In this study, non-destructive technologies that can be applied to evaluate the integrity of valve materials, safety against internal pressure caused by corrosion, and the blocking function of large-diameter water valves during operation without requiring specimen collection or manpower entering the inside of the valve were tested to assess the reliability of the technologies and their suitability for field application. The results showed that the condition of the graphite structure inside the valve body can be evaluated directly through the optical microscope in the field without specimen collection for large-diameter water butterfly valves, and the depth of corrosion inside the valve body can be determined by array ultrasound and the tensile strength can be measured by instrumented indentation test. The reliability of each of these non-destructive techniques is high, and they can be widely used to evaluate the condition of steel or cast iron pipes that are significantly smaller in thickness than valves. Evaluation of blocking function of the valves with mixed gas showed that it can be detected even when a very low flow rate of mixed gas passes through the disk along with the water flow. Finally, as a result of evaluating the field applicability of non-destructive technologies for three old butterfly valves installed in the US industrial water pipeline, it was found that it is possible to check the material and determine the suitability of large-diameter water valves without taking samples, and to determine the corrosion state and mechanical strength. In addition, it was possible to evaluate safety through the measurement results, and it is judged that the evaluation of the blocking function using mixed gas will help strengthen preventive response in the event of an accident.
As the hydrofluoric acid leak in Gumi-si, Gyeongsangbuk-do or hydrochloric acid leak in Ulsan, Gyeongsangnam-do demonstrated, chemical related accidents are mostly caused by large amounts of volatile toxic substances leaking due to the damages of storage tank or pipe lines of transporter. Safety assessment is the most important concern because such toxic material accidents cause human and material damages to the environment and atmosphere of the surrounding area. Therefore, in this study, a hydrofluoric acid leaked from a storage tank was selected as the study example to simulate the leaked substance diffusing into the atmosphere and result analysis was performed through the numerical Analysis and diffusion simulation of ALOHA(Areal Location of Hazardous Atmospheres). the results of a qualitative evaluation of HAZOP (Hazard Operability)was looked at to find that the flange leak, operation delay due to leakage of the valve and the hose, and toxic gas leak were danger factors. Possibility of fire from temperature, pressure and corrosion, nitrogen supply overpressure and toxic leak from internal corrosion of tank or pipe joints were also found to be high. ALOHA resulting effects were a little different depending on the input data of Dense Gas Model, however, the wind direction and speed, rather than atmospheric stability, played bigger role. Higher wind speed affected the diffusion of contaminant. In term of the diffusion concentration, both liquid and gas leaks resulted in almost the same $LC_{50}$ and ALOHA AEGL-3(Acute Exposure Guidline Level) values. Each scenarios showed almost identical results in ALOHA model. Therefore, a buffer distance of toxic gas can be determined by comparing the numerical analysis and the diffusion concentration to the IDLH(Immediately Dangerous to Life and Health). Such study will help perform the risk assessment of toxic leak more efficiently and be utilized in establishing community emergency response system properly.
The $Ph{\acute{e}}bus$ FP project is an international reactor safety project. Its main objective is to study the release, transport and retention of fission products in a severe accident of a light water reactor (LWR). The FPT4 test was performed with a fuel debris bed geometry, to look at late phase core degradation and the releases of low volatile fission products and actinides. Post Test Analyses results indicate that releases of noble gases (Xe, Kr) and high-volatile fission products (Cs, I) were nearly complete and comparable to those obtained during $Ph{\acute{e}}bus$ tests performed with a fuel bundle geometry (FPT1, FPT2). Volatile fission products such as Mo, Te, Rb, Sb were released significantly as in previous tests. Ba integral release was greater than that observed during FPT1. Release of Ru was comparable to that observed during FPT1 and FPT2. As in other $Ph{\acute{e}}bus$ tests, the Ru distribution suggests Ru volatilization followed by fast redeposition in the fuelled section. The similar release fraction for all lanthanides and fuel elements suggests the released fuel particles deposited onto the plenum surfaces. A blockage by molten material induced a steam by-pass which may explain some of the low releases. The revaporisation testing under different atmospheres (pure steam, $H_2/N_2$ and steam /$H_2$) and up to $1000^{\circ}C$ was performed on samples from the first upper plenum. These showed high releases of Cs for all the atmospheres tested. However, different kinetics of revaporisation were observed depending on the gas composition and temperature. Besides Cs, significant revaporisations of other elements were observed: e.g. Ag under reducing conditions, Cd and Sn in steam-containing atmospheres. Revaporisation of small amounts of fuel was also observed in pure steam atmosphere.

