A Study on the Information Services of SciTech Libraries to industries in Korea (과학기술분야 전문도서관의 산업체 정보지원체제에 관한 연구)

  • This study was carried out to analyze different types of information services to industries, provided by the Technical Information Department of government-supported research institutes. Today, demands on information of new technology have been rapidly increased with the expansion of information mind in enterprises. Managers, specially in profit organizations, are hunting for the technological information since they recognize that acquisition of information is directly connected with the success of business and technological innovation. However, it is not easy for them to get appropriate information due to such factors as competition, information blocking among profit organizations, shortage of holding library, etc. The roles of SciTech libraries can be divided into two parts; the first one is to promote information exchange among organizations, and the second one to supply users with proper information, processed and analyzed by the specialists. In this study, fifteen Technical Information Department of government-supported research institutes are surveyed to investigate their information services to industries. The results of survey show that their services are not enough to support industries successfully.

INVESTIGATIONS ON THE RESOLUTION OF SEVERE ACCIDENT ISSUES FOR KOREAN NUCLEAR POWER PLANTS

  • Under the government supported long-term nuclear R&D program, the severe accident research program at KAERI is directed to investigate unresolved severe accident issues such as core debris coolability, steam explosions, and hydrogen combustion both experimentally and numerically. Extensive studies have been performed to evaluate the in-vessel retention of core debris through external reactor vessel cooling concept for APR1400 as a severe accident management strategy. Additionally, an improvement of the insulator design outside the vessel was investigated. To address steam explosions, a series of experiments using a prototypic material was performed in the TROI facility. Major parameters such as material composition and void fraction as well as the relevant physics affecting the energetics of steam explosions were investigated. For hydrogen control in Korean nuclear power plants, evaluation of the hydrogen concentration and the possibility of deflagration-to-detonation transition occurrence in the containment using three-dimensional analysis code, GASFLOW, were performed. Finally, the integrated severe accident analysis code, MIDAS, has been developed for domestication based on MELCOR. The data transfer scheme using pointers was restructured with the modules and the derived-type direct variables using FORTRAN90. New models were implemented to extend the capability of MIDAS.

Status and Direction of Research and Development in Construction Industry (건설기술 연구개발 현황 및 발전 방향)

  • Continuous development of construction industry and enhancement of its global competitiveness must be supported by research and development(R&D) for new technology. However, the R&D investment in Korean construction industry is lower than those in other industries. The R&D investment by Korean government is also insufficient comparing with other governments. This paper investigates the R&D investment status in Korean construction industry and reviews the outcomes of the R&D in relation with construction new technology and patent. Based on the investigations of the present status, new direction of the construction R&D is suggested.

The research regarding the community residential welfare facilities for the Aged - Focused on instance of the United States - (지역사회 노인주거시설에 관한 연구 - 미국을 중심으로 -)

  • At this point in time South Korea is rapidly metastasizing to a aging society. A major cause of aging can be summarized as increased life expectancy, decrease of nuclear family and birthrate, and South Korea's progress is faster than any other country. From the 1970s, western society has changed social welfare to deinstitutionalization and community care because of problems about economic reason and facilities protection, so the type of elderly social service has also changed from the facility welfare service which is accommodated old people in certain facility to community welfare service which provides various welfare services with living together. Public facilities for low income group which are supported by government are lower, 6.6%, than the United States or Japan, 50%. They are divided into private manage facilities and subscription elderly facilities. These subscription elderly residential facilities show poor administration because of focusing on development and market analysis for investment returns. Therefore, in order to vitalize the elderly welfare residential facilities in Korea, we need plans about systematic services facilities for welfare and phased medical treatments. Therefore, the purpose of this study is that (1) the types and functions of residents for community elderly residential facilities in elderly welfare policies of U.S., and supported policies are researched as a transcendental model, (2) data about operating system with the principles of the market is analyzed, and (3) basic data about welfare facility plan for community residential elderly people is provided.

A Case Study of Scientific Culture Programs of Government-Funded Research Institutions in Science and Technology; Focusing on Institutions Located in Daedeok Innopolis (과학기술계 정부출연연구기관의 과학문화 프로그램 실태조사 - 대덕연구개발특구 소재 기관을 중심으로 -)

  • The scientific culture programs of 13 Government-supported Research Institutes in the field of Science and Technology (GRIST) in Daedeok Innopolis are studied and classified according to the activities and operational types of programs conducted by GRIST over the past three years (2017~19). The total 150 scientific and cultural programs of GRIST were operational with annual average of 11.5 programs per institution. Science festival and field trip, as a scientific culture activity, account for 72%. By means of operational entity, the programs were identified as 68(45.3%) for PPOI(Programs Planned and Operated by Institute) and 82(54.7%) for PCPI(Programs Contributed and Participated by Institute). Also the 87.2% of all participants were elementary, middle, high school, and college students and the program for adult participants was none. From this study, we suggest that open lab type of science festival programs, which organized and operated by each GRIST, to inform ongoing and advanced research for public understand of research (PUR) and science concerts for targeting adult audiences.

