Flood Effects Analysis of Reservoir Basin through the Linkage of HEC-HMS and HEC-RAS Models (HEC-HMS와 HEC-RAS모형의 연계에 의한 댐 유역의 홍수영향 분석)

  • For the effective operation of irrigation reservoirs, a general and systematic policy is suggested to make balance of the conflicting purposes between water conservation and flood control. In this study, the flood effective analysis system was developed through the integration of long-term water budget analysis model, GIS-based HEC-HMS model and HEC-RAS model. The system structure consists of long-term water budget model using modified TANK theory, flood runoff and flood effects analysis model using HEC-GeoHMS, HEC-HMS and HEC-RAS models. The flood effects analysis system simulated the flood runoff from the upstream, downstream flood and long-term runoff of the watershed using the observed data collected from 1998 to 2002 of Seongju dam. The simulated results were reasonably good compared with the observed data. The optimal management method of the reservoir during the whole season is suggested in this study, and the flood analysis system can be a useful tool to evaluate a reservoir operation quantitatively for the mitigation of flood damages of reservoir basin.

UNCERTAINTY IN DAM BREACH FLOOD ROUTING RESULTS FOR DAM SAFETY RISK ASSESSMENT

  • Uncertainty in dam breach flood routing results was analyzed in order to provide the basis fer the investigation of their effects on the flood damage assessments and dam safety risk assessments. The Monte Carlo simulation based on Latin Hypercube Sampling technique was used to generate random values for two uncertain input parameters (i.e., dam breach parameters and Manning's n roughness coefficients) of a dam breach flood routing analysis model. The flood routing results without considering the uncertainty in two input parameters were compared with those with considering the uncertainty. This paper showed that dam breach flood routing results heavily depend on the two uncertain input parameters. This study indicated that the flood damage assessments in the downstream areas can be critical if uncertainty in dam breach flood routing results are considered in a reasonable manner.

  • Flood control and river improvement works are carried out every year for the defense of the flood disaster, it is impossible to avoid the damage when there is a flood exceeding the capacity of hydraulic structures. Therefore, nonstructural counter plans such as the establishment of flood hazard maps, the flood warning systems are essential with structural counter plans. In this study, analysis of the internal inundation effect using rainfall runoff model such as PC-SWMM was applied to Woo Ee experimental stream basin. Also, the design frequency analysis for effects of the external inundation was accomplished by main parameter estimation for conclusive hydraulic routing using HEC-RAS model. Finally, inundated areas for flood hazard map were estimated at Woo Ee downstream basin according to flood frequency using HEC-GeoRAS model linked by Arc View GIS.

Analysis of Flood Control Effects of Heightening of Agricultural Reservoir Dam (농업용 저수지 증고에 따른 홍수조절효과 분석)

  • Annual average precipitation of Korea is 1,277 mm and around 2/3 of annual precipitation and 74 % of available water resources occurred during monsoon period. In recent years, many agricultural reservoirs have been heightened to increase flood control capacity, reduce flooding damage at downstream areas, and provide sustainable environmental flow during drought period. Thus in this study, the flood control effects of heightening of reservoir banks were simulated with HEC-ResSim and HEC-RAS models. These modes were applied to Bonghak reservoir and it was found that flood control effects were 3~4.5 % with 7 -m heightening. Also, with proper operation (1 m lower of full water level) of reservoir right before the monsoon period, flooding at downstream could be prevented even with design storm of 80 -year recurrence interval. As shown in this study, heightening of agricultural reservoir provides positive effects in flood control and flood damage reduction.

Analysis of Flood Level Changes by Creating Nature-based Flood Buffering Section (자연성기반 홍수완충공간 조성에 따른 홍수위 변화 분석)

  • In recent times, the sharp increase in extreme flood damages due to climate change has posed a challenge to effectively address flood-related issues solely relying on conventional flood management infrastructure. In response to this problem, this study aims to consider the effectiveness of nature-based flood management approaches, specifically levee retreat and relocation. To achieve this, we utilized a 1D numerical model, HEC-RAS, to analyze the flood reduction effects concerning floodwater levels, flow velocities, and time-dependent responses to a 100-year frequency flood event. The analysis results revealed that the effect of creating a flood buffer zone of the nature-based solution extends from upstream to downstream, reducing flood water levels by up to 30 cm. The selection of the flow roughness coefficient in consideration of the nature-based flood buffer space creation characteristics should be based on precise criteria and scientific evidence because it is sensitive to the flood control effect analysis results. Notably, floodwater levels increased in some expanded floodplain sections, and the reduction in flow velocities varied depending on the ratio of the expanded cross-sectional area. In conclusion, levee retreat and floodplain expansion are viable nature-based alternatives for effective flood management. However, a comprehensive design approach is essential considering flood control effects, flow velocity reduction, and the timing of peak water levels. This study offers insights into addressing the challenges of climate-induced extreme flooding and advancing flood management strategies.

