The rising spate of piracy in Nigeria's territorial waters has become a burden on the economic development of the country. It has adversely affected the exportation of crude oil, which is the mainstay of the country's economy. Pirates target and hijack vessels carrying oil and gas, thus reducing the revenue accruable to the country from selling these resources. Piracy also affects the fishing industry which is another source of revenue to the country. Nigeria, as an import dependent country, relies on the importation of finished goods, and this is seriously affected by piracy. This study briefly examines the root causes of piracy in Nigeria. Further, the study interrogates the effects of piracy, identifies the challenges in the suppression of the crime and proffers suggestions toward suppressing the crime in the country. Against this backdrop, the study argues, among other things, that an expansive definition of piracy is key in the fight against this maritime crime in Nigeria, because the present legal regime is restrictive and limited in scope, thus, it does not reflect the modern piratical acts. More importantly, Nigeria must criminalise piracy in its domestic law in other to police its territorial waters, capture and prosecute pirates in its local courts.
The fisheries industry has led the Korean economy, and has been achieving high-level position in the world. However, this industry meets aging, low growth and profit. In order to overcome this critical situation, it is needed to understand the overall status of industry. In industry level, most of previous researches focused on ocean industry rather than fisheries. In addition, scholars have been getting a lot of attention about fisheries cooperatives, fishing-ports, methods of fishery, and manufacturing process in fisheries sector. The aim of this research is analysis of domestic fisheries industry's managerial performance using data envelopment analysis(DEA) considering operating and scale view. Furthermore, the comparative analysis is performed by firm size, and industry type. In results, fisheries industry's managerial performance is not high, overall. In more detail, most of big size firms are under decreasing returns to scale(DRS) status. Fishery processing industry's performance is low, and fishery distribution industry has the best performance. This paper suggests that transferring operating capability from big firms to small firms, and policy supports and firm's activities should be accompanied for high-value added in fisher, and fishery processing industries.
The studies on Daedonggye(大同契), by this time, have been mainly researched focusing on the ruling system of country villages related to 'King(王)-local governor(守令)-noble family(士族)' in Chosun Period. The result of it is that it made a great contribution to reveal the operation of country society and substance of the ruling class but made it wholly lacking studying on the organization of Daedonggye in fishing villages especially and the social structure after the opening of ports. The residents in Noryeokdo have operated Daedonggye for about 80 years from 1925 up to now. Anyone who is a householder in Noryeokdo has been a participant in a member of it. The reason is that the participation in Daedonggye is the most basic requisite to lead the community life of the fishing village. It was investigated in this study that the residents operated their Daedonggye in what way in the 20th century and what motive made them keep it prolonged for a long time up to the 21th century.

Recently, the number of tourists using cruise ships in Korea is increasing. and an big cruise ship with an gross tonnage of 160,000 tons or more has entered the domestic ports. Therefore, the government has been making a lot of efforts to confirm the cruise infrastructure for revitalization of the domestic cruise industry. However, there are no standards for cruise ship specifications and water facilities in the domestic port and fishery design standards. Currently, construction of dedicated cruise facilities is under way in major domestic ports. However, due to lack of specifications and domestic standards for cruise ships, it is difficult to design and license special facilities. Therefore, in this study, PIANC rule and domestic harbor and designing standard of fishing port were compared and analyzed in order to present the standard specification of cruise ships. And analyzed the representative linearity of cruises currently being operated. As a result of the ship characteristics analysis, There was a difference in coastal passenger ship in specifications and ship maneuverability. Therefore, in order to design facilities dedicated to cruising, the specifications of the target ship must be included in the domestic design standard. In addition, in order to calculate the scope of the target ship, I applied the coverage rate of 75% to the average specification value of the cruise ship and presented the standards of the cruise ship and the standard of the water area facilities.
The compositions of ethnic groups in Macau vary with time. Prior to the opening of the port, the majority of the residents in Macau were Chinese people, including those living on land and at sea. After the port was opened, with the increase of Portugal businessmen and missionaries, the population was divided into Chinese people and foreigners (so-called 'Yiren' or 夷人 in Chinese). Chinese people living on land were mainly of Hakka, Fujian, and Cantonese descent. Those living at sea were referred to as 'Tanka People' (named 'Danmin' or 蜑民in Chinese). They lived on floating boats for their entire lives and were similar to the 'drifters' in Japan. Since modern times, many refugees from mainland China and Southeast Asia flooded into Macau due to warfare. The development of industrialization required a larger number of laborers, and some 'coolies' entered Macau in legal or illegal ways, making it a multi-ethnic city. However, the Tanka people were not considered a minority ethnic group under the national ethnic policy of 56 ethnic groups since they did not have an exclusive language and shared dialects in different regions. As the ports inhabited by Tanka people gradually restored foreign trade, the boats and stilt houses used by Tanka people were dismantled to expand the infrastructure area of the ports. Many Tanka people began to live on land and marry people on land, leading to the disappearance of the Tanka group in Macau. The fishing boats and stilt houses used by Tanka people have also disappeared, with only a few remaining in areas such as Pearl River Delta and Hong Kong. This paper examines the natural and social environment of Tanka people in Macau from the Ming and Qing dynasties to the Republic of China, as well as the adaptive changes they adopted for the aforementioned environment in terms of living space and architectural type, on the basis of summarizing the historical activities of Tanka people. Finally, this study provides a layout plan and interior structure of the most commonly used boat for Tanka people from the Ming and Qing dynasties to the Republic of China, with the use of CAD and other technical software, along with reference to written historical documentation, and provides a case study for further research on the architectural history of Macau's inner harbor cities, from anthropological and folklore perspectives.

