A Study on the Production of Wood Members and the Estimation of Raw Woods at the Government Managed Building Construction in the Late Chosun Dynasty (조선후기(朝鮮後期) 관영건축공사(官營建築工事)의 목부재(木部材) 생산(生産)과 물양산정(物量算定)에 관한 연구)

  • Since the 17th century, the society of Chosun Dynasty belonged to a period of rapid transition in many fields. As the building is a result produced on the basis of a society and economy, the general transition in a society is to be reflected into a process of building construction. Therefore an understanding or estimate of a building can be guaranteed by research of a process of building construction. Economic base factors in its process consist of material, cost, manpower, and operation system, etc. to be committed to the construction. On the premise, this paper is to examine the production of wood members and the calculation of the amount of raw woods in a process of woodwork in the construction of the government managed buildings in the late of Chosun dynasty. Construction reports, job slips, written estimates, and other documents in those days are examined for the study. To classify raw woods according to a standard size was aimed to a material management appropriately to apply each them to building size or its member size. The way to select a list of raw woods applicable to each member size, and to calculate the amount of the demanded wood was much more improved with 'Injungjeon-yeongkweon' in the year 1805 at the turning point than 'Hwaseong-seongyuk' in the year 1796. The improvement of material management brought to overcome a shortage of the amount supplied from forest preserve, and to a rationalization of building construction.

  • Recently the renewable energy has been used widely and the importance of renewable sources is bigger than before. So the government enforced a law to the public buildings to install the renewable energy facilities. The capacity of facilities is 5% of total construction cost until April 13, 2011. Since then, the government changed the law from 5% of total construction cost to 10% of predicted energy usage because of the practical use of the renewable energy facilities. So, in this study, the comparative analysis is conducted according to the law to the building installed PV system through the EnergyPlus simulation.

  • LCC (Life-Cycle Cost) analysis is a practical method and a guideline for evalua-ting the economic performance of building service systems. By using the LCC analysis, the most cost-effective design decision can be made, which has the lowest LCC during the project study period among the various design alternatives. The present case shows an example of appro-priate use of the LCC analysis, by demonstrating the procedures of decision making among at-tarnative building HVAC systems at community center and congress hall of a local government.

Thousands of Dormant Ambassadors: Challenges and Opportunities for Relationship-Building between Global Korea Scholarship (GKS) Recipients and South Koreans

  • Through the Global Korea Scholarship (GKS) program, the government of the Republic of Korea annually invites over a thousand international students to learn the Korean language and obtain a higher education degree from Korean universities. One of the program's goals is positioned within the public diplomacy framework. Korea seeks to cultivate Korea-friendly networks and transform GKS students and alumni into ambassadors to contribute to Korea's promotion abroad. However, there is no clarity on whether this mechanism works as expected. This study examines GKS students' relationship-building experiences with South Koreans during and after the exchange program. Analysis of twenty in-depth interviews with the program's alumni reveals both what facilitates and what obstructs personal and professional relationship-building between scholarship recipients and South Koreans at different stages (language year and degree years) of the program and after graduation. The paper concludes with practical recommendations for universities, GKS administrators, and the South Korean government regarding their policies for scholarship holders.

A Solution for Repairing Trees and Structure of Gwanghallu Garden (광한루원의 수목 및 구조물 정비 방안)

  • Located in Namwon-si, Jeonlla Bukdo, Gwanghallu Garden is created around Gwanghallu, which was a government office in the period of Joseon Dynasty and shows its looks as a government office building of the times. However, Gwanghallu Garden is recognized rather as a background site of Chunhyangjeon, representing a local culture, than the features and picture as a government office garden in the period of Joseon Dynasty because Gwanghallu appeared as the background of Chunhyangjeon in its Chinese character script and, after 1930s, Chunhyang Sadang was built up and Chunhyang Festival held, and it's recognized rather as a site for arousing national consciousness and cherishing Chunhyang for its integrity in the Japanese ruling era of Korea than as a government office building in the period of Joseon Dynasty. With it being more recognized as the background of Chunhyangjeon than an ancient government office building, Gwanghallu has been managed as a private house garden or event place of folk festival as the background of Chunhyangjeon than preserved and managed as ancient government office building, and now the looks and features as a garden of government office are hardly seen because of indiscriminate trees and making of structure and spaces. Therefore, to preserve and maintain Gwanghallu Garden as the garden of government office in the period of Joseon Dynasty, it's required to survey the trees, structure and spaces created in Gwanghallu Garden and compare the true condition with its original looks by studying its literature and it's suggested that the garden area created around Gwanghallu should be repaired and managed by separation from as the background of Chunhyangjeon. Such means of management may keep the looks of Gwanghallu as the ancient office garden while Chunhyangjeon can also settle down as a local culture in the background.

