO_2$ emission in terms of the prevention of global warming by building the comprehensive and efficient logistics system. Therefore, this thesis studied the status of the green logistics policy of Japan where the eco-friendly logistics system is being built ahead of Korea and as a result, it presented the implications on the green logistics strategy which is eco-friendly and can be developed continuously, the development of eco-friendly green logistics industry, the introduction of green logistics certification system, Departmental roles and responsibility of administrative agencies.

Lessons from the Policy Implications of Green Logistics in Europe (유럽녹색물류의 정책적 시사점과 교훈)

  • Purpose - As economic activities between different countries have rapidly spread in a world of free trade, it is inevitable that a large volume of cargo will be carried between countries. It is natural, then, that CO2 emissions and other environmental pollutions have followed, which exposes people and society to serious environmental problems and social costs, and so on. Therefore, the need to understand logistics is not only a matter of transportation but also an environmentally oriented matter. The purpose of this study is to look at some lessons and implications from the European case in terms of green logistics matters. Research design, data, and methodology - In order to look into this matter, first, it has to be established that some cargo transport volumes using different transportation modes have clearly declined because of previous economic recessions. Some transport policies produced by the European Union (EU) are based in a long history of struggling to cope with transport matters in European countries. In its recent transport policies, the EU has provided greener transportation alternatives, realizing that pollution matters affect the European transport market. This study tries to determine what policies the EU has implemented to deal with green logistics matters. This study concentrates in particular on the Marco Polo program in the EU. Results - This study found that the EU seems to consider these kinds of matters, that is, transport and the environment in the context of green logistics. The EU launched some policy instruments to solve this matter relatively earlier than other countries and reviewed them as necessary. In order to make these policy tools work, the EU provided PACT for combined transport, and then the Marco Polo I and II European transport white paper packages. These European policies deal with green logistics matters in two ways. First, some restrictions have been imposed, especially taxation, and so on. Transport subsidies are also powerful means of handling green logistics matters in Europe. Along with these two means of dealing with transport and the environment, the EU eventually targeted integration of different transport modes. Instead of employing only a single transport instrument mode to deliver the cargo to be carried, such as trucking, rail, ocean-going carrier, flight, or inland waterway transport, the EU has proposed that combining transport modes is the best alternative for transport and the environment. That is, the EU is pursuing the adoption of multimodalism as an answer to the green logistics challenge as it provides a more cost efficient and more productive means of transport. Conclusions - In conclusion, multimodal transport should be considered when applying green logistics, as it can provide an alternative way to achieve transport and environmental solutions together at the present time. Two methods can be used to encourage multimodal transport: restrictions and subsidies. These are the lessons and implications from European green logistics policies.

  • Korea has the plans to improve nation and corporate global competitiveness through reducing the logistics costs. Ministry of Knowledge Economy, as the government department of in charge of the plan, establish industrial logistics policies in 2002 and 2007 and it's about time to set up the third industrial logistics policy in 2012. There are new trends for the logistics environment in terms of environment-friendly logistics, logistics securities, win-win collaboration etc. This study propose some harmonious plans between logistic productivity and the new trends in the field of logistics. For the purpose of that, we have evaluated the second industrial logistics policy. We propose the vision and objectives of the new industrial logistics policy. The vision is entering the line of industrial logistics developed nations through the sustainable logistics innovation, and the objects are smart & green logistics, win-win collaboration, lead the new logistics trends etc. We also propose the set the system and rules to push promote the new plan. In addition, industrial logistics is the new terminology setting out use by Ministry of Knowledge Economy.

  • The purpose of this paper is to evaluate the green logistics of Korea enterprises. According to participate pan-nationally about environment problems, the field of logistics is required to transfer green logistics like increase efficiency of using energy and construct economic systems. And also environment-friendly policies of enterprises are playing important role. So authors selected and analysed factors through precedent study and questionnaire. Selected factors are cultivation about environment-friendly policy awareness to employees, Utilization environment-friendly resources, decrease of atmosphere pollution substance, company's promotion of outside environment-friendly policy. In order to shed light on these problem, fuzzy AHP method is adopted and the factor of cultivation about environment-friendly policy awareness to employees is the highest weight. And also result of the highest weight between enterprises that set policies about green logistics and factors' are The Korean Air, Glovis, Korea Express synthetically.

