The Effects of Free Trade Agreements on Korea's Fishery Products Import Market Integration (자유무역협정(Free Trade Agreements : FTA)이 국내 수산물 수입시장통합에 미친 효과)

  • Although the main objective of Free Trade Agreements (FTA) is market integration among member countries, there are limited studies supporting this impact. Our study explores whether FTA has enhanced market integration between South Korea and its FTA partners, focusing on South Korea's fishery product import market. We investigate two research questions concerning FTA impacts: first, whether trade costs declined when South Korea imported fishery products from its FTA partners after the FTA; second, if the speed of the convergence of South Korea-its FTA partners'price differential of imported fishery products on trade costs result to occur more quickly after the FTA. To determine these outcomes, we utilize a Threshold Autoregressive Model covering the sample periods from January 2002 to April 2017. Our findings demonstrate the effects of FTA on market integration are different among FTA partners. FTA has enhanced the market integration between South Korea and Norway, Vietnam, and Spain, respectively, but not for others. Therefore, we find positive evidence of FTA on fishery import market integration between South Korea and Norway, Vietnam and Spain, respectively.

  • The purpose of this study is to measure the productivity of fisheries in China's coastal areas (including inland and marine fisheries) and to analyze the factors influencing the development of fishery economy in each province by comparing regional differences. The input indicators used for efficiency analysis are fish farms, ships and staff numbers, and the output indicators are fish catch and net income. In this paper, we used six years of data from 2013-2018 and DEA-Malmquist index was used to analyze the efficiency of coastal fisheries production in 11 areas of China's coast. According to the analysis from 2013 to 2018, the fishery output efficiency in China's coastal areas has improved to some extent, but most provinces and regions are characterized by technological progress, and the technological efficiency still needs to be further improved. The conclusion can provide reference for the development planning and policy measures of regional fishery industry in China's coastal areas.

  • Agro-fishing villages of agriculture and fishery are suffering deepening gap with urban areas due to depreciation from their products market opening pressure. They are facing problems of decreasing and aging population, poor settlement environment, etc. and losing their vitality for their low productivity and lack of young labor force. These issues of agro-fishing villages of agriculture and fishery are divided in so various items and classes that it is plausible to approach in a way to connect each issue in a small frame of each by selecting sub topics according to each item and each class rather than to solve the issues in a large frame. Chungchungnam-do is approaching the issues through 3 agro innovations(agro fishery, agro fishing villages, agro fishing people) in local government level and Durae enterprises are solving local problems through the self supporting residents' community business by utilizing local resources. This study is to draw clues and solutions to vitalize agro fishery villages through community businesses by detailed reviews and research on cases of Durae enterprises' characteristics and their vitalizations and provide a new alternative plan to agro fishery villages losing their vitality and demolishing their communities.

The fishery info17nation communication system is build up to the raw data & process-network-content. The communication system must be small size, low cost and adapted SSB transceiver, that is using fishery shipping. In this paper We present digital data communication network to exchange information for fishery and safety between fishing ship and coast station in cheeper communication fee using SSB in HF band.

Economic Damage Assessment of Coastal Development using Dynamic Bioeconomic Model

  • This article analyzes the interdependency between nonrenewable marine sand resources and renewable fishery resources by the developed dynamic bioeconomic model. The developed bioeconomic model is applied to a case study of efficient sustainable management for marine sand mining, which adversely affects a valuable blue crab fishery and its habitat in Korea. The socially-efficient extraction plan for marine sand and the time-variant environmental external costs to society in terms of diminished harvest rate of blue crab are determined. To take into account long-term effects from destroyed fishery habitat, a Beverton-Holt age structure model is integrated into the bioeconomic model. The illustrative results reveal that the efficient sand extraction plan is dynamically constrained by the stock size of the blue crab fishery over time. Thus, the dynamic environmental external cost is more realistic resource policy option than the classical fixed external cost for determining socially optimal extraction plans. Additionally, the economic value of bottom habitat, which supports the on- and off-site commercial blue crab fishery is estimated. The empirical results are interpreted with emphasis on guidelines for management policy for marine sand mining.

  • This study discusses the development structure of China's Marine Fisheries in the East China Sea. China's marine fisheries have developed since the 1980s along with it's economic expansion. The total catch in the East China Sea has increased especially during the 1990s. The Chinese fishery has developed remarkably through individual management, expansion of their fishing grounds from inshore to off-shore, and increase of the catch in both pelagic and bottom species. In other words, the trawl fishery in China has led to higher production. We can say that the progress in Chinese fisheries is the result of their expansion policy. Their boats have been coming closer and closer to the Japanese and Korea fishing grounds during the 1990s. Chinese fisheries is exploiting the low cost and thus strengthening its quantity. Based on rising fish price, expanding domestic fish markets as well as expels, China is enjoying the high income. However, in trawl fishery, productivity is stagnant and profit is going down due to the rising cost. In accordance with the new 200 mile EEZ system in the East China Sea, China's fisheries will be restricted mostly by the new regulation which requires the reduction of fishing efforts and the application of resource management.

