  • In these OECD countries, left-wingers Government focus on unemployment, but right-wingers Government cares more about inflation. It is that inflation and unemployment don't have differential effects across rich and poor and the happiness levels of these two groups are unaffected by identity of the Government in power. The poor people choose to left-wingers Government, but rich people prefer to right-wingers Government. I estimate whether above opinion is correct or not. Especially I check how my results change when I control for aggregate economy activity and government consumption, two variables that could be correlated with inflation and unemployment and affect each Government's happiness differentially. This paper, and I believe much of the happiness literature, can be understood as an application of experienced utility, a conception that emphasis the pleasures derived from private consumption and sentiment of it. • In this study, I analyzed the effects of government spending on macro variables and on each industry by using a factor augmented vector autoregressive model (FAVAR) and 167 macro-variables in Korea since 2000. The results reveal that the effects of two types of government spending - government consumption and government investment - greatly differ, therefore it is better to consider the two types of spending separately for a more precise analysis. The stimulus effects of government consumption are clear, but those of government investment are not. In addition, the crowding-out effects of government spending take place through the current account deficit channel rather than the traditional crowding-out channel, reducing private consumption and investment. Both types of government spending show a positive effect on the construction industry. Also, an increase in government consumption stimulates output in various manufacturing and service sectors.

  • One of the prominent challenges of e-government identified in developing countries is low level of ICT literacy and skills of e-government users. For those countries at the nascent stage of e-government development, it is crucial to identify and provide e-skills needed from the demand side. However, prior research has mostly focused on the supply side of e-skills, ignoring the consumption side of e-skills. In addition, no user centric approach for e-skills identification and development for e-service consumption, with respect to the stages of e-government development, have been proposed and validated. The purpose of this article is thus to: 1) Identify skills required for e-services utilization by all participants-citizens, public, and private sector employees-involved in G2C, G2B, and G2E e-government relationships respectively; assuming they are consumers of e-government and to 2) Propose and validate an user-centric approach for e-skills identification and development based on stages of e-government utilizing the Delphi method. As a result of the study, a comprehensive list of e-skills (N = 81) was generated. We found that e-skills required for e-service consumption are not merely technical; they include a wide variety of related skills that can be applied to enhancing e-skills. Therefore, the findings can serve as a standard curriculum for training and educating both citizens and government employees in developing countries. Moreover, the findings of this research may also facilitate international organizations in indentifying and measuring citizens' readiness for e-government in terms of e-skills.

  • The size of the government is one of the most fundamental debates of open economies. In any economy, government plays an important role, but a pertinent level of economic prosperity has never been obtained in history without government. Therefore, the objective of this paper investigates the association of government size, economic volatility, and institutional quality for 182 economies from the time period 1996-2016 is collected from the World Bank database. GE is defined as the General government's final consumption expenditure. Health expenditure is represented by HE. Government expenditure on education is denoted by EDUEXP. The economic volatility is measured by the rolling standard deviation of GDP per capita growth rate, Population growth, Trade openness, GINI represented Gini index which measures the degree to which the income distributed or consumption expenses among citizens deviates from a perfectly equal distribution. The results proposed that economic volatility has a significant effect on government size and institutional qualities. Moreover, the paper extends the investigation by finding the link between economic volatility with government health and education expenditure separately. The policy implication drawn from this analysis is that controlling economic volatility may reduce the size of government and also significantly affect health and education expenditures.

  • In this study the financial performance of small scale dairy farms participating in the government subsidy programme and the impact of this government intervention on the number of animals owned, production and consumption of milk and labour employment in the farm households have been examined. After receiving the subsidy, dairy farmers expanded their herd size. The major changes occurred in the ownership of calves, heifers and cows in all categories of farms. Significant increases in production and consumption of milk as well as in labour employment were observed. The rates of increase for all the parameters studied were much higher in farms adopting cross breeding compared to those in only local-breed farms. The analysis showed that dairying was a profitable business. However, profitability was greater with cross-bred than with local-bred animals.
