Constructing Urban Open Space System by Ecological Landscape Planning - The Case Study of Eunpyung New Town in Seoul -

  • After UNECD(United Nations Conference of Environment and Development) in 1992, ESSD (Environmental Sound and Sustainable Development) is an important concept of urban planning in Korea. The introducing environmental assessment system of urban planning and the district unit planning system were representative cases. In this process, Landchaftplanung(ecological landscape planning) was introduced from Germany. This study was executed for applying ecological landscape planning to Eunpyung New Town in Seoul city, and analyzing the problem to apply this system. The process of ecological landscape planning was followed to (1) the site survey, (2) the analysis and assessment of survey data, (3) the establishing ecological landscape planning. Three master architects participated in all investigations. The major fields of them were landscape architecture, architecture, and urban planning. Master Architects helped many aspects. In conclusion, ecological landscape planning was feasible to be applied to develop other New Town in Korea. However the mediation system is very weak, if different situations are confronted with ecological landscape plan and land use plan in the operative legal framework of Korea. Thus, the legislation of mediation system is necessary for an establishment of ecological landscape planning.

An Analysis of Landscape Change Factors on Restoration Project of Ecological Ridgeline using Landscape Adjectives -Focused on Frontal View- (경관형용사를 활용한 생태축 복원사업의 경관변화요인 분석 - 정면경관을 대상으로-)

  • The purpose of this study is to evaluate the preference and image on landscape of before and after the restoration in the four study areas where the restoration project of Baekdudaegan ecological ridgeline was carried out and to explore the change factors of image preference according to restoration project. The study areas were Beoljae, Ihwaryeong, Bijoryeong, and Yuksimnyeong and 248 questionnaires were used for analysis. As a result of the recognition analysis on restoration project of ecological ridgeline, the awareness of the project was low at 2.63, the satisfaction of the project was 3.42, and necessity of the project was 4.07. In terms of the preference analysis for landscape photographs, the all preferences of four sites were improved after the project than before. In the result of the landscape image evaluation, images such as 'lifeless', 'uniform' and 'ugly' were high before the project, however, images such as 'clean', 'tidy', and 'stable' were high after the project. As a result of analyzing the change factors of image preference according to the restoration project, adjectives such as 'beautiful-ugly' and 'open-closed' influenced the preference change in common. These findings can be utilized as the base data for the planning direction for the construction of new ecological ridgeline or the landscape conservation of existing ecological ridgeline.

The Study of Landscape Fragmentation for the Urban Landscape Planning (도시경관계획수립을 위한 경관파편화에 관한 연구)

  • Many-sided approach methods are being demanded to solve environmental problems in urban areas. One of these methods will be to manage forests scattered in urban areas efficiently. This paper is to grasp the change of land use and landscape indices in Mt. Ap, Daegu, and to analyze the change of landscape structure. Mt. Ap is near Daegu Metropolitan, so under unnatural interferences of human activity persistently. The results of above analysis run as follows: First, the north of the case area is connected to forest, and keeps stable equilibrium ecologically, while the other parts of it suffer from rural exodus and side effects of urbanization which has been completed since 1980. Second, according to the area-rate change of each landscape element, a cultivated areas has been converted into urban one, especially Pinus densiflora forests and paddy fields into mixed forests and urban areas. Finally, most of plantations have been converted into deciduous forests and mixed forests in failure of adaption of plants in burned areas rather than owing to factitious interference.

Formulating the Landscape Preference Model Using a Mixed Conditional Logit (조건부 로짓함수를 이용한 경관선호 모델: 지리산 국립공원 방문자를 대상으로)

  • The purpose of this study lies in formulating the landscape preference model using a conditional logit that involves the effect of visual elements as well as landscape itself on landscape preferences. To measure landscape preferences, a photo-questionnaire composed of paired photographs of the Cairngorms National Park of Scotland and the Jirisan National Park of Korea was distributed to visitors to the Jirisan National Park of Korea. Visual elements of landscape quantitatively measured by photogrammetry were reduced to orthogonal principal components that were subsequently used as explanatory variables in a conditional logit. As a result, the mixed conditional logit including the effect of landscape itself satisfied the Independence of Irrelevant Alternatives (IIA) property and showed reliable goodness of fit (${\rho}^2=0.25$). It was concluded that the mixed conditional logit including the effect of landscape itself was appropriate for landscape preference model rather than usual conditional logit excluding the effect.

Dynamics of Forest Community Structure at the Valley of Piagol and Daeseonggol in the Jirisan National Park(I) (지리산국립공원 피아골과 대성골 지역의 산림군집구조 동태(I))

  • The permanent monitoring plots were installed in 2001 for long-term monitoring the structure of forest communities at the Piagol(Valley) and Daeseonggol(Valley) in the Jirisan National Park, and monitored the forest structure in the studied sites in 2001 and 2006. Dominant species at Piagol and Daeseonggol was Carpinuslaxiflora and Quercus mongolica respectively. Based on the distribution of major species' stem diameter, the species diversity index was higher in Piagol than that of Daeseonggol. The distribution of diameter in major tree species in the studied sites showed a stable plant community structure. The forest of Piagol, which is positioned in the valley, showed a quite a different composition of species from that of Daeseonggol, which is positioned on the slope. In the last five years, the overall grows rate of Piagol Forest decreased by $6.4m^2$ per hectare, while Daeseonggol Forest increased by about $8.27m^2$ per hectare. I think that this is because of the fact that a lot of large old trees have died.

