Development and Establishment of the Working Environmental Rights (노동환경권 개념의 도입과 피해구제방안에 관한 연구)

  • Numerous regulations have been introduced and a various kinds of institutional intervention have been made by government against the occupational safety and health problems. However, it was serious issue to the workers that what can be claimed by those who meet with apparently harmful and risky working conditions in their social systems. In the view point of employees, their right to be free from unacceptable risk and hazards has not been clearly defined. Therefore, workers have very limited rights to take any actions unless employer or government do their actions. It is believed that this undesirable conditions resulted from Jack of legal definition of workers' right to work in the safe and healthy environment. It has been found increased social pressure to make intervention to the industry to protect workers' health. Also, increased pressure has been kept for deregulation. This conflict lay the current situation in dilemma. The concept of the working environmental right has been developed and discussed in this study to overcome this trade-off confliction. It should be clearly separated between legal aspects and administrative and Policy area to make the regulations effective. Strong enforcement to the industry based on the law should be minimum, however, it should be practically effective in the aspect of workers' right. Administration and policy should be focused on supportive and leading activities to achieve the ultimate goal, safe and healthy working environment. It is concluded that establishment of working environmental right would satisfy workers and industry and it would result in improvement workers' environment and conditions.

  • This paper discusses the qualification criteria for international hub airport and suggests the strategies for Inchon International Airport (IIA) to be the hub airport in the East Asia. Recently, many East and Southeast Asia countries have invested on large scale international airports like Chap Lak Kok airport, Pudong airport etc.. as Korea have done on IIA. IIA to be open in 2001 will face a serious competition with these airport. Being a hub airport requires geographic proximity. sufficient volume of local traffic. uncongested infrastructure, a good accessibility to surrounding industrial centers. high quality of service to the airline. In order to promote airlines to land at IIA. Korea Government need to establish Open Sky Policy to many countries and national flag carriers of Korea need to be involved in a global alliance. Developing vicinity of IIA as free trade zone will generated more local traffic which makes IIA as more attractive candidate for airlines. The Korea airspace is one of the most restricted area in the world becuase of the national security. which limits civil aircraft maneuvers. The airspace need to be re-structured to exploit the full capacity of IIA.

Field Application of the Concrete with the Combination of Drying Shrinkage-Reducing Superplasticizer and Double Layer Bubble Sheet (건조수축 저감형 유동화제 및 2 중 버블시트를 사용한 콘크리트의 현장적용)

  • This study investigates the filed application in Daebul Free Trade Zone applying both a flowing method using drying shrinkage-reducing superplasticizer(SRS) and an insulating curing method using double layer bubble sheet. Test results showed that fresh concrete satisfied target slump and air content. A structure adding SRS significantly decreased the total bleeding capacity and accelerated the setting time. As for the crack occurrence, the structure applying the flowing method and double bubble sheets simultaneously exhibited the most favorable crack endurance, while conventional concrete showed more than 1mm size of crack in overall. In addition, a structure applying the flowing concrete method partially presented the micro crack. For the area proportion of crack occurrence, the structure using the double bubble sheets indicated 9.8%, while others applying flowing concrete method was 28%, compared with that of conventional one. For the compressive strength of specimens, standard curing specimens indicated $3{\sim}33%$ higher value than that of specimens cured besides the field construction. The specimens containing SRS improved the strength of $2{\sim}6MPa$, which is $10{\sim}22%$ higher than that of conventional concrete.

  • This research conducted empirical and comparative study following interview concerning the relationship of acceptance attitudes and expected effects of the teleworking between Korean and Canada organizations. Independent variable was acceptance attitude, and the expected effect as dependent variable. Totally, 201 responded questionnaires (Korea : 118, Canada : 83) were analyzed for multiple regression and mean difference between groups. On January 1, 2015, Canada had agreed FTA (free trade agreement) with Korea. Therefore, many organizations can have opportunities for sharing hands in social infrastructures and business area. As a result, the research found out that teleworking can positively improve employee's quality of life, efficiency of works. Moreover, respondents informed us that it may give us national and social cost saving. The BYOD (bring your own device) will be helpful to make employees do more active communication. This comparative research expects that two countries have some insights to cooperate in smart work or teleworking. In addition, several Korean companies can have chances to export IT technologies to Canada market.

