자유무역지역 제도비교를 통한 마산항 발전방향 (The development of Masan Port through comparison of Free Trade Zones)

  • The purpose of this paper is to investigate CFZ(custom free zone) and FTZ(free trade zone) in Korean FTZ System and develop Masan Port in Korea Local Port. The main point of this discussion is to approach the efficient method ill developing Masan Port through comparison CFZ and FTZ. For this purpose, this paper is searched the present situation of logistics in Korea and Northeast Asia, also discussed the concept of FTZ in international status. Then CFZ accepted by Korean government started from the concept of FTZ and is the logistic-centered FTZ in the middle of three model, production-centerde model, production-logistic combination, and logistic-centered FTZ. But CFZ in centering logistic excepted the fundamental manufacture in Korean production. and is almost the same about other various sides, i. e. law and enforcement ordinance. etc This problem is decreasing the efficiency in Korean commercial system. Thus this paper indicate the view point and rightness of region economic through study of FTZ and CFZ in Masan Port. This paper says that FTZ is better then CFZ in Masan Port with comparing superior position about economic development direction, industrial structure, Foreign investment attraction, business fluctuation, national-local renovation. Therefore this paper concludes that the development of Masan Port needs the effort as follow : first, Masan Port must apply in enlarging FTA into Free Tree Area. Second, the government must develop the high-density and medium-small scale in Masan Port. Third, the local government must promote the amount of demand in Masan Port logistic. Forth, the government must actively propel great-sphere development in present Masan Port.

개항장으로서의 부산항과 기록 (As an Open Port, Busan Port and Related Records)

  • 이 연구에서는 부산항이 개항장으로 거듭나면서 조선과 일본을 비롯한 국가 간에 체결한 조약과 조선과 일본이 부산항에 설치한 기관과 그 기관이 생산했거나 관련된 기록들, 그리고 부산항의 개발과정에서 생산하거나 관련된 기록들을 살펴봄으로써 개항기와 식민지 시기 부산항을 중심으로 부산에 관한 로컬리티를 재현하는 데 필요한 맥락을 분석하였다. 일본은 조선과 조약을 체결해 가면서 부산항을 중심으로 일본인의 활동범위를 확대하고 초량왜관을 전관거류지로 함에 따라 이 지역을 중심으로 일본영사관, 상업회의소 등을, 조선은 동래감리서, 개항장재판소 등을 설치하였다. 부산항의 개발과 관련해서는 조선총독부 관보 등에 당시 상황들이 잘 나타나 있으나, 관련 기록이 규장각과 국사편찬위원회와 부산시민도서관에도 상당량이 소장되어 있었다. 개항 이후 부산항의 개발과 변모에 관련된 기록들을 국내뿐 아니라 국외에 소장되어 있는 자료들을 망라적으로 수집하여 생산기관별 기록의 특성을 파악하는 것이 앞으로의 과제이다.

광양만권의 패키징산업화 구현 방안 (Packing Industry Realize Plan of Gwang Yang Bay)

  • For the selection of attraction industry of foreign investment in the free trade zone of Gwang Yang Bay, an overall consideration should be made considering aspects such as the industry development strategy of Gwang Yang Bay and the regional industry development strategy of the local government. For Gwang Yang Bay to grown into the E-Hub Port of Northeast Asia, the development of the back zone of should be accelerated. There is a need to offer custom made incentives for the core businesses. Packaging is a field of combined science and a future industry. Packaging industry, which has close association with regional industry and regional college's research human resources, should be combined with design and set up a packaging industry complex.

  • 동북아 지역은 중국을 중심으로 세계 무역의 중심으로 성장하고 있다. 동북아 경제통합이 가시화되고 있는 현 상황에서 역내 무역 및 국제분업화는 더욱 활성화될 것이다. 특히 전기전자산업은 한 중 간 물동량의 상당부분을 차지할 뿐만 아니라 국제분업화 역시 활발하게 이루어지고 있다. 이러한 전기전자산업 무역 현황은 한 중 전기전자산업 물동량에 상당한 영향을 미칠 것으로 판단된다. 따라서 본 연구는 한 중 전기전자산업 무역 현황 분석과 선행연구 고찰을 통해 전기전자산업의 현황을 나타내는 요인을 도출한 후 패널 분석을 통해 한 중 전기전자산업 물동량에 영향을 미치는 요인을 탐색적으로 선별하여 시사점을 도출한다. 분석결과 물동량에 영향을 미치는 요인으로 양국의 GDP, 현시비교우위지수, 해외직접투자가 도출되었다.

