To provede public services through Internet, there are several prerequisites such as security issue resolutions for public area installation and hardware support for authorized signatures etc. in addition to web-based system development. A kiosk-based system is a right solution for public services provision through Internet because a kiosk has hardware features supporting authorized signatures and also it can be installed at public area through Internet without security exposure, meeting security guidelines of National Intelligence Service. The process to provide public services through a koisk is that a client requests a kind of public services selecting menu through the kiosk, then the system issues a civil service documents after taking authentification and payment process. To support those kinds o processes it is required to support electronic payment using SMART card in addition to cash payment and to apply government standard security guidelines to protect administrative and personal information. This kiosk-based Internet public service system support and meet those all requirements.
This is a study of Jinminso. The purpose of the study is to search and analyze the documents about Jinminso. The data is composed with the first hand historical documents both government documents and civil newspapers which are searched by internet. Based on the documents found, it is safe to say that Jinminso has existed and functioned as an indoor almshouse for the poor. It was established in June 25, 1898 by civil people with donated money in order to reduce the burden of Emperor and to share the love and care for their people with a brotherhood mind. The Jinminso resident were the poor, the sick, the orphans, widows, elderly living alone, and the disabled. They received food, clothes, and shelter. However, Emperor Gojong ordered to shut down Jinminso, and it was closed in Sept. 25, in 1898. The main reason was inappropriate collection of money for the agency operation from the merchants. When Jinminso was closed, all the inmates became homeless. The founders asked to reopen it, and it was accepted but this time was opened as a government agency in 1899. Jinminso imposes great meanings. One, Jinminso was not just an office but a direct service agency housing hundreds of poor people; two, poverty was understood as social problem not just a local district problem; three, rules and regulations were prepared to set up a system of modern age social welfare. The findings provide a clue how the government and society perceived poverty and the poor during the time of late 1800s to early 1900s. The existence of Jinminso will pose many new question.
This paper aims at exploring the characteristics and meanings of religious freedom controversy surrounding religious education, with special reference to proselytism, in protestant mission school in recent Korea. Most of protestant mission schools have been providing students compulsory religion class and chapel service in the name of religious education. According to the school authorities, religious education should be provided for the realization of founding philosophy, and they say that mission school has the right to religious education. On the contrary, many non-christian students argue that their religious liberty is seriously violated by required religious education especially compulsory chapel worship. So serious conflicts broke between mission school authorities and students. Supreme Court decided that Soongsil University has the right to maintain compulsory chapel service, ruling that Daegwang High School should not maintain required chapel worship. It seems that Supreme Court gave different decisions to high school and university respectively, considering the differences between high school and university in application for admission to a school, students' critical consciousness, school's autonomous rights, etc. However, these precedents are being challenged by many peoples and groups. There are three agents which are involved in religious freedom controversy in mission school. The first are mission school authorities supported by religious groups, the second government supported by political parties, and the third mission school students guided by NGO. Among them protestant groups are playing the major role in making religious freedom problems in mission school. Protestant groups try to convert mission school students to protestantism by compulsory chapel service and religion class. Such a protestant proselytism becomes a cause of oppressing students' human rights and religious liberty. In this situation government has a responsibility to protect the students' rights to religious freedom. But government seldom impose sanctions on the protestant mission schools' compulsory programs. The reason why government does not restrict mission school's unlawful religious education is because protestant groups have strong influence in voting. Eventually civil movements organizations involved in religious freedom controversy for the sake of students's human rights. In conclusion, the assailment is protestant proselytism, the accessory is government, the victim is students in the religious education in mission school in recent Korea.
This study aims to analyze the differences in performance according to various operation methods (direct management, public consignment, and private agency) of public sewage treatment facilities and derive the most efficient and high level of sewage treatment services to the public based on the research results. To this end, economic performance indicators (sewage treatment cost, sewerage rate) and social performance indicators (water quality, number of civil complaints) were selected, and cross-sectional analysis and longitudinal analysis were used to verify the difference between the averages of three or more groups through one-way ANOVA. As a result of the analysis, cross-sectional analysis, there was no difference in economic performance dimension according to the operating method, but in terms of social performance dimension, it was found that there was a difference according to the operating method. In the case of water quality indicators, the results were superior to those directly managed by public consignment and private agencies in the number of civil complaints. In the longitudinal analysis examining the improvement of performance indicators, there was no significant difference by operation method in most performance indicators. In order to improve the efficiency of public services and improve the service level, various approaches suitable for the characteristics of each service are required in addition to the logic of public consignment or introduction of private agency. In the future, when local governments promote public consignment or private agency, it is necessary to understand and promote the nature of the service, the specificity of each local government, and the needs of service users.

Smart City is urban development for complex problem solving that provides convenience and safety for citizens, and it is a blueprint for future cities. In 2008, the Korean government defined the construction, management, and government support of U-Cities in the legislation, Act on the Construction, Etc. of Ubiquitous Cities (Ubiquitous City Act), which included definitions of terms used in the act. In addition, the Minister of Land, Infrastructure and Transport has established a "ubiquitous city master plan" considering this legislation. The concept of U-Cities is complex, due to the mix of informatization and urban planning. Because of this complexity, the foundation of relevant regulations is inadequate, which is impeding the establishment and implementation of practical plans. Smart City intelligent service facilities are not easy to define and classify, because technology is rapidly changing and includes various devices for gathering and expressing information. The purpose of this study is to complement the legal definition of the intelligent service facility, which is necessary for integrated management and operation. The related laws and regulations on U-City were analyzed using text-mining techniques to identify insufficient legal definitions of intelligent service facilities. Using data gathered from interviews with officials responsible for constructing U-Cities, this study identified problems generated by implementing intelligent service facilities at the field level. This strategy should contribute to improved efficiency management, the foundation for building integrated utilization between departments. Efficiencies include providing a clear concept for establishing five-year renewable plans for U-Cities.

