최근 중소기업 혁신 지원 전략이 시장 중심의 혁신을 유도하는 방향으로 전환되면서 중소기업이 수행하는 정부 R&D의 세부과제 지원 유형 중 자유공모형 과제의 비중이 높아지고 있다. 본 연구는 이처럼 증가하고 있는 자유공모형 과제의 특성과 효과성에 대해 이론적으로 살펴보고 실증분석을 통해 어떤 조건에서 자유공모형 과제가 될 가능성이 높아지는지, 성과 측면에서는 어떠한 차이점이 있는지 알아보았다. 먼저 시장수요 중심으로의 국가 R&D전략 전환과 수요견인 혁신 관점에서 세부과제 지원 유형 중 자유공모형 과제의 특성과 의미에 대해 살펴보고, 자원기반 관점으로 자유공모형 과제가 성과측면에서 유리할 수 있다는 것을 이해하였다. 그 후 로짓분석과 성향점수매칭법 등 실증분석을 통해 자유공모형 과제가 될 확률이 높아지는 과제 특성과 수행기업의 특성을 밝히고, 자유공모형 과제가 연구비 1억원 당 더 많은 혁신 성과를 나타낸다는 결과를 얻었다.

This research aimed to identify transition process of invigoration project of the small-scale schools and status of promoting project of multi-family housing for rental and vacant housing remodeling in Jeju-do, Korea. The results are followings. First, invigoration project of the small-scale schools had been started in villages communities themselves and was institutionalized to local government. To invigorate the small-scale schools was started vacant housing remodeling first in the village itself from 1992. After twenty years had passed, the project was institutionalized to local government in 2013. Second, to enact ordinances about invigoration project of the small-scale schools is the accomplishment of participations and activities of residents who predicted decreasing the number of students in elementary schools. These activities have influenced their communities positively. Finally, to supply multi-family housing for rental or to remodel vacant housing is more effective in increasing residents through influx of students of elementary schools. The average number of students increased from 56.8 in 2013 to 73 in 2018 in 30 elementary schools targeted for invigoration project of the small-scale schools. In particular, the effect in schools targeted the project of rental housing is shown more than schools targeted the project in vacant housing remodeling. In addition, low ratio in the number of closed school is shown in Jeju-do.

The Saemaul Undong has brought great improvements tothe life-style environment of rural communities, but it has not been able to focuson a health program. In order to improve rural health, develop human resources, and utilise the nation's manpower, the Saemaul Undong should focus on a community health project. Mobilizing the manpower for such a project can be done by providing opportunities for youth and young adults, especially village women, to betrained as primary health caretakers. This project can be achieved through the joint support of the Ministry of Horne Affairs, the Ministry of health and Social Affairs, and other Ministries. It will take decision and courage by government officials to implement such a grand plan, but it is a very crucial task to promote primary health care throughout the whole nation. This calls for top leader's concern & will to adovocate and support a 'Saemaul Movement for health', giving health asfirst priority to the Saemaul Undong as afresh political drive of the fifth Republic of Korea Government.

본 연구는 지역전략산업진흥사업의 효과를 통하여 향후 분권적 상향적 지역산업정책이 다양한 형태로 발전하여 지역의 자생적 능력을 향상시키고 지역의 혁신능력을 배양하여 지역산업을 진흥시키고 지역경제를 활성화 한다는 측면에서 접근하였다. 지역산업의 진흥은 현 정부의 광역경제권 구축정책의 기본전제로 광역을 이루는 한 축의 발전이 타 지역에 비하여 낙후된다면 광역이라는 경제권구상에 있어 실패 또는 갈등요인으로 작용할 수 있을 것이다. 분석결과, 충북지역의 전략산업은 타 지역과 비교하여 상대적으로 빠른 발전을 하였고 지역의 전략산업발전 정책이 효과를 극대화하기 위해서는 R&D체계의 효과적인 개선이 필요함을 도출하였다.

Construction of Yamanashi Maglev Test Line in Japan was proceeded based on "superconducting maglev Yamanshi Testline plan" approved by Ministry of Transport Government of Japan in 1990, which was performed by Yamanashi Maglev Test Line construction project team organized by personnel of Japan Railway Construction Public Corporation, RTRI and Central Japan Railway Company, and overall adjustment test was performed. Yamanashi Maglev experimental project team was organized, sponsored by RTRI and Central Japan Railway Company from April in 1997. Running test for the application was performed by this project team. Technical availability was proved by "superconducting maglev committee" of Ministry of Transport Government in March, 2000. In this paper, train radio system by LCX and by millimeter wave will be reviewed.

