Plans for the Integrated Operation of Intelligent Service Facilities (지능화시설의 통합운영 방안)

  • U-City laws are divided into three categories: intellectual laws, information superhighway laws, and integrated operation center laws. Previous studies have suggested that efficient infrastructure operation and management is necessary in Ubiquitous-City (U-City). However, infrastructure is often interpreted differently by different laws. The purpose of this study was to plan for the integrated operation of intelligent service facilities by comprehensively analyzing the law system of domestic intelligent service facilities and problems in operation and management based on this critical mind. For this, present conditions and problems of intelligent service facilities were found through interviews with people who are in charge of the law system and other practitioners. The necessity of integrated use, including city information generated from intelligent service facilities and installment locations, has been demonstrated. Government ministries and local governments have established various information systems using ICT and U-City laws that specify integrated management and operation, but do not clearly specify definitions for the specific responsibility and authority for main agents participating in facility operation. A system is needed to smoothly mediate the relevant divisions so that they can use installed equipment simultaneously for efficient operation in generating city information. This objective of this study was to prepare a unitary law system for efficient installment and management of intelligent service facilities by establishing a logically linked relationship among the relevant laws and regulations. This will provide a foundation for a management system that has an integrated linkage of intelligent service facilities.

Developing Integrated Transportation Service Index for Encouraging Transit-oriented Development (TOD형 개발 촉진을 위한 통합교통서비스 지표의 개발)

  • Recently, the Seoul Metropolitan Government (SMG) has initiated several urban redevelopment projects to revitalize the downtown well equipped for transit oriented development (TOD). Since, TOD should incur higher density development in our context, it has negative impacts on travel patterns, congestion, and urban environmental quality. The purpose of this study is to develop new transportation service index which can facilitate higher density TOD. This study includes relevant foreign case studies, the development of multimodal transportation index, and the impact analysis of TOD when it is applied in the downtown Seoul. In chapter III, it developed a so-called ITLOS, new multimodal transportation service index which shows the possibility of accommodating further development by integrating roadway service index with public transportation service index. The study sets ten policy scenarios by varying densities, and run the Seoul Congestion Management Model (SECOMM) to estimate the sustainable transportation impacts of TOD in the downtown. Travel speed index that only represents the availability of road capacity for development reveal that higher density development in the downtown can deteriorate traffic congestion while improving region-wide transportation level of service in Seoul. Also, it is proved that higher density development is more feasible when using ITLOS as the index because it considers not only available road capacity but subway capacity in the analysis area.

A Study on the Reorganization of the National Spatial Information System (국가공간정보시스템 개편 추진 방향 연구)

  • Spatial information has been widely used for efficient land use and management, disaster management, environment management, infrastructure management, corporate marketing, and cultural assets management, and the need for spatial information is expected to be increased. For this reason, central government, local government and public institutions must establish a National Spatial Information System (Fifteen systems related to spatial information managed by National Spatial Data Infrastructure Policy office, NSIS) framework that guarantees high accuracy and quality. The NSIS will provide convenience usage of spatial information in the field of decision-making or civil support. However the current National Spatial Information System is mainly established with separate processes, which causes data redundancy, deterioration of information, passive opening, and sharing of the spatial data. This study suggests 4 standards, which has been derived by applying value-chain model to NSIS data flow, and they are ‘Production and Establishment’, ‘Integration and Sharing’, ‘Application and Fusion’ and ‘Release and Opening’. Based on these standards, the 15 NSIS were analyzed to draw out implications and reforming directions were suggested. By following these suggestions we expect more recent, consist, accurate, and connected National Spatial Information Service which will be more open to public and then satisfy the demands.

Estimation of a Level of Service and Cost of Service Function for Road Pavements for Performance Management in the Public Sector (공공부문 성과관리를 위한 도로포장의 서비스수준과 서비스비용 함수 추정)

  • PURPOSES : This study aimed to evaluate the performance of pavement management works and to develop a function for estimating the level of service (LOS) and cost of service (COS) for the systematic and quantitative management of pavement performance in the public sector. METHODS : The International Roughness Index (IRI) was used as the performance index for pavement management. Long-term pavement performance data for a period of 7 years (2007-2014) collected by the National Highway Pavement Management System and historical maintenance budget data published by the South Korean government were used to develop the LOS-COS function. Based on the function, a model for estimating the appropriate budget as well as the network conditions was suggested. RESULTS : There was high degree of correlation between pavement performance and the investment level (R = - 0.74). The developed LOS-COS function suggested that the unit cost to improve the network IRI to 1 m/km was 32.6 billion KRW. Further, the maintenance costs normalized with respect to the LOS levels were LOS-A = 88.2 billion KRW, LOS-B = 55.6 billion KRW, and LOS-C = 23.0 billion KRW. CONCLUSIONS : This study proposes a simple way of developing a LOS-COS function. It also shows how to develop a network budget demand and condition estimation model using the LOS-COS function. In addition, it is the first attempt to evaluate the road maintenance budget in South Korea. It is expected that these results will help in the negotiations between the road managers and budget makers.

