The Data Sharing Economy and Open Governance of Big Data as Public Good

  • Data-driven markets depend on access to data as a resource for products and services. Since the quality of information that can be drawn from data increases with the available amount and quality of the data, businesses involved in the data economy have a great interest in accessing data from other market players and sharing data with other stakeholders. Despite the growing need for access to data and evidence of the economic and social benefits, data access and sharing remains below its potential. Individuals, businesses, and governments often face barriers to data access, which may be compounded by the reluctance to share, including within and across sectors. To address these challenges, this paper focuses on finding possible solutions for a better data-sharing economy. This paper 1) Discusses opportunities and challenges of open data and the data-sharing economy, limitations of private sector data, and issues with open government data. 2) Introduces open government data initiatives and open governance networks initiatives. 3) Suggests possible solutions, including the governance and management, the legal and policy frameworks, and the technical standards for open data with proposing an open data governance model for the data-sharing economy.

  • The Korean government's strategy to combat coronavirus disease 2019 (COVID-19) has focused on non-pharmaceutical interventions, such as social distancing and wearing masks, along with testing, tracing, and treatment; overall, its performance has been relatively good compared to that of many other countries heavily affected by COVID-19. However, little attention has been paid to health equity in measures to control the COVID-19 pandemic. The study aimed to examine the unequal impacts of COVID-19 across socioeconomic groups and to suggest potential solutions to tackle these inequalities. The pathways linking social determinants and health could be entry points to tackle the unequal consequences of this public health emergency. It is crucial for infectious disease policy to consider social determinants of health including poor housing, precarious working conditions, disrupted healthcare services, and suspension of social services. Moreover, the high levels of uncertainty and complexity inherent in this public health emergency, as well as the health and socioeconomic inequalities caused by the pandemic, underscore the need for good governance other than top-down measures by the government. We emphasize that a people-centered perspective is a key approach during the pandemic era. Mutual trust between the state and civil society, strong accountability of the government, and civic participation are essential components of cooperative disaster governance.

  • This research is brought to suggest the policy paradigm shift alternative and to show breakthrough by diagnosing the cons of government's current youth entrepreneurship promotion emphasizing a showup performance. More specific points, first, this paper investigate the policy limitations of government's current youth entrepreneurship promotion. Second, this paper develop upgrade model of youth entrepreneurship promotion through benchmarking the foreign successful cases. Third, this paper suggest, the alternative of taking off ver 1.0 of government's current youth entrepreneurship promotion policy paradigm, new paradigm of government policy emphasizing 'Good Quality Youth Startup.' In this research, youth entrepreneurship promotion policy should be emphasized that the implementation of the "open" system. Open systems can collaborate in the young founder of the market building, matching based entrepreneurship run in conjunction with enough experience and the founder of the startup entirely after reviewing the market, or starting to reconsider, and also will open the path be employed in the leading venture firms participating in the group market. Therefore, entrepreneurship promotion policy raising the capabilities of the current situation of young people in the business after graduating from a wide selection of alternative plan that is characterized by a large system.

Trend and Perspective of Agricultural Knowledge System in OECD Member Countries (OECD 회원국들의 농업지식체계(AKS) 동향과 전망)

  • During the last 10 year period, OECD member countries were in a trend of 'less government' from 'more government', thus resulted in restructuring and reducing staffs in government agricultural institutions including the Agricultural Knowledge System. In recognizing the crisis of 'less government', member countries were in a trend of paradigm shift to the 'better government;. In producing and transferring agricultural information, member countries are more concerned about consumers as well as producers as the target of good quality services of the 'better government'. The general consensus of member countries identified the importance of food safety and environmental protection as new agendas for the 21st century. Agricultural Knowledge Systems (AKS) in OECD member countries were in a trend of reorganization in addressing food safety, and agriculture / environmental issues. The approaches, functions and responsibilities were diversified to multi-governmental institutions from the ministry of agriculture. Thus the importance of institutional cooperation and coordination were emphasized more in the newly changed AKS paradigms. The objectives, functions and approaches of AKS in OECD member countries as well as in Korea will be directed to emphasize the importance of environment, sustainable agriculture, food safety, and rural development. They will also focus on establishing mutual cooperative systems among policy makers, consumes, non-governmental organizations, and agri-related organizations as necessary for sustainable development in the future.