The ALCYONE multidimensional fuel performance code codeveloped by the CEA, EDF, and AREVA NP within the PLEIADES software environment models the behavior of fuel rods during irradiation in commercial pressurized water reactors (PWRs), power ramps in experimental reactors, or accidental conditions such as loss of coolant accidents or reactivity-initiated accidents (RIAs). As regards the latter case of transient in particular, ALCYONE is intended to predictively simulate the response of a fuel rod by taking account of mechanisms in a way that models the physics as closely as possible, encompassing all possible stages of the transient as well as various fuel/cladding material types and irradiation conditions of interest. On the way to complying with these objectives, ALCYONE development and validation shall include tests on $PWR-UO_2$ fuel rods with advanced claddings such as M5(R) under "low pressure-low temperature" or "high pressure-high temperature" water coolant conditions. This article first presents ALCYONE V1.4 RIA-related features and modeling. It especially focuses on recent developments dedicated on the one hand to nonsteady water heat and mass transport and on the other hand to the modeling of grain boundary cracking-induced fission gas release and swelling. This article then compares some simulations of RIA transients performed on $UO_2$-M5(R) fuel rods in flowing sodium or stagnant water coolant conditions to the relevant experimental results gained from tests performed in either the French CABRI or the Japanese NSRR nuclear transient reactor facilities. It shows in particular to what extent ALCYONE-starting from base irradiation conditions it itself computes-is currently able to handle both the first stage of the transient, namely the pellet-cladding mechanical interaction phase, and the second stage of the transient, should a boiling crisis occur. Areas of improvement are finally discussed with a view to simulating and analyzing further tests to be performed under prototypical PWR conditions within the CABRI International Program. Various support is provided for the increase in the number of private lodging users in farming and fishing villages and related government policies. However, the bed-and-breakfast accommodation in rural areas lack safety standards or safety indicators for the service pension Gangneung, carbon monoxide leak accident in December 2018, 2020 East Sea in January, Pension. Large gas explosion, accident and is threatening the security of their citizens. Unlike lodging facilities, private lodging in farming and fishing villages is allowed to operate with certain requirements such as fire extinguishers and fire alarms. The purpose of this study is to present safety standards and safety indicators for lodging facilities in farming and fishing villages, which are necessary for the operation management and inspection of local governments and the government related to lodging in farming and fishing villages. Through the study, safety management areas of private lodging in farming and fishing villages were divided into facility safety, fire safety, food safety and living safety, and detailed inspection indicators were presented. There is an academic implication that research on safety management of lodging facilities has been expanded through safety research in areas related to private lodging in farming and fishing villages. It has practical implications in that it provides management standards and indicators that can be used for safety management of private lodging in farming and fishing villages. The limitations of this study are that more studies on private lodging in farming and fishing villages are expected to be conducted through the results of this study, and the lack of research on accommodation safety has prevented more detailed indicators from being derived.

Hydrogen energy is emerging as an alternative to the depletion of fossil fuels and environmental problems, and the use of hydrogen vehicles is increasing in the automobile industry as well. However, since hydrogen has a wide flammability limit of 4 to 75%, there is a high concern about safety in case of a hydrogen car accident. In particular, in semi-enclosed spaces such as tunnels and underground parking lots, a fire or explosion accompanied by hydrogen leakage is highly likely to cause a major accident. Therefore, it is necessary to review hydrogen safety through analysis of flammability areas caused by hydrogen leakage. Therefore, in this study, the effect of the air velocity in the tunnel on the flammability area was investigated by analyzing the hydrogen concentration according to the hydrogen leakage conditions of hydrogen vehicles and the air velocity in the tunnel in a road tunnel with standard section. Hydrogen leakage conditions were set as one tank leaking and three tanks leaking through the TPRD at the same time and a condition in which a large crack occurred and leaked. And the air velocity in the tunnel were considered 0, 1, 2.5, and 4.0 m/s. As a result of the analysis of the flammability area, it is shown that when the air velocity of 1 m/s or more exists, it is reduced by up to 25% compared to the case of air velocity of 0 m/s. But there is little effect of reducing the flammability area according to the increase of the wind speed. In particular, when a large crack occurs and completely leaks in about 2.5 seconds, the flammability area slightly increases as the air velocity increases. It was found that in the case of downward ejection, hydrogen gas remains under the vehicle for a considerably long time.
