Interest on ocean environment has increased with the development of industrialized activities. Public marine resorces are defined broadly to include fish stocks, beaches, marine waters, recreational fishing, biota, waterfowls, shorebirds, seabirds and marine mammals But, it is not easy to analyze compensation for injury to publicly owned marine resources because the claimants do not exist clearly and the economic methodology of damage on public goods is not developed fully. This paper introduces basic idea of welfare economic theory and environmental legislation to the research question : How the economics and law can be applied to the case of damage on publicly owned marine resource. The paper discusses the concepts of willingness to pay (WTP) and willingness to accept (WTA). It is accepted generally that WTA is correct concept of welfare change in the case of damaged public goods. Four methods (compensating variation, equivalent variation, compensating surplus, equivalent surplus of measuring welfare changes are compared. Compensating variation(CV) is the best measure of welfare changes are compared. Compensating variation(CV) is the best measure of welfare changes caused by environmental damage. Vartia (1983) showed CV could be measured from the ordinary demand function using the differential equations. This paper also provides an overview of the emerging U.S. and Korea legal system for compensation for natural resource damages, with particular emphasis on U.S. legal system under Comprehensive Environmen-tal Response Compensation and Liability Act (CERCLA). These regulations are to include two different types of standardized procedures for assessing natural resources injury : Type A or simplified assessment techniques for small releases ; and Type B protocols that would include detailed and extensive assessment methodologies for major releases. Type A procedures are specified by Natural Resources Damage Assessment Model for Coastal and Marine Environment (NRDAM/CME) of the U.S. CERCLA provides a legal 'legitimization for the use of economic-based nonmarket valuation in the courts and have introduced appropriate and accurate nonmarket valuation methods based on willingness to-pay for damage assessment. By briefly reviewing economic theory and environmental legislation, we hope to help provide a better understanding of the compensation process and the economics of publicly owned marine resources in the U.S. and to integrate the economics and law of natural resources valuation into a single comprehensive package in Korea.

Because stow net being used in now is doing throwing net and hauling net through a ship's side, the work is very complicated and the fishing boat needs many seamen and it could cause a loss of lives and ship in stormy weather. We are now using small mesh size 36~500mm and it even catches young fish, so we call it the fishing gear of resource reduction type.Therefore we must make manpower reduction in automatic operation, safe operation of throwing net and hauling net in the stern and the stern-typed stow net of resource management using large mesh. And we performed three-typed model tests to examine the fishing gear. The obtained results are as follows;1. The fishing gear being used in the ship's side type stow net has inappropriate standard and arrangement of the net, resistance increase of the fishing gear and frequent breakdown of the net.2. To supplement the fault of A-typed stow net, we schemed fishing gear developed as both B-type(12-seamed net) and C-types(8-seamed net) of the stern-typed stow net. 3. In model tests, C-typed model net(mesh size 40~1,600mm) was proved good fishing gear because the resistance in accordance with the flowing speed was comparatively small and it's mouth area was broad. 4. A-typed stow net had the spreading device attached to side panel of the net, but the stern-typed stow net had the spreading device consisted of 4 lines far behind about 6m from side panel of the net mouth. In the flowing speed 2knot, the spreading condition of fishing gear was proved batter than the former.
This paper attempts to extend such analysis to the rather more difficult problem of optimal management of transnational fish stocks jointly owned by two countries. Transboundary fish such as Mackerel creates an incentive to harvest fish before a competitor does and leads to over-exploitation. This tendency is especially poignant for transnational stocks since, in the absence of an enforceable, international agreement, there is little or no reason for either government or the fishing industry to promote resource conservation and economic efficiency. In the current paper I examine a game theoretic setting in which cooperative management can provide more benefits than noncooperative management. A dynamic model of Mackerel fishery is combined with Nash's theory of two countries cooperative games. A characteristic function game approach is applied to describe the sharing of the surplus benefits from cooperation and noncooperation. A bioeconomic model was used to compare the economic yield of the optimal strategies for two countries, under joint maximization of net benefits in joint ocean. The results suggest as follows. First, the threat points represent the net benefits for two countries in absence of cooperation. The net benefits to Korea and China in threat points are 2,000 billion won(${\pi}^0_{KO}$) and 1,130 billion won(${\pi}^0_{CH}$). Total benefits are 3,130 billion won. Second, if two countries cooperate one with another, they reach the solution payoffs such as Pareto efficient. The net benefits to Korea and China in Pareto efficient are 2,785 billion won(${\pi}^0_{KO}$) and 1,605 billion won(${\pi}^0_{CH}$) or total benefits of 4,390 billion won : a gain of 1,260 billion won. Third, the different price effects under the two scenarios show that total benefit rise as price increases.
Demand analyses often assume perfect substitution and some level of aggregation before analysis and data collection. Earlier works on this subject are carried out in the context of ordinary demand systems. However, perfect substitution is a degenerate special case in the systems and it is much more easily handled in a system of marginal value functions and no previous analysis has used the marginal value functions to test for perfect substitution and make possible aggregation with prior restrictions. In this article, we present the empirical results on a system of marginal value functions in fisheries and pose testable results of perfect substitution and aggregation. The contribution of this article is new establishment of a set of restrictions implying perfect substitutability among all commodities and the application to the problem of commodity aggregate. A system of marginal value functions is estimated in fisheries and its implication of perfect substitution is reasonably drawn.

