Real-Time Flash Flood Evaluation by GIS Module at Mountainous Area (산악에서 돌발홍수예측을 위한 지리정보시스템의 적용)

  • The flood is the most general and frequently occurs among natural disasters. Generally flood by the rainfall which extends superexcellently for the occurrence but flash flood from severe rain storm gets up an absurd drowsiness at grade hour. This paper aims to 1 hour real-time flash flood and predict possibility at the area where is the possible flood will occur from the rainfall hour mountain after acquiring data in GIS(Geographic Information System) base by GcIUH(Geomorphoclimatic Instantaneous Unit Hydrograph). The flash flood occurrence is set up at 0.5m, 0.7m and 1.0m in standard depth. And this study suggests standard flood alarm which designed by probable flood according to duration time. The research result shows real-time flash flood evaluation has the suitable standard in the basin when comparing with the existing official warning announcement system considering topographical information.

  • Global Flood Alert System (GFAS) is an attempt to make the best use of satellite rainfall data in flood forecasting. The project of GFAS is promoted both by Ministry of Land, Infrastructure and Transport-Japan (MLIT) and Japan Aerospace Exploration Agency (JAXA), under which Infrastructure Development Institute-Japan (IDI) has been working on the development of Internet-based information system and just launched trial run of GFAS in April 2006 on International Flood Network (IFNet) website. The function of GFAS is to connect space agencies and hydrological services/river authorities in charge of flood forecasting and warning by providing global rainfall information in maps, text data e-mails and so on which is produced from binary global rainfall data downloaded from National Aeronautics and Space Administration (NASA) website. Although the effectiveness of satellite rainfall data in flood forecasting and warning has yet to be verified, satellite rainfall is expected to play an important role to strengthen existing flood forecasting systems by diversifying hydrological data source.

A Forecasting Model for the Flood Peak Stage and Flood Travel Time by Hydraulic Flood Routing

  • The peak flood discharge at a downstream station and the flood travel time between a pair of dams due to a specific flood release from the upper reservoir are computed using a hydraulic river channel routing method. The study covered the whole large reservoir system in the Han River, Korea. The computed flood discharges and the travel times between dams were correlated with the duration and the magnitude of flood release rate at the upstream reservoir, and hence a multiple regression model is proposed for each river reach between a pair of dams. The peak flood discharge at a downstream location can be converted to the peak flood stage by a rating curve. Hence, the proposed regression model could be used to forecast the peak flood stage at a downstream location and the flood travel time between dams using the information on the flood travel time, release rate and duration from the upper dam.

  • With increasing astronomically damage costs caused by frequent and large-sized flood, a hazard map containing comprehensive analysis results such as inundation trace investigation, flood possibility analysis, and evacuation plan establishment for flooded regions is a fundamental measure of non-structural flood prevention. Though an inundation trace map containing flood investigation results occurred by typhoon, rainfall and tsunami is a basic hazard map having close relationship with a flood possibility map as well as a hazard information map, it is often impossible to be produced because of financial deficiency, time delay of investigation, and the lack of maintenance for flood traces. Therefore, this study proposes the accuracy enhancement procedure of inundation trace map with flood damage information and three-dimensional Digital Elevation Model (DEM) for the past frequent flooded regions according to a guideline for inundation trace map of National Emergency Management Agency (NEMA).

  • Flood damage is occurring all over the world, and the number of people living in flood-prone areas reached 86 million, a 25% increase compared to 2000. These floods cause enormous damage to life and property, and it is essential to decide on an appropriate evacuation in order to reduce the damage. Evacuation in anticipation of a flood also incurs a lot of cost, and if an evacuation is not performed due to an error in the flood prediction, a greater cost is incurred. Therefore, in this paper, we propose a flood risk determination model using the CNN model to enable evacuation at an appropriate time by using the time series data of precipitation and water level. Through this, it is thought that it can be utilized as an initial study to determine the time of flood evacuation to prevent unnecessary evacuation and to ensure that evacuation can be carried out at an appropriate time.

  • The important factors in a flood simulation are hydrologic data (such as the rainfall and intensity), a threedimensional terrain model, and the hydrologic inundation calculation matrix. Should any of these factors lack accuracy, flood prediction data becomes unreliable and imprecise. The three-dimensional terrain model is constructed based on existing digital maps, current map updates, and airborne LiDAR data. This research analyzes and offers ways to improve the model's accuracy by comparing flood weakness areas selected according to the existing data on flood locations and design frequency.

  • A systematically structured 3D information model can be effectively utilized in many application fields. This study presents the methodology of generation and application of the city information model, which is suited for the management of the flood damage information. To ensure the interoperability and re-usability of the information, this study develops application methodology to utilize the information attributes included in the CityGML as an open standard data schema and extension methodology for additional information attributes. Also, an effective combining method for topography and building model was proposed. Using the data extracted from the combined information model based on a real flood damage case, it was shown that the numbers of casualties and isolation during a flood can be predicted and as a result, the applicability of the data model on flood damage estimation is naturally verified.

  • For the reduction of flood damage, it is necessary to analyse shelter activities of local residents and to publish information of floodings, In this paper the control factors of individual refuge activities which are major activities to save peoples lives against floodings have been estimated. Decision making factors for mental refuge activity by the questionnaire survey were classified into two categories: internal and external ones. Furthermore, the behaviour patterns of residents for flood risk related to geographical and social factors were derived by the quantification method n. Since spatial layered information using GIS were corrected and estimated to serve citizen's consensus due to flood disaster, it would aid reduction and minimization of flood risk.d risk.

The Study of Flood Simulations using LiDAR Data (LiDAR 자료를 이용한 홍수 시뮬레이션에 관한 연구)

  • The purpose of this paper is forcasting of flooding area using LiDAR surveying data, and flood map for damage prevention is established for this purpose. Teahwa river at Ulsan city was chosen as test area and the flood simulation was produced in this area. For the flood simulation, each DEM using LiDAR data and digital map was established and then HEC model program and MIKE program was used to decide the amount of flood flowing and flood height. To improve the rainfall-overflow simulation confidence using inspection comparison of LiDAR data this paper analyzed and compared the LiDAR DEM accuracy and 1/5000 digital map DEM. The height accuracy is important factor to make flood map, however, LiDAR survey execution of all river area is not economic so, LiDAR survey execution of only important area is possible to be make high accuracy and economic flood map. The expectation effect of flood simulation is flood damage prevention and economic savings of recovery cost by forcasting of rainfall-overflow area and establishment of counter-measure.

Flood Damage Assessment According to the Scenarios Coupled with GIS Data (GIS 자료와 연계한 시나리오별 홍수피해액 분석)

  • A simple and an improved methods for the assessment of flood damage were used in previous studies, and the Multi-Dimensional Flood Damage Assessment (MD-FDA) has been applied since 2004 in Korea. This study evaluated flood damage of dam downstream using considering MD-FDA method based on GIS data. Firstly, flood water level with FLDWAV (Flood Wave routing) model was input into cross section layer based on enforcement drainage algorithm, water depth grid data were created through spatial calculation with DEM data. The value of asset of building and agricultural land according to local government was evaluated using building layer from digital map and agricultural land map from landcover map. Also, itemized flood damage was calculated by unit price to building shape, evaluated value of housewares to urban type, unit cost to crop, tangible and inventory asset of company connected with building, agricultural land, flooding depth layer. Flood damage in rainfall frequency of 200 year showed 1.19, 1.30 and 1.96 times to flood damage in rainfall frequency of 100 year, 50 year and 10 year respectively by flood damage analysis.
