Cumulative DEA/Malmquist Index 기법을 이용한 정부출연 연구기관 연구개발 효율성 변화 분석 (Analysis of the Change in R&D Efficiency in a Government-Funded Research Institute in Korea : Cumulative DEA/Malmquist Analysis Approach)

  • This paper presents a framework to analyze the change in the research and development (R&D) efficiency of government-funded research institutes (GRIs) in Korea. Cumulative data envelopment analysis/Malmquist index method is utilized to analyze the changes in R&D efficiency of GRIs. Data analysis of the R&D activities of 10 GRIs in Korea Research Council of Fundamental Science & Technology showed that the average R&D efficiency of the 10 GRIs improved from 2009 to 2013. However, the efficiency of a few GRIs decreased in terms of the catch-up index. The proposed framework can help management teams diagnose the current state of R&D activities and determine the efficacy of strategic actions by comparing efficiencies in the past.

Effects of Technology Transfer Policies on the Technical Efficiency of Korean University TTOs

  • The Korean government has provided various policy devices to boost technology transfers between academia and industry since the establishment of the Technology Transfer Promotion Act in 2000. Along with the enactment of the law, the Korean government mandated the establishment of a technology transfer office at national and public universities and encouraged technology transfer activities. Despite the quantitative expansion of technology transfer offices (TTOs), operational inefficiency was brought up. As a supplementary policy, the Korean government implemented a line of projects to support the labor and business expenses of leading TTOs. This research questions whether the project greatly affected the technical efficiency of TTOs. We analyze publicly available university panel data from 2007 to 2015 using a one-step stochastic frontier analysis. The results suggest that the program was marginally effective at shifting the technical efficiency distribution to the right on average, but it failed to maximize its impact by diversifying the policy means based on targets. The marginal effects of the program on technical efficiency differ according to the research capability and size of each school. We also compare technical efficiency against the licensing income at the start and end of the program. Technical efficiency increased for the leading TTOs, and both measures show improvements for unsupported TTOs. Our empirical results imply that diversifying the program for universities with different characteristics may have improved the effectiveness of the policy.

  • The purpose of this paper is to analyze the efficiency of government investment in the deployment and technological development of three technological areas - wind power, photovoltaic and fuel cell - of renewable energy in Korea using the DEA (data envelopment analysis). The efficiencies of government investment in renewable energies are measured and compared among three kinds of technologies using the actual data during 2007~2009. In the present DEA model, R&D investment and government subsidies for renewable energy usage promotion are selected as input variables, and the number of patents, supply level, and the production cost as output variable. As a result, it is found that the wind power is the most efficient renewable energy in Korea in the perspective of the efficiency of government investment.

Efficiency of Aluminum and Iron Electrodes for the Removal of Heavy Metals [(Ni (II), Pb (II), Cd (II)] by Electrocoagulation Method

  • Electrocoagulation (EC) technique is applied for the treatment of wastewater containing heavy metals ions such as nickle (Ni), lead (Pb) and cadmium (Cd) by using sacrificial anodes corrode to release active coagulant flocs usually aluminium or iron cations into the solution. During electrolytic reactions hydrogen gas evolve at the cathode. All the experiments were carried out in Batch mode. The tank was filled with synthetic wastewater containing heavy metals and efficiency of electro-coagulation in combination with aluminum and iron electrodes were investigated for removal of such metals. Several parameters, such as contact time, pH, electro-coagulant concentration, and current density were optimized to achieve maximum removal efficiency (%). The concentrations of heavy metals were determined by using Atomic Absorption Spectroscopy (AAS). It is found that the electro-coagulation process has potential to be utilized for the cost-effective removal of heavy metals from wastewater specially using iron electrodes in terms of high removal efficiencies and operating cost.

OECD 국가 코로나19 대응정책 효율성 분석 (Evaluation of the COVID-19 Policies in OECD Countries)

  • Background: Coronavirus disease 2019 (COVID-19), which has occurred since the end of 2019, has caused tremendous damage not only in terms of disease and death but also in terms of economy. Accordingly, governments implemented health and quarantine policies to prevent the transmission and spread of COVID-19 and minimize economic effects, and implemented various countermeasures to reduce social and economic damage. However, the damage varies from country to country, and there are differences in the response of each government. Methods: Using 2020 data from the Organization for Economic Cooperation and Development countries, the effectiveness of governments' quarantine and economic policies in response to COVID-19 was calculated, and what factors determine the effectiveness were analyzed. While most of the previous studies analyzed the relationship between the government's quarantine policy and corona transmission and death, this study is characterized by considering the economic aspect in addition. Results: As a result of the analysis, the following results were obtained. First, when economic aspects are not considered, Asian and European countries have similar levels of efficiency, but when economic aspects are taken into account, Asian countries have higher efficiency. Second, population density had a negative effect on the efficiency of each country's policy, and long-term orientation was found to have an important impact when considering the economic aspect. Conclusion: We found that the governance index is an important variable influencing the efficiency, which shows that the effectiveness of government policies in response to the coronavirus depends heavily on the trust relationship between the government and the people.

