Preventing Procurement Fraud in E-purchasing for Indonesian Local Governments

  • This study aims to investigate the effects of e-purchasing on increasing transparency, expanding market access, and the efficiency of the government procurement process. This study also investigates how transparency of the procurement process, improved market access and the efficiency of the procurement process in e-purchasing will decrease the level of fraudulent government procurement in Indonesia. The questionnaires were distributed to the Procurement Service Units (ULP) of Local Governments through email. There are currently 542 ULPs in Indonesia based on the data of the Government Procurement Policy Institute (LKPP). However, only 520 ULPs had their email addresses traced, 120 ULP returned the questionnaires and the response rate is lower than it was expected. The data research was analyzed by a structural equation model (SEM) by using WarpPLS 7.0. The results reveal that the e-purchasing effect on the transparency, the expansion of market access, and the efficiency of the government procurement process. The other findings show the negative effect between efficiency in government procurement and fraud in government procurement. The findings of this study suggest that efficiency in the process of government procurement will minimize fraud in government procurement. However, transparency in government procurement and the expansion of market access was not sufficient to minimize fraud in government procurement.

  • The term, eGovernmen or e-Government, uses technology communications devices such as computers and the Internet to provide public services to citizens and others. The eGovernment or e-government provides citizens with new opportunities to access the government directly and conveniently, while the government provides citizens with directservices. Also, in these days, cloud computing is a feature that enables users to use computer system resources, especially data storage (cloud storage) and on-demand computing power, without having to manage themselves. The term is commonly used to describe data centers that are available to many users over the Internet. Today, the dominant Big Cloud is distributed across multiple central servers. You can designate it as an Edge server if it is relatively close to the user. However, despite the prevalence of e-government and cloud computing, each of these concepts has evolved. Research attempts to combine these two concepts were not being made properly. For this reason, in this work, we aim to produce independent and objective analysis results by separating progress steps for the analysis of e-government cloud service platforms. This work will be done through an analysis of the development process and architectural composition of the e-government development standard framework and the cloud platform PaaS-TA. In addition, this study is expected to derive implications from an analysis perspective on the direction and service composition of the e-government cloud service platform currently being pursued.

Government Education Expenditure and Economic Growth Nexus: Empirical Evidence from Vietnam

  • Government expenditure on education has attracted much attention because it plays an important role in the economic development. The question is whether government expenditure on education has a positive or negative impact on the economic growth and vice versa. This study aims to provide reliable estimates of the relationship between government expenditure on education and economic growth with empirical evidence in Vietnam for the period 2006-2019. The data was taken from the official statistics of the General Statistics Office of Vietnam. The authors have used the VAR model and Granger causal model to determine the relationship between government expenditure on education and the economic growth. Research results show that there is a two-way nexus between the economic growth and government spending on education with a lag of about two years. From the results obtained from this research, the authors have made some policy suggestions for the Vietnamese government as how to increase investment for education. If there is a one-way causal relationship between expenditure on education and the economic growth, the government can use spending as a growth factor. However, if there is a bi-directional relationship between the government expenditure on education and the GDP growth, the government needs to ensure that resources are appropriately managed and allocated effectively to promote growth.

Analysis of Social Media Utilization based on Big Data-Focusing on the Chinese Government Weibo

  • The rapid popularity of government social media has generated huge amounts of text data, and the analysis of these data has gradually become the focus of digital government research. This study uses Python language to analyze the big data of the Chinese provincial government Weibo. First, this study uses a web crawler approach to collect and statistically describe over 360,000 data from 31 provincial government microblogs in China, covering the period from January 2018 to April 2022. Second, a word separation engine is constructed and these text data are analyzed using word cloud word frequencies as well as semantic relationships. Finally, the text data were analyzed for sentiment using natural language processing methods, and the text topics were studied using LDA algorithm. The results of this study show that, first, the number and scale of posts on the Chinese government Weibo have grown rapidly. Second, government Weibo has certain social attributes, and the epidemics, people's livelihood, and services have become the focus of government Weibo. Third, the contents of government Weibo account for more than 30% of negative sentiments. The classified topics show that the epidemics and epidemic prevention and control overshadowed the other topics, which inhibits the diversification of government Weibo.

The Relationship Between Government Size, Economic Volatility, and Institutional Quality: Empirical Evidence from Open Economies

  • The size of the government is one of the most fundamental debates of open economies. In any economy, government plays an important role, but a pertinent level of economic prosperity has never been obtained in history without government. Therefore, the objective of this paper investigates the association of government size, economic volatility, and institutional quality for 182 economies from the time period 1996-2016 is collected from the World Bank database. GE is defined as the General government's final consumption expenditure. Health expenditure is represented by HE. Government expenditure on education is denoted by EDUEXP. The economic volatility is measured by the rolling standard deviation of GDP per capita growth rate, Population growth, Trade openness, GINI represented Gini index which measures the degree to which the income distributed or consumption expenses among citizens deviates from a perfectly equal distribution. The results proposed that economic volatility has a significant effect on government size and institutional qualities. Moreover, the paper extends the investigation by finding the link between economic volatility with government health and education expenditure separately. The policy implication drawn from this analysis is that controlling economic volatility may reduce the size of government and also significantly affect health and education expenditures.

