Purpose : The purpose of this article is to make a clarification that Hwang Doyeon(黃度淵) was a official doctor(醫官) who even served as royal doctor(御醫), rather than merely a general doctor who worked in the private sector. The article also attempts to give a new perspective on the medical history about the late period of Joseon(朝鮮) Dynasty. Methods : In researching Hwang Doyeon's master work, the Gains and Losses of Medical Orthodoxy(醫宗損益), the article looks at his clinical medicines. Analyzing the historical records, the article makes an assumption that Hwang Doyeon and Hwang Dosoon(黃道淳), who was selected as an officer to discuss medicine with other medical officers(議藥同參), are the identical person. On this assumption, the article tries to reinterpret the medicine during the later Joseon Dynasty period. Result & Conclusion : The records, including the royal medical treatment records of the Gains and Losses of Medical Orthodoxy, the Daily Records of Royal Secretariat(承政院日記), the genealogy of Changwon Hwangs(昌原黃氏世譜), academic paper and government documents released posthumously, demonstrated that Hwang Doyeon and Hwang Dosoon are the same person. If so, we can have new historical interpretation about medical history of late Joseon Dynasty. First, during the late of Joseon Dynasty, there was an official and active medical knowledge interaction between government and private sector. Second, the Joseon's medicine has been established its own medical system based on the Treasured Mirror of Eastern Medicine(東醫寶鑑), trying to cope with cholera and other contemporary epidemics without relying on Chinese warm disease(溫病) medicine. Third, the Compilation of Formulas and Medicinals(方藥合編), is regarded not only as a must-read medical reading for medical doctors, also playing an important role on popularization of Korean medical knowledge.
We investigate the provenance and the changes in the timekeeping system focusing on official records such as almanacs and textbooks published by the government after the solar calendar was introduced. We found that the solar calendar and the 12-hour clock time first appeared in 1884 during Joseon dynasty, at that time the solar calendar was used at the open port in Busan to facilitate the exchanges with Japan. The 12-hour clock time first appeared in the 『Hansung Sunbo』 published by the government in 1884. We also found that the Joseon dynasty also used 12 diǎnzhōng or 12 diǎn. In addition, the term of the 'Sigan' first appeared in the first official academic textbook in August 1895, and the chapter related to time contained the information about 12-hour clock time instead of the 12 Shi. In 1908, the meaning of the solar time, the equation of time, and the differences in longitude with the adoption of Korean Standard Time were introduced. Meanwhile, the 24-hour clock time was first introduced in Joseon and applied to railway times in 1907. The 1946 almanac, the first issue after liberation, used the 12-hour clock time which uses 'Sango', 'Hao' and the 24-hour clock time started to be used from the following year and is still used to this day. Finally, the 12-hour clock time, which was introduced around 1884, was enacted as Article 44 of the law in 1900 and was revised again in 1905 and 1908. In Korea, the terms related to the time in the current astronomical calendar system were newly defined around 1884, 1896, and 1908, and gradually standardized through the establishment of laws.

Accidental overexposures by radiotherapy have gathered attention recently in Japan. The widely publicized accidents have occurred at the government official benefit society hospital and at the hospital affiliated to a medical school. The accident at the government official benefit society hospital occurred when one of two existing accelerators was renewed. A radiotherapy planning system was also introduced at that time. Then treatment planning for the old and the new linear accelerator was performed using the system. There were variations in wedge factors for the 30 degrees wedge filter between the old and the new linear accelerator. That is, the difference in the structure of the wedge filter (30 degrees) resulted in variations of the wedge factors between both accelerators. In order to keep strength, a lead board was backed to the lead wedge filter for the new linear accelerator, whereas the wedge filter for the old one was made of the iron. The X-ray attenuation of the iron wedge filter is smaller than that of the lead wedge filter. The basic beam data of the old linear accelerator, however, wasn't delivered properly between the user and the maker. Then, the accident took place because the same wedge factor was used for the old and the new linear accelerator. On the other hand, the accident which occurred at the university hospital was brought about by the input mistake in initialization of the computer system when a linear accelerator was introduced. The input mistake was found when the software of the system was updated. If the dose had been measured and confirmed adequately, the accidents could have been prevented in both cases.

