  • Variable speed limit(VSL) is one of the highway ITS techniques designed to prevent accidents and traffic slow down by reducing congestion or speed variation between vehicles and lanes prior to arrive at the accident location by limiting speed. In Korea, while people have recognized the need for variable speed limit beginning with Seoul's urban expressway and installed facilities in order to provide guide for speed limit per lane and lane use, there has not been enough development of algorithm for internal administration as well as research on the basic principles behind administering variable speed limit. This study is for modeling and evaluating the VSL strategies based on the traffic flow theory. Supply-Demand method of the Cell Transmission Model is applied to demonstrate the traffic features and shockwaves to upstream of the bottleneck with/without VSL. We verified the explanation of Cell Transmission Model for the numerical example. and as the result, it is found that VSL strategies can reduce the total travel time in the congested section and variation of the speed. It means VSL is useful to improve the traffic condition and the safety on highway

  • This study presents a novel traffic information system which is capable of detecting unsafe traffic events leading to accident occurrence and providing warning information to drivers for safer driving. Unsafe traffic events are captured by a vehicle image processing-based detection system in real time. Surrogate safety measures (SSM) representing quantitative accident potentials were derived, and further utilized to develop a data processing algorithm and analysis techniques in the proposed system. This study also defined 'emergency warning area' and 'general warning area' for more effective provision of warning information. In addition, methodologies for determining thresholds to trigger warning information were presented. Technical issues and further studies to fully exploit the benefits of the proposed system were discussed. It is expected that the proposed system would be effective for better management of traffic flow to prevent traffic accidents on freeways.

  • Fatalities from traffic accidents constitute one of the major health issues as well as safety ones in Korea. It has been reported that traffic accident is affected by the combined effects of road. vehicle. and human factors. Over the past few decades, a number of studies have been conducted to find the impact of road geometric factors on traffic safety. The purpose of this study is to investigate the effect of road geometric factors on traffic safety on Korean expressways. Detailed geometric design data were available from Korea Highway Corporation. Five-year traffic accident data on Honam expressway were collected and analyzed. It was found that following geometric factors influence traffic safety on expressways : radius of curve, curve length, and length of straight section. Furthermore, the existence of I.C. turned out to have a significant impact on traffic safety level. Based on the data analysis several multiple regression forms that relate traffic accident frequencies and geometric factors on expressways are developed.

  • The Vehicle Safety Communications (VSC) is one of VANET applications for preventing vehicle accidents, and it utilizes vehicle-to-vehicle communication to exchange emergency messages. To propagate such messages in VSC, several schemes based on selective flooding have been proposed. Their common idea is that an emergency message is relayed by one of vehicles receiving the message. However, the schemes do not consider the transmission errors and duplications of an emergency event. In the schemes, if there are transmission errors and a vehicle detects a hazard, there may be vehicles which fail to receive an emergency message. If k vehicles detect a hazard, k emergency messages are created and propagated. The duplications of an event increase reliability of the message delivery but decrease efficiency. In this paper, we propose an emergency message delivery scheme which is efficient and robust to transmission errors. Our proposed scheme utilizes clustering for massage aggregation and retransmissions in a cluster. It also uses an acknowledgment mechanism for reliable inter-cluster communication. Our simulation results show that the proposed scheme outperforms Least Common Neighbor Flooding which is one of the selective flooding schemes.

  • Spatio-temporal congestion evolution pattern can be reproduced using the VDS(Vehicle Detection System) historic speed dataset in the TMC(Traffic Management Center)s. Such dataset provides a pool of spatio-temporally experienced traffic conditions. Traffic flow pattern is known as spatio-temporally recurred, and even non-recurrent congestion caused by incidents has patterns according to the incident conditions. These imply that the information should be useful for traffic prediction and traffic management. Traffic flow predictions are generally performed using black-box approaches such as neural network, genetic algorithm, and etc. Black-box approaches are not designed to provide an explanation of their modeling and reasoning process and not to estimate the benefits and the risks of the implementation of such a solution. TMCs are reluctant to employ the black-box approaches even though there are numerous valuable articles. This research proposes a more readily understandable and intuitively appealing data-driven approach and developes an algorithm for identifying congestion patterns for recurrent and non-recurrent congestion management and information provision.

