This was a qualitative study on medical aid patients to understand the cause and process of statistical difference of health service utilization between medical aid and health insurance patients. The main results were the following; 1) There was few overuse of health service in medical aid patients. The reason of heavy utilization was mainly due to the complicated disease. Some of them were considered to overuse physical therapy and oriental acupuncture. 2) In case of medical aid patients, medical cost was paid by their welfare benefit of government or by the support of family or neighbors. They usually could not adequately use the services of uninsured benefit or large hospitals due to the cost. Some patients just endured the pain. There was still discrimination for medical aid patients in some medical institutions. 3) The health officials and institutions did not provide sufficient information to medical aid patients about the policy of medical cost support. 4) Health policies, such as selective clinic system, medial aid case management, approval of extended care, were considered to contribute in preventing unnecessary use of health service. However, this might limit adequate use of medical aid service. In conclusion, there is little evidence of overuse of health service for medical aid patients, which is different from the previous studies. A new plan is necessary, because medical aid patients thought that the necessary health service was not accessible to them.

The purpose of this study is to establish strategic suggestions for the direction of the drone-related business by Gyeonggi-do through a survey on the operation and actual conditions of the drone geospatial information service business experienced by Gyeonggi-do civil servants. For this purpose, as a result of surveying the demand survey of 219 people in charge of drone field work, it was analyzed by dividing it into four categories: technology-based operation support, business discovery and support, legal and institutional support, and education and public relations. As an improvement measure, technology-based operation support is to secure service operation efficiency by establishing a dedicated manpower and a dedicated organization and securing drone-related experts.The plan for improvement of project discovery and support is as follows. 1) The government proactively discovers prior research projects for project discovery and support; 2) Legal and institutional support requires support services for simplification of administration such as drone geospatial data shooting schedules and permits, 3) legal and institutional review on improving the scope and restrictions for using drone geospatial data. In the field of education and publicity, it is necessary to operate an education program on the overall operation of drones, and to conduct seminars for each field and use, and to seek activation methods through practical application guidelines for the application process and system. The limitation of this study is that the survey subjects are related to Gyeonggi-do, and in the future, survey analysis through a wide range of participants is required.
This study looks into the relationship between Chinese philosophy, with a focus on Confucianism and Taoism, and music. Kong zi's Confucius supported, 'Enjoyment without being licentious and grief without being hurtfully excessive', and 'hatred of the music of Zheng'. These ideas do not emphasize the function of music as an expression of emotions, feelings, or desires, and are instead conclusions based on Confucian ideals such as harmony between classes and the spread of benevolent government. Music must coincide with Justice. The hatred of the music of Zheng was a conclusion founded on the idea of a place for Justice in music. Zhuangzi is the source of the spirit of Chinese art; specifically, Zhuangzi's idea of music in relation to its influence on East Asian history of art is extremely influential. In fact, the concept of yuelun is considered the most original and important concept in the history of the East Asian philosophy of art. The most distinctive features of Zhuangzi's theory of music can be summarized as follows. He attempts to liberate music from the restrictions of form and to let music express authentic human feelings and emotions. He also argues that music should not be subjected to politics, as he thinks that the creative mind of an artist can exist only when music is freed from political influence. Confucianism takes a humanistic perspective, while Taoism takes a more naturalistic one. In sum, Confucianism gives weight to the logical and ethical aspects of music, while Taoism emphasizes the intuitional and naturalistic ones.
Recently, there is a need to introduce a Korean-style restriction sandbox system that exempts or suspends existing regulations so that new products or services based on new technologies can be commercialized without restrictions. In response, the government reorganized the relevant statutes to promptly check regulations centering on four fields, including industrial convergence, ICT, FinTech, and regional innovation growth, and to allow experimental, proof and market releases by setting certain conditions(zone, period, scale, etc.). However, despite the same regulatory sandbox application, depending on the nature of the field applied, differences in application subject, whether application of regulatory specifics, system of push ahead decision-making and whether support of financial and taxation are shown. This research is intended to present efficient operation measures for successful settling of Korean-style regulation sandboxes by comparing and analyzing, centering on the Industrial Fusion Promotion Act in the Industrial Convergence Field, ICT field's Information and Communication Convergence Act, FinTech field's Financial Innovation Act and Regional Special Zone Act in the Regional Innovation and Growth Sector.

