The Impact of Government Innovation Subsidies on the Survival of SMEs in Korea

  • This study analyzed the effect of the government R&D subsidy program on long-term firm survival. In order to estimate the average treatment effect for the treated group, we used the survival analysis and matching method by constituting a comprehensive dataset of more than 90,000 observations. The analysis results show that the government R&D subsidy has a negative impact on long-term firm survival. In particular, not only the subsidy does not have a statistically significant effect on firm survival in the relatively short-term, the survival probability of the subsidized firms is statistically significantly lower than the non-subsidized firms after six years. These results can be seen as weakening the justification of government R&D support. There may be problems in the subsidy policy itself and the process of selection of subsidy awardees; however, the more fundamental problem is that the subsidy policy is concluded as the one-time event. Admittedly, it would be difficult for the government to precisely manage the subsidized projects over a long term period. However, in the case of a project in which short-term performance is detected, it would be necessary to provide a step-by-step support to strengthen the firm's competitiveness through further support and continuous development of performance. Of course, mid- and long-term evaluations of subsidy support policy should be performed in parallel with such phased support.

신재생에너지 분야 정부 R&D 투자 효율성 분석 (Analysis on Efficiency of Government's R&D investment in Renewable Energy)

  • 정부는 국가연구개발사업을 통해 매년 4,000억원 이상 신재생에너지 분야 R&D에 투자하고 있다. 본 연구는 신재생에너지 분야 정부 R&D 투자의 효율성을 측정하고, 비효율성의 원인을 파악하는데 있다. 이를 위해 2009-2011년 동안 정부가 신재생에너지 분야에 지원한 4,213개 R&D 과제를 대상으로 자료포락분석(DEA)과 통계검증을 실시하였다. 분석결과에 따르면 수소, 바이오, 연료전지, 태양광 등이 다른 신재생에너지에 비해 상대적으로 R&D 효율성이 높게 나타났다. 또한 대학이 기업에 비해 보다 효율적으로 R&D 과제를 수행하였으며, 기업 내에서도 중소기업이 대기업에 비해 R&D 효율성이 높은 것으로 분석되었다. 마지막으로, R&D 비효율성은 과다한 총사업비나 논문실적 저조보다는 주로 국내외 특허실적 저조에 기인한 것으로 확인되었다.

  • The photovoltaic industry is one of the main research areas for regenerable energy usage and green growth policy of the Korean government. R&D programs of MEST(Ministry of Education, Science and Technology) and MKE(Ministry of Knowledge Economy) are concentrating on the development of fundamental and applicable technology which can be carried out by a so-called "Big company" consortium. So it is essential to discover and support R&D projects for small and medium enterprises(SMEs) in the photovoltaic industry. R&D projects should be funded effectively to enhance the competitiveness of the SMEs. It is a complicated process as to decide what R&D projects or key element technologies should be selected and how to support them. In this paper, the supply chain analysis is adopted as a critical tool for selecting the research areas and topics for the SMEs, which can be done by analyzing the number of the SMEs, the level of imports and the localization possibility for each supply chain element. We define the strategic products for the SMEs to deduct core technologies for each strategic product. R&D projects definition sheets are proposed for each core technology. All the decision making processes are authorized by a committee which consists of experts for academia, industries and the research field. The efficacy of the proposed framework is described throughout the photovoltaic industry.

타일(Theil) 지수를 이용한 국가연구개발사업의 연구비 집중도 분석 (A Study on the Concentration of Research Investment in National R&D Projects Using the Theil Index)