  • Current highway design standards is based on the safety under the free flow condition. The length of deceleration lane is also determined in terms of the deceleration distance which is necessary for the driers to adjust the vehicle speed from the speed limit on the main road to that on the exit ramp of the interchange. However, the queues are frequently developed on the deceleration, and the following vehicles to exit must decelerate on the main road. It may cause delay on the main road and traffic accidents. This study is to suggest a methodology to minimize such problems with the shock-wave theory. The queue length of exiting vehicles can be estimated by the design speeds, traffic volumes of main road and the exiting ramp, and the countermeasures to the operational problems. According to the results, the queue length can be shortened to 80% by upgrading the design speed of exit ramp as the amount of 10km/h. Fifty percent of queue length can be shortened by adding an additional lane on the ramp to two lanes.

  • This study is to perform empirical analysis on observational before-after studies in Naive Method, Comparison Group(CG) Method and Empirical Bayes(EB) Method, and to compare with their results and to propose ways to apply to evaluation researches. For this purpose, the evaluation of road safety audit executed on Y$\breve{o}$ng-dong freeway in 2005 and 2006 was performed. As a result, all three methods have showed improved effects due to safety treatments. The safety effectiveness of Naive method is the largest, CG Method is the second and EB method is the last. The results of Naive method are overestimated due to the trend of reducing traffic accidents and those of CG method are affected by the external casual effects of comparison group. In the EB method, as "regression to the mean" phenomenon are controlled by reference group's accident model, it's result is relatively more accurate than that of other methods. In the conduct of evaluation studies, the analysts have to understand the pros and cons of each evaluation method. And after leading the survey on accident trends of related all sites, evaluation analysis is performed to be able to minimize bias.

  • Transportation has been playing important role in our society by providing for people, freight, and information. However, it cuts its own throat by causing car accidents, traffic congestion, and air pollution. The main cause of these problems is a noticeable growth in the number of vehicles. The easiest way to mitigate these problems is to build new road infrastructures unless resources such as time, money, and space are limited. Therefore, there is a need to manage the existing road infrastructures effectively and safely. In this paper, we propose a road reservation scheme that provides fast and safe response for emergency vehicles using ubiquitous sensor network. Our idea is to allow emergency vehicle to reserve a road on a freeway for arriving to the scene of the accident quickly and safely. We evaluate the performance by three reservation method (No, Hop, and Full) to show that emergency vehicles such as ambulances, fire trucks, or police cars can rapidly and safely reach their destination. Simulation results show that the average speed of road reservation is about 1.09 ~ 1.20 times faster than that of non-reservation at various flow rates. However, road reservation should consider the speed of the emergency vehicle and the road density of the emergency vehicle processing direction, as a result of Hop Reservation and Full Reservation performance comparison analysis. We confirm that road reservation can guarantee safe driving of emergency vehicles without reducing their speed and help to mitigate traffic congestion.

  • This paper is focused on verifying time-space repetition of the highway accident and finding the their causes and deterrents. We classify all months into several seasonal groups, develop the model for each seasonal group and analyze the results of these models for Joong-bu highway. The existence of seasonal effect is verified by the analysis or self-organizing map and the accident indices. Agglomerative hierarchical cluster analysis which is used to decide the seasonal groups in accordance with accident patterns, winter group, spring-fall group. and summer group. The accident features of winter group are that the accident rate is high but the severity rate is low. while those of summer group are that the accident rate is low but the severity rate is high. Also, the regression model which is developed to identify the accident Pattern or each seasonal group represents that the season-related factors, such as the amount of rainfall, the amount of snowfall, days of rainfall, days of snowfall etc. are strongly related to the accident pattern of evert seasonal group and among these factors the traffic volume, amount of rainfall. the amount of snowfall and days of freezing importantly affect the local accident Pattern. So, seasonal effect should be considered to the identification of high-risk road section. the development of descriptive and Predictive accident model, the resource allocation model of accident in order to make safety management plan efficient.

  • A Service Area plays an important role in preventing accidents in advance by creating a space for long distance drivers or drowsy drivers to rest. Therefore, proper positioning of the expressway service area is essential, and it is important to analyze accurate demand forecasting and user travel behavior. Thus, this study analysis travel behavior and developed odel of the probability of using the service area by using the DSRC data collected by the RSE on the highway. According to the analysis, the usage behavior of highway service areas was most frequently when travel time was 90 minutes or more on weekdays and 70 minutes or more on weekends. The utilization rate of the service area estimated from the probability model of use of the rest area in this study was 1 % to 2 % error. The results of this study are meaningful in analyzing the behavior of the use of rest areas using the structured data and can be used as a differentiated strategy for selecting the location of rest areas and enhancing the service level of users.
