Since 1995 the Korean Ministry of Science and Technology has introduced and implemented a project based system (PBS) for awarding R&D funds. While capital investments for national laboratories such as buildings and research facilities are supported by the government, normal operating expenses including personnel expenses should be earned by national laboratories through open competition under PBS. The project budget includes both direct research costs and indirect costs. The purpose of this paper is to examine the components of indirect costs and to examine determinants of indirect costs of national laboratories in Korea. The indirect costs of nineteen national laboratories are examined. The direct personnel costs and indirect personnel costs out of total personnel costs are 72% and 28%, respectively. The average indirect cost rate is 74.1% of direct personnel costs. Major components of indirect costs are general operating costs, indirect personnel costs, taxes and dues, and expenses related to the usage of equipment. The significant determinants of indirect cost are indirect personnel ratio. the ratio of unique projects, the type of national laboratories (pure research laboratories or other), and asset activity ratio measured as research divided by total assets. The high indirect personnel ratio, the high ratio of unique projects, the laboratories classified as other, the low asset activity ratio are related to high indirect cost rates.
Prior bankruptcy studies have established that bankrupt firm's pre-filing financial ratios are different from those of healthy firms or of randomly selected going concerns. However, they may not be sufficiently different from the financial ratios of other firms in financial distress to allow the development of a ratio-based model that predicts bankruptcy with reasonable accuracy. As the result, in the multiple discriminant model, independent variables divided firms into bankrupt firms and healthy firms are retained earnings to total asset, receivable turnover, net income to sales, financial expenses, inventory turnover, owner's equity to total asset, cash flow to current liability, and current asset to current liability. Moreover four variables Retained earnings to total asset, net income to sales, total asset turnover, owner's equity to total asset indicate that these valuables classify bankrupt firms and distress firms. On the other hand, Owner's Equity to borrowed capital, Ordinary income to Net Sales, Operating Income to Total Asset, Total Asset Turnover and Inventory Turnover are selected to predict bankruptcy possibility in the Logistic regression model.
We investigate the appropriateness of the fixed 12% discount rate to be used in estimating the amount of compensation for revoking a license for fishery business by the Enforcement Decree of Fisheries Act in Korea. We also suggest the appropriate discount rate fully reflecting the change of market interest rate in the Korean financial market. The capital asset pricing model, or, CAPM is the best known model of risk and return, and is widely used to estimate the expected rate of return for the risky projects. Even though the CAPM implies that the discount rate or the expected rate of return should change as the related market factors do, the discount rate used to estimate compensation for revoking a license for fishery business remains to be the same 12% rate for the last 15 years by law. During this period, however, the yield to maturity for the 5-year government bonds in Korea has dramatically changed from about 12% to less than 3%. In order to provide the fair compensation for the damages against the coastal fisheries and evaluate the intrinsic value of fishery resources in the coastal areas, we suggest that the appropriate discount rate should be determined by the yield to maturity of the government bonds with 5-year maturity, instead of the current fixed 12% interest rate.

The purpose of this study is to provide an environment that can support the development of the virtual asset industry. The limiting factors and countermeasures currently possessed by the virtual asset industry were considered in terms of legal and institutional aspects, technical aspects, and market aspects.Small businesses classified as virtual asset operators have difficulty meeting the government's requirements.Accordingly, SMEs with insufficient funds and manpower are withdrawn from the market, creating an environment where only large-scale enterprises with capital power survive. It is difficult to develop desirable technologies and markets in the virtual asset technology industry. In addition, small and medium-sized companies may be expelled from the market, causing damage to current users. Therefore, in terms of legal and institutional aspects, there is a lack of an exact scope of virtual asset providers, and thus it is necessary to respond to the controversial elements of virtual asset providers. In terms of technology, it is necessary to cope with the slowdown of the P2P method, the difficulty in recovering errors, and the absence of operational experts. Therefore, technology standardization and stabilization are required, and efforts must be made to cultivate operational technical personnel who can support them.In terms of the market, it is necessary to prepare measures to protect users of virtual assets and to establish countermeasures for companies operating virtual assets against weak user protection, inadequate application of the AML method, and limitations of taxation. This study is expected to contribute to active utilization support or related policies in the virtual asset industry.

The Northern States of Malaysia comprises of four states (Penang, Kedah, Perlis and Perak) still record high poverty incidence eventhough Malaysia has experienced a remarkable reduction of poverty over the past century. Economic activities in Perlis and Kedah that are predominantly agriculture in the rural area contribute to this disparity. To add, rural households are also subject to risks and uncertainties that make them more vulnerable to poverty. This study examines the impact of risks and assets on households' vulnerability to poverty. A survey of 400 respondents was conducted in December 2015 in the northern region of Malaysia. From these 400 questionnaires, only 298 were considered valid and used in the analysis. Using a logistic probability function, the results indicated that risks are not a significant threat to households. Gender and strata are crucial elements that significantly determine households' vulnerability. While human capital and financial capital significantly reduce households' vulnerability to poverty, physical and natural capitals were not statistically significant. The study suggests that the government and practitioners design strategies and policies with an assets-based approach. The asset-based approach is more appropriate for linking the causes of poverty to vulnerability.
After entering into the WTO in October, 2001, China started opening her bank industry on a full scale and her financial markets from the end of 2006. It is true that the Chinese commercial banks should make efforts to enhance their operational efficiency for adapting the rapid change of financial environments. In this paper, the efficiency of 4 Chinese state-owned commercial banks and 11 share holding commercial banks has been estimated. Our Tobit model to find out the determinants of these banks' efficiency. The results are as follows: The efficiency of these banks kept being improved from 1999 to 2003. With regard to the relationship between the determinants and the bank efficiency, their capital ratios, ownership structures and government subsidies are significant at the 5% level while the return on asset(ROA) is significant at the 10% level. The relationship between the determinants and the efficiency has showed that the size, capital ratios, ROA and ownership structure showed significantly before the entry to WTO, on the other hand, after WTO their capital ratios are the only factor to determine their efficiencies.

