In 2017, the ratio of the number of victims and deaths in the construction industry was the highest with 25.2% and 29.6%, respectively. Especially, as safety accidents at construction sites continue to increase, the economic loss is greatly increased too. Therefore, in order to prevent safety accidents in the construction work, the safety risk assessment index by type of construction was developed, and the main results of this study are as follows. First, 17 factors related to safety accidents at construction sites were derived through survey and interview survey, and this study suggested 9 items(process, type of construction, progress rate, contract amount, number of floors, safety education, working days and weather) throughout the expert advisory meeting. Second, the risk assessment index for safety accidents was developed based on the ratio and intensity of safety accidents. Third, to verify the risk assessment model, the construction safety risk assessment index by type of construction was derived by surveying and analyzing the statistics of the construction accident. In addition, the risk strength was calculated by dividing human damage caused by construction safety accidents into those killed and injured. The risk assessment index based on the frequency and intensity of safety accidents by type of construction is expected to be utilized as basic data when assessing the risk of similar projects in the future.

Since changes in land use in urban space cause traffic volume and it is closely related to traffic accidents. Therefore, an analysis on the causes of traffic accidents is judged to be an essential factor to establish the measure to reduce traffic accidents. In this regard, the analysis was conducted on the clustering by using the nearest neighbor indexes with regard to the occurrence frequencies of commercial and residential zone based on traffic accident data of the past five years (2009-2013) with the target of local small-medium sized city, Jinju-si. The analysis results, obtained in this study, are as follows: the occurrence frequency of traffic accidents was the highest in spring and the lowest in winter respectively. The clustering of traffic accident occurrence at nighttime was stronger than at daytime. In addition, terms of the analysis on the clustering of traffic accident according to land use, changes according to the seasons was not significant in commercial areas, while clustering density in winter tended to become significantly lower in residential areas. The analysis results of traffic accident types showed that the side-right angle collision of cars was the highest in frequency occurrence, and widespread in both commercial areas and residential areas. These results can provide us with important information to identify the occurrence pattern of traffic accidents in the structure of urban space, and it is expected that they will be appropriately utilized to establish measures to reduce traffic accidents.
In this study, we discuss a fatal accident severity model obtained from the analysis of 112 crash sites collected since 2000, and the resulting relationship between fatal accidents and roadway geometry design. From the 720 times computer simulations for improving driving safety, we then reached the following conclusions:. First, the result of cross and frequency-analyses on the car accident sites showed that 43.7% of the accidents occurred on the curved roads, 60.7% on the vertical curve section, 57.2% on the roadways with radius of curvature of 0 to 24m, 83.9% on the roads with superelevation of 0.1 to 2.0% and 49.1% on the one-way 2-lane roads; vehicle types involved are passenger vehicles (33.0%), trucks (20.5%) and buses (14.3%) in order of frequency. The results also show that the superelevation is the most influencing factor for the fatal accidents. Second, employing the Ordered Probit Model (OPM), we developed a severity model for fatal accidents being a function of on various road conditions so as to the damages can be predicted. The proposed model possibly assists the practitioners to predict dangerous roadway segments, and to take appropriate measures in advance. Third, computer simulation runs show that providing adequate superelevation on the segment where a fatal accident occurred could reduce similar fatal accidents by at least 85%. This result indicates that the regulations specified in the Rule for Road Structure and Facility Standard (description and guidelines) should be enhanced to include more specific requirement for providing the superelevation.