  • This study is change of the street space of the port city of Yokohama and the transformation process of the canal. modern port city Yokohama is a region that was responsible for the development of East-West maritime transport routes in Japan in the 17th century and the inland transportation through fishing villages and ports. it has also grown rapidly as a regional port and new port. In particular, through the revitalization of trade between foreign settlements and Japanese residents in the port area, the existing fishing area became a modern port city space. Yokohama went through the following process and grew into a modern port city. The construction of the port harbor and the maintenance of existing logistics functions, the formation of the central horizontal axis through maintenance of the fishing village, the construction of the logistics movement route to the inland area through the construction of the canal, the expansion of the horizon for fire prevention and fire restoration, The formation of a new settlement space according to the movement, the transformation of the existing religious axis by the combination of the elaboration and the introduction of modern transportation, and the spatial connection between the inland cities.

이중 부트스트랩 DEA 활용한 미국항만 효율성 분석 (Analysis of U.S. Port Efficiency Using Double-Bootstrapped DEA)

  • 최근 제4차산업 혁명의 적용으로 물류비 절감을 위한 공급사슬 측면의 경쟁이 더욱 치열해지면서 항만전문가들은 효율적인 항만운영 비즈니스모델을 개발에 관심이 집중되어 있다. 본 연구는 세계 여러 항만 중 미국 항만 물류량이 많은 항만을 분석하여 적용 모델을 구성하고자 한다. 본 연구는 주로 미국 항만의 생산성을 연구하기 위해 DEA(Data Enclapment Analysis) 기법을 사용하였으며 미국 항만 운영의 성장 동력을 추가 조사하기 위해 Simar & Wilson(2007)이 제안한 이중 부트스트래핑 DEA 알고리즘을 적용했다. 본 연구에 사용된 외부 변수는 항만의 길이, 항만의 심도, 위치, 면적, 에이커, 외화 비율 및 TEUChange에 포함되며, 이 중 항만의 길이, 에이커, 외화 비율 및 TEUChange에 유의했다. 최적 방법론 선택의 효과를 평가하기 위해 관측 중단 모형(Tobit)을 적용하여 동일한 분석을 수행하고 서로 다른 두 기법에서 도출된 결과를 대조하였다. 본 연구에서 얻은 결과를 바탕으로 경영상의 시사점을 제안하고 결론을 도출하였다.

"무역상무(貿易商務)에의 역사적(歷史的) 어프로치와 무역취인(貿易取引)의 전자화(電子化)" (E-Commerce in the Historical Approach to Usage and Practice of International Trade)

  • The author believes that the main task of study in international trade usage and practice is the management of transactional risks involved in international sale of goods. They are foreign exchange risks, transportation risks, credit risk, risk of miscommunication, etc. In most cases, these risks are more serious and enormous than those involved in domestic sales. Historically, the merchant adventurers organized the voyage abroad, secured trade finance, and went around the ocean with their own or consigned cargo until around the $mid-19^{th}$ century. They did business faceto-face at the trade fair or the open port where they maintained the local offices, so-called "Trading House"(商館). Thererfore, the transactional risks might have been one-sided either with the seller or the buyer. The bottomry seemed a typical arrangement for risk sharing among the interested parties to the adventure. In this way, such organizational arrangements coped with or bore the transactional risks. With the advent of ocean liner services and wireless communication across the national border in the $19^{th}$ century, the business of merchant adventurers developed toward the clear division of labor; sales by mercantile agents, and ocean transportation by the steam ship companies. The international banking helped the process to be accelerated. Then, bills of lading backed up by the statute made it possible to conduct documentary sales with a foreign partner in different country. Thus, FOB terms including ocean freight and CIF terms emerged gradually as standard trade terms in which transactional risks were allocated through negotiation between the seller and the buyer located in different countries. Both of them did not have to go abroad with their cargo. Instead, documentation in compliance with the terms of the contract(plus an L/C in some cases) must by 'strictly' fulfilled. In other words, the set of contractual documents must be tendered in advance of the arrival of the goods at port of discharge. Trust or reliance is placed on such contractual paper documents. However, the container transport services introduced as international intermodal transport since the late 1960s frequently caused the earlier arrival of the goods at the destination before the presentation of the set of paper documents, which may take 5 to 10% of the amount of transaction. In addition, the size of the container vessel required the speedy transport documentation before sailing from the port of loading. In these circumstances, computerized processing of transport related documents became essential for inexpensive transaction cost and uninterrupted distribution of the goods. Such computerization does not stop at the phase of transportation but extends to cover the whole process of international trade, transforming the documentary sales into less-paper trade and further into paperless trade, i.e., EDI or E-Commerce. Now we face the other side of the coin, which is data security and paperless transfer of legal rights and obligations. Unfortunately, these issues are not effectively covered by a set of contracts only. Obviously, EDI or E-Commerce is based on the common business process and harmonized system of various data codes as well as the standard message formats. This essential feature of E-Commerce needs effective coordination of different divisions of business and tight control over credit arrangements in addition to the standard contract of sales. In a few word, information does not alway invite "trust". Credit flows from people, or close organizational tie-ups. It is our common understanding that, without well-orchestrated organizational arrangements made by leading companies, E-Commerce does not work well for paperless trade. With such arrangements well in place, participating E-business members do not need to seriously care for credit risk. Finally, it is also clear that E-International Commerce must be linked up with a set of government EDIs such as NACCS, Port EDI, JETRAS, etc, in Japan. Therefore, there is still a long way before us to go for E-Commerce in practice, not on the top of information manager's desk.