A making a decision of construction cost has important meaning and function for both contractor and owner in construction projects. Especially, it should be premised that estimating the construction cost in efficient and rational way in public construction, which is invested by government funds, for efficient execution of the budget and investment as a side of government. The systematic methodology for estimating construction cost approximately of a river facility construction project has not yet been established because of its unique characteristics including its relatively small project size in terms of cost. On this study, It collect and analyze a river facility construction historical cost data for develop an approximate cost estimating model for river applied by typical embankment section method and rate application of the others activity type. And it verify suitability of model through a that result of application of real river facility construction statement at developed model. By this study, it is expected to reasonable and systematic estimating construction cost through application of developed model.

We collected national newspaper articles on the largest Chinese investment project in Malaysia, Forest City, and examined media sentiment polarity using alternative automated sentiment analysis tools. We further checked the robustness of these results using content analysis, and consistently found that sentiment polarity for mainstream news is more volatile than independent online journalism. We also found that the sentiment polarity of Malaysian mainstream media towards Chinese investments is aligned with government interactions between the two countries. This suggests that the sentiment of Malaysian mainstream media towards Chinese investments complies with local government attitudes, while independent online media are less constrained by government control. In light of this, foreign investors looking to more effectively estimate risks should monitor both independent and mainstream media to calculate the sentiment of the host country towards their foreign direct investment projects.

China power market is fast changing. The strong economic growth does make BOT power projects to be one of the focuses for investment in China due to the huge demand for energy by the Chinese government. Since late 80's,various power projects BOT studies have been carried out but appear too fragmented which fail to linked the BOT studies to the most recent government policies' changes or market movement. This study has carried out analysis on the recent changes in China power industry reform and local government authority empowerment. The impact of those changes to BOT investment has been identified and recommendations have been made on the new opportunities and new strategies especially from the Singapore's investors' point of view. A case study on BOT hydropower plant has been presented which could be a suitable model for Singapore investors.

본 논문은 60년대 이후 한국 가족의 구조적 변동을 가져온 핵심 요인으로 가족계획사업을 통한 국가의 가족정치(family politics) 과정을 주목하였다. 국가의 용의주도한 기획 아래 가족의 '계획'이 이루어졌으며, '계획합리성(plan rationality)'에 의해 인위적이고 강압적으로 새로운 가족이 만들어진 것이다 가족계획사업의 진행과정에서 국가의 가족정치는 매우 다양하게 나타났다. 사업의 정당성 확보를 위해 근대 가족의 이미지를 동원하는가 하면, 사업의 효율적인 추진을 위해 미시적 감시망 속에 가족을 묶어두기도 했다. 소자녀가족에 대한 경제적 사회적 지원을 통해 근대 핵가족을 유도하기도 했으며, 의료적 기술을 통해 강압적인 구조변동을 이끌기도 했다. 이에 따라 사업 이후 40년 동안 우리 가족은 규모의 축소와 구성의 단순화, 전반적인 근대적 가족행동 및 가치의 증가를 경험하게 되었다. 사업을 통해 국가는 가족을 공적 영역으로 끌어내고. 근대화 기획에 걸맞는 가족 유형과 규범을 만들어 갔다. 그러나 그 과정에서 나타난 가족 문제는 아주 심각하다. 그럼에도 국가는 다시 신자유추의 정치담론을 통해 가족을 국가복지의 대리인이 될 것을 강요하고 있다. '가족을 통한 복지'로 국가복지의 취약성을 대신하려 한다. 가족은 복지의 대상이지 복지의 주체가 아니다. 국가의 가족정치는 바로 이러한 복지 대상으로서 가족을 만들어 가는 노력으로 바뀌어져야 한다.

The trend of Development Projects has been changing through a few recent years. Small-scale development projects in the past were usually for building residences or officetel in a big cities. making lots of profits. These projects made not only lots of profits but also unbalance between the urban centers and the suburbs. So government made some regulations to prevent the things from being worse anymore, planned to develop the country in balance and began to lead large-scale development project such as Inno city and Newtown. At first, in this study, the phases and the characteristics of development project's change will be looked around. And then, after overview about PFV(project financing vehicle) used a lot in large-scale development projects will be seen, the better ways to use PFV in large-scale development projects are going to be proposed by considering the problems in PFV's conformation.
