The purpose of this research was made to suggest the improvement for problems of indication subject of Fisheries & Maritime High School teacher's certificate issued by the operation of the 7th national curriculum in 2000. After analyzing the integrated indication subjects related with fisheries & Maritime high school, among the middle school teacher's 24 subjects of industrial world, the problems and improvements can be arranged as followed. Firstly, the subjects of fisheries & Maritime high school teacher's certificates are fishing industry, aquiculture, sailing, engine and freezing and new subjects are ocean shipping and ocean logistics. Because the teacher's certificate was changed to integrated indication subjects, there were problems of teacher cultivation, teacher hiring, etc. So, in the actual field of school, teacher cultivating university and related department are necessary to strengthen high-quality majoring education/subjects and practical education as well as need to establish teacher cultivating system by teacher cultivating organization's evaluation system and teacher cultivating education program related by differentiation and easiness of majoring characterization. Secondly, teacher cultivating for new departments and new subjects can apply related major system, free major system, etc. Thirdly, if professional high schools find majoring areas whose content is same one another and introduce common indication subject system, it will be helpful to improve the quality of teachers, teacher certification examination, etc. of professional area.
I have outlined the history of Korean Fisheries Co - coperatives and its economic and noneconomic contribution to Korean Fisheries. But in order to overcome new economic world trend that is emerging now with the beginning of the WTO Korean Fisheries Co - operatives should change itself. It can be summarlized as follows. (1) The early Korean Fisheries Co - operatives was monopolized by Japanese under the Japanese colonial rule. (2) The modern Korean Fisheries Co - operatives was organized in 1962. 4. 1 by Korean government. (3) Korean Fisheries Co - operatives was weak in democratic management because of socioeconomic bad condition. (4) In spite of the dependence on the government financial aid Korean Fisheries Co - operatives has contributed to the fisheries development. (5) At the aid of the credit undertaking economic project was enlarged greatly, (6) With the close of the UR talks we cannot but open out fisheries market. So we are in condition that must enforce out fisheries compatability. especially, \circled1 Improvement of fisheries structure to enlarge management scale \circled2 Increase of productivity in fishing ground \circled3 The continuous endeavour to positive marine resourses making (7) Reorganization of fisheries, for example fisheries system or fisheries structure (8) Reexamination of the organization and operation of Korean Fisheries Co - operatives. And taking a proper step to improve their weak points. (9) The strengthening of the activity of investigation and study in centural Fisheries Co - operatives (10) It needs a special study to establish a few target or object in the management of Fisheries Co - operatives. When we could solve these ones mentioned above our fisheries will develop again.

For the structure of VMS by converting on digital the position reporting of departure fishery ship in the fishery communication that be required the management & operation of information in organizational. In particular, Must be made the regional & concentrational of the position reporting information. The division of region is considered to the circumstance of radio wave, fishing area, quantity of fishery ship and communication traffic etc., which is capable to the DB of VMS by be concentrated in oeadquarters, which is acquisition the position reporting information of respective region. In this study have designed for building of fishery information network and automatic transmission of the position reporting information from a fishery ship.
The Fisheries Business Administration Society of Korea(FBASK), with Dr. Jeong-yoon Choe as its president, and the The Japan Regional fisheries Society of Japan(JRFS), currently headed by Dr. To-ru Kurada, jointly held a symposium on 25 June, this year(1999) at international conference hall of Lotte Hotel, Pusan, Republic of Korea. The symposium, with its theme being as “the fisheries's vision in 21th century”, attracted 150 participants, including scholars specialized in the field of fisheries social science from both sides, officials from both sides, officials from the Ministry of Marine and Fisheries of Korea, and representatives of Korea fishing industry. Among those, 11 scholars, with membership of FBASK or JRFS, presented their papers or took part in discussion at this symposium. It was anticipanted that this symposium would provided new opportunities for the expansion of academic exchange between Korean and Japanese fisheries experts. This paper reviews the background, the operation, performance, and outcomes of the symposium and the paper is structured as follows ; 1. the background under which this symposium was held ; 2. the selection of the symposium's theme ; 3. the presentation and discussion at the meeting ; and 4. the preformance and outcomes of symposium

Korea ocean research stations manage the weather and environmental data collected from coastal and ocean areas to provide short-term and long-term ocean forecasts. The purpose of this paper is to analyze and quantify economic benefits of the ocean research stations with sensors to observe physical, chemical, and biological data. The construction and operation of an integrated ocean observation station is expected to reduce uncertainty about ocean and coastal areas and to improve the quality of ocean forecasts. The economic benefits are mainly come from improved search and rescue operations, ocean pollution management, yellow dust management, and improved productivity in ocean-related industries. In addition, an input-output analysis is performed to evaluate the economic impacts of ocean research stations nationwide. The analysis shows that the system can contribute to industries such as fishing, maritime and air cargo, medical and health care.