  • 연구개발 자원이 절대적으로 부족했던 과거 우리나라 국가연구개발사업에는 이른바 선택과 집중이라는 전략이 설득력을 얻어 왔으며, 이 전략은 지금도 여전히 유효한 논리이다. 그러나 정부출연연구소(출연연), 대학 등 다양한 연구수행주체가 등장하고, 이들의 연구역량이 성숙한 현재의 상황에서 연구수행주체의 구분 없이 이 전략을 획일적으로 적용할 수만은 없다. 이에 본 연구에서는 국가연구개발사업을 수행하는 주체들에게 배분된 연구비 집중도를 분석함으로써 선택과 집중이 어떻게 작용해왔는지 확인하고자 한다. 2002년부터 2016년까지 국가연구개발과제를 수행한 연구주체에게 배분된 연구비 규모를 기준으로 집중도를 측정했고, 타일 지수를 이용하여 전체 국가연구개발사업을 개별 연구수행주체가 보유한 집중도로 분해하였다. 그 결과 전체 국가연구개발 시스템을 구성하는 하위 요소인 대학, 출연연 등이 보유한 집중도 및 이들의 기여를 분석할 수 있었다. 집중도 결과에 따르면 출연연의 연구비 집중도가 가장 높았으며, 대학이 그 뒤를 이었다. 그러나 10년 전에 비하면 두 주체 모두 집중도는 다소 완화된 것으로 드러났다. 반면, 중소기업의 경우 집중도가 높은 편은 아니나 일정한 수준을 꾸준히 유지해 오고 있었다. 즉, 대학과 출연연은 기관 간 연구비 배분에 편차가 줄어드는 경향이었는가 하면, 중소기업은 고르게 배분하는 방식이 주요했던 것이다.

Ex-ante Evaluation Process for Public R&D: Korean Case and its Implications for Indonesian R&D System

  • A variety of approaches are being applied to improve the existing ex-ante evaluation by expert panels in publicly funded R&D. While the objective evaluation criteria are constantly being improved to screen and select the superior projects, alternative approaches such as random prioritization and logical modeling are also underway to overcome the conservative bias of reviewers and to secure disruptive innovation. This study intends to find critical implications for ex-ante evaluation of public R&D system from the comparison of Indonesia and Korea. For the comparative analysis, literature review and expert in-depth interviews are conducted on the national R&D system and the selection evaluation process. In Korea, the selection criteria of projects are legally promulgated for establishing an objective evaluation system, and at the program level, the major considerations in the planning process are specified by Presidential Decree. On the other hand, while Indonesia conducts R&D in 47 strategic fields largely by public research institutes (PRI) based on the non-competitive government contributions. This study draws out implications of institutionalizing the planning process at the level of program, and of increasing the ratio of contract-based competitive funding at the level of project in the national R&D portfolio.

융복합 시대의 국가 SW R&D 프로젝트에 대한 품질활동관리 적정성 평가 방안 연구 (A study of appropriateness evaluation method for quality activity management of Software R&D Project)

  • 최근에 소프트웨어(SW) 융복합 시대를 맞아 SW품질관리의 중요성에 대한 관심이 높아지고 있다. 이에 본 연구에서는 품질관리전담기관의 SW품질활동관리 적정성을 객관적으로 평가 할 수 있는 방안에 대하여 기존의 품질 활동관리 적정성 사례를 기반으로 새로운 적정성 평가 방안을 제안하고자 한다. 이를 위하여 다음과 같이 연구 목적을 세 가지로 설정한다. 첫째, 기존의 국가 SW R&D 프로젝트의 SW품질활동관리 적정성 평가의 문제점을 도출하고 분석한다. 둘째, 기존의 SW품질활동관리 적정성 평가에 대한 문제점을 극복할 수 있는 새로운 적정성 평가 방법을 제안한다. 셋째, 새로운 적정성 평가 방법을 WBS(World Best Software) 프로젝트를 대상으로 적용해서 그 가능성과 효과성에 대하여 살펴본다. 본 연구에서 새롭게 제시한 국가 SW R&D 품질활동관리 적정성 평가 프레임워크를 대형 SW R&D 프로젝트인 WBS 프로젝트의 2개 과제에 실질적으로 적용해봄으로써 새로운 품질활동관리 적정성 평가 프레임워크의 효과성과 실무 적용 가능성을 입증하였다.

특허 정보를 활용한 R&D 과제 유사도 측정 모델 (A Model for Measuring the R&D Project Similarity using Patent Information)

  • 정부의 입장에서 R&D 과제간의 유사도를 분석하는 것은 불필요한 예산의 낭비를 없애고, R&D 투자의 효과를 높이는데 있어서 매우 중요한 문제이다. 그 동안, 문서의 내용을 대표하는 키워드를 중심으로 두 문서간의 유사도를 분석하거나, 문장 단위로 유사도를 분석함으로써, R&D 과제의 중복 여부를 판단하기 위한 연구들이 시도되어 왔으나, 여러 가지 이유로 아직까지 그 정확도는 매우 낮은 실정이다. 이에, 본 연구는 기 수행된 R&D 관련 특허를 조사, 수집하는 정부 R&D 특허기술동향조사사업의 특허분석 DB를 활용하여 R&D 과제간의 유사도를 분석할 수 있는 방안을 제시하고자 한다. 이를 위해, 집합 이론 및 확률 이론을 기반으로 한 유사도 측정 모델을 제시하였다. 또한, 제시한 모델의 검증을 위해 156개 과제, 160,218개의 유효특허를 기반으로 유효특허기반 과제 유사도 측정 실험을 수행하고, 그 사례를 제시하였다.