자료포락선분석을 활용한 벤처기업 자금지원정책의 기업 효율성 및 생산성 효과 분석 (The Effects of Venture Business Finance Supporting Programs on Efficiency and Productivity of Venture Firms Using Data Envelope Analysis)

  • 본 연구는 2013년 『벤처기업정밀실태 조사』에서 창업 후 5년~8년이 된 기업 중 결측치가 없는 406개 기업 자료를 기초로 자료포락선분석(DEA)을 이용하여 효율성과 생산성을 계산하고, 이를 통해 벤처기업에 대한 정부의 자금지원정책의 효과를 분석하고 있다. 그 결과 다음과 같은 결과를 얻었다. 첫째, 정부의 지원을 받은 기업과 그렇지 않은 기업을 비교한 결과 정부지원을 받지 않은 기업들의 효율성이 더 높았다. 둘째, 정부지원을 받은 벤처기업의 생산성 증대가 지원을 받지 않은 기업의 생산성 증대보다 높았고, 이는 효율성 증대보다는 기술진보에 기인한 면이 크다. 셋째, 벤처기업에 대한 정부지원 중에서도 R&D 자금 지원이 생산성 증가가 컸다. 이러한 결과를 종합하여 볼 때, 정부의 벤처지원 자금지원정책은 벤처기업의 생산성 증대라는 측면에서 효과적이었다고 판단되고 나아가 효율성이 떨어지는 취약한 기업을 대상으로 자금지원이 이루어졌다는 점에서 적절하게 이루어졌다고 평가된다.

농촌지도사업과 지도인력관리의 방향 (Directions for Personnel Management of Agricultural Extension Services in Korea)

  • Poitical demand for decentralization trends in Korea has led the government to plan to localize its agricultural extension system by changing the status of 6,696 extension personnel stationed at the provincial and county level from central government status to local government status as of January 1997. However, serious drawbacks of lowered morale of extension personnel and the financial burden of local governments has not yet been debated extensively for effective personnel management. Some of the findings that emerged from both the analytical and empirical research show the dangers of decentralization such as an increase in disparities, jeopardizing stability, and undermining efficiency. These problems should be considered along with the culture, tradition, and Koreans' attitude towards central and local government. The dangers of decentralization of agricultural extension services in Korea may cause serious problems in allocative efficiency because of a mismatch between available resources and promised expenditures, and in production efficiency because of unproven cost-effective provisions of local governments. It is accepted that the central government can invest more in technology, research, development, promotion and innovation in the agricultural sector. However, changing the status of extension personnel from central government to local government status may lead the best people to leave, lower morale, shake the sense of public service, break networks, and sacrifice investment in research, development and extension. In deciding the future directions for personnel management of agricultural extension services in Korea, maintaining or reinforcing the existing national status of extension personnel should be considered along with a reflection of the basic characteristics of agricultural extension services, linkages of research and extension, the financial burden of local government, specialization of extension personnel, unnecessary duplication of investment among local governments, possible national supports to agricultural research and development, and extension under the WTO systems.

Child Care Service Quality Management Through the Evaluation of Efficiency at Child Care Centers: An Evaluation with Data Envelopment Analysis

  • This paper proposes a scheme to estimate the technical efficiency at child care centers for the less-than-three-year-old infants by Data Envelopment Analysis (DEA) and to manage the quality of care service through implementing flexible and efficient government subsidy system. The result of technical efficiency estimation shows that there exists the heterogeneity in technical efficiency a substantial opportunity for improvement in technical efficiency across child care centers. This result implies that government may bring up the competition by giving subsidy differentially based on efficiency and use the money which has been used inefficiently other purposes. Both can improve the quality of child care service.

  • 본 연구는 사업성과분석을 위한 성과조사 과정에서 수집된 사업관련 요구사항과 개선사항에 대해 집대성하고 이에 대한 분석을 통해 정책적 대안을 제시하는 한편, 지원성과 제고를 위한 방안을 제시함으로써 정책융자사업 운용상의 보완점을 도출하고 이를 개선함으로써 지원성과를 극대화할 수 있는 총체적인 방안들을 논의하고 있다. 이를 위해 융자사업 발전을 위한 제도적 정책적 요구사항이 반영된 10가지 정책방안들을 제시하고, 융자사업에 대한 새로운 평가지표의 발굴과 산출식의 개선방안을 도출하는 한편, 융자지원기업들에 대한 융자 후 후속 지원방안으로 K-OTC 및 KONEX시장을 이용한 자금조달방식과 3대 정보포털 라인업을 이용한 맞춤형 정책자금 지원방안도 함께 살펴보고자 하였다. 이를 통해 정책융자사업의 효과성 및 효율성을 제고함으로써 IT중소기업 성장기반 조성, 산업활성화 견인, 국민생활의 질 향상, 국가 경제 성장의 견인차 역할이라는 사업목표 달성에 이바지할 수 있을 것으로 기대한다.

직화구이 음식점 방지시설의 오염물질 저감 효과 평가 - 전기집진방식을 중심으로 - (Evaluation of Removal Efficiency in Emission Pollutants by Air Pollution Prevention Facilities from Meat Grilled Restaurants - Focus on the Electrostatic Precipitator -)

  • The emission gas from meat grilled restaurants has unpleasant odor and sticky particulate matters (PM) in form of oil mist. This affects the residents living nearby. In oder to decrease the odor and PM, electrostatic precipitators (ESP) were installed at several restaurants by support of Seoul metropolitan government and emission characteristics of PM and odor were investigated. The removal efficiency of odor and PM at before- and after-ESP was that total hydrocarbon (THC), NH3, H2S, acetaldehyde, butyraldehyde were not much decreased. Total suspended particles (TSP) emitted from the vent was below the value of 7 mg/m3 regardless of the concentration of before-ESP and removal efficiency was in the range of 64 ~ 86%. The ratio of PM1.0 to PM10 of emission gas was over 0.9. So it was revealed that most PM of emission gas was PM1.0. The PM concentration in the air of the street near the vent was higher than another street due to the emission gas and the PM of indoor air of restaurant grilling meats was measured very high compared to outdoor air. So it needs more powerful ventilation of indoor air.