We researched the way to minimize the damage when the chlorine-leak accident take place in a purification plant. Since the level of risk based on the Off-site Risk Assessment(ORA) is a combination of proportional to the number of residents in the damaged area and frequency of accidents, we suggested the adequate conditions to reduce the number of residents in the damaged area by means of the operating temperature of a handling facility, installation of a emergency shut-off valve, and the analysis of the variation of the damaging range in accordance with the type of enclosure. The coverage of damage was calculated by the 'KORA(Korea Off-site Risk Assessment Supporting Tool) program. The research shows that the lower operating temperature gets, the more emergency shut-off valve being installed and the higher enclosure level of facility becomes, the extent of damage gets decreased. The decreasing rate of worst case was 17.6%, 71%, 34.5% respectively, the decreasing rate of alternative case was 31.6%, 69.0%, 34.8% respectively.
Related incidents and accidents are frequent after 2000 years, such as the outbreak of the Taian peninsula crude oil spillage and Gumi hydrofluoric acid leakage accident. In the wake of such environmental pollution accidents, Consensus has been formed to enact legislation on liability for the compensation of environmental pollution in 2014 and the rescue, and has been in force since January 2016. Therefore, in the domestic insurance industry, the introduced environmental liability insurance system needs to be managed through the standardization formula of a new insurance model for managing the environmental risk. This study has been carried out by the emergence of a safe insurance model with a risky nature of the risk type, which is one of the services of the knowledge base. The verification of the six assurance media on the occurrence of environmental pollution such as chemical, waste, marine, soil, etc. is expressed through semantic interoperability through this possible ontology. The insurance model was designed and presented by deducing the relationship between the amount of money and the amount of money that was written in the area of existing expertise, In order to exclude the possible consequences, the concept of abstract is conceptualized in the form of a customer, and a plan for the future development of an ontology-based decision support system is proposed to reduce the cost and resources consumed every year. With increasing the number of vehicles, the accident rate also goes up and the damaged vehicles should be painted as a final repair process. At the painting stage the solvent-based paint causes environmental problems. To overcome these problems waterborne refinish paint is frequently used recently. However, for waterborne refinish, the costs of insurance coverage are too expensive, and insurance reimbursement costs could be burdensome. Because of the high price of aquatic paint treatment, the service shop might charge the malicious service price. In this study, the surfactant of Surfynol 104, which is the component in the paint, was used as an indicator whether the vehicle was painted with waterborne paint. The specimen was quantitatively analyzed to contain 0.38% of the surfactant through the standard addition method with isotope substituted internal standard (IS) of fluranthene-d10 by curie point pyrolysis-gas chromatography/mass spectrometry (Py-GC/MS).
The purpose of this study is to assess quantitatively the amount of leaks and the extent of dispersion in case of a leak at a hydrogen fluoride tank container unloading station, and to suggest a safety improvement plan to prevent recurrence of similar accidents. In 2012, Company H leaks 8 tonnes of tank containers with a maximum storage capacity of 18 Ton, causing it to become a social issue. As a result of calculation using Gaussian plume model, the concentration was estimated to be more than 20ppm from the leak point to 1,321 m radius. The leakage of hydrogen fluoride from the company R in 2014 was estimated to be 11.02 kg, of which 2.9 kg was treated by the scrubber. As a result of calculation using Gaussian plum model, the damage range with a concentration of 20ppm or more from the leak source was estimated to be 69 m in radius. As a result of comparing the above two accidents, it was found that the leakage amount was about 987 times different and the damaged site was more than 19 times different. Therefore, it was concluded that it was necessary to control the wearing of the protective equipment, the enclosure of the unloading site, the installation of the scrubber, and the emergency training to avoid the accidental leakage of a hydrogen fluoride from the unloading site.
