The underflow type movable weirs were arranged in a multi-stage way at a section of the Chiseong River, a tributary of Geum River, where flooding is observed frequently. The flood control and the movable weir management levels were compared with the occasions of installing the existing weir for analysis. The peak discharge decreased by a maximum of 97% for the underflow type movable weir, and the downstream flood elevation decreased by a maximum of 82%. The amount of storage also increased by a maximum of 463% by the distribution and storage functions of the multi-stage arrangement of the underflow type movable weirs. It is possible to suggest that the management level of each movable weir for the target storage of the reach and the flood reduction level through the relationship among this storage, downstream peak flood elevation, and peak flow.

A systematically structured 3D information model can be effectively utilized in many application fields. This study presents the methodology of generation and application of the city information model, which is suited for the management of the flood damage information. To ensure the interoperability and re-usability of the information, this study develops application methodology to utilize the information attributes included in the CityGML as an open standard data schema and extension methodology for additional information attributes. Also, an effective combining method for topography and building model was proposed. Using the data extracted from the combined information model based on a real flood damage case, it was shown that the numbers of casualties and isolation during a flood can be predicted and as a result, the applicability of the data model on flood damage estimation is naturally verified.
Urban floods pose significant challenges to cities worldwide, driven by the interplay between urbanization and climate change. This review examines recent studies of urban floods to understand their causes, impacts, and potential mitigation strategies. Urbanization, with its increase in impermeable surfaces and altered drainage patterns, disrupts natural water flow, exacerbating surface runoff during intense rainfall events. The impacts of urban floods are far-reaching, affecting lives, infrastructure, the economy, and the environment. Loss of life, property damage, disruptions to critical services, and environmental consequences underscore the urgency of effective urban flood management. To mitigate urban floods, integrated flood management strategies are crucial. Sustainable urban planning, green infrastructure, and improved drainage systems play pivotal roles in reducing flood vulnerabilities. Early warning systems, emergency response planning, and community engagement are essential components of flood preparedness and resilience. Looking to the future, climate change projections indicate increased flood risks, necessitating resilience and adaptation measures. Advances in research, data collection, and modeling techniques will enable more accurate flood predictions, thus guiding decision-making. In conclusion, urban flooding demands urgent attention and comprehensive strategies to protect lives, infrastructure, and the economy.
Floods are among the most common natural hazards in urban areas. To mitigate the problems caused by flooding, unstructured data such as images and videos collected from closed circuit televisions (CCTVs) or unmanned aerial vehicles (UAVs) have been examined for flood management (FM). Many computer vision (CV) techniques have been widely adopted to analyze imagery data. Although some papers have reviewed recent CV approaches that utilize UAV images or remote sensing data, less effort has been devoted to studies that have focused on CCTV data. In addition, few studies have distinguished between the main research objectives of CV techniques (e.g., flood depth and flooded area) for a comprehensive understanding of the current status and trends of CV applications for each FM research topic. Thus, this paper provides a comprehensive review of the literature that proposes CV techniques for aspects of FM using ground camera (e.g., CCTV) data. Research topics are classified into four categories: flood depth, flood detection, flooded area, and surface water velocity. These application areas are subdivided into three types: urban, river and stream, and experimental. The adopted CV techniques are summarized for each research topic and application area. The primary goal of this review is to provide guidance for researchers who plan to design a CV model for specific purposes such as flood-depth estimation. Researchers should be able to draw on this review to construct an appropriate CV model for any FM purpose.