The relevance of research provides the necessity to identify the basic problems in the public governance sphere and information technology relations, forasmuch as understanding such interconnections can indicate the consequences of the development and spreading information technologies. The purpose of the research is to outline the issues of applying information technologies in public governance sphere. 500 civil servants took part in the survey (Ukraine). A two-stage study was conducted in order to obtain practical results of the research. The first stage involved collecting and analyzing the responses of civil servants on the Mentimeter online platform. In the second stage, the administrator used the SWOT-analysis system. The tendencies in using information technologies have been determined as follows: the institutional support development; creation of analytical portals for ensuring public control; level of accountability, transparency, activity of civil servants; implementation of e-government projects; changing the philosophy of electronic services development. Considering the threats and risks to the public governance system in the context of applying information technologies, the following aspects generated by societal requirements have been identified, namely: creation of the digital bureaucracy system; preservation of information and digital inequality; insufficient level of knowledge and skills in the field of digital technologies, reducing the publicity of the state and municipal governance system. Weaknesses of modern public governance in the context of IT implementation have been highlighted, namely: "digitization for digitalization"; lack of necessary legal regulation; inefficiency of electronic document management (issues caused by the imperfection of the interface of reporting interactive forms, frequent changes in the composition of indicators in reporting forms, the desire of higher authorities to solve the problem of their introduction); lack of data analysis infrastructure (due to imperfections in the organization of interaction between departments and poor capacity of information resources; lack of analytical databases), lack of necessary digital competencies for civil servants. Based on the results of SWOT-analysis, the strengths have been identified as follows: (possibility of continuous communication; constant self-learning); weaknesses (age restrictions for civil servants; insufficient acquisition of knowledge); threats (system errors in the provision of services through automation); opportunities for the introduction of IT in the public governance system (broad global trends; facilitation of the document management system). The practical significance of the research lies in providing recommendations for eliminating the problems of IT implementation in the public governance sphere outlined by civil servants..
Due to high proportion of exports, Korea has a higher dependence on the global value chain (GVC) than other major developed countries. This reason, Korea has a structure that is sensitive to GVC changes. This is because Korean exports are concentrated on specific countries and items, and most of the materials for export tend to depend on imports. Currently, export restrictions resulting from trade disputes with Japan can affect the industry of Korea as a whole due to the supply of core materials. Therefore, in order to minimize economic damage caused by export regulations in the current situation, it is necessary to reorganize the GVC, through efforts to rapidly diversify imports and localize imports that depend on Japan. To this end, it is necessary to derive and classify imported goods that depend on Japan, and to localize items that are difficult to diversify imports, and prompt R&D investment is required for this. This study aims to support R&D investment policy through quantitative analysis based on big data rather than a decision-making method based on expert-centered qualitative analysis.

The government's social distancing policy and concerns about COVID-19 are increasing restrictions on outdoor leisure activities. Based on the decrease in outdoor leisure activities and the increase in indoor leisure activities, The purpose of this study is to examine the correlation between the degree of new confirmed cases of COVID-19 and the number of VOD views. This study conducted a time series analysis for 348 days from February 18, 2020 to January 31, 2021. Data were collected from the number of daily VOD views provided by the Korean Film Council and the number of new confirmed cases of COVID-19 provided by the Korea Centers for Disease Control and Prevention. The analysis showed that the number of confirmed COVID-19 cases has a significantly positive effect on the number of daily movie VOD views at the 5% significance level. This results indicate that the more confirmed cases of COVID-10, the more people watch movie VOD as indoor leisure activities. While previous studies examined the relationship between the confirmed cases of COVID-19 and indoor leisure activities in general, this study tried to academically contribute by analyzing the impact on specific indoor leisure activities. The practical implications of this study are as follows. The results of this study show that efficient promotions are possible based on significant social issues, such as infectious diseases. According to the results, promotions that respond quickly to changes are more effective than long-term promotions considering the climate or seasons. Due to the limitations of the data, the current study was conducted based only on PPV, but future research should also consider various billing forms such as PPM and SVOD.

