Rule-based Hybrid Discretization of Discrete Particle Swarm Optimization for Optimal PV System Allocation (PV 시스템의 최적 배치 문제를 위한 이산 PSO에서의 규칙 기반 하이브리드 이산화)

  • This paper discusses the application of a hybrid discretiziation method for the discretization procedure that needs to be included in discrete particle swarm optimization (DPSO) for the problem of allocating PV (photovoltaic) systems onto distribution power systems. For this purpose, this paper proposes a rule-based expert system considering the objective function value and its optimizing speed as the input parameters and applied it to the PV allocation problem including discrete decision variables. For multi-level discretization, this paper adopts a hybrid method combined with a simple rounding and sigmoid funtion based 3-step and 5-step quantization methods, and the application of the rule based expert system proposing the adequate discretization method at each PSO iteration so that the DPSO with the hybrid discretization can provide better performance than the previous DPSO.

  • As Plug-in Hybrid Vehicle and Electric Vehicle (PHEV/EV) take a greater share in the personal automobile market, their high penetration levels may bring potential challenges to electric utility especially at the distribution level. Thus, there is a need for the flexible charging management strategy to compromise the benefits of both PHEV/EV owners and power grid side. There are many different management methods that depend on the objective function and the constraints caused by the system. In this paper, the schema and dispatching schedule of centralized PHEV/EV charging spot network are analyzed. Also, we proposed and compared three power allocation strategies for centralized charging spot. The first strategy aims to maximize state of vehicles at plug-out time, the rest methods are equalized allocation and prioritized allocation based on vehicles SoC. The simulation results show that each run of the optimized algorithms can produce the satisfactory solutions to response properly the requirement from PHEV/EV customers.

  • A variable bit-rate based video services have much limitation for bandwidth management, since its trarfic has a some variances in frame level. In particular, the bandwidth management for video which has characteristics of VBR traffic such a MPEG video could be more complicated. Also, it is difficult to manage the bandwidth effectively for proving a VCR function from VOD service, since we don't know the traffic variance exactly at that time. In this paper, we proposed the dynamic bandwidth allocation a scheme based on VBR traffic based stored video such as MPEG for interactive video service. This scheme can maximize the given total bandwidth through the prefetch based variable length bandwidth allocation scheme and dynamic bandwidth management scheme for multiple streams. Also, our scheme can be used for a MPEG-based bandwidth allocation scheme, and provides the method that can maximize the utilization of network resource for multiple stream by using a dynamic bandwidth management.

  • We may consider the inducement of demand to public transportation as a solution to relieve traffic congestion and pollution. Subway has merits as moving on schedule, transporting more people than bus. But subway is required a vast investment in the early stage of construction has a huge debt. So it runs into red figures, and on this account, services of subway are falling more and more. Development of subway's operation cost function is useful to understand structure of subway's operation and catch the relations of operation cost and actual results. In addition, we can present the policy that is a helpful to the operation as development of operation cost function. But there are short of studies about operation cost deal with a subway comparison with local train. Because local train has many lines and data, on the other hand, subway has one to four lines and less data. Most of previous studies sought the operation cost function of Seoul. So this study aimed to develop and apply the operation cost function of Seoul, Incheon, Busan and Daegu area using full allocation method. In this study, we considered the number of passengers, track-km, train-km, revenue as actual results. By appling the operation cost function, we compared the average cost of each city and confirmed the existence of economies of scale about the number of passengers, train-km.

  • In LTE-Advanced that different networks coexist, it is considered that it is actually difficult to provide service continuity with a procedural and static control method applied to the existing voice service. This research suggests a resource management framework to support the service continuity effectively based on QoS support. In other words, as context information of mobile terminal and base station changes, set-up of related functions such as ISHO, cell selection, source allocation, load control, and QoS mapping is adapted; each function fits into the change, exchanges the process of reorganization, and interacts; these actions go toward to satisfy service continuity. For this aim, the sequence diagram between the function modules for supporting four kind of ISHO is described and then a scenario for ISHO is considered.

  • Recently, as user feedback such as social reading become active, demand has been increased on e-book contents making which is based on user feedback. However, to reflect the user feedback onto the e-book, direct coding is required, which was difficult to the author who was not good at programming. To resolve this problem, Block assembly style feedback editor system, using Blockly was developed. This editor enables to reflect the user feedback by area allocation, component allocation, block editing, and code generating insertion, contrary to the existing way of programming realization in which direct coding was required for input, processing and output separately. This system was developed by using HTML. Javascript, PHP, and Codeigniter. Block editing is enabled to do provision and assembly of blocks by Blockly. The function of code generation & insertion allows to insert the Library function code. Through this system, the general users who are not capable of coding also can reflect feedback without doing actual coding.

  • Cognitive radio technology gives secondary users chances that they can use specific spectrum of the primary user when the primary user doesn't use it. This paper proposes the algorithm that maximizes the benefit of the primary user considering spectrum price and auction period by using the auction game theory. According to the ratio of spectrum that secondary users bid, primary user allocates spectrum to secondary users. In the process of repeated auction, the primary user gets to find the optimal price of spectrum. Using the price and the proposed utility function of primary user, we derive the optimal auction period. At the same time, the primary user finally determines the price of spectrum appropriate for the optimal period.

  • The study of IP address allocation in MANET can be categories into Stateful and Stateless. The one, special node monitors other nodes' IP address and allocates IF address. And the other, node generates IP address by itself. Nodes in MANET have mobility and restricted resource, so Stateless is more suitable than Stateful. But, in Stateless, node requires DAD process because of unique IP address allocation. And Dos attack can be happened in DAD precess. In this paper, we propose a security method on preventing DoS attack against DAD in MANET using one-way hash function. Since, Computation of one-way hash function is suitable for nodes' restricted resource character in MANET. And we evaluate performance using NS2 and compare with other security method which is CGA using signature.

Empirical Analysis on Intergovernmental Financial Relations in Korea (우리나라 정부간 재정관계의 실증분석)

  • We are facing that we promptly meet the needs of the times which demand a local decentralization. We must consider, above all, the relations between central government and local government to carry out local decentralization or devolution successfully. In this respect, it is needed to enter into a relationship of intergovernmental function allocation. On this basis of this regard, we have to come up with right intergovernmental financial relations. Given this fact, this study will produce intergovernmental relation model, and then analyze our intergovernmental financial relation positively based on three criteria, such as intergovernmental power relations, role distribution between central government and local government, and the allocation of tax resources. Analysis shows that our intergovernmental financial relation belongs to a management.decentralization model generally.

Adaptive Importance Channel Selection for Perceptual Image Compression

  • Recently, auto-encoder has emerged as the most popular method in convolutional neural network (CNN) based image compression and has achieved impressive performance. In the traditional auto-encoder based image compression model, the encoder simply sends the features of last layer to the decoder, which cannot allocate bits over different spatial regions in an efficient way. Besides, these methods do not fully exploit the contextual information under different receptive fields for better reconstruction performance. In this paper, to solve these issues, a novel auto-encoder model is designed for image compression, which can effectively transmit the hierarchical features of the encoder to the decoder. Specifically, we first propose an adaptive bit-allocation strategy, which can adaptively select an importance channel. Then, we conduct the multiply operation on the generated importance mask and the features of the last layer in our proposed encoder to achieve efficient bit allocation. Moreover, we present an additional novel perceptual loss function for more accurate image details. Extensive experiments demonstrated that the proposed model can achieve significant superiority compared with JPEG and JPEG2000 both in both subjective and objective quality. Besides, our model shows better performance than the state-of-the-art convolutional neural network (CNN)-based image compression methods in terms of PSNR.
