A new methodology to detect forest fire burnt scars at near real time using MODIS (Moderate-resolution Imaging Spectroradiometer) data is presented here with a goal of introducing a new and improved capability to detect forest fire burnt scars in Thailand. This new technology is expected to increase the efficiency and effectiveness of the forest fire tackling resources distribution and management of the country. Using MODIS data in burnt scars detection has two major advantages - high availability of data and high resolution per performance ratio. Results prove the near real time algorithm suitable and working well in order to monitor the forest fire dynamic movement. The algorithm is based on the threshold separated linear equation of burnt and un-burnt. A ground truth experiment confirms the burnt and un-burnt? areas characteristics (temperature and NDVI). A threshold line on a scatter plot of Band I and Band 2 is determined to separate the burnt from un-burnt pixels. The different threshold values of NDVI and temperature use to identify pixels' anomaly, abnormal low NDVI and high temperature. The overlay (superimpose) method is used to verify burnt pixels. Since forest fire is a dynamic phenomenon, MODIS burnt scars information is suiting well to fill in the missing temporal information of LANDSAT for the forest fire control managing strategy in Thailand. For forest fire monitoring in relatively cool area like Siberia, design of Decision Support System (DSS) is proposed. The DSS is consisted of three different algorithms to detect potential fires from NOAA AVHRR image. The algorithm developed by CCRS (Canada Center for Remote Sensing) uses fixed thresholds for multi-channel information like one by ESA (European Space Agency). The algorithm of IGBP (International Geosphere Biosphere Program) involves contextual information in deriving fire pixels. CCRS and IGBP algorithms are rather liberal compared to more conservative ESA algorithm. Fire pixel information from the three algorithms is presented to the user. The user considers all these information in making decision about the location fire takes place.
본 논문에서는 상황 인식 센서를 활용한 화재 발생 예측 및 탐지 방법을 제안한다. 기존 기상 및 비전 센서 기반의 산불 방재 시스템의 경우 카메라 센서로 획득한 영상을 조명변화에 강인한 색상공간인 HSI(Hue, Saturation, Intensity) 모형으로 변환시켜 처리하여 산불영역에 대한 특징을 추출하고 있다. 그러나 이 경우 단일 카메라 센서가 넓은 범위에 화재를 감지하기 때문에 넓은 범위의 화재가 발생하기 전까지는 화재발생을 감지하는데 어려움이 있다. 따라서 본 논문에서는 센서를 활용하여 실시간으로 온도, 습도, Co2, 불꽃유무정보를 습득하여 화재를 판단하는 알고리즘과 그에 따른 화재의 확산경로와 속도예측 및 안전구역 확보 알고리즘을 제안한다. 제안된 알고리즘은 복합적 인 상황에 따라 부여된 가중치를 수집된 데이터에 부여하여 화재를 판단하고, 시간에 따른 상황인식 분석을 통해 화재 이동방향과 속도를 예측하여 안전구역을 확보하는 기법이다.
야간 중대형 산불의 전체적인 화선정보를 얻기 위하여 누락되는 산불에 대한 반복적인 임무비행과 임무수행 종료 후 획득되는 정사영상 정합에 대한 소요시간을 줄이기 위하여 실시간 동영상으로 산불발생 여부를 판단하고 드론의 위치와 영상카메라의 각도정보, 지도상의 고도정보를 활용하여 판단된 산불위치를 계산하여 지도에 도시할 수 있는 지상통제시스템을 개발하였다. 개발된 기능의 신뢰성을 검증하기 위하여 비행고도 별, 영상카메라의 지향하는 위치정보의 오차거리를 측정하였으며, 신뢰할 수 있는 범위내의 위치정보를 지도에 표시하였다. 본 논문에 개발된 기능으로 다수의 산불 발생위치를 실시간 식별이 가능하므로 산불 진화대책 수립을 위한 전체적인 화선정보를 보다 신속하게 획득할 수 있을 것으로 예상된다.
