한국노동쟁의에 있어서 직권중재제도의 개선에 관한 연구 (A Study on the Improvement of Compulsory Arbitration System in Labor Dispute of Korea)

  • This article deals with the Improvement of Compulsory Arbitration System on Trade Union and Labor Relations Adjustment Act in Korea. If a labor dispute occcur, the settlement of labor dispute must be reached for the parties' own accord. The autonomy of the parties concerned is the fundamental principle in the settlement of labor dispute. If the Rights Which are guaranteed by art. 33 Constitutional Law belong to civil liberties, we should consider Trade Union Act as the restriction of basic rights. Arbitration is a procedure which permits the most positive intervention by the arbitrator. It is carried out by an arbitration committe which is composed of three arbitrators appointed by the chairman of the Labor Relations Commission. Compulsory arbitration system of the labor for parties should be improved. In case of necessary public enterprises, more strict requirements on assembly for labor disputes should be prepared and the government should support institutions to prevent labor-management disputes by educating experts on labor-management relations and improving the quality of arbitration.

A Study on the Policy Advice of Integrated CCTV Control Center

  • In recent years, public area CCTV has also begun to become more popular in the Korea. 2011, Korea's Ministry of Public Administration and Security has recommended that other local governments set up an integrated CCTV control center in each of their districts. The ministry was planning to make it compulsory for local governments to install an integrated CCTV control center by 2015. More than 570,000 public cameras are managed by public agencies and local government offices. Currently, the integrated CCTV control center is playing a very positive role in fighting crimes in the district particularly through its liaison with the district police. The CCTVs were operated by a several different agencies and departments in the district, resulting in considerable redundancy in public service, inefficiency and delays in response to crimes, and other emergency situations. Therefore, Control Center should be operated lawfully and efficiently. CCTV Control Center will be managed by three ways: (1) IT Governance through cooperation with civil areas (2) by regulated with proper laws and (3) managed by proper guideline and personal training.

  • This study is caused by the urgent need to constantly fight against such a shameful phenomenon of society as corruption, the flourishing of which cannot be overlooked. This phenomenon has many negative manifestations and consequences, undermines the national security of the state, slows down the development of democracy, worsens the state of all spheres of life (economic, political, administrative, etc.), worsens relations with foreign partners, forms tolerance for corruption in the public consciousness. Today, the process of fighting corruption is extremely important for our country, because it depends on the independence, democracy, sustainability of Ukraine. However, there is a complex and ambiguous situation regarding this process, as there is a clear coordination of state policy in the fight against corruption, insufficient and narrow understanding of ways to combat it. There is a lack of efforts by the authorities to overcome corruption challenges and use ineffective means of combating them. Instead, corruption causes great material and moral damage to states as a whole and many of its citizens.

대전시 공무원의 성주류화 정책 인식격차 연구 (A study on the difference in the perception of Daejeon city officials about the gender mainstreaming)

  • The global trend for women's policy has selected gender mainstreaming to change unequal gender relation. The gender mainstreaming means that the gender perspective is integrated into all policy processes to accomplish gender equality. In other words, 'gender' should be considered as a basic factor such as classes, regions, and races when a policy is established and implemented. The government has implemented various gender mainstreaming policies to integrate gender perspectives. This study is to examine officials' perception about various gender mainstreaming policies. The survey was conducted for Daejeon city officials (699 men and 457 women). Officials' perception is very important, because it is an important means used as a tool in shaping and implementing policies. Variables such as gender, age, position, length of service, work place, etc. were chosen and the differences between variables were analyzed. The analysis showed that gender mainstreaming policies were perceived as ones only for women. Therefore, various education programs according to gender, age, position and length of service should be developed to improve the effectiveness of gender mainstreaming policies. In addition, education programs for officials to improve gender sensitiveness should be developed and expanded.

WEB 환경에서 국방정보통신망 정보보호체계 구축에 관한 연구 (A Study on the Security System of the Web Based Defense Information Service Network)

  • The limits of current DN(Defense networks), private and closed network, become to reality; for Example, high expense of construction and maintenance of networks, restriction of new subscribers on DN. Therefore, a network using web environment that reflect fast development of If and IS(Information Security) technology is demanded for MND. Meeting the requirement of reliable IS system and extension and improvement of DN using common network, we can reduce the expense to extend, maintain, repair DN, form the environment that makes military business cooperate better with civil company and government agency, advance implementing Defense computing and networking service for field small size units that was a exception of Defense digitalization. But it is essential to construct DN based on common network that there are security requisites; confidentiality, integrity, availability, efficiency, log, backup, restoration, that have to be realized at demanding level for IS. This thesis suggested four measurements; replacement DN with common network to resolve the requirements of building new network and improvement of performance for private DN, linkage with common network for new requirement, distribution of traffic using common network, configuration of DN using Internet and Proposed a refinement of IS management organization to treat security threat of common network flexibly, and LAN IS standard model of DN based on the web environment.