Impacts of Mt. Bongeui on Atmospheric Purification in Chuncheon

  • Mt. Bongeui is a neighborhood park of 66.4 ha as a major natural landscape resource located in the center of Chuncheon City. This study quantified the reduction of carbon, $SO_2$, $NO_2$, $O_3$, and $PM_{2.5}$, and the production of $O_2$ to explore the role for Mt. Bongeui to contribute to annual atmospheric purification. The main forest types and age classes of the study site included age-class III broadleaved forest at 35.8%, age-class VI coniferous forest at 17.2%, and age-class IV broadleaved forest at 15.7%. The annual atmospheric purification effect per unit area was as follows: 7.6 t carbon/ha/yr, 16.6 kg $SO_2/ha/yr$, 40.4 kg $NO_2/ha/yr$, 41.5 kg $O_3/ha/yr$, 53.7 kg $PM_{2.5}/ha/yr$, and 20.2 t $O_2/ha/yr$. The economic value of these effects was equivalent to about 12.9 million KRW/ha/yr. The study site annually offset carbon emissions of about 300 citizens, $SO_2$ emissions of 220 citizens, and $NO_2$ emissions of 92 citizens in Chuncheon. It also played an important role in annually producing 1.5% of the amount of $O_2$ necessary for the respiration of Chuncheon's total population. This study pioneers in comprehensively quantifying the atmospheric purification effect and could be useful in guiding the planning and management to improve the effect.

Improvement of Cooperation Charge on Conservation of Ecosystem Reflected Natural Capitals Valuation - Focused on Forest Area - (자연자산의 가치를 반영한 생태계보전협력금 제도 개선 방안 - 산림지역을 중심으로 -)

  • In Korea, a cooperation charge on conservation of ecosystem is imposed to prevent indiscriminate development. The total amount of this charge is determined by multiplying the size of the destroyed area by a value per unit area and the area index within 5 billion won. Since 2001, the charge per unit area has been determined to be $250won/m^2$. In this study, we estimated the unit value of ecosystem services per year using benefit transfer method, with a focus on forest resources. According to our results, forest resources have a value of about $3,500won/m^2$ per year. When the non-use value is subtracted, that figure becomes approximately $1,300won/m^2$. If this value incorporates the unit value of the cooperation charge on conservation of ecosystem, it will increase. To comply with the original intent of the cooperation charge on conservation of ecosystem, the fund must be used to improve ecosystem services, including the restoration of a destroyed area or the purchase of new land.

An Integrated Watershed Environmental Assessment and Classification of the Mid-Nakdong River Region (낙동강 중류 지역의 통합적 유역환경평가 및 유형화)

  • Many of today's environmental problems are regional in scope and their effects overlap and interact. The purpose of this paper is to developed a simple method for an integrated assessment of environmental conditions across the Mid-Nakdong River Region, by combining data on land use, impervious cover, roads, streams, riparian areas, forest patches, population, pollutant loadings, soil erosion and topography. A cluster analysis was used to identify groups of sub-watersheds with similar environmental characteristics. The mean value for each group was used to find watershed that may be more vulnerable to future environmental degradation. Watersheds in cluster I and II had high amount of forest, but the amount of riparian vegetation was low. Watersheds in cluster III, which located in the middle Geumho River and the main course of Nakdong River, had a greater proportion of their agriculture, a greater proportion of agriculture on steep slopes, and less forest adjacent to streams. Watersheds in cluster IV and V were in the most urbanized areas of the region. The principal adverse impacts for watersheds in this group were high scores for urban area, impervious cover, pollutant loadings, population density, forest fragmentation, and low amounts of forest and riparian forest cover. Notwithstanding the exploratory nature of cluster analysis, it appears to be a useful tool for grouping watersheds with similar environmental characteristics.

Studies on the Forecasting of Demand for Natural Recreation Forest (자연휴양림의 수요예측에 관한 연구)

  • Meeting the rapidly increasing demand for natural outdoor recreation, Korea Forestry Administration established 26 places of $\ulcorner$Natural Recreation Forest$\lrcorner$ zones. By 2000 year, 100 zones were planned to cover the entire country. But there was no accurate information about demand of $\ulcorner$Natural Recreation Forest$\lrcorner$. Therefore, this study was carried out to forecast the quantitive demand of $\ulcorner$Natural Recreation Forest$\lrcorner$. To forecast the 'demand of 2001 year, forecasting unit was determined to $\ulcorner$Visitor. Day$\lrcorner$, and three quantifing methods were applied. The results of demand by each forecating method were as follows: 1) Questionnaire survey method for willingness to participate was 16,651,000(visitor. day). 2) application of similiar situation threshold method was 14,540,000(visitor. day). 3) Demand partition method by secondary data was 10,775,000(visitor, day). Comprised of these results. The scope estimate of $\ulcorner$Natural Recreation Forest$\lrcorner$ demand was proposed as 8,110,000(Minimum) - 27,088,000(Miximum). The point estimate of demand which were proposed as strategic guidelines was 16,651,000(visitor. day). These results implied that recently announced 111 predetermined $\ulcorner$Natural Recreation Forest$\lrcorner$ zones supposed to be overcrowded meeting the forcasted demand level of 2001 year.