Optimal Distribution of Public Health Administration between Local and Central Government (중앙-지방 정부간 보건행정기능 및 재원의 효율적 배분방안)

  • The objectives of this research are (i) to review the functional and financial distribution of public health adminstration between central and local governments, (ii) to find out, based on economic criteria, optimal distribution required to fullfil local need for public health, and finally, (iii) to suggest policy implications in health area in face of the newly arising local autonomy system in Korea. Judging from data on government expenditures and tax revenues, public health administration in Korea is highly concentrated into central government, both functionlally and financially. High dependency of public health on central government has often been critisized that local residents can not participate in the decision making process for local health problems. This study, however, shows that localization of public health administration does not necessarily result in efficient and equitable allocation of resource to satisfy local demand for public health. From this point of view, two eccnomic criteria are suggested, i.e. external effect and economies of scle, as distributive criteria of roles in public health administration between local and central government. In addition, superiority of central concentration of public health administration to localization is emphasized in that public health in a wide sense contains the nature of public good and is part of compulsory socil security system. As a consequence, planned intervention by government is desirable.

  • The direction of the Korea Game Forum is to check on the nature of games and to create a positive ecosystem of the game industry. And it would also be to promote the public understanding of the cultural and artistic values of games so as to promote the good effects image, and to induce supporting policies of the government, which will strengthen the global competitiveness of the game industry. Thereby the Forum would contribute to the establishment of the government policies on game industry, and lead the positive game manufacturing climate, which will induce the spreading of good game movement in the industry.

  • Sustainable agriculture is a management system for ecological equilibrium and long-run productivity. Conversions from conventional to sustainable farming systems could have good effects on future generations' productivity and agricultural market opening in Korea. However, farmers are not willing to adopt sustainable farming system as because of farm income reductions, so government programs may be needed. Government programs should have research support for cost reductions, direct support for advocational livestock breedings and income security, and relative price changes for reducing agricultural chemicals.

  • The purpose of this study is to show the constructional activities conducted by the Buddhist craftsmen of Bumeo-sa, especially to focus on the government constructions at Dongrae province in the 1700s. The result is as follows: 1) In the early 1700s, Bumeo-sa developed to become a great Buddhist temple and was be able to possess a large number of workers and craftsmen. On the base of these workforce and skill, the Buddhist craftsmen of Bumeo-sa played the most leading roles for the government constructions until the late of 1700s. 2) Though the conditions of finance and workforce at Dongrae province were not good enough at that time, several huge government constructions could be promoted successively, owing to Bumeo-sa's supports. 3) Above all, the Buddhist craftsmen in Bumeo-sa monopolized the construction of Dongrae Hyangyo in the middle of the 1700s. But the private craftsmen got replaced their main roles in the government and temple constructions since the late of the 1700s.

  • Silymarin is an antihepatotoxic substance isolated from the fruits of silybum mariamum. Possibly due to their antioxidant and membrane stabilizing properties, the compounds was shown to protect various organs and cells against a number of insults (Kvasnicka et al., 2003). Among the main silymarin components, [silybin($SB_A,\;SB_B$, isosilybin ($ISB_A,\;ISB_B$) silydianin (SD) and silychristin (SC)], silybin is the major pharmacologically active compound. Korean Pharmaceutical Codex (2nd ed.) describes silybin as the main substance of Cardus Marianus extract as supportive treatment of chronic inflammatory liver disorders. The aim of this work was to analyze silybin from various preparations containing cardus marianus extract, nicotinamide, and riboflavin (CNR). Nine commercial products were tested using reversed-phase HPLC-PDA assay. The limits of detection and quantification were $0.2\;{mu}g/ml$ and $1\;{mu}g/ml$, respectively. Calibration curve showed a good linearity ($r^2$=1.00000) in the range of $1{\sim}500\;{\mu}g/ml$ of silybin standard solutions.

Digital Government Application: A Case Study of the Korean Civil Documents using Blockchain-based Resource Management Model

  • The Digital Government landscape is changing to reflect how governments try to discover innovative digital solutions, and how they transform themselves in the process. In addition, with the advent of information and communication technology (ICT), e-governance became an essential part of the government. Among the services provided by the Korean government, the Minwon24 online portal is the most used one. However, it has some processing limitations, namely: (1) it provides a cumbersome document authenticity service; (2) people cannot know what happened even if the agency handles the documents arbitrarily. To address the issues outlined above, blockchain processing can be a good alternative. It has a tremendous potential in that it has maximum transparency and a low risk of being hacked. Resource management is one of the areas where blockchain is frequently used. The present study suggests a new model based on blockchain for Minwon24; the proposed model is a type of resource management. There are three participants: issuer, owner and receiver. The proposed model has two stages: issuing and exchanging. Issuing is creating civil documents on the database, which is BigchainDB in this study. Exchanging, the next stage, is a transaction between the owner and the receiver. Based on this model, the actual program is built with the programming language Python. To evaluate the model, the study uses various criteria and it shows the excellence of the model in comparison to others in prior research.