The research was conducted with the aim of knowing the effect of the CAMELS ratio either partially or simultaneously on stock prices. The CAMELS ratio (Capital, Asset Quality, Management, Earning, Liquidity) is used to measure the soundness of a bank, where by the better the soundness of the bank, the more profitable the bank will be for potential investors and other interested parties. The population of this research consists of the four state banks documented on the Indonesia Stock Exchange over the 2012-2019 period. The sample selection technique is a saturated sampling. This study provides the results that partially CAR has a significant effect on the share price of government banks listed on the IDX. Meanwhile, NPL, NPM, ROA, and LDR do not have a significant effect on stock prices of state banks listed on the IDX. The results of the regression analysis show that, together the CAMELS ratio, which is proxied by CAR, NPLS, NPM, ROA, and LDR has a positive and significant influence on the share price of state-owned banks documented on the Indonesia Stock Exchange, so this can be used as a reference for investors in predicting the share price of a state-owned bank before investing in shares.
Purpose: This paper considers the issue of corporate tax avoidance (CTA) in the distribution of the tax burden across companies in Vietnam because the high level of CTA leads to unfairness in taxation. In particular, we aim for discussing the way to measure the extent of CTA and explore the determinants of CTA that reflect the features of high-tax risk-taking companies. Research design, data and methodology: The study investigates factors influencing the CTA behavior of legal entities listed on the Vietnam stock market between 2012 and 2018 to fill the empirical research vacuum in the country. we employ the dynamic GMM estimate method. Interestingly, CTA is considered through three approaches, including two effective-tax-rate-based methods and especially accrual earnings Results: The results highlight tax - accounting book disparities have significant effects on CTA. In addition, firm size, net asset value, debt leverage, and tax-accounting books are related to CTA. Conclusions: Tax avoidance is shown to have a positive correlation with financial distress in this case. The higher a company's capital adequacy ratio, the fewer tax avoidance opportunities it has. The paper draws some recommendations to deal with tax avoidance that improves the fairness in the distribution of the tax burden among corporations.

This paper aims to elaborate the role and availability of the community enterprise as a form of methodology in local regeneration, dealing with urban social problems generated in the process of urban development. In a situation of the increasing skepticism in the capitalism, the instability in public welfare system and disintegration of community, social economy has come to the fore as an alternative. The community enterprise, especially, has shown the potential to form a virtuous cycle in local regeneration system; residents recognize local problems by themselves; discover and utilize the local resources and assets in the process of solving the problems as an entrepreneurial form; and consequently create social and economic capital which can be reinvested in the local community. Given these aspects, Korean government has implemented supporting policies for the promotion of community enterprises, and new government's "Urban Regeneration New Deal Project" are putting more importance on the role of social and community enterprises as a propulsion unit. In this regard, this paper first explores the concept and features of community enterprise in economic and social aspects, whereby it analyzes the capacity of community enterprises as principal agencies or implements in local development. Then, the development status and institutional supports for community enterprises in the UK is revealed, and investigates case studies which are playing a revolutionary role in urban regeneration or local economic revitalization. Based on this analysis, it draws the main factors for the sustainable and autogenous community enterprise as follows: flexibility in legal forms, community owned assets, diverse fund streams and invigorating social investment market, active partnership between public and private sectors, ardent enterprisers and intermediate support organizations.
Purpose - Since the 2020s, the management philosophy of Chinese firms' ESG has been rapidly established under the leadership of the Chinese government. We empirically analyze the ESG characteristics and effects on corporate value of Chinese firms. Design/methodology/approach - Using OLS and random effect panel regression analysis, we identify ESG determinants. In analyzing the impact on corporate value, likewise a large number of literatures, we adopt a 2SLS methodology using instrumental variables in the reason of endogeneity between ESG and firm value. We analyze using the G2SLS methodology, which is improving the efficiency of the estimation coefficients along with 2SLS. Findings - We find that ESG ratings are high in state-owned and foreign capital invested companies, ESG ratings are low in companies with a high proportion of non-floating stocks which implies information asymmetry. However, there are no significance in the institutional investor's, the major 10 largest shareholders' and manager's ownership. Furthermore, we can support most of the hypotheses that ESG ratings will be high in companies with high management performance. ESG ratings are significantly higher in companies with high ROA, rich in cash asset, low debt ratio, and large size. we strongly support the hypothesis that the higher the ESG rating, the higher the firm value, and ESG has a moderating effect on state-owned companies, non-floating shares, the ownership of institutional investors, manager, and the 10 major shareholder. In particular, state-owned companies, the proportion of non-floating shares, and the ownership of the 10 major shareholders have a negative impact on firm value, however, ESG attenuates this negative effect. Research implications or Originality - This study looks forward to enhancing our understanding of ESG characteristics in East Asia.
