The purpose of this study is both the variation of hydrologic topographical informations extracted by using WMS and the quantitative effect of rainfalll-runoff simulation due to dividing watershed. Miho stream basin in Geum river was selected by this study. Watershed dividing method are determined by area, channel slope and channel length. Hydrological response of divided watershed using Clark method, SCS method and Snyder method was compared with actual measured flood hydrograph. As a results, area-based watershed dividing method are particularly suitable the hydrologic applications using SCS method. This study can be used as basic data for the phase of the runoff variation in Miho stream basin.

Recently, the cause of flood damage has been the local torrential rainfalls rather than a total amount of yearly rainfalls. The domestic design code of drainage pump is being improved by considering the effect of local torrential rainfalls, while there is no consideration on the local torrential rainfalls in the domestic design code of bridge-deck drainage. Compared with the code of Federal Highway Administration in USA, no rational bases are specified in the domestic design code of bridge-deck drainage. This paper proposes the reasonable design guideline for bridge-deck drainage considering the effect of local torrential rainfalls.
Recently the life and property damage caused by urban inundation have increased. In order to prevent the damage by inundation the researches for displaying the flooded areas through integrating SWMM and GIS have been progressed. However most of flood analysis systems only have used the GIS to display the flooded areas, and don't provide the integration disaster information to prevent the inundation. In this paper, we design a prototype for the Map Viewer based Spatial DB for the integrated urban floooded area management system. And we implement the spatial DB conversion module.

Incidences of urban flood and extreme heat waves (due to the urban heat island effect) are expected to increase in New Zealand under future climate change (IPCC 2022; MfE 2020). Increasingly, the mitigation of such events will depend on the resilience of a range Nature-Based Solutions (NBS) used in Sustainable Urban Drainage Schemes (SUDS), or Water Sensitive Urban Design (WSUD) (Jamei and Tapper 2019; Johnson et al 2021). Understanding the impact of changing precipitation and temperature regimes due climate change is therefore critical to the long-term resilience of such urban infrastructure and design. Cuthbert et al (2022) have assessed the trade-offs between the water retention and cooling benefits of different urban greening methods (such as WSUD) relative to global location and climate. Using the Budyko water-energy balance framework (Budyko 1974), they demonstrated that the potential for water infiltration and storage (thus flood mitigation) was greater where potential evaporation is high relative to precipitation. Similarly, they found that the potential for mitigation of drought conditions was greater in cooler environments. Subsequently, Jaramillo et al. (2022) have illustrated the locations worldwide that will deviate from their current Budyko curve characteristic under climate change scenarios, as the relationship between actual evapotranspiration (AET) and potential evapotranspiration (PET) changes relative to precipitation. Using the above approach we assess the impact of future climate change on the urban water-energy balance in three contrasting New Zealand cities (Auckland, Wellington, Christchurch and Invercargill). The variation in Budyko curve characteristics is then used to describe expected changes in water storage and cooling potential in each urban area as a result of climate change. The implications of the results are then considered with respect to existing WSUD guidelines according to both the current and future climate in each location. It was concluded that calculation of Budyko curve deviation due to climate change could be calculated for any location and land-use type combination in New Zealand and could therefore be used to advance the general understanding of climate change impacts. Moreover, the approach could be used to better define the concept of urban infrastructure resilience and contribute to a better understanding of Budyko curve dynamics under climate change (questions raised by Berghuijs et al 2020)). Whilst this knowledge will assist in implementation of national climate change adaptation (MfE, 2022; UNEP, 2022) and improve climate resilience in urban areas in New Zealand, the approach could be repeated for any global location for which present and future mean precipitation and temperature conditions are known.

In this study, the characteristics of river bed profile fluctuation are become possible to be used effectively in future estimation of Taehwa river general development plan through analysis and examination according to the effects of sediment protection weir located in the area of the estuary of Taehwa river's main channel using HEC-6 model. The flow conditions needed in analysis of the characteristics of river bed profile fluctuation refer the conditions of flow which secures 95 days in a year, flood flow, and design flood examined in the estimation of Taehwa river maintenance basic plan. First, in analysis result of river bed variation range, there is no significant variation in upstream section from Samho-gyo while there are the more active erosion and sedimentation as the more flow in downstream from Samho-gyo. Next, from the result of the capacity of sediment transfer, it is analyzed that sediment transfer capacity in the area of estuary of Taehwa river has no significant difference in before and after removal of the sediment protection weir when design flood flows while it is estimated that the more flow, the bigger sediment transfer capacity. Therefore, it is thought that the installation of a suitable hydraulic structure at the lowest point of Dong-chun tributary joins from the downstream of Taehwa river can be a good device to reduce the accumulation of sediments at the lowest point of Taehwa river considering the reduction plan of sediment inflow caused by removal of the sediment protection weir.