적응 뉴로-퍼지를 이용한 자전거도로 서비스수준 분석에 관한 연구 (A Study on the Analysis of Bicycle Road Service Level by Using Adaptive Neuro-Fuzzy Inference System)

  • 현재 우리나라는 자동차 보유대수가 지속적으로 증가함에 따라 교통 혼잡 문제와 환경 문제가 심각한 실정이다. 환경적으로 지속가능한 교통과 녹색 교통수단에 대한 관심이 증대되면서 최근 정부는 자전거이용 활성화 정책을 추진하고 있다. 이에 맞추어 자전거 이용자들이 느끼는 서비스수준을 분석할 수 있는 모형의 개발이 요망된다. 본 연구에서는 자전거도로 이용자들에 영향을 미치는 인자들 중 퍼지적 성격을 지닌 자전거도로 폭, 대면횟수, 보행자 교통량을 선택하여 자전거도로 서비스수준 분석을 위한 ANFIS 모형을 구축하였다. 이렇게 구축된 모형의 예측력은 실측치와 추론치를 비교함으로써 평가하였다. 결정계수 $R^2$와 오차 및 분산정도를 나타내는 척도인 평균절대오차(MAE)와 평균제곱근오차(MSE)가 각각 0.987, 0.142, 0.032로 나타났으며, 모형의 설명력이 높은 것으로 평가된다. 본 연구에서의 자전거도로 서비스수준이 KHCM에 의한 평가치보다 1~3단계 낮게 나타났다. 이는 본 연구에서 추정 된 서비스수준이 보행자 교통량 이외에 자전거도로 폭과 대면횟수를 고려한 이용자가 느끼는 만족도에 기초하여 서비스수준을 도출하였기 때문으로 판단된다.

가뭄 시 광역자치단체 별 물 비용 분석 및 해상 이동형 담수화 플랜트 이용 대응 방안 연구 (Cost analysis of water supply and development of desalination vessel as a drought response)

  • Due to global climate change, Korea is experiencing flooding and drought severely. It is hard to manage water resources because intensive precipitation during short periods and drought are commonly occurred in Korea, recently. Severe drought occurred in 2015 and 2017 in the islands, and coastal and inland areas in Korea, and the citizens experienced decreased water supply and emergency water service by using bottled water. Therefore, the Korean government provided additional governmental funds such as the grant of drought disaster. In this study, we tried to calculate the cost of water for drought response based on the cost of tap water for the regional local governments in Korea and the grant of drought disaster by the Ministry of the Interior and Safety in Korea, etc. The estimated costs of water for drought responses in coastal and inland areas which have a chance to apply alternative water sources such as brackish or seawater desalination and water reuse in Korea were higher than in other areas in Korea. Additionally, as the novel approach of drought response, the 300 ㎥/day-scale desalination vessel was suggested to provide desalinated water for the islands in Korea. The estimated expenses of water supply for the target island areas (Sinan-gun and Jindo-gun) by the desalination vessel was lower than those by emergency water service by using bottled water.

해외 산업단지 건설의 국내경제 파급효과 분석 - 산업단지 개발단계별 유발계수를 기준으로 - (Domestic Economic Effects of Overall Industrial Complex Construction - Based on the Induced Coefficients by Development Stage of Industrial Complex -)

  • 본 연구에서는 해외 산업단지 건설의 국내경제 파급효과를 극대화하기 위한 방안을 도출하는데 목적이 있다. 이를 위해 해외 건설협회의 준공실적 원시자료와 산업연관모형을 응용하여 산업단지 개발단계별(조사설계, 단지조성, 공장건축) 유발계수를 도출하였다. 분석결과, 도시용역은 인건비 비중이 높게 나타나고 있으며, 단지토목은 손익액 비중이 높게 나타났다. 이에 비해 공장건축은 중간투입비중과 손익비중이 높게 나타났다. 결국 동일한 공종과 비교할 때 산업단지의 해외개발은 고용측면에서는 용역이, 기업의 영업잉여 측면에서는 토목과 건축이, 국가경제 측면에서는 건축의 효과가 크게 나타난다. 따라서 우리나라 국내경제 파급 효과를 극대화하기 위해서는 단순히 해외 산업단지 개발을 통해 부지를 분양하는 사업구조보다는 산업단지 내 공장 건축까지 사업에 포함할 수 있는 수주전략을 도모할 필요가 있음을 시사한다.