Eclectic Sociocultural Traditions of the Baba Nyonya of George Town, Penang, Malaysia

  • Strategically situated between the East-West maritime crossroads, the peoples of Southeast Asia over the centuries witnessed the comings and goings of traders from territories from East Asia, South Asia, West Asia and Europe. There were also those from North America that crossed the Pacific for commercial profits in this region. Foreign traders undoubtedly in the course of their visits and sojourns had liaisons with local women, some engaged in marriages. Offspring of these interracial miscegenation possessed rather unique characteristics. As a community, they were identified with the Malay term, peranakan, from the root word, "anak" meaning "child," hence "offspring" or "descendent". Specific terms - Baba Nyonya, Tionghoa-Selat, Chitty, Jawi Pekan, Pashu, Kristang - referred to particular groups. Although socially they appeared 'neither here nor there', members of mixed parentage were able to carve an especial niche in the local environment throughout Southeast Asia, conspicuously in urban, port-cities where trade and commerce predominated. Following in the footsteps of their progenitor, the Peranakan acted as intermediaries, comprador between foreign and indigenous enterprises, profiting financially and socially from trade and commerce. Tapping on the author's personal experiences and first-hand observations, complementing with oral sources, and support from secondary materials, this present essay explores, discusses, and analyzes the eclectic sociocultural practices and traditions of the Baba Nyonya of George Town, Penang. Purposeful intention is to further enlighten our understanding, and in turn, our appreciation, of these ever increasingly diminishing communities and their cultures across Southeast Asia.

Choice Factors of Transshipment Port in Northeast Asia

  • In order to attract more transshipment cargoes, Busan Port Authority (BPA) has, since 2003, adopted the volume incentive policy by which more than US$ 10 million annually have been paid back to shipping lines that were called at the port. However, having been a transshipment port for the Northeast region of China, the port of Busan has come under threat from bold Chinese port development projects, notably Shanghai, as northern Chinese regionnl ports place more emphasis on building facilities capable of handling growing trade volumes. Undoubtedly this would lead to a decline in transshipment container traffic moved via Busan. The purpose of this paper is to identify some core factors that have been affecting the increase of transshipment cargoes of Busan and further to recommend BPA an improved incentive scheme with which more T/S cargoes can be attracted into the port of Busan To clarity the reason why T/S cargoes have increased in the port of Busan, several steps are made as follows: The first step is to make a quantitative model for explaining the development of T/S cargoes during the last decade. The second step is to define the dependent and the independent variables for multiple regressions after testing variable significance. For this, data collection and the accuracy of validation have been done by the direct interview with the experienced staffs in shipping companies of both domestic and foreign country. After validating the model with collected data, the final step is to find variables which are explaining the model mostly. In conclusion, 2 variables were clearly identified as core factors that explain well the development of T/S cargoes in the port of Busan: 'Mohring effect' and total cost. It is strongly recommended, by an empirical study, that an incentive scheme be changed to a way which more feeder vessels rather than mother vessels can reduce their direct costs to call in the port of Busan.

글로벌 해운시장 현황 분석 및 시계열 모형을 이용한 부산 신항 컨테이너 물동량 예측에 관한 연구 (Analysis of Global Shipping Market Status and Forecasting the Container Freight Volume of Busan New port using Time-series Model)

  • 본 논문에서는 최근 국제 해운시장의 동향과 국내 해운시장의 위기설에 대한 국내외적 요인을 정성적으로 파악하고, 국내 해운시장의 위기 이후 감소한 부산 신항의 물동량이 다시 회복세를 보일 수 있는 특성요인을 파악하고자 부산 신항의 향후 물동량에 대해 정량적으로 분석하여 사전적 예측추이의 파악과 회복세 추이를 분석하였다. 빅데이터 분석 툴인 R을 활용하여 부산 신항 컨테이너 물동량을 분석한 결과, 부산 신항 컨테이너 물동량의 변동은 승법계절 ARIMA 모델 (1,0,1)(1,0,1)[12]로 추정하였을 때, 추정오차와 AICc, BIC기준으로 가장 최적의 ARIMA모형인 것으로 나타났다. 따라서 부산 신항 물동량 추정의 최적의 모델인 ARIMA (1,0,1)(1,0,1)[12]에 의해 향후 36개월간의 부산 신항 물동량을 추정치를 예측한 결과, 13,157,184 TEU, 13,418,123 TEU, 13,539,884 TEU, 4,526,406 TEU 등으로 약 2%, 2%, 1%정도 증가하는 것으로 나타났다.
