An Analysis of the Influence of Korean Environmental Sectoral System of Innovation on Innovative Performances (한국 환경산업혁신체제의 혁신성과에 대한 영향 분석)

  • This article analyzes the influence of sectoral system of innovation(i.e. technological regime, market demand, networks, and institution) on innovative performances(i.e. product-, process-, organizational-, marketing-, and environmental- innovation) in Korean environmental industry, conducting a multiple regression analysis based on survey data from 201 Korean environmental companies. As the results, product innovation is positively influenced by internal technology accumulation and market demand response, while not affected by external knowledge utilization, market competition, networks among market and non-market agents, government support and regulation. Process innovation is positively influenced by internal technology accumulation, networks among non-market agents and regulation, but not by external knowledge utilization, market demand response, market competition, networks among market agents, and government support. While organizational innovation is positively influenced by internal technology accumulation, external knowledge utilization and regulation, it is not affected by market demand response, market competition, networks among market and non-market agents, and government support. While marketing innovation is positively influenced by internal technology accumulation, networks among non-market agents, and government support, it is not affected by external knowledge utilization, market demand response, market competition, networks among market agents, and regulation. Environmental innovation is positively influenced by external knowledge utilization and regulation, but negatively influenced by market competition. It is not affected by internal technology accumulation, market demand response, networks among market and non-market agents, and government support. Such results suggests the following policy implications. First, it is necessary to expand the sphere of relating markets through the application of convergence technology, new regulations, and overseas markets. Second, reinforcing ecosystems among environmental market agents through demand-linked joint R&D should be revitalized. Third, it is needed to strengthen more supporting policies rather than regulation. This article has the limitation of using the survey data. And further researches on the environmental sectoral system of innovation structure itself will be tried.

The Design & Effect Analysis of Project Objective Management Information System for National R&D cooperated by Industries, Universities and Government-supported research institutes (국가 산.학.연 협력 연구개발을 위한 과제목표관리 정보시스템의 설계 및 효과 분석)

  • We studied how to achieve successful implementation of massive research and development projects requiring collaboration among industries, universities and government-supported research institute. We have set up an engineering process innovation model to be deemed most adequately for all practical purposes, relying on the theoretical studies on the merits and analysis of the effect of the information system based on Milestone Management, Work Breakdown Structures and Web, which is known to be effective for research project (schedule) management and the objective management, and implemented a real-world web-based project objective management system. After a review of various R & D Project Schedule Management methods, we found that this information system was very compatible with project objective management. This project objective management information system carries out research and development projects effectively and efficiently, getting together in cyber-space and sharing information, and has been equipped with an Early Warning Subsystem to allow for pre-analysis and timely response to potential problems arising from the course of the project. The system also contains an Executive Information System that in real time, automatically provides the management information required by managers with the rate of project progress (achievement, fulfillment and delay). Lastly, actual progress can be cross-checked through both on-line objective management on the web-based information system and design review meeting held on site, to improve the efficiency and validity of the information system. Moreover, overall effect was analyzed through questionnaires on how well the system and generated information meet requirements and on the ultimate impact of the system upon objective management and communication. The questionnaire on the system effect revealed that the information system was useful to objective management and communication, and that the quality of the system was more than acceptable as well.

  • New governance in the area of disaster management(New Governance) of the Safety Building in the form of public-private network as required in this era, SWOT can provide a strategic way to build public-private partnership recognized the necessity for a more efficient way. Between government agencies, private organizations and government and private organizations for the network between the systematic approach based on mutual trust, and participation by the activation of the meaning of seeing places studied. Partnership for Disaster Management as a result of the settlement than if the existing disaster management system for disaster response system more effective and efficient functioning in reducing human and material damage is expected to contribute are getting out.

  • With the rapid development of the Fourth Industrial Revolution and digital transformation, scientific and technological innovation measures are being devised to overcome Korea's low-growth, high-cost structure. Accordingly, by examining the R&D investment evaluation system of R&D PIE (R&D Platform for Investment and Evaluation), which has been promoted by the Korean government in response to the Fourth Industrial Revolution, from the perspective of R&D transformation, this study aims to explore a new path for a sustainable national science and technology innovation system following digital transformation. In particular, from the perspective of R&D PIE, a MLP (Multi-level Perspective), which had been conducted as an abstract theoretical study, was attempted with specific cases and analysis for each of the three layers: niche, landscape, and regime. In conclusion, R&D PIE was intended to elevate the abstract R&D investment evaluation system to a platform that leads innovation in the digital space of the Fourth Industrial Revolution. In addition, it was confirmed that the R&D PIE could be replaced or enhanced as a platform for innovation in response to the Fourth Industrial Revolution, thereby providing an alternative to job creation and an escape from economic crisis.