  • As we have said major contents in the background of inducing Mutual Credits, Agricultural Cooperatives' Mutual Credits are absolutely necessary to the development of rural community. In real aspects, since it has been introduced, Mutual Credits have contributed greatly to the rural prosperity, as we have studied in the actual state of Mutual Credits. But with the advent of WTO system, both the international situation of open-trade policy and the domestic one of free banking and deregulation were rapidly going on at the same time, there by Mutual Credits' business has been threated by them. So Mutual Credits had to seek some programs for development in order to solve the hard situation. Several points on development programs of Mutual Credits are as follows: (1) Realization of scale of economy by the way of M&A among small primary cooperatives (2) Development of new financial products for raising funds safely (3) Management-rationalization by automatic systems like cash dispenser and telebanking (4) Variation of business area (5) Enforcing economy-business part besides Mutual Credits' one among cooperative businesses (6) Government's successive support.

Field Application of Concrete Using Drying Shrinkage-Reducing Superplasticizer (건조수축 저감형 유동화제를 사용한 콘크리트의 현장적용)

Indonesia in the BIMP-EAGA: Assessing Connectivity Development in Reducing Inequality

  • With the enactment of international free trade and economic agreements and cooperation, BIMP-EAGA is an opportunity to accelerate development and economic growth in eastern Indonesia. This subregional cooperation could be used to reduce the development gap or inequality between the western and eastern regions, which are geographically, demographically, and economically different. This cooperation also may accelerate development in the border area. This study analyzes Indonesia's policies related to connectivity in BIMP-EAGA subregional cooperation and its implementation. The study results show that the National Secretariat of Sub-Regional Economic Cooperation has encouraged cooperation clusters ranging from natural resources, transportation, infrastructure, ICT, and tourism to MSMEs. In terms of connectivity, Indonesia is also involved in the development program of three economic corridors, namely West Borneo, East Borneo, and Sulu-Sulawesi. Indonesia's involvement in the three corridors has boosted the connectivity of Indonesia's territory, especially border areas, with neighboring countries. Connectivity has covered not only physical but also institutional and people-to-people dimensions. However, there are still several challenges, ranging from the standardization of the Customs, Immigration, and Quarantine (CIQ) mechanisms, improvement of institutional quality, and consistent strong political will among the involved parties. In addition, considering the vulnerability of the BIMP subregion to transnational crimes and acts of radical terrorism, BIMP-EAGA needs to think about solutions to overcome these cross-border security problems so that the momentum of development in the subregion may be sustained.

Korea's Free Economic Zone as an Economic Development Strategy and Operational System (경제발전전략으로서 한국의 경제자유구역과 운영체계에 관한 연구)

  • Purpose - After Korea's Free Economic Zone (FEZ) system was launched in 2003, there have been many debates about upgrading it and its support systems. However, as of 2013, there were insufficient results. Further, upon the designation of the East Coast and Chungbuk as official FEZs from February 4, 2013 by the 56th the Commission, there is a concern that many people are in the area designated as FEZ 8. This study investigates Korea's new FEZ system as part of Korea's primary new economic development policy in the 21st century. Therefore, this study examines views on the weaknesses of the past ten years of FEZs so that Korea can expand its FEZ system. Research design, data, and methodology -Many countries have considered the FEZ as an economic special zone. By reviewing previous research models, this study provides an update using recent data and materials, until 2013, from the Center of Free Economic Zones. In previous studies, the lack of support systems was attributed to proposals to ensure operational autonomy and differentiation of each FEZ; however, the main cause cannot be solved through regulatory issues, as difficulties caused by the operational system are responsible for the problems. We wish to analyze the FEZ, specifically the operational system; this is the main issue of this study. Results - After the first FEZs were established, it became necessary to have basic plans, as investment results in 2013 compared to the same period this year led to lower earnings in the first half of 2014. We propose an improvement of the operational system because in the free economic zones, the operational system is the root cause of the underlying problem. The results of this research are as follows. The weak management of the FEZ system is influenced by weak investment, delayed development, foreigners' living facilities, benefits of foreign investments, the control tower's policy making decision process, quickness of the process of satisfying legal requirements, and support For the independence of FEZs. Conclusion - Local governments do not have legal rights over FEZ deregulation and investment industries. This study suggests that the local government should have more independence from the central government. Moreover, independent management committees are more effective for ensuring public rights, better employee responsibilities, and better-qualified personnel. The FEZ committee struggles to effectively manage the locations of FEZs, foreign investments, and related facilities under the control of the Ministry of Trade, Industry and Energy. Thus, the FEZ committee should be under either the Prime Minister's office or the Presidential committee, to control and effectively coordinate between the local and central governments. If the problem clearly applies to the operational system in 2013, it is necessary to provide materials and methods so that the results of the first half of 2014 can be computed despite the data limits and lack of resources, and the data can be analyzed in a more diachronic thesis.