국가 산.학.연 협력 연구개발을 위한 과제목표관리 정보시스템의 설계 및 효과 분석 (The Design & Effect Analysis of Project Objective Management Information System for National R&D cooperated by Industries, Universities and Government-supported research institutes)

  • We studied how to achieve successful implementation of massive research and development projects requiring collaboration among industries, universities and government-supported research institute. We have set up an engineering process innovation model to be deemed most adequately for all practical purposes, relying on the theoretical studies on the merits and analysis of the effect of the information system based on Milestone Management, Work Breakdown Structures and Web, which is known to be effective for research project (schedule) management and the objective management, and implemented a real-world web-based project objective management system. After a review of various R & D Project Schedule Management methods, we found that this information system was very compatible with project objective management. This project objective management information system carries out research and development projects effectively and efficiently, getting together in cyber-space and sharing information, and has been equipped with an Early Warning Subsystem to allow for pre-analysis and timely response to potential problems arising from the course of the project. The system also contains an Executive Information System that in real time, automatically provides the management information required by managers with the rate of project progress (achievement, fulfillment and delay). Lastly, actual progress can be cross-checked through both on-line objective management on the web-based information system and design review meeting held on site, to improve the efficiency and validity of the information system. Moreover, overall effect was analyzed through questionnaires on how well the system and generated information meet requirements and on the ultimate impact of the system upon objective management and communication. The questionnaire on the system effect revealed that the information system was useful to objective management and communication, and that the quality of the system was more than acceptable as well.

화장품산업 초기 기술창업기업의 성장요인에 관한 사례연구: 충북창조경제혁신센터 6개월챌린지플랫폼사업의 지원기업 중심으로 (Case Study on the Growth Factors of Young Technology Startups in the Cosmetics Industry: Focusing on the Six-month Challenge Platform project of Chungbuk Creation Economic Innovation Center)

  • The Korean government has been focusing on supporting technology startups to solve social and economic problems such as low growth, declining economic growth rate, rising youth unemployment rate and lack of new growth engine. Although the failure rate of young technology startups is very high, relevant researches are still scant. On the basis of previous researches, this study has identified four growth factors of technology startups: characteristics of entrepreneurs, technical superiority and originality of business items, focused marketing strategy, and follow-up government support projects. Five young technology startup cases were selected and analyzed in the cosmetics industry which were supported by the Six-month Challenge Platform project of Chungbuk Creation Economic Innovation Center. The main findings of the case study were as follows: First, product development through inhouse R&D rather than external contracted R&D was beneficial to acquiring follow-up government support projects and external investment. Second, choosing a small niche market and concentrating marketing efforts on the target market had a positive effect on firm performance. And, third, relevance of entrepreneurs' college major and technological originality of business items were confirmed to influence firm performance positively in the early stage. The results are expected to help young technology startups survive successfully and establish a foothold for growth in their early stage.

한국의 태양광 정책 및 국가 R&D 과제 현황 (Status of Korean Photovoltaic Policy and National R&D Projects)

  • The photovoltaic (PV) industry, which occupies about 80% share of domestic new and renewable energy (NRE) sales, has played an important role in the development of the Korean NRE industry. This was made possible by the government's implementation of the 3rd Basic New and Renewable Energy Plan, which promoted strategic PV R&D, infrastructure building, and a variety of PV deployment programs. For instance, 'One Million Green Homes', 'Feed in Tariff', and 'Renewable Portfolio Standards' programs contributed greatly to the dissemination of PV systems in the country. Furthermore, these programs were supported with more than 380 billion Won over 6 year period (2007~2012). The strategic PV R&D contributed to the fast follow-up in commercial technologies. Because of the recent, sharp decline in PV prices caused by oversupply and economic crisis in European countries, both foreign and domestic PV companies are going through painful restructuring. Under these circumstances, the Korean PV industry needs to find a new strategy for making a breakthrough, and in this sense a proactive role of the Korean government is desperately needed.
