  • At satellite communication system for flood forecasting and warning, VSAT system needs to good performance for aquisition of rainfall and water-level data. But, it has difficult for obtaining good performance because of the rainfall attenuation. Thus, in this paper, we introduced the efficiency plan of the transmission power control for Mini-Hub Station.

  • 최근 집중호우 및 홍수범람으로 인한 연평균 피해는 침수면적 26,757.17 ha, 수리시설 파괴 1,122개소, 그로 인한 피해액 약 580억원 등으로 집계되었으며 이상기후로 인한 집중호우 빈도 증가에 따른 잦은 홍수범람으로 그 피해액도 늘어나고 있는 것으로 조사되었다(국가재난정보센터). 이와 같은 피해를 최소화하기 위해서 홍수를 미리 예보하고 경보하는 시스템이 필요하며 시스템의 정확도 역시 중요하다.

Two-Dimensional Model for the Prediction of Inundation Area in Urbanized Rivers (도시하천에서의 홍수범람도 작성을 위한 2차원 모형의 개발)

  • Two-dimensional diffusion and kinematic hydrodynamic models have been studied for preparing the flood inundation map. The models have been tested by applying to one-dimensional dam-break problem. The results have good agreements compared with those of dynamic wave model. The diffusion wave model produces the mass conservation error close to zero. Floodwave analyses for two-dimensional floodplain with obstruction and channel-floodplain show both stable and efficient results. The model presented in this study can be used for flood inundation map and flood warning system.

  • 최근들어 기상 이변에 따라 단시간에 집중되는 국지호우로 인하여 돌발홍수(Flash Flood)에 의한 피해가 빈번하게 발생하고 있다. 대하천의 경우에는 각 홍수 통제소에 의한 홍수 예경보 시스템(Flood Warning System)을 통하여 본류 구간에서의 인명 및 재산 피해가 과거에 비하여 상당히 감소하였으나 소하천에서는 반대로 피해가 증가하고 있는 실정이며, 따라서 돌발홍수에 대한 대비의 필요성이 증대되고 있는 실정이다. 본 연구에서는 돌발홍수로 인한 인명 및 재산 피해를 최소화하기 위하여 산지유역의 돌발홍수 발생 위험도를 평가할 수 있는 방법론을 제시하였다. 돌발홍수 위험도를 평가하기 위하여 고려되는 요소들로는 유역경사, 하천경사, 강우특성 등이며, 이러한 서로 다른 단위의 평가요소들을 종합적으로 고려하기 위하여 다기준의사결정방법 중 하나인 PROMETHEE 기법을 이용하였다. 주요 평가 인자들은 크게 지형특성, 지역특성 및 강우특성으로 구분되며, 각 평가 요소들간의 상대적인 가중치의 산정은 엔트로피 이론을 이용하였다. 본 연구에서 제안된 위험도 평가 방법은 그 적용성을 검증하기위하여 17개의 소유역들을 포함하고 있는 봉화군 유역에 적용되었다. 적용 결과 봉화군 유역 내 17개의 소유역들은 돌발홍수에 대한 상대적인 위험도에 따라 고 중 저위험군으로 분류되었으며, 과거 돌발홍수로 인한 피해 이력이 있는 소유역이 고위험군에 속해있는 결과를 나타냄으로써 본 연구의 방법론에 대한 적용성이 검증되었다.

Spatio-temporal dependent errors of radar rainfall estimate for rainfall-runoff simulation

  • Radar rainfall estimates have been widely used in calculating rainfall amount approximately and predicting flood risks. The radar rainfall estimates have a number of error sources such as beam blockage and ground clutter hinder their applications to hydrological flood forecasting. Moreover, it has been reported in paper that those errors are inter-correlated spatially and temporally. Therefore, in the current study, we tested influence about spatio-temporal errors in radar rainfall estimates. Spatio-temporal errors were simulated through a stochastic simulation model, called Multivariate Autoregressive (MAR). For runoff simulation, the Nam River basin in South Korea was used with the distributed rainfall-runoff model, Vflo. The results indicated that spatio-temporal dependent errors caused much higher variations in peak discharge than spatial dependent errors. To further investigate the effect of the magnitude of time correlation among radar errors, different magnitudes of temporal correlations were employed during the rainfall-runoff simulation. The results indicated that strong correlation caused a higher variation in peak discharge. This concluded that the effects on reducing temporal and spatial correlation must be taken in addition to correcting the biases in radar rainfall estimates. Parameter Calibration and Estimation for SSARR Model for Predicting Flood Hydrograph in Miho Stream (미호천유역 홍수모의 예측을 위한 SSARR 모형의 매개변수 보정 및 추정)

  • This study used SSARR model to predict the flood hydrograph for the Miho stream in the Geum river basin. First, we performed the sensitivity analysis on the parameters of SSARR model to know the characteristics of the parameters and set the range. For the parameter calibration, optimization methods such as genetic algorithm, pattern search and SCE-UA were used. WSSR and SSR were applied as objective functions, and the results of optimization method and objective function were compared and analyzed. As a result of this study, flood prediction was most accurate when using pattern search as an optimization method and WSSR as an objective function. If the parameters are optimized based on the results of this study, it can be helpful for decision making such as flood prediction and flood warning.