The small harbors and fishing ports in Korea have less economic efficiency if the previous construction method of breakwater would be utilized due to bad ground conditions in spite of low design waves. Therefore, it is necessary to develop a new type breakwater economically applicable to the cases with low design wave. In this study, a soldier pile type breakwater, which is found to be economic and can be easily constructed on the ground without any need of treatment of the ground, was newly introduced. The effects of embedded depth, reinforcement methods as well as pile types including saw type and flat type on the lateral behavior of the proposed breakwaters installed in loose sandy soils were investigated from model test. The test results revealed that the lateral resistance increases by increasing the embedded depth and by adopting the reinforcement techniques such as raker and anchor. Furthermore, it was also verified that the saw type breakwater shows better geotechnical performance than the flat type breakwater.
Commercial wind farm design tools and the national wind map are used to determine the implementation potential of offshore wind power in Korea in this study. For this, the territorial waters of Korea were divided into nine analysis regions and a commercial CFD code was used to obtain wind resource maps at 100m A.S.L. which is the hub height of a 5MW wind turbine used in this study. With the wind resource obtained, factors including water depth, distance from substations, minimum and maximum capacity of a wind farm, distance between turbines and wind farms were considered to determine wind power potential. Also, the conservation areas, military zones, ports, fishing grounds, etc. were considered and excluded. As the result, a total capacity of 6,720 MW was found to be the implementation potential and this corresponds to $3.38MW/km^2$ in API. Also if the distance from the substation is not considered, the potential increased to be 10,040 MW. This offshore wind farm potential is considered enough to satisfy the target of wind farm capacities in the 7th national plan for electricity demand and supply.
In fisheries financing before the liberation of Korea, the accommodation of funds through modern monetary facilities was hardly benefited to most of small-scale Korean fishermen except Japanese fishermen living in Korea and some large-scale Korean fishermen. In fact, since Korean economy was only in the beginning stage of capitalism free from natural economy in the end of Yi Dynasty, it was natural that the supply of funds should be lacked. But after the opening of ports in Korea, the external shapes in Korean society were slowly changed according as heteronomous modernization was pushed forward by means of western capitalism and the intentional invasion of Japanese was gradually weighed. Thus all kinds of fishing equipments and technique were developed by dint of modernization, and modern monetary facilities also came into being. But most of Korean fishermen were hardly benefited by modern monetary facilities. Fishermen who were faced with destitution of funds were forced to rely upon high interest loans in order to make a living or maintain fisheries, and they were severely exploited by usurers. The situation was the same in the period of Japanese imperialism. Japanese felt the necessity of advancement of Korean fisheries and established fisheries institution suitable for all kinds of colonial fisheries policy toward Korea so that they could build up the foundation according to the development of capitalism and carry out the Russo-Japanese War and the Sino-Japanese War. There were a series of bottlenecks in financing on account of the deficiency of fisheries institution in the beginning of Japanese imperialism, but the financial pressure was lightened because the arrangement of institution greatly contributed to the smoothness of fisheries financing in the latter part of it. Despite such improvement of financing, the benefit of funds could not equally reach to all the fishermen. It only reached to Japanese fishermen living in Korea and some large scale Korean fishermen. Thus most of korean fishermen could not free themselves from destitution of financing and the pressure of high interest loans. This phenomenon took place because Korean fisheries had the antinomic characteristics that financial restriction was excessive owing to the industrial speciality of fisheries, on the other hand there was a large financial demand in fisheries in the character of industry.

Since July 2006, marine traffic safety management system have been enforced to support the vessels transiting across the coastal area and the vessels coming in and out of ports in southwestern coastal area where heavy traffic density and marine casualties occurred frequently. The marine traffic volume for the marine traffic environmental assessment was measured by the information from RADAR and AIS system in the area. The distributions of marine casualties were analyzed in the main routes and traffic separation schemes during the last five years and the navigational dangerous elements were investigated with the influence of natural environment, the distribution of fisheries and survey questionnaire. Marine accidents of merchant ships have a tendency to decrease gradually but in case of fishing boats, the rate of marine accidents have a contrary results in this area during the last five years. The dangerous elements on navigation appeared to be the dense force from June to August, fisheries activities and the vessels which not follow the compulsory watch on VHF-band radio communication equipments.

In Korea, five major ports have been designated as sulfur oxide emission control areas to reduce air pollutant emissions, in accordance with Article 10 of the "Special Act on Port Air Quality" and Article 32 of the "Ship Pollution Prevention Regulations". As regulations against vessel-originated air pollutants (such as PM, CO2, NOx, and SOx) have been strengthened, the Ministry of Oceans and Fisheries(MOF) enacted rules that newly built public ships should adopt eco-friendly propulsion systems. However, particularly in diesel-electric hybrid propulsion systems,the demand for precise control schemes continues to grow as the fuel saving rate significantly varies depending on the control strategy applied. The conventional Power Take In-Power Take Off(PTI - PTO) mode control adopts a rule-based strategy, but this strategy is applied only in the low-load range and PTI mode; thus, an additional method is required to determine the optimal fuel consumption point. The proposed control method is designed to optimize fuel consumption by applying the equivalent consumption minimization strategy(ECMS) to the PTI - PTO mode by considering the characteristics of the specific fuel oil consumption(SFOC) of the engine in a diesel-electric hybrid propulsion system. To apply this method, a specific fishing vessel model operating on the Korean coast was selected to simulate the load operation environment of the ship. In this study, a 10.2% reduction was achieved in the MATLAB/SimDrive and SimElectric simulation by comparing the fuel consumption and CO2 emissions of the ship to which the conventional rule-based strategy was applied and that to which the ECMS was applied.
