In this work, a novel approach was introduced to assess cost of loss resulting from risk as well as to help deciding inspection period through quantifying risk. In order to quantifying risk of city gas pipeline, frequency and consequence analysis were required. The main causes of city gas accident were analyzed to be digging, external corrosion, ground movement, and equipment failure. Tools to evaluate frequency of each cause was also suggested. Among city gas accidents, fire damage is the dominant one and mainly discussed; fatality, burning injury, and damage to building were estimated using the consequence model suggested. By combining frequency and consequence analysis, evaluating cost of risk management together with calculating example. This work could be applicable for city gas companies to plan how to manage risk most effectively.
The correlations between Large Early Release Frequency (LERF) and Early Fatality need to be investigated for risk-informed application and regulation. In Regulatory Guide (RG) -1.174, while there are decision-making criteria using the measures of Core Damage Frequency (CDF) and LERF, there are no specific criteria on LERF. Since there are both huge uncertainties and large costs needed in off-site consequence calculation, a LERF assessment methodology needs to be developed, and its correlation factor needs to be identified, for risk-informed decision-making. A new method for estimating off-site consequence has been presented and performed for assessing health effects caused by radioisotopes released from severe accidents of nuclear power plants in this study. The MACCS2 code is used for validating the source term quantitatively regarding health effects, depending on the release characteristics of radioisotopes during severe accidents. This study developed a method for identifying correlations between LERF and Early Fatality and validates the results of the model using the MACCS2 code. The results of this study may contribute to defining LERF and finding a measure for risk-informed regulations and risk-informed decision-making.

Though, fishing vessel accidents account for 70 % of all maritime accidents in Korean waters, most research has focused on identifying causes and developing mitigation policies in an attempt to reduce this rate. However, predicting and evaluating accident risk needs to be done before the implementation of such reduction measures. For this reasons, we havve performed a risk analysis to calculate the risk of accidents and propose a risk criteria matrix with 4 quadrants, within one of which forecasted risk is plotted for the relative comparison of risks. For this research, we considered 9 types of fishing vessel accidents as reported by Korea Maritime Safety Tribunal (KMST). Given that no risk evaluation criteria have been established in Korea, we established a two-dimensional frequency-consequence grid consisting of four quadrants into which paired frequency and consequence for each type of accident are presented. With the simple structure of the evaluation model, one can easily verify the effect of frequency and consequence on the resulting risk within each quadrant. Consequently, these risk evaluation results will help a decision maker employ more realistic risk mitigation measures for accident types situated in different quadrants. As an application of the risk evaluation matrix, accident types were further analyzed using accident causes including human error (factor) and appropriate risk reduction options may be established by comparing the relative frequency and consequence of each accident cause.