한국 기록관리와 '거버넌스'에 대한 역사적 접근 (A Historical Approach to the Development of Democracy and the Archival Society in Korea)

  • 'Governance' is a subject that is widely discussed these days in the government and the academic world. I think that the new concept, 'governance', is a strategy to develop the democracy of the society in its institutional and functional aspects. When we are going to discuss about governance, public records and their relationships, without understanding the meaning of 'public' in Korea, we cannot expect to discuss the matter precisely. It is said that Korean public service sectors are awash with authoritarianism and unreasonableness, and that they are at the center of seething corruption and bribe scandals. It is the legacy that the regimes adopted in the aftermath of the Japanese colonial rule for 35 years. The colonial legacy included not simply the practice of the Japanese colony, but also people who had collaborated the Japanese. The American military government and Rhee, Sung-Man regime also appointed the same officials to government posts. As was the same case in other areas including economy, press, education, politics, law, etc. In this point of view, "Righting historical wrongs", a controversial issue now in Korea, aims at establishing the right relationships between an individual and the public, and eventually laying the foundation of democracy for future generation, a procedure of achieving good governance. Apparently, Korea has made progress in developing democracy, as well as in reforming the government policy and organization. Many independent commissions are performing the projects instead of the government institutions that mandated to do the job, but has not played their roles. The e-government projects in Korea was launched in 2001 by the former administration. However, the confusion of records-management after the promulgation of the act is the result of the lack of strategy and the inconsistency of the vision. Good record-keeping supports effective, transparent and accountable government. Accountability is a key element of good governance. It is a recognized fact that without information, there is no guidance for decision-making, and accountability. Thus without records, there is no accountability for the decisions of actions. Transparency means that the decisions taken and their enforcement are carried out based on led-out rules and regulations. When both accountability and transparency are non-existent, good governance is bound to fail. Archival institutions have to give an attention to inner-governance because of the new trend of archival practice, namely 'macro-appraisal'. This 'macro-appraisal' is a kind of a functions-based approach. However, macro-appraisal focuses not just on function, but on the three-way interaction of function, structure and citizen, which combined reflect the functioning of the state within civil society, that is to say, its governance. In conclusion, the public and democracy are major challenges in the Korean society. The so-called good governance requires good record management. In this respect, records managers are in the front line of instituting good governance, and achieving better public and democracy for future generation, a procedure of achieving good governance.

토목분야 BIM 적용 사례 분석을 통한 발주자 관점에서의 BIM 발전 전략 (Case study of Civil Engineering BIM Projects: Perspective of Korean Public Owners)

  • 복잡해지고 대형화되고 있는 국내 외 건설 프로젝트의 변화에 따라 건축 토목 분야 설계 패러다임이 점차 2차원 설계에서 3차원 설계로 이동하고 있다. 건축 분야에서는 발주자의 적극적인 요구에 따라 건설 정보의 효율적 관리를 위하여 Building Information Modeling(BIM) 기술을 활용하고자 많은 연구와 노력이 이루어지고 있다. 그러나 토목 분야에서는 발주자 관점에서의 BIM 기술 적용 사례가 건축 분야에 비해 상대적으로 부족한 실정이며, 대부분의 프로젝트의 발주자가 국가나 공공기관인 토목 분야의 특성상 BIM과 관련된 제도나 기술에 대한 인식 미비로 기술 도입에 소극적인 것이 현실이다. 하지만 최근 토목 분야에서도 BIM 기술의 활용가능성에 주목하여 조달청 및 국토교통부와 같은 정부기관과 공사 공단과 같은 기관에서 관련 제도 정비 및 기술 도입에 적극적으로 노력하고 있다. 이에 본 연구에서는 이러한 정책 및 제도 변화에 발맞추어 나아가기 위하여 대표적인 토목공사 발주 공공기관의 BIM대응 전략에 대하여 살펴보고, 각 기관별로 실제 BIM 적용 사례 분석을 통해 토목분야에서의 BIM 기술에 대한 대응 및 발전 전략에 대하여 도출하였다.