With the rapid progress of ageing several issues concurrently occur, and one important social issue that must be resolved is accidents involving Elderly drivers. Efforts to reduce the frequency of such accidents is a must in order to be prepared to face a superaged society. Currently people aged 65 or older are prescribed as an "Elderly person." Therefore, various studies concerning accidents involving Elderly drivers apply this age criteria to separate regular drivers and Elderly drivers. However, there is no criteria to practically discern Elderly drivers with certain physical features as vulnerable road users based on a level of acceptable accuracy. Therefore, this studies intends to compare the possibility of accidents by age group of Elderly drivers by correlation analysis to analyze the accident characteristics by age group. Results showed that for drivers aged 75 and older, their influence on major accident characteristics by vehicle type increased with higher age groups. In particular, passenger cars had a relatively low accident frequency rate for drivers aged between 70 and 80, but for drivers aged 75 to 84, they had higher influence on accidents for the same vehicle type. This demonstrates that as ageing progresses and the average life expectancy increases, the age span of elders continues to increase, meaning that characteristics differ by age group among the aged. This study confirmed that the influence on the possibility of accidents differs by age group among the aged.

Objectives: The purpose of this study is to comprehensively review Korean domestic studies and investigate the research trends of pharmacopuncture therapy on cervical pain caused by traffic accidents. Methods: Domestic studies between February 1999 and May 2020 from four Korean databases were searched with combinations of keywords 'cervical pain', 'traffic accident', 'whiplash injury', and 'pharmacopuncture'. Results: 17 studies were selected for review, including 7 randomized controlled trials, 5 retrospective observational studies, 3 case reports, and 2 non-randomized controlled trials. Each study was reviewed by published year, study type, types of pharmacopuncture solutions, selected acupuncture points, dosage of pharmacopuncture solutions, frequency of treatment, concurrent treatments, outcome measurements, and the effectiveness of pharmacopuncture therapy. The results are as follows: (1) It showed that the total number of published studies had increased slightly in the last 10 years compared to the previous decade. (2) The pharmacopuncture solutions used in the studies were in the following order: Bee-Venom (蜂毒), Jungsongouhyul (中性瘀血), Hwangryunhaedoktang (黃連解毒湯) and Soyeom (消炎). Frequently used acupuncture points were GB20, GV21, A-shi point, GV16, EX-B2, and SI15 in order. (3) The most commonly used total injection dosage was 1.0 cc at a time, and the frequency of treatment was twice a week. (4) Concurrent treatments such as acupuncture, herbal medication, physical therapy and Chuna manual therapy were performed in all 17 studies. (5) Pharmacopuncture therapy showed positive effects on cervical pain caused by traffic accidents in all 17 studies reviewed. Conclusion: Pharmacopuncture therapy was effective in cervical pain caused by traffic accidents in all 17 studies selected. Further studies will be needed using more larger scales and more objective data to confirm the effectiveness of pharmacopuncture therapy and to generalize its application.

Acidic chemicals like sulfuric acid, nitric acid and hydrogen chloride take up 37% of the total chemical accidents which took place for the past 10 years. When an acidic chemical leak happens, fume is generated, diffusing into the air, which might cause serious damage to health of local residents and the environment. However, we have only little reference data for production and using of acidic chemicals. In this study, we investigated characteristics of production and using for acidic chemicals with high accident frequency. As a results, domestic chemical accidents were categorized according to chemical types and production, using, and handling characteristics of acidic chemicals were identified. Sulfuric acid was handled in the largest amount, followed in the order of hydrogen chloride, nitric acid, acrylic acid, and hydrogen fluoride. Sulfuric acid is used in the industry of manufacturing composite fertilizer and mainly used for manufacturing fertilizer. Hydrogen chloride is used in the industry of manufacturing basic chemicals for petrochemical family and mainly used for pH regulator. It is expected that this results could be used as preliminary data for making decisions on facilities required intensive management in order to prevent chemical accidents and prepare countermeasures against such accidents.