The representative risk evaluation techniques of the marine traffic environment are the FSA, PAWSA, & IWRAP. For the development of these techniques, the risk factors suitable to the marine traffic environment should be selected & the assessment criterion of the risk factors should be provided. The risk factors were selected as the factors that relate both to the frequency of casualty & to the consequence of casualty because the risk was defined as the frequency of casualty times the consequence of that casualty on the existing techniques. But, the risk factors relate to the consequence of casualty are excluded because the risk is defined as the sum of the risk factors including the frequency and the consequence by factors on this study. The 20 kinds of risk factors to compose the risk are selected and classified into 5 categories according to similar nature through the analysis of preceding study on the classification of the risk factors. Finally, as the foundation of risk assessment model's development for domestic marine traffic environment, the practical assessment criterion of the risk factors are suggested.
As the safety level of nuclear power plants (NPPs) relates to the safety of individuals, society, and the environment, it is important to establish NPP safety goals. In Korea, two quantitative health objectives and one large release frequency (LRF) criterion were formally set as quantitative safety goals for NPPs by the Nuclear Safety and Security Commission in 2016. The risks of prompt and cancer fatalities from NPPs should be less than 0.1% of the overall risk, and the frequency of nuclear accidents releasing more than 100 TBq of Cs-137 should not exceed 1E-06 per reactor year. This paper reviews the hierarchical structure of safety goals in Korea, its relationship with those of other countries, and the relationships among safety goals and subsidiary criteria like core damage frequency and large early release frequency. By analyzing the effect of the release of 100 TBq of Cs-137 via consequence analysis codes in eight different accident scenarios, it was shown that meeting the LRF criterion results in negligible prompt fatalities in the surrounding area. Hence, the LRF criterion dominates the safety goals for Korean NPPs. Safety goals must be consistent with national policy, international standards, and the goals of other counties.
The British railway safety research group has developed a risk assessment model for the railway infrastructure and major railway accidents. The major hazardous factors of the railway infrastructure were identified and classified in the model. The frequency rates of critical top events were predicted by the fault tree analysis method using failure data of the railway system components and ratings of railway maintenance experts, The consequences of critical top events were predicted by the event tree analysis method. They classified the Joss of accident due to railway system into personal. commercial and environmental damages. They also classified 110 hazardous event due to railway system into three categories. train accident. movement accident and non-movement accident. The risk assessment model of the British railway system has been designed to take full account of both the high frequency low consequence type events (events occurring routinely for which there is significant quantity of recorded data) and the low frequency high consequence events (events occurring rarely for which there is little recorded data). The results for each hazardous event were presented in terms of the frequency of occurrence (number of events/year) and the risk (number of equivalent fatalities per year).
A wide spectrum of risk assessments including qualitative and quantitative approaches and the analyses of its consequence were performed for an environmentally sensitive object such as incineration facility. To find out the major risk concerns, HAZOP(Hazard and Operability) were performed. Then, the frequency of hazardous gas release scenarios was calculated. Finally consequence analyses were performed for the gas release scenarios. On the basis of analyses through evaluation, a more innovative way for making a better control system or the enhancement of operation procedure was given. The results from these analyses would act as a substantial benefits for the incineration facility operator, and giving some measured information for the neighbors and the people involved.
Since a severe accident, which happens in low frequency, can cause serious damages, the interests in off-site consequence analysis for a nuclear power plant have been increased after Chernobyl, TMI and Fukushima accidents. Consequences, which are the effects on health and environment caused by released radioisotopes, are evaluated using MACCS II code based on the method of Level 3 PSA. To perform a consequence analysis for the reference plants, the input data of the code were generated such as meteorological data, population distribution, release fractions, and so on. Using these input data, acute and lifetime dose as an organ, CCDF for early fatalities and latent cancer fatalities, and average individual risk were analyzed by using MACCS II code in this study. These results might contribute to establishing accident management plan and quantitative health object.
Grounding impedance depends on the frequency of current flowing into a grounding system. Especially, the lightning gives a broad frequency spectrum from low frequency up to 1 MHz. So the grounding impedance related to high frequency current like lightning should be measured with high frequency source. In this paper, we described the grounding impedances of deeply-driven ground rods of 10 $\sim$ 48 m long with respect to the frequency of injected currents. For the experiments, we used the wideband power amplifier which can produce sinusoidal voltages with the frequency ranges of DC $\sim$ 250 MHz. As a result, the longer the ground rod is, the lower the ground resistance is. However the grounding impedance of deeply-driven ground rod in the range of higher frequency is significantly increased. As a consequence, it is important to evaluate the high frequency performance of grounding systems for lightning protection.

So the grounding impedance related to high frequency current like lightning should be measured with high frequency source. In this paper, we described the grounding impedances of deeply-driven ground rods of 10 ${\sim}$ 48 m long with respect to the frequency of injected currents and the feed point. For the experiments, we used the wideband power amplifier which can produce sinusoidal voltages with the frequency ranges of DC ${\sim}$ 250 MHz. As a result, the longer the ground rod is, the lower the ground resistance is. However the grounding impedance of deeply-driven ground rod in the range of higher frequency is significantly increased. As a consequence, it is important to evaluate the high frequency performance of grounding systems for lightning protection.