Empirical Evidence on the Integration of Major Fishery Product Import Markets in South Korea: Focus on Frozen Pollock, Frozen Long Arm Octopus, and Frozen Hairtail (국내 주요 수산물 수입시장의 통합정도 : 냉동명태, 냉동낙지, 냉동갈치 시장을 중심으로)

  • This study examines whether or not the South Korean major fishery product import markets; Frozen Pollock, Frozen Long Arm Octopus, and Frozen Hairtail are integrated. We are utilizing the Multivariate and Bivariate Johansen Co-integration test to see if the law of one price(LOP) holds in each market or not. The empirical results show that even though import prices from different countries affect each other in each South Korean major fishery product import market, there is no evidence of LOP in any fishery product import market, which means that none of the markets are integrated. Based on these results, we could expect that the three major fishery product import markets show monopolistic competition among import countries. we would also see whether or not any country plays the role of a price leader in any of the markets. Based on weak exogeneity test results, we might expect that the United States and Malaysia are price leaders in the South Korean Frozen Pollock Import Market and Frozen Long Arm Octopus Import Market, respectively; however, we need to study more on this in the future.

A Study on the Legal system to solve the problems of Fisheries Laws (수산법제의 문제점과 개선방안 연구)

  • Nowadays, Under the current system of fisheries laws, fishery division and marine division are unified into one marine-fishery related law system indiscriminately. So they are not divided by nature. Moreover, terminology of fishery Law has been used by now in inappropriate conditions from Japanese 1951 fishery law systemct. Because fisheries administrative reorganization is also in parallel with the same logic as above, the reorganization of the legal system should be made. Finally, when the above mentioned problems is clearly defined and improvement is actually performed, more efficient management will be achieved through the beneficiary of more simple legal services. And so fisheries managers will be able to contribute to the development of the industries through more efficient management. While the existing framework of laws and regulations currently being enacted or established should be kept as much as possible, in order to ensure better control of fisheries resources and ensure sustainable development of related industries. Under various existing laws including the Fisheries Act, the Enforcement Regulations/enforcement rules, notice, instruction, established rule, the recognition of problems and improvements on the overall delegate legislative framework will be needed.

The Estimation of Compensation for Revoking a License for Fishery Business and Appropriate Discount Rate (어업권 취소에 대한 손실보상액 추정과 이자율)

  • We investigate the appropriateness of the fixed 12% discount rate to be used in estimating the amount of compensation for revoking a license for fishery business by the Enforcement Decree of Fisheries Act in Korea. We also suggest the appropriate discount rate fully reflecting the change of market interest rate in the Korean financial market. The capital asset pricing model, or, CAPM is the best known model of risk and return, and is widely used to estimate the expected rate of return for the risky projects. Even though the CAPM implies that the discount rate or the expected rate of return should change as the related market factors do, the discount rate used to estimate compensation for revoking a license for fishery business remains to be the same 12% rate for the last 15 years by law. During this period, however, the yield to maturity for the 5-year government bonds in Korea has dramatically changed from about 12% to less than 3%. In order to provide the fair compensation for the damages against the coastal fisheries and evaluate the intrinsic value of fishery resources in the coastal areas, we suggest that the appropriate discount rate should be determined by the yield to maturity of the government bonds with 5-year maturity, instead of the current fixed 12% interest rate.

A Study on the Law of One Price in Major Domestic Fishery Product Markets in South Korea: Evidence from Frozen Squid, Frozen Hair tailand Dried Anchovy (주요 수산물의 국내 소비시장에서의 일물일가법칙의 성립여부 : 냉동오징어, 냉동갈치, 건멸치를 중심으로)

  • We explore each of the three major domestic fishery product markets in South Korea- Frozen Squid, Frozen Hair tail and Dried Anchovy- to assess whether we can find evidence for Law of One Price (LOP) across the five major cities- Seoul, Dae-Jeon, Dae-Gu, Gwang-Ju and Busan. To achieve our aim, we utilize two different types of unit root tests: Augmented Dickey-Fuller (ADF) and Kwiatkowski-Phillips-Schmidt-Shin (KPSS) unit root test. In each of the three fishery product markets, we find evidence in support of LOP among several cities, which confirms that these markets are integrated to a certain extent. In particular, we find stronger evidence of LOP for Dried Anchovy market relative to the other two fishery product markets. Based on our findings, we argue that the Dried Anchovy market exhibits a greater degree of market integration across the five major cities in South Korea compared to the other two fishery product markets. The greater degree of market integration in the Dry Anchovy market is facilitated by its higher substitutability across cities; taken together these findings show that the market for Dried Anchovy in South Korea is more efficient than the markets for Frozen Squid and Frozen Hair tail.