For government and public institutions, civil complaints containing direct requirements of citizens can be utilized as important data in developing policies. However, it is difficult to draw accurate requirements using text mining methods since the nature of the complaint text is unstructured. In this study, a new method is proposed that draws the exact requirements of citizens, improving the previous text mining in analyzing the data of civil complaints. The new text-mining method is based on the principle of Co-Occurrences Structure Map, and it is structured by two-step association analysis, so that it consists of the first-order related word and a second-order related word based on the core subject word. For the analysis, 3,004 cases posted on the electronic bulletin board of Busan City for the year 2016 are used. This study's academic contribution suggests a method deriving the requirements of citizens from the civil affairs data. As a practical contribution, it also enables policy development using civil service data.
The purpose of this study is to deliver both market-practical and civil-centric political implication for sharing economy by investigating the nature of consumer-adoption for car-sharing service. With the global interest and market proliferation of the sharing economy, various service models for sharing idle resources have also been released in Korea. Particularly, in case of car sharing service, public - private partnership projects are spreading rapidly in various local governments including Seoul, along with the growing demand for alternative transportation system centering on the urban area. This study conducted an empirical study on the process of accepting the car sharing service by analyzing the data collected from users of the car sharing service "Sharing Car(Nanum Car)" of Seoul Metropolitan Government. A survey was conducted on 281 users in their twenties who are in the age of main use among the experienced users of the "Sharing Car(NaNum)" residing in Seoul. The result of analysis on the relationship between these users' perceived value and intention to use the vehicle sharing service would provide implications for establishing consumer(citizen)-centeric policies as well as market implications.
The early Joseon era was a period when various medical systems were established and many medical literatures were published. Hwang Ja-hu(黃子厚) was a civil minister and medical professional who worked hard for maintaining government administrative system and medical regime during the Taejong and Sejong reign. Hwang Ja-hu followed his father and made MiReukWon(彌勒院) prosperous for the homeless people around Chungcheong-do Hoedeok. Hwang Ja-hu was talented in policy development as a government official. He was also learned in medicine, thus always doubled as head of JeonUiGam(典醫監). Hwang Ja-hu reformed the irrationalities in medical regime. He legalized JeonUiGam duties such as the presenting of the medicine or the preparation of the medicine and had the doctors take charge. He also suggested training acupuncture specialists(鍼灸專門醫). Hwang Ja-hu played a leading role in spreading HyangYak(鄕藥) throughout the country and reissuing [HyangYakGuGeupBang(鄕藥救急方)] due to personal philanthropism and service. He tried to defeat illnesses by letting the common people understand the symptoms and use medicine accordingly. Also he intended [HyangYakGuGeupBang(鄕藥救急方)] which was written focused on 'easiness book'(簡易方), 'experience book'(經驗方) to be used for the common people because [HyangYakJipSungBang(鄕藥集成方)] was made up a huge volume andused for training medical professionals and for accumulating knowledge. Hwang Ja-hu pursed subdivision of medical systems and specialization of medicine but also promoted medical rights. We should continue to discover and introduce medical figures who understood medicine and improved the medical systems.

The trend of information service and its utilization has been gradually evolving due to the technological breakthrough in IT industries and the spread of smart phones. Especially regarding smart phones, a vast array of applications are being developed and employed for the purpose of providing real time information. Recently, numerous studies have been made and applied in regards to the efficient management and the supply of cadastral control point information. This research has developed and applied the NFC Cadastral Control Point, an advanced version of QR code Cadastral Control Point, which is installed and utilized in Dong-gu Ulsan, Korea, and an application that can utilize both the QR code and the NFC. In addition, this research continues on to analyzing the utility of the two methods that the survey use of a General Cadastral Control Point and the NFC Cadastral Control Point. Having implemented both methods, NFC Cadastral Control Point outweighed its counterpart in terms of the damage it gets from the outside influence and availability. Moreover, through developing Cadastral Control Point that could apply both the QR code Cadastral Control Point and NFC Cadastral Control Point, the research saw tremendous improvements compared to the survey method using the previously existing reference point performance. The results conveyed the fact that cadastral information application was time saving, convenient, and efficient in terms of finding information. Henceforth, with government's administration over Cadastral Control Point and with the development of more application for providing information, a nation-wide monitoring of Cadastral Control Point is considered possible and an efficient usage of information service is expected as well.

Lately, the Korean Government has gradually expanded participation by local residents who are users of the area in the smart city project for the construction of region specialization smart city service (hereinafter called "Smart Service") and the enhancement in the citizen's awareness. However, due to the lack of information on smart service-related technology, there has been a limitation in getting the specific opinion of citizens in the process of designing the Smart Service. In this study, reports made by 4 four local governments which were selected for implementation of 2019 "Smart Town Challenge Projects" were reviewed to diagnose the actualization level of the smart service suggested by citizens through the living lab. The analysis results show that though the smart service plan was established by using diverse design thinking methodology through the living lab, there was a limitation in having citizens design the specific functions of the smart service. So, this study suggests the function issue card technique which can be used by modulating and freely combining four elements such as information collection, processing, supplying method and technique of the smart service and the service contents. This function issue card technique was directly applied to the living lab of the smart city project to verify its effectiveness. It was found that through this technique, citizens can combine the functions and contents of the smart service to materialize smart services at the level of detailed functions. The function issue card technique suggested in this study is expected to contribute to the actualization of opinions for the role of citizens as co-creators in solving local problems in the citizen participation type smart city plan in the future, thus helping the design of the regional specialization smart service.
