As various social problems occur due to increasing traffic accidents, the government has setup and executed strong safety policies. As a result, the number of traffic accidents and the death toll have been decreasing in recent years. However, the setup and execution of the various policies for reducing traffic accidents cost much, so it is necessary to evaluate the cost-effectiveness of each policy. In the present study, enforcement by means of an unmanned over-speed enforcement system, the enforcement effect of which was proven good compared to the cost required for traffic enforcement, is compared with enforcement by policemen. As a result of the comparison, the average speed was 82.66 km/h before the use of unmanned systems and policemen; the average speed with manned enforcement was 70.57 km/h; and the average speed with unmanned systems was 67.85 km/h. The speed limit violation rate was 65% before the use of unmanned systems and policemen; 32% with manned enforcement; and 15% with unmanned systems. Considering the kinds of vehicles, the average speed and violation rate were highest among private cars, then vans, and then trucks.. Considering lanes. The accident rate was estimated based on the above results, and the input cost-to-advantage was estimated. The annual cost-to-advantage was estimated by comparing the above estimated values with the conditions before the unmanned over-speed enforcement system. Subsequently, the enforcement by policemen showed a negative advantage of 76,130,590 won, and the enforcement by the unmanned system showed a positive advantage of 38,577,670 won.

Measurement of quality of life is a concept studied in the field of administration, economy and society. And It is a standard of measuring performance of government. Recently, in governments and global society, QoL (Quality of life) index is used to reflect overall development degree. National policy and service effectiveness measurement using QoL index is more persuasive when it is combined with 'Bottom-Up Spillover Theory'. This study applied "National Quality of Life Index", the object QoL index used by National Statistical Office to see if the library service is recognized to actually have influence on the quality of life, and furthermore, see the difference of quality of life improvement recognition by user and quality of life improvement degree recognized by the librarian. "Recognition regarding shortage of time" was the highest index, and "concentration of fine dust" was the lowest. Regarding the recognition difference between librarian and user, it showed signifiant difference in 13 index, while the recognition difference by gender showed difference in 5 index, difference by age was 23, difference by residence was 14, and difference by number of visits to library was 9.
To assess the feasibility of 'low carbon, sustainable growth' policy pursued of the Chinese government, this paper first measures technical efficiency, $CO_2$ shadow prices, and indirect Morishima elasticity of substitution between capital and energy for 24 of manufacturing sectors in Beijing and Chongqing, in which China launched pilot carbon emissions trading scheme, by estimating the input distance function. Based on these results, then the potential for $CO_2$ reduction, cost savings from emissions trading, and the effectiveness of capital investment in reducing $CO_2$ are compared across industries and provinces. In 2010, manufacturing industries in Beijing and Chongqing could potentially reduce the largest $CO_2$ emissions, amounting 5.2 and 17 million tons, respectively, by achieving 100% technical efficiency. While, on average, Chongqing has a comparative advantage in the cost savings from carbon trading over Beijing, Beijing is more likely to reduce $CO_2$ by expanding capital investment.
This paper evaluates the effects of the Basic Subsidy Program provided to families with infants cared for in private day care centers. There has been a discrepancy in the price and quality level between public and private day care centers. Public day care centers which receive government support in their labor costs are able to maintain relatively higher quality at lower price than their private counterparts, while the majority of children are cared for at private day care centers. To reduce the gap of the price and quality of care between public and private day care centers by improving the quality and decreasing the price of private day care centers, the Basic Subsidy Program was introduced in 2006 to the private day care centers. The subsidies mainly aim to improve the quality and the accessibility of child care, and encourage mothers' labor supply. For this purpose, the provision of the Basic Subsidy Program imposed prerequisites to the care providers including minimum wage and four major insurances for teachers, and child-staff ratio. I examine whether the subsidies improve the quality of care, help mothers balancing work and family, and increase satisfaction with child care from mothers' perspective. Since the outcome variables that measure the quality of care are difficult to obtain, I instead use the input variables for quality production. Child-staff ratio, teachers' welfare, and care environment are considered. The relationship between these variables and the introduction of subsidies is examined. The 2004 National Survey of Child Care and Education and the 2004 National Survey of Day Care Centers are used for the base data set. To reflect the outcomes after the Basic Subsidy Program, equivalent data sets for households and care providers are constructed by the KDI Data Analysis Unit. Using these nationally representative data sets, information regarding child care is collected. The findings show that the subsidies contribute to the quality of care improving the input variables of quality production. The welfare of teachers is improved, and the child-staff ratio significantly decreases. As a result, the usage of private day care centers greatly increases even though the price level rarely changes. However, mothers' satisfaction with child care are rarely affected by the subsidies. Although the subsidies with no eligibility criteria enlarge the recipients, the actual effects to increase maternal labor supply or to improve satisfaction is limited. Given this findings, I suggest some modifications of subsidies to raise the effectiveness of the subsidy program.