The purpose of Maritime Safety Tribunal is that experts about ship operation investigate and reveal causes of marine disasters and suggest plans to prevent recurrence in Korean Maritime Safety Tribunal which is a kind of administrative court. Despite the fact that 72% of marine disasters is fishing vessel accidents and 75% of collision accidents between vessels which most occur is related to fishing boats, it is the very serious problem that there is no any person with licenses of marine technicians for fishing vessels in judges and investigators of Korean Maritime Safety Tribunal. The operational characteristics of fishing vessels, their sizes, and shift patterns of duties in wheelhouses are completely and incommensurably different from those of merchant vessels. By the way, if the investigators and judges who just consist of merchant vessel experts investigate and judge marine accidents about fishing vessels, there could be errors in establishment of policies to investigate and reveal their causes and prevent recurrence of accidents. Especially, in case of collision accidents between fishing vessels and merchant vessels, it is thought that the marine accident interested provides causes which can be doubtful about fairness of judges. Therefore, it is thought that the ratio of judges and investigators is most desirable to compose it to be similar to the occurrence frequency of marine accidents. For this, the following solution plans are suggested. First, qualification for appointment requires first class marine technicians. But there is the only one vessel which needs the first class in fishing vessels. Therefore, it is thought that the provisory clause should be added so that the second class marine technicians can be used instead of the first class ones. Second, the marine accidents of fishing vessels reach 72% but the fact that there is no any judge and investigator with licenses of marine technicians for fishing vessels is thought to go against the purpose of establishment of Korean Maritime Safety Tribunal. Therefore, it is thought that there is, at least, one more judges and investigators in the central and local Korean Maritime Safety Tribunals. The same method should be applied to judge assistants and investigation assistants.
According to 'The Analysis of Industrial Accidents in 2016' by Ministry of Employment and Labor, the number of deaths caused by accidents in the construction field is 391, accounting for 47% of 826 industrial fatalities in all industries. The breakdown of the 391 fatalities of the construction industry shows that 'struck by an object' accident had 30 fatalities, the 3rd in frequency following falling (235) and crashing (32) accidents. This study aims to explore ways to reduce the 'struck by an object' accident with emphasis on safety education and certificate system for rigging and slinging works. This study reviews literature on rigging and slinging works and analyzes 'struck by an object' accidents. The rules and regulation on the rigging and slinging works are also reviewed both for Korea and other countries with best practices in construction safety such as Singapore, Japan, U.K., and U.S. The rigging and slinging certificate systems of those countries are also reviewed to find any advantage in the construction safety management. In addition, a pilot rigging and slinging certificate system was executed in one of domestic construction site followed by two surveys: one on the riggers who participated in the pilot operation and the other on general managers in domestic construction sites. Based on the analysis of the 'struck by an object' accidents and pilot operation, this study proposes a rigging and slinging certificate system to reduce accidents, enhancing safety condition of construction sites. The certificate system was proposed in a way to accommodate working practice of construction sites. Depending on rigging careers and a crane load capacity, riggers are eligible to apply either basic or master certificate which makes difference in the level of rigging works. The safety condition of rigging and slinging work could be substantially enhanced if workers, managers, supervisors, administrators, and policy makers work together consistently.
Current scenarios for marine spill accidents were developed based on probable maximum spill accidents. However,, accidents of similar scale to maximum spill accidents are virtually non-existent, and training or deployment of response equipment based on these scenarios can be cost prohibitive. Current scenarios require realism for practical use and need to be designed for purpose of use. In this study we developed scenarios that may replace current scenarios by using the HNS accident standard codes based on past accident cases. Scenarios were developed by modularizing the HNS accident standard code, that is classified into three scenarios: Maximum Frequency Scenario, Maximum Damage Scenario, and Maximum Vulnerability Scenario. The situation of an accident presented in each scenario developed in this process is much like a real accident, and therefore, it is has practical application.

It is important to clarify the relationship between traffic accidents and various influencing factors in order to reduce the number of traffic accidents. This study developed a traffic accident frequency prediction model using by multi-linear regression and qualification theories which are commonly applied in the field of traffic safety to verify the influences of various factors into the traffic accident frequency The data were collected on the Korean National Highway 17 which shows the highest accident frequencies and fatality rates in Chonbuk province. In order to minimize the uncertainty of the data, the fuzzy theory and neural network theory were applied. The neural network theory can provide fair learning performance by modeling the human neural system mathematically. Tn conclusion, this study focused on the practicability of the fuzzy reasoning theory and the neural network theory for traffic safety analysis.
