An analysis of potential flooding by storm surge and wave run-up and overtopping can be used to evaluate protection afforded by the existing storm protection system. The analysis procedure can also be used to evaluate various protection alternatives for providing typhoon flood protection. To determine risk, the storm surges for both historical and hypothetical are compiled with tide conditions to represent high, slack and low water for neap, spring and mid range tides to use with the statistical procedure known as the Empirical Simulations Technique (EST). The EST uses the historic and hypothetical events to generate a large population of life-cycle databases that are used to compute mean value maximum storm surge elevation frequency relationships. The frequency-of-occurrence relationship is determined for all relevant locations along the shoreline at appropriate locations to identify the effect using the Empirical Storm Simulation (EST). To assist with understanding the process, an example is presented for a study of storm surge analysis for Freeport, Texas. This location is in the Gulf of Mexico and is subject to hurricanes and other tropical storms that approach from the Atlantic Ocean.

The aim of study is to present how to estimate and use the FRI (Flood Risk Index) for classifying area zones based on regional flooding risk in terms of the integrated flood risk management. To estimate the FRI at a spatial resolution of city/county/town units for the Nakdong River Watershed, the 17 representative flood indexing factors are carefully selected for the three flood indexes, such as PI (Pressure Index), SI (State Index), and RI (Response Index) under the P-S-R (Pressure-State-Response) classification system. Because flood indexing factors are measured at different scales and units, they are transformed into a common domain by the T-Score normalization technique. The entropy weight coefficient method is also applied to calculate the weight of flood indexing factors in order to reduce subjective judgement on the effect of weight coefficients. The three flood indexes of PI, SI, and RI are integrated for an overall value of the FRI to evaluate the flood risk of districts. To examine the practical application of the proposed FRI, the FRI results with/without the weight coefficients are compared with flooding zones of natural disaster risk areas officially announced in 2010. It is expected that the FRI ensured by full verification can make regional protection plans against flooding disasters with respect to causes and characteristics of past floods.

The environmental damage caused by river-improvement and slope of incision cliff can dest habitations of animate nature and it takes long time for restoration. River system constructed with stability of flood control, fine biotope, harmony with surroundings should be need to protect and restore nature. Therefore, in this study, conduct comparative experiment in various methods which are stable hydraulically and develop vegetation on revetment of bank, stream bed protection and disaster prevention aspect.

This research focused on analyzing and comparing between the results of hydraulic physical modeling and the results of numerical modeling of Grass Concrete which is newly developed in-situ block system. The physical model was built as a scale of 1:50 by Froude similitude measuring the water levels and the water velocities for before and after vegetation and the effects were analyzed after reviewing the results. In consequence, the water velocities were observed to decrease meanly 19.1%, and the water depth were determined to increase meanly 27.8% in case of the of design flood, $Q=200m^3/sec$. Moreover, the velocities were produced reduction effects of 27.2%, and the water levels were derived from addition effects of the highest 31.3% in case of the probability maximum flood(PMF), $Q=600m^3/sec$. To verifying the hydraulic physical modeling, the numerical modeling was conducted for a close examination of before and after vegetation. HEC-RAS model was for 1 dimensional numerical analysis and RMA-2 was for 2 dimensional numerical analysis. The results of the numerical simulation, under the condition of roughness coefficient calibration, shows similar results of the physical modeling. These satisfactory results show that the accomplished results of hydraulic modeling and the predicted results of numerical modeling corresponded reasonably each others.
In this study, dual drainage system based runoff model was established for W-drainage area in G-si, and considering the various rainfall characteristics determined using Huff and Mononobe methods, the degree of flooding in the target area was analyzed and the risk was compared and analyzed through the risk matrix method. As a result, the Monobe method compared to the Huff method was analyzed to be suitable analysis for flooding of recent heavy rain, and the validity of the dynamic risk assessment considering the weight of the occurrence probability as the return period was verified through the risk matrix-based analysis. However, since the definition and estimating criteria of the flood risk matrix proposed in this study are based on the return period for extreme rainfall and the depth of flooding according to the results of applying the dual drainage model, there is a limitation in that it is difficult to consider the main factors which are direct impact on inland flooding such as city maintenance and life protection functions. In the future, if various factors affecting inland flood damage are reflected in addition to the amount of flood damage, the flood risk matrix concept proposed in this study can be used as basic information for preparation and prevention of inland flooding, as well as it is judged that it can be considered as a major evaluation item in the selection of the priority management area for sewage maintenance for countermeasures against inland flooding.

