  • Weather Radar have played an important role in both precipitation observation and hydrological operations over several countries and evaluated its efficient and necessities for the developed flood management and control. This paper describe the factors influencing the design the hydrological radar network in Korea and develop Hydrological Radar Network Simulation Model (HRNSM) based on GIS and UI system. Moreover, the methodologies for geographical and hydrological feasibility analysis for radar network were provided in detail manner.

  • The most of natural disasters that occur in North Korea are flood, typhoon and damage from heavy rain. The damage caused by those disasters since the mid-1990s is aggravating North Korea's economic difficulties every year. By recognizing the seriousness of the damages from the floods, the North Korean government has carried out the river maintenance, farmland restoration, land readjustment and afforestation projects since the last-1990s, but it has failed preventing the damages. In order to estimate the degree of flood risk regarding damage from chronic floods that occur inveterately in North Korea, this research conducted an additional simulation for rainfall-runoff analysis to reflect the characteristics of the ungauged area that make foreign countries hard to obtain the hydrological data and do not open the topographical data to public. In addition, this research estimates the degree of flood risk by selecting the factors of the hazard, exposure and vulnerability by following the standards of the Intergovernmental Panel on Climate Change (IPCC).

  • The magnitude and frequency of extreme floods are increasing owing to the effects of climate change. Therefore, multipurpose flood management techniques incorporating nature-based solutions have been introduced to mitigate the limitations of flood management and river design methods relying on existing observation data. Nature-based solutions to prepare for such extreme flooding events include ways to retreat the embankment, expand the floodplain, and reduce flood damage. To apply these technologies, adopting appropriate location selection methods based on various evaluation factors, such as flood damage reduction effects, sustainable ecological environments, river connectivity, and physical channel structure enhancements, should be prioritized. Therefore, in this study, the optimal location for implementing the multipurpose floodplain construction project was determined by selecting the location of the floodplain expansion with objectivity in the river waterfront area upstream of Daecheong Dam to downstream of Yongdam Dam. Through the final location determination, the Dongdaeje and Jeogokje sections were included in the optimal location considering both flood damage reduction and water environment improvement.

  • Stormwater reduction plays an important role in the safety and resilience to flooding in urban areas. Due to rapid climate change, the world is experiencing abnormal climate phenomena, and sudden floods and concentrated torrential rains are frequently occurring in urban basins and the amount of outflow due to stormwater increases. In addition, the damage caused by urban flooding and inundation due to extreme rainfall exceeding the events that occurred in the past increases. To solve this problem, water supply, drainage, and water supply for sustainable urban development, the water management paradigm is shifting from sewage maintenance to water circulation and water-sensitive cities. So, in this study, The purpose of this study is to examine measures to increase the resilience of urban ecosystem systems for urban excellence reduction by analyzing the effects of green infra structures and LID techniques and evaluating changes in resilience. In this study, for simulating and analysis of runoff for various stormwater patterns and LID applications, Storm Water Management Model (SWMM) was used.

Utilization of Radar-Raingauge for Flood Management

  • In order to use radar rainfall data for flood management, it is necessary to study and develop a method for optimum error correction to obtain radar rainfall values that agree closely with surface rainfall data. This paper proposes an optimum estimation method for calculating rainfall in a river basin by using data from surface raingauges and radar raingauge systems. This paper also reports on recent applications of radar raingauge systems for accurate simulation of flood discharge based on river basin rainfall values obtained from radar raingauge systems.

  • The increase of impervious surface and development along the river due to urbanization not only causes an increase in the number of associated flood risk factors but also exacerbates flood damage, leading to difficulties in flood management. Flood control measures should be prioritized based on various geographical information in urban areas. In this study, a probabilistic flood hazard assessment was applied to flood-prone areas near an urban river. Flood hazard maps were alternatively considered and used to describe the expected inundation areas for a given set of predictors such as elevation, slope, runoff curve number, and distance to river. This study proposes a Bayesian logistic regression-based flood risk model that aims to provide a probabilistic risk metric such as population-at-risk (PAR). Finally, the logistic regression model demonstrates the probabilistic flood hazard maps for the entire area.

The optimal operation of reservoir systems during flood season (홍수기 저수지의 최적연계운영)

  • Recently, due to the effect of global warming and extreme rainfall, the magnitude of flood disaster and the frequency of flood is rapidly increasing. In order to mitigate the damage of human and property from this kind of meteorological phenomenon and manage water resources scientifically, effective operation of dam and reservoir is very important. In case of Andong dam which was not performed a flood control function needs to develop new types of dam safety management measure because of recent extraordinary flood by typhoons. In case of Andong dam and Imha dam, I am using HEC-5 model in order to apply reservoir simulation. In this case, complex conditions among 100-year floods , 200-year floods and PMF was used. Also, I modified the maximum outflow 3,800m3/s into 3,490m3/s and applied this modified discharge in order to secure freeboard in the downstream. In an analysis that I applied modified outflow by 100-year floods and 200-year floods to, the result showed that river didn't overflow in Andong area but some other places have relatively low freeboard. In the cases that I modified maximum outflow, results showed that freeboard of levee is larger than existed simulation. In the simulation that I applied 200-year floods and PMF to and under a condition connected with PMF, results showed overflowing the levees. Because of the difference between the frequency of dam outflow and the design flood in river, it is required to improve the existed flood plan in the downstream of Andong dam. As a result of this study, the optimal operation of reservoir systems can be proposed to mitigate the flood damage in the downstream of Andong dam and also can be used to establish the flood plans.

  • Flood damage is occurring all over the world, and the number of people living in flood-prone areas reached 86 million, a 25% increase compared to 2000. These floods cause enormous damage to life and property, and it is essential to decide on an appropriate evacuation in order to reduce the damage. Evacuation in anticipation of a flood also incurs a lot of cost, and if an evacuation is not performed due to an error in the flood prediction, a greater cost is incurred. Therefore, in this paper, we propose a flood risk determination model using the CNN model to enable evacuation at an appropriate time by using the time series data of precipitation and water level. Through this, it is thought that it can be utilized as an initial study to determine the time of flood evacuation to prevent unnecessary evacuation and to ensure that evacuation can be carried out at an appropriate time.

A Research on Application of Flood Simulation at Ungaged Basin for Water Management in the Ara River (아라천 물관리를 위한 미계측 유역 홍수 모의 적용성 고찰)

  • For efficient water management in the Ara River during the flood season, applicability of flood simulation model in the ungaged Gulpo watershed has been tested. In the Gulpo River watershed, fundamental hydrologic data such as water level and flowrates are very limited and selection of the reliable hydrologic parameters are very important for model application. This study tested reliability of parameters estimated using the empirical equation based on the HEC-HMS runoff simulation. Also coupled with HEC-RAS hydraulic routing model, simulated flowrates from HEC-HMS has been compared with the observed water levels collected at the upstream and downstream of the Gyulhyun Weir station during the flood event in 2010. Based on this information, stage-discharge curve has been developed and its reliability has been tested for flood event in 2011.
