In 2002 Thailand was faced with severe flooding in the North, Northeast and Central parts of the country caused by heavy rainfall of the monsoonal depression which brought about significant damages. According to the report by the Ministry of Interior and the Ministry of Agricultural and Co-operatives, the total damages were estimated to be about 6 billion bath. More than 850,000 farmers and 10 million livestock were effected. An area of 1,450,000 ha of farmland in 59 Provinces were put under water for a prolonged period. Satellite imageries were employed for mapping and monitoring the flood-inundated areas, flood damage assessment, flood hazard zoning and post-flood survey of river configuration and protection works. By integrating satellite data with other updated spatial and non-spatial data, likely flood zones can be predicted beforehand. Some examples of satellite data application to flood dis aster mitigation in Thailand during 2002 using mostly Radarsat-1 data and Landsat-7 data were illustrated and discussed in the paper. The results showed that satellite data can clearly identify and give information on the status, flooding period, boundary and damage of flooding. For comprehensive flood mitigation planning, other geo-informatic data, such as the elevation of topography, hydrological data need to be integrated. Ground truth data of the watershed area, including the water level, velocity, drainage pattern and direction were also useful for flood forecasting in the future.

To reduce the damage of extreme flooding caused by climate change and to create flood mitigation sections in a nature-friendly riparian area, it is necessary to restore the floodplain area by referring to the past floodplain section of the current inland waterfront area before the levee was built. This study proposed a method of selecting a location for floodplain restoration using old maps of the Geum River study section and analyzed the effect of flood level reduction through unsteady flow numerical simulations using the floodplain as a flood mitigation space. As a result of analyzing changes in the river areas using old maps, the river section was estimated to gradually reduce by 27.8% (1,059,380 m2) in 2020 compared to 1919, and it was found to have an effective storage capacity of 2,200,868 m3 when restored to offline storage. The flood level and discharge control effects analyzed based on HEC-RAS unsteady flow simulation were 16 cm and 219.01 m3/s, respectively, in the downstream cross-section. In the numerical simulation in this paper, the flood mitigation space was applied as an offline reservoir. The effect of reducing the flood level may differ if levee retreat/relocation is applied.
An irregular cell-based numerical model was developed to analyze underground space flooding. In this model, the flow characteristics in underground space were computed by link-node system. Also, the model can simulate the underground flood flow related to the influence of stairs and wall-structures. Empirical discharge formula were introduced to analyze weir-type flow for shopping mall, and channel-type flow for subway railroad respectively. The simulated results matched in reasonable range compared with the observed depth. The dual-drainage inundation analysis model and the underground space flood analysis model were integrated using visual basic application of ArcGIS system. The developed model can help the decision support system of flood control authority for redesigning and constructing flood prevention structures and making the potential inundation zone, and establishing flood-mitigation measures.

The bridge crossing river is the one of the major factors causing backwater level rising. Furthermore, the bridges in the mountainous areas increase the flood damage in the upstream of the bridge due to the blockage by debris. In this research, the effects of debris to the magnitude of flood damage in the study river basin were simulated by using HEC-RAS and HEC-GeoRAS models. With assumption that the backwater caused by debris blocking the space between bridge piers is the only factor causing inundation, the unsteady flow simulation was carried out with various case studies. The potential inundation area with the overflow locations and volumes could be estimated as the results of simulation. However, the simulation results also reveal the limitations of inaccurate estimation of inundation area and depth. To overcome these hindrances, DEM and satellite images were applied to the simulation. By readjusting the inundation area using digital maps and satellite images and calibrating overflow volume and depth using DEM, the accuracy of simulation could be increased resulting more accurate flood damage estimation.

Currently, building a small dam located 1.16 km downstream from Geumnam Bridge is being considered in order to improve the riverine scenery of the site for Sejong City and to create a hydrophilic space. The purpose of this research is to present the appropriate dimensions of a small dam by reviewing the flood control reliability of the Geum River after the small dam is built. To establish this purpose, changes in the flood water level were compared and analyzed by changing the installation height of a small dam using 1D and 2D models. 1D HEC-RAS and 2D FESWMS models were applied to perform the numerical analysis of the reach. The results showed that flood control reliability was guaranteed when the installation height of the small dam was 5 meters or lower. From the 2D model, a more accurate result can be developed because the model could provide a two dimensional numerical analysis. The results can be used to determine the appropriate dimensions of a small dam for Sejong City.