  • The purpose of this study is to identify the context of enactment and the application to the design of in 1916. The characteristics of the composition are as follows; First, One-third are general rules of common application, Second, regulations related to cold resistance are set up separately, last, each of the 21 articles was equally divided for schools, hospitals and prisons. The standard reflect the times of the mid-1910s. The Trend of using of the Western Building System in the 1910s, The need for building construction against cold weather, and Actual conditions of renovation, extension and new plans by facility. Furthermore, the fact that various regulations concerning standard design were enacted and used in various Japanese institutions around the 1910s may have influenced the establishment of the standard. Meanwhile, after checking the status of the reflection of the standard on the planning drawings of the government facilities around 1916, it was also found that the plan was carried out in compliance with the provisions of the standard, and that the items already applied before the enactment had been organized into architectural standards.

  • This research estimates the necessity of a better governance plan on the purpose of fulfillment energy recovery by building resource recycling system for biomass resources and waste resources that derive from agricultural and mountain village areas. The utilization of new renewable energy technology which uses waste and biomass sources diverse as variety of resources, collecting method, operator etc. and is structurally complicated the formation of policy is also very difficult. There is failure because of the problems which occurs from the policy led by government. Biomass Town Development Project should be made through the central government and the local government integrated support system and should be formed a consultative group in order to process the project mutually with these two department including the experts from the related areas. This consultative group, while government organizations carry out the hub function of strategic knowledge management, should carry out the control tower function to be able to be net working transfer the information with the cooperation of private and government so vitalize the communication area among the related actors. And to be able to increase the participation rate of the local people the consistent and various educations should be given so a smooth business promotion progress will be desired through the change of perception and coactive participation of people.

A Study on the Success Factors of Architectural Information System(SEUMTER) in South Korea

  • Since the late 1990s, the Korean government has attempted to develop the Architectural Information System (AIS, SEUMTER), led by the Ministry of Construction and Transportation, in order to improve civil complaint convenience and administrative efficiency in architectural administration. Since then, for nearly 30 years, the Korean government has been continuously upgrading the SEUMTER system. Based on these advancement projects, it is now possible to conduct civil affairs through the Internet, and civil petitioners can file complaints with government offices without visiting and without documents. In addition, statistical work and performance management became possible in real time for civil servants. And recently, by clouding the SEUMTER system, intelligent services have become possible. In this paper, the development process of the SEUMTER was divided into four stages and evaluated, and the main success factors were derived. The main success factors of SEUMTER are 1) Promotion as a National Agenda - Leadership of the President and Ministers, 2) Outsourcing of Information System Development and Dissemination, 3) Overcoming Selfishness between Ministries - Integrating Building Permits System and Building Ledger Systems, 4) Continue to Promote Information System Advancement. Subsequently, three global diffusion strategies for SEUMTER were presented: 1) the Need to Establish Globalization Strategy: Linkage with Smart City Business, 2) Small and Medium-sized System Model Needed for Globalization and ODA, and 3) System Success Needs to be Publicized Internationally.

  • Managing of local government public service business is innovation strategy of local government public service business using choice and competition principle. Managing strategy of local government public service business is new paradigm for innovating public service business and role structure of government. It is important to understand properly substance and characteristics of local government public service business.   • Safety inspection activities of the facilities including the electricity, gas, building, and firefighting, etc. are individual checks by the separate law of each government department, comprehensive inspections for the specific managed facilities or during a weak season, and national safety overall diagnostics for the disaster prevention. Thus, types of the inspections are various and they have been carried out repeatedly as well as duplicately. That can make the people or institutes to take such inspections feel great burdens. Therefore, the investigation on the current situation of the individual inspection by the separate law for the electricity, gas, building, and firefighting, etc. as well as of various others by the government needs to be carried out and according to the results the repetitive and duplicated inspections should be reduced and converged to one comprehensive one. In this regard, we proposed solutions to improve the government safety inspection system, function, and role.