Jukseoru as an official pavilion of the government, one of the eight sceneries in Gwndong Area, is located on the cliff over Osipcheon River. This paper interprets form and space of the pavilion with restored old life by analyzing pictures of official party in 18th century in Chosun Dynasty. Every part of the space is occupied by persons by the class and duty: the pricipal guest, nobles, subordinates, gisaengs, court musicians, and guards from the high to the low and from the inside to the outside. Applying the analysis to the Jukseoru pavilion, the noblest lord takes sit on the platform in front of folded screen at main bay under checked ceiling, enclosed by low timber beam. The next northern end bay is a place for subordinates' and servants' waiting for preparation for rice wine. Southern end entrance bay is not a result of later addition but deliberately and originally made for lower place outside the railing of wooden floor: for a waiting woman gisaeng, and subordinates. Outside under the eaves on the platform with bedrock, artificial stone and soil is a place for court musicians, subordinates, and guards. The yard in front of the building is a place for preparing meals by cookers. Every detailed ornamental form is different each other by the place for the occupied class. Existing theory tells that the building, 7 bays gable-and-hipped roof, is a result of structural extention of 2 bays at the 5 bays gabled-roof. However, through the interpretation of old pictures and application to the pavilion, the present Juseoru is not a result of later structural addition, but deliberately designed creation suited to life in hierarchical traditional society.
A well-designed website is mandatory for good marketing and proper tourism business. This research considers Nepal as a domain of study and specifically explores welcomenepal.com, the official tourism portal as a reference for the study. The work is based on the study of the existing literature, user-survey, and technical testing of the website using open-source testing tools to identify user perspective, design issues, website architecture and design quality of the tourism website. A population size of 400 respondents, which consist of both domestic and international tourist, are considered for the survey. Data is received from 360 respondents, which is analyzed using statistical tests like Cronbach's alpha, Pearson's correlation, cross-tabulations, bars charts and graphs to draw inferences and consclusion. The software-based test results serve as another important parameter for the evaluation of the current official website. This study brings out core needs of the tourist in terms of expectations from a tourism website and access technical quality of the current portal to provide necessary feedback and suggestions. The government officials, business houses, and web designers can utilize this work as a knowledge base to build tourism websites, which are user-centric. Further, the work is specifically important for Nepal government and tourism officials to identify shortcomings in their current website and make improvements for better design and user adaptability in future.
This study is firstly aiming at diagnosing the present problems of evaluating the performance, especially in the field of disaster and safety management, of LGA (Local Government Authorities) in Korea. The study also deals with developing alternatives to solve a series of barrier factors revealed during the evaluation process using System Dynamics. This paper therefore presents literature review including the official documents published by the government and the performance evaluation studies of LGA. Moreover the authors analyze the current practice of the CELG (Combined Evaluation of Local Governments) as performance management, address and map a series of barrier factors in the CELG process to elaborate the CLDs (Causal-Loop Diagrams) and find solutions using system thinking with the CLDs. According to the analysis results, the core barrier factors to overcome is lack of proactive indicators/indices in the current practice of the CLEG. The authors therefore recommend to develop more proactive indicators that leads to avoid difficulties in measuring the LGA output, as well as to lessen the burden in competition for rankings and goal of the displaced.
Objectives: The purpose of this study was to examine the past and present status and roles of health education specialists in Korea, and to suggest future directions for developing health education profession. Results and conclusion: The Korean government has made various efforts for people's health. the National Health Promotion Law was enacted in Korea in 1995. As the results of Korean Association for Health Education' intensive efforts, the national certificate of health education specialist bill has been passed the National Assembly on September 29, 2003. According to The National Health Promotion Law, central and local government should recommend health promotion related corporaters, agencies and organizations to hire certified health education specialist. The first national examination for certificate of health education specialists was held in March, 2010. As the result, a total of 2,246 applicants was passed for certificate of health education specialists. It is a serious concern that community residents' knowledge level of health is very low. therefore, the role of health education specialists with the professional ability to carry out health education is essential. It is clear that the activity of health educators is essential, Then, It is necessary articles related to the appointment of health educators in the official appointment regulation or law. Thus the health education specialist must be appointed as a public officer in health centers, operaters or the health department of the government.
Eight years have passed since the Korean government's medical agency officially reported that the fatal lung disease found in some hospitals in 2011 was caused by chemical disinfectants used in household humidifiers, marking the introduction of the humidifier disinfectant disaster. Over the past eight years, a medical-scientific approach has been taken by the Korean government in its efforts to solve the problems in terms of relief of and compensation for the potential victims. One of the unintended consequence of this approach has been the fact that the number of "official victims" recognized by the government is quite small compared to the total number of applicants who claim to be suffering from the humidifier disinfectant disaster. This is mainly due to the fact that the medical-scientific approach relies on excessively strict, rigid, and narrow medical-scientific criteria provided by medical experts for judging the degree of applicants' bodily damage from the use of humidifier disinfectants. As a result, this medical-scientific approach is becoming increasingly criticized by patients' organizations mainly composed of rejected applicants. Based on the analysis of the limits of this medical-scientific approach and after clarifying the social implications of the disaster from a sociological perspective, this paper proposes certain social approaches focused on participatory governance as a means of dealing with the current issue. Finally, the paper emphasizes that the act of taking social responses to the humidifier disinfectant disaster should also be considered a process of enlarging and deepening democracy in Korea.

Local government needs to an official document to conserve and manage its assets under the control of it by performing public duties. The central government adopted double entry bookkeeping in January of 2007 is demanding that local government should make reports of asset management that are related to assets and debts by using double entry bookkeeping. It is also imperative to assess assets of local government's public facilities in order to adopt double entry bookkeeping. But it is hard to exactly inspect some facilities that are constructed underground. In case of Geoje City, this study also found out that $70{\sim}80%$ of the clauses about facilities such as road and water supply in GIS database can be applied fur assessing assets by double entry bookkeeping. Due to the weak connection between double entry bookkeeping and GIS database, local governments have to make more study in order to practically use double entry bookkeeping system.