This study reviews the current status of entrepreneurship education programs in elementary and secondary schools, and analyzes the following educational needs among teachers. We have made the following conclusions from the study. First, career development teachers shared a strong need for entrepreneurship education programs. Second, the programs provided by these teachers were substandard despite the strong need expressed. In particular, insufficient training period and incentives were provided to teachers involved in the programs, and the teachers exhibited low standards in job specialization and class evaluation abilities. Third, the awareness of people involved in the education scheme was most critical in the cultivation and activation of entrepreneurship educations-according to the Borich educational demand calculations comparing the required and actual entrepreneurship education standards. In summary, the general educational conditions, such as the teachers' job specialization, educational support and environment, and partakers' awareness, were lacking in entrepreneurship education programs aimed at the youth. To stimulate the programs' effectiveness, teachers must be better trained; the programs should be better advertised; and specialization should be cultivated during training. Furthermore, the government's support towards program development and diversification through appropriate policies should aim to help the education's recipients in their proactive career development during the current 4th industrial revolution.
The purpose of this paper is to analyze the efficiency of integrated management strategy between Busan and Gwangyang ports through considering the integrated management strategy of ports in China and Japan. The reason we selected Busan and Gwangyang ports is that these two ports are a major port which is possible to be an Asia hub port by the policy of Korean government, but these two ports are concerned that they are able to lose their competitiveness by excessive competition. Therefore, we attempted to analyze the integrated management strategy of China and Japan and then we examined the effectiveness of integrated management between Busan and Gwangyang ports. For empirical study, we assumed that the co-management of these two ports will enhance the port performances. And a comparative study has been conducted with 25 Asian ports by using Data Envelopment Analysis (DEA) method. We also tried to compare the efficiency between before integrated management and after integrated management of these two ports. The result of analysis indicates that the port performance of these two ports has been increased slightly in integrated management system, but the efficiency of these two ports is still lower than other competitors such as Chinese and Japanese ports. It means that there exists inefficiency in management of these two Korean ports because Korean ports are already reached into the economies of scale. Therefore, the strategies for improving of port performances are required to survive against competition.
This study is meaningful by offering basic data that is able to enhance satisfaction with the use of medical services by the qualified recipients of medical aid and to promote health consistently while looking into their satisfaction with the use of medical services, using independent variables for the period after the introduction of the selected medical center system. The study period from August 16, 2013 was 23 August, In conclusion, with a view to enhancing satisfaction with the use of medical services by qualified recipients of medical aid after the execution of the selected medical center system, it is most important to identify with greater sufficiency and accuracy the effect of medical services by qualified recipients of medical services and any unsatisfied desire for medical services. Also, in pursuit of the use of appropriate medical services, there is a need to prepare active cooperation between medical centers and various political alternatives of the government for the effective discovery of accessibility to medical services, overcome inefficiencies in administrative procedures, establish a reasonable medical service delivery system with the guarantee of appropriate medical treatment, and improve health management.

With growing interest in novel digital healthcare devices, such as artificial intelligence (AI) software for medical diagnosis and prediction, and their potential impacts on healthcare, discussions have taken place regarding the regulatory approval, coverage, and clinical implementation of these devices. Despite their potential, 'digital exceptionalism' (i.e., skipping the rigorous clinical validation of such digital tools) is creating significant concerns for patients and healthcare stakeholders. This white paper presents the positions of the Korean Society of Radiology, a leader in medical imaging and digital medicine, on the clinical validation, regulatory approval, coverage decisions, and clinical implementation of novel digital healthcare devices, especially AI software for medical diagnosis and prediction, and explains the scientific principles underlying those positions. Mere regulatory approval by the Food and Drug Administration of Korea, the United States, or other countries should be distinguished from coverage decisions and widespread clinical implementation, as regulatory approval only indicates that a digital tool is allowed for use in patients, not that the device is beneficial or recommended for patient care. Coverage or widespread clinical adoption of AI software tools should require a thorough clinical validation of safety, high accuracy proven by robust external validation, documented benefits for patient outcomes, and cost-effectiveness. The Korean Society of Radiology puts patients first when considering novel digital healthcare tools, and as an impartial professional organization that follows scientific principles and evidence, strives to provide correct information to the public, make reasonable policy suggestions, and build collaborative partnerships with industry and government for the good of our patients.
Title of management of cultural asset architectures made of wood managed by nation or local government is separated and there is a high concern about the disappearance of many national cultural asset architectures by fire. This study investigated the effectiveness of major installed appliances in terms of disaster prevention, and problems by early suppression in the event of fire and by mobilization of fire engines in depth. Also, this study derived problems by conducting an in-depth individual interview on interested parties for installation of fire extinguishing system by related law and to improve system to make realistic maintenance. As a result, it was identified that they have reached the positive aspects of protecting cultural asset architectures from disaster as fire by maintaining and managing facilities by establishing proper disaster prevention measures because they are surrounded by mountain or buildings are contiguous. Wooden cultural asset architectures are often excluded from regulation for installation of fire-fighting facilities under the Fire Services Act because most of wooden cultural assets are detached buildings, occupy small area, and are one-storied architecture. The best method is having extinguishing ability themselves according to the manual by making fire manual as management policy before the outbreak of fire. This study intends to suggest a follow-up study for practical considerations to establish or designate a professional management agency for them to protect important national cultural heritage buildings at the state level before they are destroyed by fire.

This study examined the latent groups regarding the changes and difficulties after becoming a single parent and analyzed the differences in the backgrounds and depressive levels according to each group. The data of 2,500 single parents from the 2018 Single Parent Family Survey were analyzed by Latent Profile Analysis (LPA). LPA indicated four-profile groups: 1) parenting stability group, 2) normal group, 3) economic stability group, and 4) potential-risk group. Its determinants included gender and economic status, including government funding type and employment status rather than academic status. Specifically, female single parents with an unemployed or low-income support household were more likely to be linked to the potential-risk group. In addition, the potential-risk group showed a higher depressive level than the parenting stability group, normal group, and economic stability group. The significance of this study is that distinguished intervention based on the characteristics of each group can promote the effectiveness of single-parent family support policy.