영상정보에서 색상만을 이용하여 산불을 감지하는 것은 매우 어려운 이슈이다. 본 논문은 산불을 포함하고 있는 동영상에서 영역의 색상과 움직임을 분석하여 산불영역을 감지하는 알고리즘을 제안한다. 제안하는 알고리즘에서는 조명 상태에 의존하지 않고 배경 영역을 추출 가능한 가우시안 믹스쳐 기반의 배경 분할 알고리즘을 이용하여 제거한다. 또한 RGB채널을 HSV채널로 변경하여 색상 기반으로 화염 후보들을 추출한다. 그렇게 추출된 화염후보들은 라벨링 및 트래킹을 하면서 면적이 일정하면서 이동하면 화염이 아니라고 판단한다. 이런 방법으로 추출된 화염후보 영역들이 2분 이상 같은 위치에 있으면 화염으로 판단한다. 구현된 알고리즘을 이용하여 실험한 결과 그 유효성을 확인하였다.
본 연구는 2019년 발생한 강원 고성·속초, 강릉·동해 대형산불 직후 산불의 영향으로 수목의 수관부가 완전 연소되거나, 직간접적인 열해 피해로 인해 고사되어 가는 과정을 다목적실용위성(KOMPSAT-2호, 3호) 영상자료를 활용하여 시간경과에 따른 산불 피해강도별 피해면적의 변화를 정확하게 산정하는데 목적이 있다. 피해강도별 피해면적 산출을 위해 산불 직후 위성영상자료와 15~18일 경과 후의 두 시기 영상자료를 이용하였다. 산불 직후와 일정기간 경과 후 촬영한 위성영상자료의 산불피해강도 분석결과는 '수관전소(Extreme)' 지역에서는 큰 변화가 없었으나 '수관열해(High)' 지역과 '지표화(Low)' 지역에서는 큰 면적차이를 보였다. 이러한 피해강도의 차이에 따른 피해면적의 변화는 산불 영향으로 인해 수관부가 서서히 갈색으로 변색되어 가는 과정에 의한 것으로 판단된다. 산불피해지역의 위성영상 분석결과와 현장사진, 드론 영상을 종합해 볼 때 산불 직후 3~4일 후부터 수관부의 갈변현상(Browning)이 나타나고 10~15일 경과 후엔 수관부의 갈변현상이 뚜렷해지는 것을 알 수 있었다. 본 연구결과를 통해 향후 대형산불지역의 신속한 피해면적 파악은 물론 수관열해로 인한 고사 기작을 파악함으로써 산불피해지 복구계획 수립을 위한 의사결정의 기초자료로 활용할 수 있을 것으로 사료된다.
최근의 해마다 발생하는 자연재해를 살펴보면 사망, 실종과 같은 심각한 인명 피해와 더불어 수억 원에 달하는 재산피해가 동반된다. 이를 극복하기 위해 사회적, 경제적 손실을 최소화할 수 있는 ICT 기반의 자연재난 감시 및 대응 기술 개발에 대한 관심도가 높아지고 있다. 제안하는 플랫폼은 무인기에 탑재된 다중 센서 데이터의 실시간 처리 분석을 통해 국지적 산불 재난의 감지 및 상황대응을 지원하고, 통합경보 시스템과 연동하여 대국민 재난 정보 전달 서비스를 제공하는 서비스이다. 본 논문에서는 재난 영상의 획득, 분석, 대응을 수행하는 재난 감시 및 대응 플랫폼의 세부 기능들에 대해서 소개하고, 재난 인지에 핵심요소 기술인 Deep Learning 기반의 산불 영상 분석 기술을 제안한다. 제안하는 Deep Learning 기반 재난 영상 분석은 과거로부터 반복적으로 발생하는 재난이 촬영된 영상 정보를 사전에 미리 학습함으로써, 새롭게 획득한 재난 영상에 대한 재난 발생 여부를 판단한다. 제안하는 산불 영상 분석 알고리즘에 대한 실험 결과를 확인하여 제안하는 기법의 성능을 검증한다.