Panel Data Analysis between Flood Damage and Recovery Cost (Panel Data 분석을 통한 홍수피해와 복구비 관계분석)

  • This paper addresses the correlation between the flood damage cost and recovery cost. National data (15 regions) for 20 years, panel data, has been analyzed for this test. Model specification of panel data analysis depends on the characteristics of data set and "fixed" or "random" effects model can be used. The results are represented in both models. As we expected all independent variables show positive relationship with recovery cost, except for the number of death and suffers. The damage of public facilities, such as rivers and road are the major factors on the damage and recovery cost, which means that flood damage can not be decreased without decreasing damages of public facilities from floods. Especially, the recovery cost is always higher than the damage cost and investment for flood control. Unlikely, government investment for flood control is the highest and recovery cost is the always lower than da mage cost andinvestment in Japan. Which means that proper investment can reduce economic damage cost of flood and recovery cost.

A Case Study on Development of Stormwater Retention and Infiltration Pond System (우수저류 및 침투연못 시스템개발 사례연구 - 우수 저류 및 침투 효과를 중심으로 -)

  • This study was carried out to analyze the effects of stormwater retention and infiltration pond on reduction of flood peak and volume in a experimentally developed ecological pond. The experimental site has 542$m^2$ watershed area, 1,310mm yearly-averaged rainfall. And the area of the retention pond is 60$m^2$, the maximum water depth is 0.5m, the maximum and average storage is 15$m^3$and 9.3$m^3$d. And the area of infiltration pond is 58$m^2$, and the water depth varies 0.2m~0.5m. The monitoring system consists of one rainfall gage, one Parshall flume and acoustic water level gage, two rectangular weirs and acoustic water level gage for discharge gaging, and one data recording unit. Data from ten storm events in total, three storm events in year 2000 and seven storm events in year 2001, were collected. From the data the evaporation rate was achieved with the water balance equation, and the result shows 5.0mm/day in average. The result from the analysis of the effects on reduction of flood peak and volume, is that 14% reduction of flood volume and 15% reduction of flood peak in retention pond and 49% reduction of flood volume in infiltration pond.

  • This study has performed flood routing computations considering the upstream and intermediate dams in Han River using DAMBRK. Hypothetical reservoirs with variable dimensions are used to compare the validity of the reservoir routing methods, that are storage routing and dynamic routing. The flood events in September, 1990 and August, 1995 are used to verify the applicability of the model. The model performs the flood analysis more accurately considering multiple dam effects in Han River. The methodologies presented in this study will give a good contribution for basin-wide flood forecasting in Han River basin.

A study on development of flood depth-damage functions focused on school buildings (학교건물에 대한 홍수 침수심별 손상함수 개발에 관한 연구)

  • In order to analyze flood damage mitigation effects, it is necessary not only to analyze inundation areas and depth through hydraulic and hydrological analysis but also to estimate flood damages. Flood damages of structure and contents of buildings are generally analyzed according to the flood depth. In this study, we developed and applied flood depth-damage functions for the school buildings based on actual damage data. In addition, the development and modification procedure of flood depth-damage functions for school buildings is presented in this paper, and the developed damage functions are verified by comparing them with the existing method. It is expected that the process of developing and applying flood depth-damage functions presented in this study can be used in the cost benefit analysis of flood damage mitigation measures.

Effectiveness Analysis of Constructed Washland : (1) Flood Control and Ecological Effect (천변저류지 조성에 따른 효과분석 : (1) 홍수조절 및 생태적인 효과)

  • In recent, we have a growing interest in the washland construction as a measure of flood control and as a wetland with ecological function in the river. This study performed the flood control analysis and investigated the ecological effect for washland construction plan in Topyoung-cheon basin in Changyeong-gun, Gyeongnam. Several cases were considered for the washland construction on Topyoung-cheon basin, and we analyzed flood stage reduction and flood inundation for each case. From the result of flood control analysis, we found some significant results according to the combination of each washland case. We also found that the washland construction gave the positive results in biodiversity. Therefore, it will be desirable to consider various effects such as flood control, ecological aspects, and so on for the washland construction.