  • Rainfall is an important input to hydrological models. The accuracy of hydrological studies for water resources and floods management depend primarily on the estimation of rainfall. Thailand is among the countries that have regularly affected by floods. Flood forecasting and warning are necessary to prevent or mitigate loss and damage. Merging near real time satellite-based precipitation estimation with relatively high spatial and temporal resolutions to ground gauged precipitation data could contribute to reducing uncertainty and increasing efficiency for flood forecasting application. This study tested the applicability of satellite-based rainfall for water resources management and flood forecasting. The objectives of the study are to assess uncertainty associated with satellite-based rainfall estimation, to perform bias correction for satellite-based rainfall products, and to evaluate the performance of the bias-corrected rainfall data for the prediction of flood events. This study was conducted using a case study of Thai catchments including the Chao Phraya, northeastern (Chi and Mun catchments), and the eastern catchments for the period of 2006-2015. Data used in the study included daily rainfall from ground gauges, telegauges, and near real time satellite-based rainfall products from TRMM, GSMaP and PERSIANN CCS. Uncertainty in satellite-based precipitation estimation was assessed using a set of indicators describing the capability to detect rainfall event and efficiency to capture rainfall pattern and amount. The results suggested that TRMM, GSMaP and PERSIANN CCS are potentially able to improve flood forecast especially after the process of bias correction. Recommendations for further study include extending the scope of the study from regional to national level, testing the model at finer spatial and temporal resolutions and assessing other bias correction methods.

A Study on the Coping Behavior of Older People in the Warning Phase of Disaster (재난 시 노인의 대처행동에 관한 연구)

  • The purposes of this study were to examine the coping behavior of the elderly in the warning phase of disaster and to explore factors influencing the coping behavior of the elderly. Data were collected from 130 senior citizens aged over 60 who are residing in Pyungchang and Injae of Kangwon province which had damaged by flood disaster in 2006. Perry & Lindell (1997)'s index, a series of six categories that represent coping behaviors which progressively approximate the action of evacuating in the warning phase of disasters was used. Results showed that respondents have high coping skills. Although Activities of Daily Living (ADL) has positive influence on the coping behavior, length of residence has negative effect on the coping behavior of the elderly. This finding proves the elderly are not uncompliant or uncooperative population in the warning phase of disaster. This result also emphasizes the importance of rapid and accurate giving of public warning system of disaster and necessity of prior notification of useful information about natural disaster and effective evacuation plan for the elderly.

Real-Time Flood Forecasting by Using a Measured Data Based Nomograph for Small Streams (계측자료 기반 Nomograph를 이용한 실시간 소하천 홍수량 산정 연구)

  • As the flood damage on small streams increase due to the increase in frequency of extreme climate events, the need to measure hydraulic data of them has increased for disaster risk management. National Disaster Management Institute, Ministry of Interior and Safety develops CADMT, a CCTV-based automatic discharge measurement technology, and operates pilot small streams to verify its performance and develop disaster risk management technology. The research selects two small streams such as the Neungmac and the Jungsunpil streams to develop the Nomograph by using the 4-Parameter Logistic method using only the observed rainfall data from the Automatic Weather System operated by the Korea Meteorological Agency closest to the small streams and discharge data collected by using the CADMT. To evaluate developed Nomograph, the research forecasts floods discharges in each small stream and compares the result with the observed discharges. As a result of the evaluations, the forecasted value is found to represent the observed value well, so if more accurate observed data are collected and the Nomograph based on it is developed in the future, the high-accuracy flood prediction and warning will be possible.

Hydrological observation system is the measurement from the hydrological stations (water level, rainfall, water) that can be observed hydrological status of the dam basin hydrological observation data transmitted to the central office, located at the dam monitoring and control system through a variety of networks including satellite, and the collected defined as the system that sent the K-water head office in 1 minute increments hydrological observation data. Headquartered in support of this decision. Dimensions of the dam are provided in addition to inward. Channeled through various hydrologic analysis and leveraging the data transfer. This paper looks at ways to build out hydrological observation system.
