A Modified EGEAS Model with Avoided Cost and the Optimization of Generation Expansion Plan (회피비용을 고려한 EGEAS 모형 개발과 전원개발계획의 최적화)

  • Pubilc utility industries including the electric utility industry are facing a new stream of privatization com-petition with the private sector and deregulation. The necewssity to solve now and in the future power supply and demand problems has been increasing through the sophisticated generation expansion plan(GEP) approach con-sidering not only KEPCo's supply-side resources but also outside resources such as non-utility generation(NUG) demand-side management (DSM). Under the environmental situation in the current electric utility industry a new approach is needed to acquire multiple resources competitively. This study presents the development of a modified electric generation expansion analysis system(EGEAS) model with avoided cost based on the existing EGEAS model which is a dynamic program to develope an optimal generation expansion plan for the electric utility. We are trying to find optimal GEP in Korea's case using our modified model and observe the difference for the level of reliabilities such as the reserve margin(RM) loss of load probability(LOLP) and expected unserved energy percent(EUEP) between the existing EGEAS model and our model. In addition we are trying to calculate avoided cost for NUG resources which is a criterion to evaluate herem and test possibility of connection calculation of avoided cost with GEP implementation using our modified model. The results of our case study are as follows. First we were able to find that the generation expansion plan and reliability measures were largely influenced by capacity size and loading status of NUG resources, Second we were able to find that avoided cost which are criteria to evaluate NUG resources could be calculated by using our modified EGEAS model with avoided cost. We also note that avoided costs were calculated by our model in connection with generation expansion plans.

  • This paper tries to elicit an optimal generation mix of Korea. Two approaches, using the screening curve method and taking advantage of a generation expansion planning tool, WASP-IV, are applied in getting the mix. The data used in this study is based on the 5th basic plan for long-term electricity supply and demand. The Load Duration Curve, that is needed for applying Screening Curve Method(SCM), is made based on the load profile in 2010. In our using SCM, the nuclear plant's operation characteristic, carbon emission cost and spinning reserve are considered. In using WASP-IV to get the adequate generation mix, the base and target demand forecasts in the 5th basic plan are used and the carbon emission cost is also considered. In this paper, It introduces the domestic adequacy generation mix in 2024 though SCM and WASP-IV.

Life cycle analysis on correlation relationship between GHG emission and cost of electricity generation system for energy resources (전과정을 고려한 에너지 자원별 전력생산의 온실가스 배출량과 비용의 상관관계 분석)

  • In this work, we analyzed correlations between life-cycle greenhouse gas (GHG) emissions and life-cycle cost of energy resources. Energy resources studied in this paper include coal, natural gas, nuclear power, hydropower, geothermal energy, wind power, solar thermal energy, and solar photovoltaic energy, and all of them are used to generate electricity. We calculated the mean values, ranges of maximum minus minimum values, and ranges of 90% confidence interval of life-cycle GHG emissions and life-cycle cost of each energy resource. Based on the values, we plotted them in two dimensional graphs to analyze a relationship and characteristics between GHG emissions and cost. Besides, to analyze the technical maturity, the GHG emissions and the range of minimum and maximum values were compared to each other. For the electric generation, energy resources are largely inverse proportional to the GHG emission and the corresponding cost.

  • In this paper, we propose an approach resolving inaccuracy of the low-cost redundant manipulator workspace with low encoder and low stiffness. When the manipulators are manufactured with low-cost encoders and low-cost links, the robots can run into workspace inaccuracy issues. Furthermore, trajectory generation based on conventional forward/inverse kinematics without taking into account inaccuracy issues will introduce the risk of end-effector fluctuations. Hence, we propose an optimization for the trajectory generation method based on the DDPG (Deep Deterministic Policy Gradient) algorithm for the low-cost redundant manipulators reaching the target position in Euclidean space. We designed the DDPG algorithm minimizing the distance along with the jacobian condition number. The training environment is selected with an error rate of randomly generated joint spaces in a simulator that implemented real-world physics, the test environment is a real robotic experiment and demonstrated our approach.

  • This paper gives a method for the minimization of the fuel cost by optimal generation. Derivation of the sensitivity of system loss by optimization technique is introduced and the loss sensitivities are substituted into the optimality conditions to obtain the minimized fuel cost.

  • This paper presents a linear droop control scheme based on the generation costs of DGs in an autonomous DC microgrid. Unlike the proportional power sharing of the conventional droop control, in the proposed control algorithm, the minimum output voltage range is adjusted and the droop coefficients are regulated according to the generation costs of DGs. As a result, the DGs with lower costs supplies more power in comparison with those with higher costs. Therefore, total generation cost of the system is reduced significantly. The proposed method is simple to implement and it does not require the centralized controller and communication links.

  • Transmission Pricing is the factor of giving locational signal when Genco decides the generation expansion schedule. Therefore, TR-Pricing is influenced to generation expansion schedule. TR-Pricing is composed of three element, loss-cost and congestion-cost and equipment-cost. The main target of this paper is to analyze TR-Pricing's(especially loss-cost) inpact to generation expansion schedule. Then, this paper make a optimal counterproposal to decide the generation expansion schedule.

  • In this paper, a new economic dispatch algorithm for unit commitment is proposed to improve both the accuracy of the final solution and the calculation speed of economic dispatch. By using the inverse incremental cost functions, economic dispatch can be transformed into a simple optimization problem associated with an n-th order polynomial equation. The proposed method remarkably reduces the computation time with adaptability to any higher order generation cost functions. The proposed method is tested with sample system, which shows that the proposed algorithm yields more accurate and economical generation scheduling results with high computation speed.

  • The low load power factor causes various problems such as the increase of the power loss and the voltage instability. The demand of reactive power increases continuously with the growth of active power and the restructuring of electric power companies makes the integrated management of ractive power troublesome, from which the systematic control of load power factor is required. In this paper, the load power factor sensitivity of the generation cost is derived and its effects in supplying the reactive power and enhancing the load power factor are analyzed in a small-scale power system. The load power factor sensitivity of the generation cost is applied for determining the locations and capacities of reactive power compensation devices. It is shown that the generation cost can be reduced and the system power factor can be enhanced effectively using the load power factor sensitivity.

Can Non-Fuel Costs be Considered as Variable Costs in Generation Market? (연료비 이외의 항목도 발전시장의 변동비로 간주할 수 있는가?)

  • In 2005, five Korean generation companies suggested to include non-fuel ancillary costs incurring in the process of managing fuels and ashes as variable costs in Korean Cost-Based Pool. OLS analysis seeking statistical relation with the amount of generation did not provide sufficient ground for such argument. However, some cost items in this category showed meaningful statistical relation for certain generation facilities hinting some possibilities for the candidate of variable costs in the future. Time lag related to cost evaluation, problems related to inventory control and accounting method related to this may block the statistical relationship with the amount of generation. Unified criteria and standardization of the data are necessary before we proceed further to consider them as variable costs.