A Study on Embody e-Government at Home with Home Network Infrastructure (홈네트워크기반의 가정 내 전자정부 구현을 위한 연구)

  • This study is to reconstruct the user-oriented e-government service based on home network infrastructure using ubiquitous computing technology. Until now, 31 e-government roadmap tasks have been promoted as main projects of e-government. This study explores what should be respective priorities for the suppliers and users of e-government if the services are provided in linkage with home network infrastructure. The result of survey showed us that the efficiency of administration and the improvement of the civil service, including citizens' online participation should be priorities. In order to reinforce home network infrastructure in implementing u-government, the government, at first, has to relax regulation, support businesses to develop related technologies, and construct safe infrastructure for citizens to use e-government services. Second, businesses should develop home network technologies that include various contents and construct home network systems that citizens can use easily. Third, citizens should have interests and participate in the government policies for home network services. Particularly, this study aims to suggest policies that consider positions of both the suppliers and users of e-government so that home network-based e-government can be implemented in the future.

Developing the Design Strategies for Innovation of e-Government Websites : An Empirical Investigation (전자정부 웹사이트 혁신을 위한 디자인 전략의 개발 : 실증 연구)

  • Korean government is providing a Internet-based government services to people. One of the main concerns of the government for implementing e-government services is to increase the sustainable use of the people. Therefore, management and development of e-government Web site is an important issue. In particular, it is an important to the government policy for reinforcing satisfaction and trust of the usage of e-government services. Thus, the Web site design is an important issue to consider for increasing usage of e-government services. Therefore, studies of e-government Web site design suggested an important implication to spread for continual usage of e-government services. In this study, we investigated relationships among the design factors of e-government Web site, trust, and satisfaction. The results of this study will provide useful suggestions for developing design strategies for continual adoption of e-government services.

A Comparison of Government Accounting Reform in Advanced Countries and South Korea and Policy Implications (선진국과 한국의 정부회계개혁 비교와 정책적 함의)

  • This study aims to compare the government accounting reform of advanced countries and South Korea and suggest policy implications for South Korea. The reform steps are structured down to institutional introduction, institutional formation and institutional stability. I researched the literatures on the government accounting system and compiled research materials from the Finance Ministries, Audit Offices, and Government Accounting Standards Boards websites of New Zealand, US, UK and South Korea. Analysis showed that advanced countries and South Korea have adopted accrual accounting systems which have provided more comprehensive and objective financial information. But the government accounting system of South Korea compared with those of advanced countries needs reform. The suggestions of this study include: expanding range of whole of government financial statements; giving coherence to the public accounting standards; adopting government audit system; and introducing accrual budgeting. However, there are differences between business accounting and government accounting and the differences are considered for government accounting reform.

An empirical analysis on the present situation of government publications and the operation of the publications in library (정부간행물의 출판현황과 도서관의 정부간행물 운영실태분석)

  • Government Publications are published to keep records of governmental activities and performances. In a rapidly changing information-oriented society, it is badly required for the operation system of government publications and a library to be effectively managed with government publications for satisfying 'right to know' of people and improving the obligation of government to 'let people know.' Accordingly, the purpose of this paper is to analyze such five research items as the situation of the publication and distribution of, government publications, the operation system of the publications in library, the number of publications regarding secondary information sources for the publications, and the legal deposit of the publications in the National Library, in order to proceed with a subject as to how much the government publication is satisfying 'right to know' of people. The research findings were suggested as follow : 1) Despite the fact that the publication of government publications has been gradually increased every year in numbers and kinds, it is unfortunately pointed out that the publications, distributions and sellings of them were not well organized and systematic. That is, the government publications had not been published more than 1.47% of all publications in number. Moreover, more than the half of the publications were non-periodically or annually published. To make the matter worse, it was not easy to get an access to the publications because of the publications not to be sold. 2) It a n.0, ppears that people could not use the publications efficiently because the library and administrative document office did not pay sufficient attention to public relations for all sorts of government publications. Not only that, there were not enough numbers of publications regarding such secondary information sources as bibliography, index and catalog. A speedy searching capacity for the information gave rise to another serious problem which the government publications could not be effectively used. 3) It is legally stated that all sorts of government publication should be deposited to the National Libraries. However, the law was not properly put into force because of lack of understanding of government agencies about the law.