  • Each country has set low-carbon green growth to a new growth drive for the future while making various efforts. Accordingly, our country also set green growth to our policy task in top priority throughout our country while initiating various policies. Our country has focused on initiating a few policies in green growth. Our country has focused on the development of green industries to secure our national competitiveness while generating added values in green growth. It is necessary to have studies in initiating policies in balance when we consider that green growth should be initiated through the shift over the whole lifestyle. On the other hand, policies led and driven by the central government have been emphasized. Although the planning and establishment of policies might be said to fall under the central government's main areas, green growth policies can be realized regionally in the end. Considering these circumstances, the coordination in a proper way between the central government and each municipality can also be seen as major characteristics only in our country, which can be hardly seen in other countries. This study aims at developing the initiative strategies in our country's green logistics while analyzing the characteristics of green growth and situations of green logistics initiative, studying the government's policies to support green logistics, reviewing the government's policies for supports, and suggesting alternatives for them.

  • As customer needs for eco-friendly transportation services increase, strategies of major global shipping companies are being established to meet them. Even if logistics costs increase, more and more shippers are choosing shipping companies that fulfill their social responsibilities through decarbonization, and against this backdrop, global shipping companies want to strengthen corporate social responsiveness and reduce shipping environmental costs. In the post-corona era after COVID-19, it is necessary to review the latest Green Shipping management strategies of shipping companies emerging as a new normal for the shipping and logistics industries. This study aims to explore trends in the latest Green Shipping management strategies of global shipping companies pursuing environmental load suppression in the shipping and logistics fields. Among the previous studies, some studies analyzed the green shipping policies of major shipping countries, but they did not deal with the latest policies over time, and few previous study has conducted a fact-finding analysis on the latest Green Shipping management strategies of major shipping companies at the corporate level. This study attempted to analyze securities reports by major domestic and international shipping companies and to present the latest Green Shipping management strategies by shipping companies.

  • Recently, the Korean government has been making efforts to achieve 'creative economy' based on science and technology. As part of these efforts, it has been promoted specific policies for innovation and performance enhancement of national R&D projects. They contains commercialization of research outcomes, technology transfer, technology based startup and support small and medium-sized businesses. The railroad transportation industry is a representative in the field of SOC and has own characteristics different from other industry areas. Especially, industry and market of railroad transportation are directly related to planning and implementation of government SOC policies. So in order to promoting commercialization of railroad transportation projects, it is very important to ensure consistency between government policies and R&D projects. In this paper, we investigate barriers of successful commercialization with typical researchers in the area of railroad transportation, and suggest problems and improvements of policy-based commercialization by giving specific examples.

Research Trend Analysis of Green Logistics by Using Social Network Analysis (SNA를 활용한 친환경 물류 연구 동향 분석)

  • Within the worse of the environment, Climate change caused by global warming is becoming serious around the world, and green logistics to pursue sustainable development in the logistics sector are receiving more and more attention. Along with the acceleration of the global economy, eco-friendly issues are playing an increasingly important role in the logistics industry, and various policy measures are being pursued to establish the green logistics system. This study aims to analyze research trends in eco-friendly logistics, and the SNA methodology was applied by extracting keywords from 518 domestic and foreign papers from 2013 to August 2022. The period is divided into three stages: 2013-2015, 2016-2019, and 2020-2022, and 'logistics' and 'sustainable development' were derived as top logistics eco-friendly keywords at all stages. Besides, In the first stage(2013-2015), the term 'environmental performance' and 'freight transport' attracted the attention of scholars. In the second stage(2016-2019), keywords such as 'third-party logistics' and 'lean logistics' have attracted the attention of scholars. In the third stage(2020-2022), the 'internet of things' and 'circular economy' received the attention of scholars. In line with the growth of the economy, it was confirmed that research related to eco-friendly logistics is gradually expanding to a sustainable concept. Based on this study, it is possible to grasp the research trends of the academic community to cope with recent environmental changes and provides reference materials to consider future research directions.