An hydraulic and hydrologic analysis procedure was proposed to reduce the inundation damage of highway in urban stream, that could contribute the EAP and Traffic control planning of Dongbu highway in the Jungrang stream basin which is one of the representative urban area in Korea. We performed the HEC-HMS runoff analysis, and the UNET unsteady flow modeling to decide the inundation reaches and their characteristics. The high inundation risk areas were of Emoon railway bridge and the Wollueng bridge, which are inundated in the case of 10 year and 20 year frequency flood respectively. We also analyze the inundation characteristics under the various conditions of the accumulation rainfall and the duration. Flood elevation at the Wolgye-1 bridge exceed over Risk Flood Water Level(EL.17.84 m) when the accumulation rainfall is over 250 mm and shorter duration than 7 hr. When neglecting backwater effect from the Han river, inundation risk are highly at the reach C2(Wolgye-1 br. ${\sim}$Jungrang br., left bank), C1(Wolgye-1 br. ${\sim}$Jungrang br., right bank), D(Jungrang br. ${\sim}$Gunja br.) in order, but when consider the effect, the inundation risk are higher than the others at the reach D2(Jungrang br. ${\sim}$Gunja br., left bank) and E(Gunja br. ${\sim}$Yongbi br.), which are located downstream near confluence.

Natural stream disasters due to a localized torrential and flash flood has occurring in a small stream especially un-implemented small stream. The survey results during ten years from 2001 to 2010 show that the small stream implementation projects (SSIPs) expenses is increasing with the damages is generally decreasing with variableness in which SSIPs is contributing to disaster prevention in a small stream. This study develop guideline for the selection of SSIPs to support high risk stream at first and save the small streams located on the mountainous area, prevention area and agricultural area which streams have no implementation effects. Developed sub items in guideline are evaluated by stream data collected from 212 small streams where it is proved that sub distance of each item are well arranged by normal distribution. This SSIPs is useful for selecting high risk small stream at first to maximize disaster risk reduction with minimum SSIPs expenses. Also, this SSIPs is used for leading to save small stream on the upstream to minimize flood damages on the down stream with selection a SSIP purchasing agricultural land for preparing flood plane.
High population density in deltaic settings, especially in Asia, tends to increase and causes coastal flood risk because of lower elevations and significant subsidence. Large flood annually causes numerous deaths and huge economic losses. In this paper, an innovative technology of spatial satellite imagery has been used as tool to analyze the socio-economic flood-related damage in Mekong river basin. The relationship between nightlight intensity and flood damages has been determined for the period of 1992-2013 with a spatial resolution of 30 arc sec ($0.0083^{\circ}$), which is nearly one kilometer at the equator. Flow path distance was calculated to identify the distance of each cell to river network and to examine how nightlight intensity correlate to the area close to and far from river network. Statistical analysis results highlight the significant correlation between nocturnal luminosity intensity and flood-related damages in countries along the Mekong river (i.e., Cambodia, China, Lao PDR, Thailand, and Vietnam). This result reveals that the areas close to the river network correspond to high human distribution and causes huge damage during flooding. The result may provide key information to the region with respect to decisions, attentions, and mitigation strategies.

Most damages of civil infrastructures under natural disasters are frequently occurred at surrounding areas of the river or the road. Every year, Recovery for these disaster damages are performed by the government. Recently, the government decide to change current recovery plan system because current recovery plan which doesn't consider future disaster impacts at a site has been proved to be ineffective. Accordingly, new permanency recovery plan system is needed and its corresponding ideas are presented in this research considering more detailed disaster damage classifications and cause assessments. The proposed permanency recovery plan would also provide more systematic and diverse recovery response strategies including both two concepts, for example Preparedness considered by risk assessment and management, and Mitigation investigated by hazard impact analyses.
This study developed the Climate Variability Index (CVI) to assess the water resources through adding detail indicators into the existing regional Water Poverty Index (WPI) to consider climate variability and flood damage. This study aims at selecting indicators of WPI focused on water availability and regional climate variability, assessing regional variability of the indices during 1998-2007, and providing information to help determining the priority of water sector policies, investment, and applications. The WPI represents the relationship between the level of welfare and the water use. Considered with flood management and climate variability, CVI added by regional characteristics may be used in water resources management as well as flood mitigation for coping with climate change.
