A Study on Geo-Fencing Techniques for Disaster Information Delivery in 5G Mobile Communication Network (5G 이동통신망에서 정밀한 재난정보전달을 위한 지오펜싱 기법에 대한 연구)

  • 기후변화 및 도심화로 인해 해마다 더 큰 규모의 다양하고 복잡한 재난들이 발생했고 발생하고 있다. 2022년을 기준으로 살펴보면, 3월 열흘동안 진행되었던 동해안 일대의 대규모 산불, 8월 초 수도권 집중호우, 9월 초 한반도를 통과한 초대형 태풍 제 11호 힌남노 등 다양한 종류의 대형 재난이 발생하였다. 본 논문은 재난이 발생하였을 때 재난정보를 전달하는 방식 중에서 이동통신망을 이용하는 긴급재난문자에 대한 것으로, 재난이 발생한 특정 지역에 정밀하게 효율적으로 재난정보를 제공하기 위한 지오펜싱(Geo-Fencing)을 적용하는 방식에 대해서 다룬다. 현재 긴급재난문자는 발령 최소 단위가 시군구로 제한되었기 때문에 예를 들어 심야시간에 발생한 특정 건물 화재등과 같은 재난에 대해서는 발령하는데 어려움이 있었다. 본 논문에서 제안하는 지오펜싱 기법을 적용하면, 읍면동보다 좁은 지역에도 긴급재난문자를 발령할 수 있게 되어 특정 지역에 국한된 재난에 대한 정보전달을 신속, 효율적으로 제공 가능하며 이를 통해 궁극적으로는 인명 피해 및 경제적 피해를 감소시킬 수 있게 될 것으로 예상된다.

Service Trends by Country in Geography-based Public Warning Using Commercial Mobile Network (이동통신망을 이용한 지리 기반 재난경보서비스의 국가별 동향 분석)

  • Governments intend to use the public warning system to deliver timely and accurate information using accessible communication technologies for protecting the population and reducing damage to life and property. In particular, many countries implement system interworking with smartphones to notify of disasters or emergencies. In Korea, since 2020, due to the influence of the coronavirus disease, frequent emergency text messages led people to turn off related notifications, and complaints for receiving irrelevant messages from nearby warning areas have increased. Therefore, technical improvements for issuing more accurate disaster information to a specific region should be devised through a geography-based emergency disaster message transmission service. We analyze development trends of public warning systems and service cases of geography-based emergency text transmission services in various countries.

Along-Track Position Error Bound Estimation using Kalman Filter-Based RAIM for UAV Geofencing

  • Geofencing supports unmanned aerial vehicle (UAV) operation by defining stay-in and stay-out regions. National Aeronautics and Space Administration (NASA) has developed a prototype of the geofencing function, SAFEGUARD, which prevents stayout region violation by utilizing position estimates. Thus, SAFEGUARD depends on navigation system performance, and the safety risk associated with the navigation system uncertainty should be considered. This study presents a methodology to compute the safety risk assessment-based along-track position error bound under nominal and Global Navigation Satellite Systems (GNSS) failure conditions. A Kalman filter system using pseudorange measurements as well as pseudorange rate measurements is considered for determining the position uncertainty induced by velocity uncertainty. The worst case pseudorange and pseudorange rate fault-based position error bound under the GNSS failure condition are derived by applying a Receiver Autonomous Integrity Monitor (RAIM). Position error bound simulations are also conducted for different GNSS fault hypotheses and constellation conditions with a GNSS/INS integrated navigation system. The results show that the proposed along-track position error bounds depend on satellite geometries caused by UAV attitude change and are reduced to about 40% of those of the single constellation case when using the dual constellation.