Jeollanam-do has 25 land-to-island and island-to-island bridges, the largest number in Korea. It is a local government rich in specialized marine and tourism resources centered on the archipelago and the sea bridges connecting them. However, in the case of sea-crossing bridges, when strong winds or typhoons occur, there is an issue that increases anxiety among users and local residents due to excessive vibration of the bridge, apart from structural safety of the bridge. In fact, in the case of Cheonsa Bridge in Shinan-gun, which was recently opened in 2019, vehicle traffic restrictions due to strong winds and excessive vibrations frequently occurred, resulting in complaints from local residents and drivers due to increased anxiety. Therefore, based on the data measured using IoT measurement technology, it is possible to relieve local residents' anxiety about the safety management of marine bridges by providing quantitative and accurate bridge vibration levels related to traffic and wind conditions of bridges in real time to local residents. This study uses the existing measurement system and IoT sensor to constantly observe the wind speed and vibration of the marine bridge, and transmits it to local residents and managers to relieve anxiety about the safety and traffic of the sea-crossing bridge, and strong winds and to develop technologies capable of preemptively responding to large-scale disasters.
Recently, United Nations found that 38% of global carbon emissions are generated in the building sector, surpassing other industries (32%) and transportation (23%), and ESG is actively used as a way to reduce carbon emissions in the building sector, led by overseas advanced countries. In Korea, as the National Pension Service announced "Consider ESG with more than 50% of investment assets" this year, the move to introduce ESG in the building sector is accelerating, centering on construction companies and asset management companies. However, as the domestic ESG evaluation system is still mainly focused on corporate governance and social responsibility, interest in the environmental sector is lagging behind that of advanced countries. As ESG in the building sector is expected to grow rapidly over the next 10 years, I would like to suggest the following development directions. The first is the expansion of the incentive system. In order for the government to successfully implement policies related to ESG in the building sector, incentive system such as tax reduction and building standards should be expanded further than now in addition to negative systems such as rent restrictions and punishment taxes due to regulatory violations. Second, standardized ESG standards are established. Rather than creating an independent Korean ESG standard that is far from global standards, it is necessary to organize the common parts of global standards and evaluation methods and create and provide guidelines in the form of standard textbooks that can be used equally by all stakeholders. Third, it is an effort to link ESG in the building sector with Digital Transformation(DX). This is because actual energy savings and carbon emission reduction can be realized only when the operation method of the building sector, which is operated mainly by manpower, is digitalized and converted to an intelligent way.
The online fitness industry has experienced rapid growth in recent years, overcoming physical constraints of conventional fitness programs. The COVID-19 pandemic accelerated the trend as social distancing policies were implemented. However, as financial distress of offline gyms worsened, the Korean government implemented the "With-COVID19" policy, which lifted most of the restrictions and regulations on offline gyms, on November 1st, 2021, raising concerns about the loss of drivers for the growth of the online fitness industry. Using regression discontinuity design in time (RDDiT), this study investigates the causal effect of the "With-COVID19" policy on the viewer engagement of online fitness content. Contrary to expectations that viewer engagement would decrease, it increased by 21%. Additionally, subgroup analysis based on opportunity cost reveals heterogeneity, and the high-cost group experienced a greater increase of 32% compared to low-cost group. Based on these findings, the study provides possible mechanisms of the increase, theoretical contributions on using RDDiT in the Information Systems, and practical implications for guidelines on managing online fitness platforms and content in the era of digital transformation.