Moderating of Religiosity on Reward and Engagement: Empirical Study in Indonesia Public Service

  • The study investigates the relationship and influence between religiosity, reward, and engagement in the public administration sector, both directly and causally via moderation. This study involved one hundred and twenty-three respondents in three local government organizations in Malang City, East Java Province, Indonesia, namely, the Malang City General Hospital, the Population and Civil Registry Office, and the Investment Office. The sampling method uses stratified random sampling from the total population of civil servants in Malang in the three institutions. The data analysis model of this study uses a quantitative approach with a unit of data analysis using the path analysis method. The analytical tools used are smart-PLS and SPSS. The results reveal that the direct combined effect of reward and religiosity has a positive and significant influence on the engagement. However, moderation between reward and commitment, which is bridged by religiosity, does not show positive and significant results. The non-positive relationship shown by testing moderation concludes that there is a separation of purpose between the portion of religiosity in the world of work, where religiosity in this study is only described as part of the concept of worship, and the relationship between the person and his God.

According to the amendment, the part of the public peace of peoples livelihood were slough of the visual angle in knowledge which function of the civilies security were only be in under the government dimension were put in order to be tointly according to the such state of affairs, should found the consider a counterplan fundamentally regarding to the what to doing efforts foster the civilities securitylaw and qualitalive elevation of presidential guards. To make a long story short by few words, the question resolves itself into the following five points. The first, peoples arrengements for the attitude fo public duty service with devotedly Sustaining publicity work activities for the thire divert of the understanding of civilian security guard. The secondly, Existing security traders and security association should to support to the civilian security works. The third, The government office concerned should strengthen the licensing system in order to improve the quality of existings in order to may establishment newly systems of license and technical institute of regarding to them. The fourth, Should be newly organixed the exclusive organization of personal protective works in the police buroau for the sustaining development of civirity guard works and soundness of the upbringing. The fifth, It is necessary to found the reserch institute for the study on oretical, scholarly, study for the technical reserch and enlargement of effeciveness And try to find a solution to the Universitys function and duty, activity plan, support plan to the Department of security specialist for the come forward in succession it under the national assistance. The finally, I am sure that the Korean security association could be transiormed into the organization which reliable and receive a love from the peoples when doing best utmost to do pursuit of the structure to be a securitys legalism, specialization and total security systems.

  • The government policy had placed new construction as the kernel of the investment in the road department. This had been shifted, however, since the government's budget of the road department reached its peak in 2000, new construction had came to a downsizing phase while the maintenance increased gradually. Considering this recent trend, the necessity of a new paradigm in the road policy had came to a fore, in order to prove the justification of increase in the maintenance budget as well as successfully fulfill the user's needs in the service quality. The developed countries that had intensively constructed social infrastructure in 1950-60s are enjoying a great achievement by applying the asset management concept in coping with the deterioration of the public facilities. This research suggests the basic framework in establishing "Korean Road Asset Management System" designed to efficiently manage the national road. The main feature of this system is to absorb economic analysis course into the current pavement management system, in order to form not only long-lasting but also preventive road management policy.

  • The 119 emergency rescue-aid service operated by Korean government is a very valuable in a society and its importance is growing in Korea as an aging society. Especially, the emergency vehicle's arrival time to accidents place is an important variable which affects initial emergency measure for patients and it depends on the road network attributes, such as emergency service station's location, accessibility to accidents place and so on. This study aims to analysis the emergency vehicles' arrival delay and the dispatch station in the viewpoint of efficiency utilizing the real rescue-aid activity data. We analyzed the dispatch distribution of the emergency rescue-aid service at first. And we analyzed high accident rate locations not involved in the fixed radius of rescue-aid service stations and display GIS map showing regions have been delayed. The input data of the road network speed is based on the KTDB (Korea Transportation Database) and historical rescue-aid data is from Gyeongsangbuk-do's fire service headquarters.

An Investigation of the Effect of Government Subsidy Scheme to Bus Industry on the Efficiency of Inner-City Bus Route System (버스 재정지원체계 변화가 버스노선 효율성에 미치는 영향 분석)

  • This study is focused on the effect of reformation of public transportation system on the efficiency of bus route system as a result of change of government subsidy scheme. Two types of government subsidy scheme has been considered and before and after analysis by Data Envelopment Analysis technique has been carried out for bus routes in Ulsan Metropolitan City. The analysis output has shown that there is no clear evidence to clarify the relationship between the change of government subsidy scheme and the efficiency of bus route system. There are two types of backgrounds may be suggested for this situation such as more longer period necessary to identify the policy effect and limitation to increase the number of passenger in a provincial city. Tobit regression analysis has also been conducted to discover the most effective variables for maximum efficiency and three variables including route length, frequency per vehicle per day, and headway are found to be influential. It is also seen that strategy to minimising input factors and service upgrade plan such as shortened route length and headway, increasing frequency per vehicle are necessary to develop the efficiency of bus routes operated in Ulsan city.

  • The The purpose of this study is to develop survival kit prepared at the outbreak of the civil defense situation and to explore ways to ensure the safety and well-being of the people. Consider the civil defense shelters in a short two hours, from six days to live long, emergency life support food and other items needed for the basic right to life of the facility users. Minimum survival kit per capita personal weight 4.85kg, state and local governments (the government) is 2.65kg. They consists of a total of 26 items in eight categories such as food, clothing, CBR supplies, cold winter supplies, personal hygiene supplies, medicines, tools, communication supplies.