Economic Integration and the Changes in Logistics Circumstances in Northeast Asia -Emphasizing the Strengthening of Competitive Power of Hub Ports-

  • This study focuses on analyzing the potentiality of economic integration and the changes in logistics circumstances in Northeast Asia. So far as the changes in logistics circumstances in it, it is emphasized a complex transport system by sea and by land, according to the connection with the Railroad of South-North in Korean Peninsula and the Railroad of the Continent of Siberia. It first considers the propriety of economic integration among Korea, China and Japan in Northeast Asia. The first stage of the economic integration in Northeast Asia means it is started from contracting of FTA(Free Trade Agreement) which just agreed at the Summit Conference among Korea, China and Japan in ASEAN+3(Korea China. Japan). At that time, the Summit Conference between the three countries have agreed to study on the propriety of FTA charging by own country's research organization. At first China has been hesitated to join with FTA in spite of high growth in his economy, because the time is not yet for it. After all, China also decided himself to participate to FTA together with Korea and Japan by reacted to the stimulus at the conference atmosphere between every country of ASEAN. The discussion on the changes in logistics circumstances also is needed to deal simultaneously with a situation in the economic integration in Northeast Asia. It is worthy to be paid our attention to the restoration of the Railroad of South-North in Korean Peninsula, which was disconnected for a long time from the dispute between South Korea and North Korea. Therefore, it needs to be investigated together with the movement of economic integration in Northeast Asia. The reaction on the restoration of the Railroad of South-North in Korean Peninsula is not only limited to the transport of trade cargo between South Korea and North Korea, but also it is reached to all of Northeast Asia, so far as to all of the area of Russia, Europe, and the other neighbor countries. Because this railroad is connected with the Railroad of the Continent of Siberia. The transport of trade cargo in Northeast Asia have been mostly depended upon the transport by sea until now. However, it would be divided into the transport by sea as well as by land from now. As its economic effect, the restoration of the Railroad of South-North in Korean Peninsula could be not only contributed to reduce the cost of logistics within South Korea and North Korea, but also within or without in Northeast Asia, Russia, and Europe. Consequently, it could be improved the power of international competitiveness of goods in Northeast Asia, according to the formation of a complex transport system together with the transport by sea and by land.

Korean Broadcasting Laws under the WTO Service Negotiation (WTO 서비스 협상과 국내 방송규제: 정책적 대응 및 규제정비의 필요성)

  • As globalization of communication is going on and as the media have become increasingly central to the world economy, media policy matters have become the province of world economic organizations like the IMF and the WTO. The WTO service negotiation is focused primarily on the discriminatory and quantitative barriers associated with the trade of audiovisual services. Domestic measures such as subsidization, content regulation including quotas, and licensing requirements and restrictions on foreign ownership and control are at issues here. These measures have been successfully implemented by countries wishing to withstand competition from the American audiovisual industry. The debate about trade in audiovisual services is permeated by the unstated assumption that these programs are pure commodities whose production, distribution, exhibition and in turn, values are solely determined by the market forces. It is therefore presumed that liberalization of trade in audiovisual services will benefit all, serving cultural pluralism and diversity as well as economic efficiency. However, this assumption is not shared by developing countries, the recipients of U.S. television material. They argue audiovisual sector requires a social and cultural approach, since it plays a key role in the preservation of people's identity and social bonds. They claim that it is the each state's right to define its media policy and to implement it through the means it considers fit. These clashing views over the nature of the audiovisual material and the ways in which protect cultural pluralism and diversity do not confine to be the realm of theoretical debate. Each state's interest and motivation to protect its local industry and to have a competitive advantage in the international market is working in this battle. Consolidation with the countries like Australia, Canada, and EU nations, in favour of cultural exemption, seems to be the best policy for us. However, we are not entirely free from the WTO pressures, considering relation to the U. S. This study analyzes Korean Broadcasting Law compared with those of other OECD countries and tries to propose some strategical guidelines facing WTO service negotiation in the area of broadcasting.