According to the standard guidelines of design flood (MLTM, 2012; MOE, 2019), the design flood is calculated based on past precipitation. However, due to climate change, the frequency of extreme rainfall events is increasing. Therefore, it is necessary to analyze future floods' volume by using climate change scenarios. Meanwhile, the standard guideline was revised by MOE (Ministry of Environment) recently. MOE proposed modified Huff distribution and new CN (Curve Number) value of forest and paddy. The objective of this study was to analyze the change of flood volume by applying the modified Huff and newly proposed CN to the probabilistic precipitation based on SSP and RCP scenarios. The probabilistic rainfall under climate change was calculated through RCP 4.5/8.5 scenarios and SSP 245/585 scenarios. HEC-HMS (Hydrologic Engineering Center - Hydrologic Modeling System) was simulated for evaluating the flood volume. When RCP 4.5/8.5 scenario was changed to SSP 245/585 scenario, the average flood volume increased by 627 ㎥/s (15%) and 523 ㎥/s (13%), respectively. By the modified Huff distribution, the flood volume increased by 139 ㎥/s (3.76%) on a 200-yr frequency and 171 ㎥/s (4.05%) on a 500-yr frequency. The newly proposed CN made the future flood value increase by 9.5 ㎥/s (0.30%) on a 200-yr frequency and 8.5 ㎥/s (0.25%) on a 500-yr frequency. The selection of climate change scenario was the biggest factor that made the flood volume to transform. Also, the impact of change in Huff was larger than that of CN about 13-16 times.
The purpose of this study is to analyze the Tetsugakudo Kouen Collective Housing Development Project in Japan. Project implemented cooperatively by the Tokyo Metropolitan Government in charge of river management, Shinjuku and Nakano-ku responsible for park management, and the UR, a housing project developer. This project set a significant precedent for three-dimensional river use by realizing the three-dimensional integrated development of a flood control reservoir, a park, and collective housing. The major effectiveness of this project can be summarized into four points. 1) The costs borne by individual project developers were significantly reduced by realizing a high degree of application and multipurpose use of the land through a joint project. 2) This project, which was designed to accommodate rainfall of 30 to 40mm per hour, is expected to contribute to reducing flood damage and generating significant investment effects, in terms of asset value in downstream areas, thereby increasing flood control security. 3) Local disaster prevention function were enhanced by providing an evacuation site in the case of an earthquake. 4) The living environment was improved by adding the function of a park.
In this study, a integrated platform applied with various analysis and evaluation models and data collection modules was developed for urban river management. Modules applied to the integrated platform are data collection and provision module, flood analysis module, river evaluation module, and levee breach simulation module, which were selected and applied for efficient urban river management. The integrated platform collects data for application to analysis and evaluation modules from various institutions. The collected data is refined through pre-processing and stored. The stored data is used as input data for each module and is also provided as an Open API through the platform. The flood analysis module is provided to analyze and prepare for floods occurring in cities and rivers. The river evaluation module is used for river planning and management by evaluating rivers in various ways. Finally, the levee breach simulation module can be used to establish countermeasures by deriving a possible damage area due to levee breach through analysis of a virtual breach situation.

Urban flooding occurs in the form of internal-water inundation on roads and lowlands due to heavy rainfall. Unlike in the case of rivers, inundation in urban areas there is lacking in research on predicting and warning through measurement data. In order to analyze urban flood patterns and prevent damage, it is necessary to analyze flooding measurement data for various rainfalls. In this study, the pattern of urban flooding caused by rainfall was analyzed by utilizing the urban flooding measuring sensor, which is being test-run in the flood prone zone for urban flooding management. For analysis, 2019 rainfall data, surface water depth data, and water level data of a street inlet (storm water pipeline) were used. The analysis showed that the amount of rainfall that causes flooding in the target area was identified, and the timing of inundation varies depending on the rainfall pattern. The results of the analysis can be used as verification data for the urban inundation limit rainfall under development. In addition, by using rainfall intensity and rainfall patterns that affect the flooding, it can be used as data for establishing rainfall criteria of urban flooding and predicting that may occur in the future.

Effects of the design flood share of the Kyeongpo retarding basin, which has a function for flood control of the Kyeongpo river assigned to the Kyeongpo prickly water lily wetland, on the Kyeongpo lake and the downstream of Kyeongpo river were analyzed on the bassis of the hydraulic experiments and the numerical simulations using RMA-2 model. Reproducing a complex water flow system of the area of Kyeongpo lake, the unsteady flow simulations were performed. The data obtained in hydraulic experiments were used to determine parameters of the numerical model which simulated the flows for various flood scenarios in the downstream area of Kyeongpo river. With increasing the design flood share rates in the retarding basin, the water level was increased in the lake and is decreased in the river. The characteristics of flood flow interaction between Kyeongpo river and Kyeongpo lake were understood. These results may be used to management the Kyeongpo lake during flood season.
EAP, which is operated on the frame of Risk Alarm 4-stage of National Risk Management Guideline, is a critical method in order to promptly respond to disasters. Korea Flood Control Office issues major and moderate flood alarm at each river station by respectively 50% and 70% of design flood discharge in terms of watermark or sea level, however, the criteria deciding major and moderate floods are vague for field managers to control the disaster situations. On the other hand, Japan and USA use river water level as a main criterion in order to classify the stage of flood disaster, which is higher design flood level than Korea. Thus, the authors analyzed domestic and oversea EAP guidelines and suggested improved criteria showing easy display method and raising the criteria of flood level for reflecting more effective action plans through testing a simulation training on the test-bed.