Statistics of extreme rainfall play a vital role in engineering practice from the perspective of mitigation and protection of infrastructure and human life from flooding. While flood frequency assessments, based on river flood flow data are preferred, the analysis of rainfall data is often more convenient due to the finer spatial nature of rainfall recording networks, often with longer records, and potentially more easily transferable from site to site. The rainfall frequency analysis as a design tool has developed over the years in New Zealand from Seelye's daily rainfall frequency maps in 1947 to Thompson's web based tool in 2010. This paper will present a history of the development of New Zealand rainfall frequency analysis methods, and the details of the latest method, so that comparisons may in future be made with the development of Korean methods. One of the main findings in the development of methods was new knowledge on the distribution of New Zealand rainfall extremes. The High Intensity Rainfall Design System (HIRDS.V3) method (Thompson, 2011) is based upon a regional rainfall frequency analysis with the following assumptions: $\bullet$ An "index flood" rainfall regional frequency method, using the median annual maximum rainfall as the indexing variable. $\bullet$ A regional dimensionless growth curve based on the Generalised Extreme Value (GEV), and using goodness of fit test for the GEV, Gumbel (EV1), and Generalised Logistic (GLO) distributions. $\bullet$ Mapping of median annual maximum rainfall and parameters of the regional growth curves, using thin-plate smoothing splines, a $2km\times2km$ grid, L moments statistics, 10 durations from 10 minutes to 72 hours, and a maximum Average Recurrence Interval of 100 years.

The legal basis for the systematic prevention and response to landslide hazards, and the rehabilitation of landslide-hit areas, was established through the amendment of the Forest Protection Act in August 2012. The most noticeable amendment to the Act is the inclusion of clauses associated with the designation and management of landslide-prone zones (including debris flow-prone zones). In this paper, we (1) introduce the clauses related to the designation and management of landslide-prone zones that were included in the amended Forest Protection Act, (2) examine their significance by reviewing the present status of related domestic laws and structural countermeasures such as sediment check dams for sediment-related disaster prevention, and (3) suggest the future directions of the procedure for the designation and cancellation of such zones, and their maintenance and institutional aspects. The establishment of an institutional device for the designation and management of landslide-prone zones has great significance in the aspect of (1) the establishment of a comprehensive management and prevention system for potential landslide-prone zones in forested areas where the hazard risk has been poorly recognized as compared with the flood risks in lowlands, and (2) the establishment of the basis for overcoming the limits of structural countermeasures according to limited budgets. To develop the designation and management system for landslide-prone zones, not only must present problems be addressed, but a cooperation system between the administration and local residents must also be established.

The purpose of this study Is to recommand all kinds of library in Korea to develop a disaster plan. The materials in the library are apt to get damaged at once by such disasters as fire or flood etc. It is fortunate that we Have not found any big disaster at libraries in Korean. considering many cases of big disaster which distroy materials at library in foreign countries. In spite of the posibility of disaster any time, that will make librry loss of function, there are no library that have a disaster plan in Korea. Disaster plan is a guidance by which materials are conserved at ordinary times, protected and recoverd in contingency. It consists by four elements: prevention, preparedness, reaction and recovery. As libraries function by biblogrophic data and user data in automation system, it is also recommended to prepare system protection in the disaster plan.
This paper discusses how to manage supply chain disruption risks from natural disasters or other low-likelihood-high-impact risk drivers. After the catastrophic earthquake in Eastern Japan and the severe flood in Thailand, most companies have been attempting to re-establish the business continuity plan to prevent their supply chain from disruption. However, the challenges for managers and individual risks are often interrelated, and thus, actions that mitigate one risk can end up being no contribution as a whole. In this paper, we describe a framework for assessing how much impact individual mitigation strategies have on the entire supply chain protection against disruption, using network reliability. We propose three categories of risk-mitigation approaches: Stabilization, Absorption, and Duplication. We analyze the situation under which each of these strategies is the best suitable. With a clear understanding of relations between these mitigation strategies and the entire supply chain risks, managers can select effective risk-reduction approaches to their supply chain.
