Trade in service, which deals with intangible product, is distinguished from trade of goods for tangible product. The current multilateral service trade is based on GATS which includes MFN, securing the predictability as well as transparency of related service rules, specific commitment basis market access national treatment. Recently the WTO service disputes are increasing according to the frequent filing complaints against the regulation of service trade in China. The rules of GATS are not as strict as those of GATT. The commitment schedules, which were materialized between members, gets binding effect through the obligatory provisions of GATS. The GATS is inseparable relation with the Appendix of finance, of telecommunication, and of air transport, with the schedules of commitment of member states, and with the reference paper to the 4th protocol. GATS article XIV which is the general exception of GATS has a similar structure of GATT article XX. Based on the possibility of filing to the WTO, there is a need to examine whether the whole rules, regulation, and policy international trade in service of Korea perfectly macthed with the GATS. Korea with poor resources should take up the more positive attitude for the opening of international service market. According to the reciprocal aspects of concession, if Korea doesn't open a service market, the other WTO member country wouldn't allow Korea to access the their market as well as national treatment.

Most of the laws and standards relevant to technology in Korea bear a resemblance to those in Japan. Electricity was not introduced to Korea until Lighting ceremony in Kyong-Bok palace observed in 1887. Since Korea was annexed to Japan in 1910 and our public works were under Japan control we have applied Japanese laws and regulations made by Chosun government-general. Independently from Japan the power electricity accepted power plants of USA, codes of NESC, ASME / ANSI, NEMA. Our generation and distribution system takes American style while our consumer side takes Japanese style. As global trade system was transferred GATT into WTO, the harmonization of technological standards, certification construction testing in the trend of world. This paper is based on WTO / TBT agreement coming in effect after 12th, April, 1979. For Korea the distribution system has a strong resemblance to American system so that unconvertible because IEC 60364 originated from Europe while NEC originated from USA. This papers deals with the fundamental elements of electrical safety system with comparing IEC 60364 with NEC. This paper considers how engineers should apply NFPA 70(NEC) and IEC based on the comparison of NEC to IEC in relation to electrical installations.

This study aims to analyze a harmonious approach between trade norms for the protection of human rights and the WTO agreements is increasingly necessary and important. conflicts and harmonization that may occur between major human rights protection trade norms and WTO agreements were comprehensively reviewed. The hard legalization of corporate social responsibility for sustainable development, such as human rights protection, was in conflict with the WTO Agreement, which was based on the principle of non-discrimination. As the currently expanding human rights protection trade norms reflect differences in the positions of developed and developing countries, it was also pointed out that there may be disputes over WTO compatibility and distorted protectionism measures. Accordingly, the applicability of the general exceptions to Article 20 of the GATT were reviewed together, and Article 20(a) of GATT, "necessary to protect public morals" may differ between developed and developing countries, and thus limitations were also considered. At the same time, When it is necessary to take regulatory measures such as prohibition of imports from a specific country for human rights protection, it was reviewed and proposed domestic trade norms revision.

중국이 드디어 지난 86년 7월 GATT 재가입신청 이후 지난 11월 15일 미국과의 가입협상이 타결됨에 따라 13년 만에 세계무역기구(WTO)의 사실상 정식회원국(내년 3월 예상)이 되었다. 이는 세계경제에 새로운 획을 긋는 일대 사건이며 우리 경제 전반에도 적지 않은 영향을 미치게 될 것으로 보인다. 이에 본지에서는 중국의 WTO가입이 우리 경제 특히, 전자산업에 미치는 영향이 클 것으로 판단돼 그간 각종 언론매체에서 다룬 분석내용들을 중심으로 편집 재구성해 본다.

한미통상마찰등에 가려 관심권 밖으로 밀려나 있던 GATT(관세 및 무역에 관한 일반 협정) 우루과이 라운드 협상이 올 연말 협상 타결이 시한으로 다가옴에 따라 자국에게 좀더 이익이 갈 수 있도록 하기 위해 부산한 움직임을 보이고 있다. UR협상은 동구권의 자유시장 경제체제로의 편입과 함께 세계 경제질서의 재편을 가져오는 가장 중요한 변화 요인으로서 대외에 개방적 운용이 불가피한 우리의 경제에 커다란 영향을 미칠 것으로 전망되고 있다. 건설부문도 예외는 아니여서 정부 및 관계자들이 우리쪽으로 유리한 타결을 위해 고심하고 있다.

급변하는 국제방산협력 여건에 탄력적으로 대응하기 위해서는 공동연구개발 및 생산에 방산업체들의 적극적인 참여를 고무하는 정책이 실시되어야 한다. 특히 방산업체가 국내 연구개발 및 국제 공동연구개발에 직접 참여하는 제도의 수립이 필요하다. 향후 군사무역에서 GATT적용 등에 대비하고, 업체가 적극적인 중.장기 방산경영이 가능하도록 정부는 새로운 인식하에서 전반적인 제도개선이 마련되어야 할 것으로 믿는다. 장기적으로 방산국제협력을 담당하는 관료들은 국제교섭가인 동시에 국제마아케터로서의 자질을 갖춘 전문관료들이 보직해야햐며, 협력대상 국가별 전문가의 양성도 절실하다고 판단된다

우리나라는 1990년 9월 전자파장해 검정규칙을 제정하여 본격적인 전자파장해 규제를 실시 하여 왔으나 WTO 체제의 출범, OECD 가입 및 GATT 조인 등의 국제화 및 개방화 물결에 따라 EMC 기술 기준 및 시허방법 역시 국제적 수준으로의 변경이 불가피하게 되어 1996년 10월 이를 개정하게 되었다. 이에 본고에서는 개정 전, 후의 EMC 기술기준 및 시험방법을 비교해 보고자 한다.

한국은 1989년 2월 통신분야 우선협상대상국(PFC: Priority Foreign Country)으로 지정된 이래 미국과 쌍무협상을 계속한 결과 1993년부터 통신망 관련 제품시장을 개방하게 되었다. 또한 한국이 올해 안으로 GATT의 정부조달협정에 가입할 것으로 예상됨에 따라 통신기기 시장개방이 우리나라 통신산업에 어떠한 영향을 줄 것인가하는 문제는 관심의 대상이 되기에 충분하다. 본 연구에서는 시장개방으로 인한 외국기업의 국내통신기기 시장의 잠식규모와 이에 따른 국민경제파급효과를 분석해 보았다.

1) WTO 체제의 정착과 새로운 국제무역질서의 형성 1995년 1월 신 GATT체제라 할 수 있는 WTO가 정식 출범함으로써 새로운 국제무역질서의 기반을 구축하게 되었다. 즉, WTO의 출범으로 세계 경제는 하나의 교역규범 (WTO협정)과 하나의 국제기구 (WTO)를 갖게 되었으며, 이에 따라 지난 1980년대 이후 팽배해 온 세계무역의 신보호무역주의 경향은 다시금 자유무역주의로 복귀되었다. 이러한 WTO출범에 따른 세계자유무역의 확대는 기업의 해외직접투자를 증대시키고 세계경제의 안정성장에 크게 이바지할 것으로 기대된다. (중략)