This paper examines that is extracted certain information in forest areas within high resolution imagery based on wavelet transformation. First of all, study areas are selected one more species distributed spots refer to forest type map. Next, study area is cut 256 x 256 pixels size because of image processing problem in large volume data. Prior to wavelet transformation, five texture parameters (contrast, dissimilarity, entropy, homogeneity, Angular Second Moment (ASM≫ calculated by using Gray Level Co-occurrence Matrix (GLCM). Five texture images are set that shifting window size is 3x3, distance .is 1 pixel, and angle is 45 degrees used. Wavelet function is selected Daubechies 4 wavelet basis functions. Result is summarized 3 points; First, Wavelet transformation images derived from contrast, dissimilarity (texture parameters) have on effect on edge elements detection and will have probability used forest road detection. Second, Wavelet fusion images derived from texture parameters and original image can apply to forest area classification because of clustering in Homogeneous forest type structure. Third, for grading evaluation in forest fire damaged area, if data fusion of established classification method, GLCM texture extraction concept and wavelet transformation technique effectively applied forest areas (also other areas), will obtain high accuracy result.

In this study, we have proposed an improved method to detect forest fires by correcting the reflected signals of day images using the middle-wavelength infrared (MWIR) channel. The proposed method is allowed to remove the reflected signals only using the image itself without an existing data source such as a land-cover map or atmospheric data. It includes the processing steps for calculating a solar-reflected signal such as 1) a simple correction model of the atmospheric transmittance for the MWIR channel and 2) calculating the image-based reflectance. We tested the performance of the method using the MODIS product. When compared to the conventional MODIS fire detection algorithm (MOD14 collection 6), the total number of detected fires was improved by approximately 17%. Most of all, the detection of fires improved by approximately 30% in the high reflection areas of the images. Moreover, the false alarm caused by artificial objects was clearly reduced and a confidence level analysis of the undetected fires showed that the proposed method had much better performance. The proposed method would be applicable to most satellite sensors with MWIR and thermal infrared channels. Especially for geostationary satellites such as GOES-R, HIMAWARI-8/9 and GeoKompsat-2A, the short acquisition time would greatly improve the performance of the proposed fire detection algorithm because reflected signals in the geostationary satellite images frequently vary according to solar zenith angle.
Forest fire is a critical disaster that causes massive destruction of forest ecosystem and economic loss. Hence, accurate estimation of the burned area is important for evaluation of the degree of damage and for preparing baseline data for recovery. Since most of the area size damaged by wildfires in Korea is less than 1 ha, it is necessary to use satellite or drone images with a resolution of less than 10m for detecting the damage area. This paper aims to detect wildfire-damaged area from a Kompsat-3 image using the indices such as NDVI (normalized difference vegetation index) and FBI (fire burn index) and to examine the classification characteristics according to the methods such as Otsu thresholding and ISODATA(iterative self-organizing data analysis technique). To mitigate the salt-and-pepper phenomenon of the pixel-based classification, a gaussian filter was applied to the images of NDVI and FBI. Otsu thresholding and ISODATA could distinguish the burned forest from normal forest appropriately, and the salt-and-pepper phenomenon at the boundaries of burned forest was reduced by the gaussian filter. The result from ISODATA with gaussian filter using NDVI was closest to the official record of damage area (56.9 ha) published by the Korea Forest Service. Unlike Otsu thresholding for binary classification,since the ISODATA categorizes the images into multiple classes such as(1)severely burned area, (2) moderately burned area, (3) mixture of burned and unburned areas, and (4) unburned area, the characteristics of the boundaries consisting of burned and normal forests can be better expressed. It is expected that our approach can be utilized for the high-resolution images obtained from other satellites and drones.