Hangang Parks have been played an important role as the source of various Civilian activities by providing a natural space near Han River ever since it was developed. Due to the local-heavy rain caused by recent climate change, the Hangang Parks tends to be easily overflowed. Evacuation of the park in emergency and its controlled system should be made for the sake of Civilian's safety. In this study, various basic data and several parameters were analyzed to simulate the hydraulic effect of Hangang Parks based on the outflow in $P1/4{\div}1/4^3$ Dam. Rising effects of flood water level were investigated through the one-dimensional and twodimensional numerical hydraulic models. Relationships of water level and travel time of flood between key station and centeral part of each park were also identified. It can be used to forecast the future flood water level of each individual park in Hangang Parks. Obtained results can be used to establish the rational plan of usage, management, citizen's safety, and emergency action plan of the Hangang Parks as the flood is occurred from the outflow of Paldang dam.

Urban areas can often suffer flood damage because of the more frequent catastrophic rainfall events from climate change. Flood mitigation measures consist of (1) structural and (2) non-structural measures. In this study, the proposed method focused on operating an urban drainage system among non-structural measures. The combined inland-river operation technique estimates the inflow of pump stations based on the water level obtained from a preselected monitoring point, and the pump station expels the stored rainwater to the riverside based on those estimates. In this study, the proposed method was applied to the Mokgam drainage watershed, where catastrophic rainfall events occurred (i.e., 2010- and 2011-years), and severe flood damage was recorded in Seoul. Using the proposed method, the efficiency of flood reduction from the two rainfall events was reduced by 34.9 % and 54.4 %, respectively, compared to the current operation method. Thus, the proposed method can minimize the flood damage in the Mokgam drainage watershed by reserving the additional storage space of a reservoir. In addition, flooding from catastrophic rainfall can be prevented, and citizens' lives and property in urban areas can be protected.
Very decisive progress was made in advancing fundamental POL-IN-SAR theory and algorithm development during the past decade. This was accomplished with the aid of airborne & shuttle platforms supporting single -to-multi-band multi-modal POL-SAR and also some POL-IN-SAR sensor systems, which will be compared and assessed with the aim of establishing the hitherto not completed but required missions such as tomographic and holographic imaging. Because the operation of airborne test-beds is extremely expensive, aircraft platforms are not suited for routine monitoring missions which is better accomplished with the use drones or UAVs. Such unmanned aerial vehicles were developed for defense applications, however lacking the sophistic ation of implementing advanced forefront POL-IN-SAR technology. This shortcoming will be thoroughly scrutinized resulting in the finding that we do now need to develop most rapidly POL-IN-SAR drone-platform technology especially for environmental stress-change monitoring with a great variance of applications beginning with flood, bush/forest-fire to tectonic-stress (earth-quake to volcanic eruptions) for real-short-time hazard mitigation. However, for routine global monitoring purposes of the terrestrial covers neither airborne sensor implementation - aircraft and/or drones - are sufficient; and there -fore multi-modal and multi-band space-borne POL-IN-SAR space-shuttle and satellite sensor technology needs to be further advanced at a much more rapid phase. The existing ENVISAT with the forthcoming ALOSPALSAR, RADARSAT-2, and the TERRASAT will be compared, demonstrating that at this phase of development the fully polarimetric and polarimetric-interferometric modes of operation must be viewed and treated as preliminary algorithm verification support modes and at this phase of development are still not to be viewed as routine modes.
Agricultural landscape has many ecosystem service functions. However, the development of the horticulture complex has no consideration for environmental conservation. Therefore, we analyzed the priorities of ecosystem service functions required for the composition. The study was conducted in three stages. As a result of the first survey, 17 functions were selected to be improved. In the second survey, 12 functions were selected excluding 5 functions. Finally, 1. Measures for water purification, 2. We proposed the structure, capacity, flow rate, arrangement and form of the water treatment facility to improve water quality by improving the function. We proposed a reservoir space of 7-10% for groundwater recharge. The development of reservoir and storage facilities suitable for the Korean situation is suggested for the surface water storage and flood control measures. And proposed to secure a green space for the climate cycle. Proposed habitat and nutrient discharge management for biodiversity. We propose green area development and wetland development to improve the landscape, and put into the facilities for experiential education. The results of the research can be utilized for the development and improvement of the horticultural complex.
This study proposed "Reservoir Park", which added disaster prevention function to urban green spaces such as city parks through domestic and overseas related laws review, case studies, field trips. This is a combination of urban parks and reservoirs as urban planning facilities, which can provide both space for daily use by urban residents and disaster mitigation functions in case of emergency. In order to prevent flooding in urban areas due to climate change, facilities should be installed in the form of parks, etc., as the reservoir facility should be systematically reviewed together with urban planning facilities. However it was found that the reservoir park was not clear as a theme park. In this study, the types of storage facilities in urban areas were reclassified into five types of storage parks reflecting the characteristics of urban green spaces through domestic case studies and field trips. The classification of the reservoir parks is classified into 5 kinds such as ecological type, vegetation cover type, exercise facility type, underground burial type and hybrid type based on groundwater level, human use, and reservoir size. This classification system can be used to determine the types of facilities to be built after designating the location of future storage facilities.
