The Impact of Labor Flexicurity Policy on the Labor Market Performance in the OECD countries (노동의 유연안정화 정책이 노동시장에 미치는 영향분석 - OECD 국가를 중심으로 -)

  • The outstanding performance of some nations in Central and Northern Europe such as Denmark and the Netherlands in the labor market is much indebted to their policy to help labor flexicurity. In this study, the possibility of replicating the Dutch or Danish performance in the labor market is explored in case of adopting such policy in the 22 OECD countries. If implementing the flexicurity policy in the 22 member countries of the OECD leads to strong performance in the labor market, this policy can be globally shared as universal labor policy to provide a win-win situation among the labor, management and the authorities on the matter, paving the way for replacing the Anglo-Saxon policy characterized by high flexibility and low security, or the European alternative with a lower level of flexibility and a higher level of security. According to findings from our research, flexicurity policy can not produce any tangible accomplishments in the labor market by only itself. Therefore, we may safely reach the conclusion that flexicurity policy has a limited positive influence on the labor market of some northern or central European countries. Given the striking difference in inherent conditions between such European countries and OECD countries, it is not sensible for OECD nations to adopt labor policy in the direction of flexicurity.

New DNA of the Korean welfare state: Towards social liberalism and freecurity (한국 복지국가의 새로운 DNA: 사회적 자유주의와 자유안정성을 향하여)

  • The Korean welfare state has achieved remarkable development during the last two decades, but simultaneously we have witnessed growing prevalent social conflicts and exclusion in the society. This research argues that the source of current problems lies in the nature of the Korean welfare regime, so called, 'paternalistic liberalism'. The paternalistic liberalism has been formulated by the combination of legacies of the developmental state and neo-liberalism. Paternalism with the growth-oriented and employment-centered approach has been a significant factor to restrict individuals' freedom and happiness in the Korean welfare state. It has also been embedded in the Korean welfare state such as social insurance, workfare programs, and centralized social services. In this context, this research proposes social liberalism, pursuing real freedom for all, as a new paradigm for the Korean welfare state. Breaking from the old path, Freecurity, combining freedom and security, which is argued to be the upgraded version of flexicurity, is also newly proposed as the operating model of social liberalism.

Political Economy of Inequality Mitigation : Experiences of Netherlands and Denmark (불평등 완화의 정치경제 : 네덜란드와 덴마크의 경험)

  • This study examines how the Netherlands and Denmark lowered the increase in income inequality, at a period in time when income inequality in the world was deepening. This study investigates the level and trend of income inequality in the Netherlands and Denmark compared to those in Korea, the United States, Germany and Sweden. Using the method of the decomposition of changes in income inequality, this study identifies which factors are associated with the changes in inequality in these countries. It also explores which labor market policies mitigated inequality in these two countries. One of the major reasons for the reduction in earned income inequality in the Netherlands is the increased participation of women in economic activity through the increase in voluntary part-time working. In particular, the policies designed to promote equal treatment between full-time and non-regular workers contributed to the active participation of women in part-time work. Using active labor market policies, Denmark improved the proficiency of low skilled and low-wage workers, thereby alleviating the wage gap between high-income and low-income workers. Based on the experiences of the Netherlands and Denmark, this study discusses policy directions to mitigate income inequality in Korea.