An Analysis of Cyber Attacks and Response Cases Related to COVID-19 (코로나19 관련 사이버 공격 및 대응현황 분석)

  • Since the global spread of COVID-19, social distancing and untact service implementation have spread rapidly. With the transition to a non-face-to-face environment such as telework and remote classes, cyber security threats have increased, and a lot of cyber compromises have also occurred. In this study, cyber-attacks and response cases related to COVID-19 are summarized in four aspects: cyber fraud, cyber-attacks on companies related to COVID-19 and healthcare sector, cyber-attacks on untact services such as telework, and preparation of untact services security for post-covid 19. After the outbreak of the COVID-19 pandemic, related events such as vaccination information and payment of national disaster aid continued to be used as bait for smishing and phishing. In the aspect of cyber-attacks on companies related to COVID-19 and healthcare sector, we can see that the damage was rapidly increasing as state-supported hackers attack those companies to obtain research results related to the COVID-19, and hackers chose medical institutions as targets with an efficient ransomware attack approach by changing 'spray and pray' strategy to 'big-game hunting'. Companies using untact services such as telework are experiencing cyber breaches due to insufficient security settings, non-installation of security patches, and vulnerabilities in systems constituting untact services such as VPN. In response to these cyber incidents, as a case of cyber fraud countermeasures, security notices to preventing cyber fraud damage to the public was announced, and security guidelines and ransomware countermeasures were provided to organizations related to COVID-19 and medical institutions. In addition, for companies that use and provide untact services, security vulnerability finding and system development environment security inspection service were provided by Government funding programs. We also looked at the differences in the role of the government and the target of security notices between domestic and overseas response cases. Lastly, considering the development of untact services by industry in preparation for post-COVID-19, supply chain security, cloud security, development security, and IoT security were suggested as common security reinforcement measures.

  • Recently frequent collapse of old fill dams has taken place, which increases social awareness in the safety of the infrastructure. Fill dams in Korea has been incautiously regarded as safe once the fill dam is considered to have a full capacity to retain a conservative design flood determined by government authorities. However, developed foreign countries has been managing their fill dams by introducing systematic risk assessment techniques over a long period of time. In this study, the system response probabilities of the deteriorated old fill dams in Korea were systematically evaluated and analyzed by using the internal erosion toolbox based on the event tree analysis technique. The probability of the existence of flaw and the magnitude of the hydraulic gradient through a potential crack can significantly influence the geotechnical system response probability. The results of this study show that the probability of the existence of flaw and the magnitude of the hydraulic gradient through a potential crack can significantly influence the geotechnical system response probability and the risk of the deteriorated fill dam can be quantitatively assessed.

  • Disaster is when, where, and how uncertainties, which might occur. Thus, for disaster response and management at the national and local governments have been made. Korea has established the Disaster and Safety Management Basic Act. Disaster Management has been made at the national level which is to prevent disasters and countries in order to protect citizens from harm and dangerous. Korean Disaster management system is well equipped with advanced countries. The Organization of national and local government are well-maintained substantially for the disaster activities and step-by-step manuals activities. Despite that uncertainty, due to the nature of the disaster, while infrequent, causing large-scale tragedy. Minimize the damage of the disaster as a disaster management efforts are needed. Normally a real disaster, a disaster situation, efforts are to be utilized efficiently, the effectiveness of the system will appear. But while the number of large-scale disasters, including the sinking of Sewol this time for the government and local governments see the response process, the system did not work and the manual existed in the cabinet. There was no Prevention and preparation activities, there was no integrated organization for the response management with expertise in the professional staff. Whenever a large disaster raised repeatedly as a problem, but there was a substantial change in formal but no improvement. It will not reduce the damage if the disaster management is not prepared for a revolutionary turning point.

  • Post-earthquake risk assessment technique in Korea is developed in 2013 by National Disaster Management Research Institute, at the same time, related manual and standard regulation is distributed to every local government by National Emergency Management Agency. The objectives of this research are to investigate and evaluate the post-earthquake risk assessment of 9.12 Earthquake (M5.8, Gyeongju City, 2016) and 11.15 Earthquake (M5.4, Pohang City, 2017). To suggest and improve the assessment process of post-earthquake risk, first post-earthquake risk assessment method of advanced foreign countries including US, New Zealand and Japan are compared, and post-earthquake evaluation activities in 9.12 Earthquake and 11.15 Earthquake are analyzed. From the results, it is needed to expand the adapted building and structure types and strengthen the earthquake disaster response capacity of local government.

  • Recently, the government was introduced as currency for earning of raw materials purchasing system for electronic Government management of foreign trade in 2011, and revised regulations for electronic proof of purchase. In addition, the currency for earning of raw materials, such as procurement system in 2012, followed by electronic proof of purchase local letter of credit. The government electronic trading will be promoting local trading of electronic procedures. This study will be a preceding research on the goods control system for acquiring foreign currency and the obligation of using digitalized approval of purchase due to the revision of foreign trade law. Also, it will conduct theoretical and legal research regarding the obligation of digital establishment of the local L/C which is a result of amendments to the rules of operation for the Bank of Korea's trade finance. Further, it will analyze the legal and operational problems and its response plans for the establishment of the local trade integrated management system which promotes the digitalization of the local trade process.

The ubiquitous railway disaster prevention system basically consists by four unit stages as prevention, preparedness, response and recovery system. Especially, in this system can supply real time accident information to the relevant government offices and public through forecasting and warning system by utilizing recognition of the five senses in case of accident. also, it is build that to make decisions as linking 2-dimension and 3-dimension space information interface of ubiquitous sensor networks and expected scenarios.