A 1.6-year-old, intact male beagle dog was presented with three day history of odynophagia and anorexia. According to the history and radiographic findings, the patient was diagnosed with esophageal and gastric foreign body due to ingesting fishhooks. Gastroesophagoscopy revealed that one fishhook located in the thoracic esophagus cranial to the heart base and the other located in the cardia region were connected with a single fishing line. Gastrotomy was performed to remove the fishhook in the cardia region and to sever the connecting fishing line. After gastrotomy, endoscopic attempts to remove the esophageal fishhook with a three, five pronged endoscopic grasping forceps, and a biopsy were unsuccessful because the fishhook was embedded deeply in the mucosa membrane. A handmade cerclage wire(16G) shaped like a snare forceps was advanced into the esophagus while visualizing the fishhook endoscopically. The cerclage wire was used to hang and retract the foreign body. The fishhook was retracted orally, resulting in successful removal. Ten days after the operation, the patient fully recovered and was discharged.

The purpose of this study was to obtain information about the type of drones suitable for the management of entrants and entrants of islands in the marine national park. The research sites were 25 islands in the Hallyeohaesang National Park. The target islands were divided into three zones, and were investigated with different types of drones. The survey period was from October to November, 2019. As a result of the operation of drone airframe, drone with fixed wings was found to be favorable for the management of marine parks in medium and long distances compared to other types, but stopping flights for broadcasting was found to be unsuitable. Drone with rotational wings was found to be suitable for image acquisition and broadcasting through close flight. However, it was deemed suitable for short and medium distance flights because of the fast battery consumption. In the case of helicopter rotorcraft drone, image acquisition and broadcasting were possible, but noise and vibration caused by propellers were disadvantageous. The number of entrants to the islands totaled 410 and the main act was fishing. The proportion of entrants to the islands in Area A was higher than that of other areas, and thus it was deemed more necessary to manage the area. Broadcasting was found to have had a positive effect on the management of fishers.

A small hydraulic winch system with an automatic tension control unit was designed to improve the work efficiency of coastal small vessels and the dynamic response characteristics of the winch system operated in the open loop condition was investigated. The inlet and the outlet pressures in hydraulic motor, the torque and the rotating speed of winch drum were measured as a function of time, and the behaviour in autotension mode for stepped load changes was analyzed. The results obtained are summarized as follows : 1. The developed winch system for coastal small vessels will result in better fishing with improved efficiency and lower manpower consumption by remote control of winch system. 2. The rotating delay times of winch drum for on/off operations of solenoid valve were 0.09 see at CW mode and 0.04 sec at CCW mode, respectively. After the solenoid valve was controlled, response characteristics were unstable slightly but showed good tracking behaviour over short time. 3. The driving torque of winch system in autotension mode was kept almost constant of 55.9 kgf·m, and 11.1 then the rotating speed of winch drum was kept almost constant of 5.1 rpm in the larger torque than 55.9 kgf·m and 11.1 rpm in the lower torque than that. 4. The 5% settling times in the transient response characteristics of autotension mode under rapid increasing and decreasing conditions of load were 0.12 sec and 0.2 sec, respectively, and then the rotating speeds were 11 rpm and 5.3 rpm, respectively. 5. The tracking behaviour of torque and rotating speed by remote control operation were stable within 0.23 sec at CW mode and 0.37 sec at CCW mode, respectively.
The purpose of this study is to find out the impacts of VTS on the marine safety and users' opinion on the VTS which have been being operated in the port of Pohang for the last 3 years and is to suggest a guideline to the successful operation of VTS in the future. This study is based upon the questionnaire survey and the respondents include 236 masters/mates of merchant vessels who have visited the port of Pohang and 6 pilots who have been working in the port. From the questionnaire results, this study notes the following conclusions related to the VTS operations. (1) A few of the respondents (mainly foreigners) do not understand the entering procedure of the port and the fundamental concept of VTS. Accordingly, the more active VTS services have to be provided for the mariners. (2) It was found that themost dangerous factors in tehvicinity of the port were the floating materials, fishing nets, andillegal fishing activities inthe fairway. Therefore, the proper surveillance, stricter enforcement of Acts and the instructive education for the fishermen are required to avoid the risks. (3) A majority of the respondents agreed the VTS has contributed to the safety of vessel traffic, and they pointed out ' the assiatances in reduced visibililty conditions' is the most important task of VTS. The amount of 75.6% of the respondents answered that they have experienced the assistance from VTS more than 1 time since the system was established in the port of Pohang . Also 44.2% of the respondents considered they were able to avoid marine casualties such as collision, ramming or agrounding with the VTS assistances. (4) 49.2% of the respondents preferred the passive information services , while, 38.8% of them preferred the positive control advices in the case of encountering any potential risks. VTS iperators have to consider seriously when they provide the positive control advices of ship's course and speed. (5) A majority of the respondents confirmed that the prot and its approaches is suitable for the VTS coverge . To extend the service areas of the VTS and to improve radar detecting ability, the use of radar transponders are seen as the ideal method. (6) A minority of the respondents pointed out 'the improper orders or recommendatinos caused by the poor decision making' firstly, ' the language problem(sea-speaking in English)' secondly, as the deficiency of personal qualification. It seems, therefore, theat the personal efforts of the operators and systematic training programmes for them are necessary to solve the problems.