An Empirical Study on Effective Relation among Trust, Camaraderie, and Pride Perceived by Employees of an R&D Institute : on the Basis of GPTW Trust Index (연구개발조직 구성원이 인식하는 신뢰, 동료애, 자부심의 영향관계에 대한 실증연구 : GPTW 신뢰지수를 중심으로)

  • As a public research institute, government-supported institutes have led the industrial development and the advancement of science and technology in Korea. Robert Levering has annually selected 'Fortune 100 GPTW(Great Place to Work)' by measuring the Trust Index which was originated by himself. The objectives of this study are to attempt newly to analyze the inter-relations among 5 elements of GPTW trust index such as credibility, respect, fairness, camaraderie, and pride perceived by the K institute's 262 employees; to verify that GPTW trust index is valid for the selection of the fortune 100 GPTW. Amart PLS 2.0 and SPSS 18 were utilized for the statistical analysis. The results of this study are as follows. Credibility has positive effect to pride; respect has positive effect to pride and camaraderie; fairness has positive effect to camaraderie; and camaraderie has positive to pride. Pride and camaraderie have positive effect to the perceived GPTW. Recent studies mainly focused on the relations between GPTW trust index as independent, mediating variables or parameters and organizational performances. It is meaningful that this study has firstly tried to analyze the inter-relations among 5 elements of the trust index for the employees of research institute. This study has implication that the in order to enhance the performance the institute has to manage GPTW trust index perceived by the employees.

KASI's contributions to Space Weather over the past 10 years

  • For the past decade, supported by the Korean government, the solar and space weather group of Korea Astronomy and Space Science Institute (KASI) has been researching towards the prevention of hazardous effects on Korean satellites, the stability of wireless telecommunications, and the safety of polar route aviation. So far, we have expanded the ground observation system, made space data more accessible, developed more advanced models for space weather forecasting, from which we have been providing forecasting services to a satisfied domestic clientele. Alongside that, we have continued our research on solar activities and the Sun-Earth connection. In this talk, I will summarize our contributions to space weather over the past 10 years and discuss future plans for next decade.

Understanding the Perceptions of Stakeholders in Environmental Conflict - Public-Supported Private Rental Housing Conflict in Busan Sasang-gu Jurye 3 District - (환경갈등에 있어 이해관계자들의 인식에 관한 연구 - 부산 사상구 주례 3지구 민간임대주택사업사례를 대상으로 -)

  • The purpose of this study is to understand the perceptions of stakeholders in environmental conflicts. The private rental housing project in Busan Sasang-gu Jurye 3 District, which took place in 2017 is one of many cases of environmental conflicts between developers and local residents. The case is considered as a typical failure of collaborative governance that has consequently caused negative impacts to both local residents and government. To understand why local residents could not come to consensus even though the majority of them were against the development project, we analyzed residents' perceptions and subjective opinions towards environmental conflicts. This study adopted 'Q methodology' to investigate human subjectivity. The results showed three distinguished types of subjectivity structures. Each type was named as 'collaborative governance advocates', 'public administration distrusters', and 'current local government supporters' based on their characteristics. Participants in all three types showed opposition to environmental damages that can be caused by the private rental housing development, but they revealed different perspectives on the importance of public participation and institutional responsibility in the process of decision-making. This study makes better understand what makes it difficult to build collaborative governance as a means of overcoming environmental conflicts.

  • It is necessary to select proper reduction methods and to calculate reasonably reduction amount for making good practice of the reduction scheme. Moreover, it is suggested that the reduction amount have to be distributed properly during the planning period. In other words, it has not to be concentrated on the specific year (especially final year of the planning period). The reason why, if the reduction amount concentrate on the final year of the planning period, allotment loading amount could not be achieved in some cases (e.g., insufficiency of budget, extension of construction duration). Even though much of the budget have been supported from national treasury (about 50%), it is thought the role of the local government must be strengthened gradually.

A Competitive Intensification Plan for Marine Leisure Equipment Industry in the Southeast Region

  • Since 2000, S. Korea is building yachts through government supported localization, cooperation between industry and educational organizations, or partnerships with foreign firms but the yacht building has yet only accomplished trial manufactured ships and one-time production. Because of a lack of mass production, the industry assesses the domestic technical skills to an average 50~60% of developed countries and its market share is less than 1% in the world. In addition, domestic marine equipment is heavily depending on imports and the industry is experiencing shortage of technology and experts, small-sized companies, insufficient industry and educational organizations' cooperation networks, inadequate legislation and policies, deficient domestic market vitalization, and scarce international information. Thus, this study focuses on the alternative plans to strengthen competitiveness and to cope with problems in the southeast marine leisure equipment industry.