This study was carried out to investigate the benthic polychaetous community and benthic ecosystem quality status on the adjacent continental shelf of Jeju Island, and field surveys were conducted at 31 stations in July and August, 2020. The surface sediment was generally composed of muddy sand facies and sandy mud facies, and the average particle size was medium silt (6.1±1.6∅). The benthic polychaetous community revealed a total of 73 species with a mean density of 242 ind./m2. The major dominant species were Notomastus latericeus, Ampharete arctica and Onuphis shirikishinaiensis. By the cluster analysis and nMDS results based on species composition of the benthic polychaetous community, the study area was divided into three station groups arranged from east to west by the water depth and sedimentary facies. The station group located in the west was subdivided into two station groups from south to north. From results of correlation analysis and PCA, it was found that the benthic polychaetous community in the study area had a strong correlation with the sedimentary environment and water depth. The benthic faunal community (or ecosystem) on the adjacent continental shelf of Jeju Island was assessed to be in a healthy state by biotic indices such as AMBI and BPI.
In order to standardize the juvenile abalone rearing technique, we selected sample farms by region in East, West and South coasts of Korea and Jeju island. We also have reviewed previous literature and visited farms to survey on the management of abalone juvenile production, spawning, hatching and so forth. Results of investigation are as follows: The light colors of tanks for larvae breeding are good for a frequent examination of larvae behaviour changes during the breeding period. The tank for the abalone juvenile production is a rectangular form in general and its size should amount to 3.5 m in length and 1.2 m width. It also should be built with proper drainage. The best age and size of adult for juvenile production are 3-6 years old individuals, with 9-12 cm separate burial and 125-150 g average weight. To induce spawning, the use of the exposure on air and ultraviolet ray together was the most effective. The density of larvae by plate should be 150-300 individuals and the proper stocking density was est imated and amount to 10-30 individuals. It has been shown that a correlation between water surface size($X_1$) and number of plates ($Y_1$), when producing abalone juveniles, is quite high and it is described by equation $Y_1=138.88X_1-5,736.8\;(R^2=0.9028)$. In addition, it has also been shown that a correlation between production of abalone juveniles ($Y_2$) and number of plates ($X_2$) is high and it is described by equation $Y_2=4.554X_2+12,493\;(R^2=0.8818)$. In Jindo region where a mass production of juveniles abalone has been done, it was shown, that a correlation between rearing water surface size ($X_3$) and production of juveniles abalone ($Y_3$) is very high and this relationship was described by the equation $Y_3=747.03X_2+94,359(R^2=0.9809)$. It has also been shown that a correlation between water surface size ($X_4$) and production of abalone juveniles ($Y_4$) in nationwide is high and the relationship between this variables was described by equation $Y_4=635.85X_4+99,923\;(R^2=0.9020)$.

This study was conducted to develop microsatellite markers in Parapristipoma trilineatum using next-generation sequencing. A total of 402,244,934 reads were generated on the Illumina Hiseq X Ten System, yielding 60,738,985,034 bp of sequences. The de novo assembly resulted in 1,320,995 contigs. A total of 952,326 contigs (0.016%) including 151 microsatellite loci were derived from the 1,320,995 contigs longer than 640 bp. A total of 34 primer sets were designed from the 151 microsatellite loci. As a result, 15 microsatellite loci were chosen and used for assuming population genetic parameters in the wild and farmed populations. The mean number of effective alleles was 12, ranging from 6 to 25. The observed heterozygosity (HO) and the expected heterozygosity (HE) ranged between 0.530 and 0.873, with an average of 0.750, and from 0.647 to 0.895, with an average of 0.793, respectively. According to these results, the developed set of 15 microsatellite markers is expected to be useful for the analysis of genetic characteristics in the population of P. trilineatum in Korea. There are requirements now for further genetic information, fishery resource management, breeding guidelines, support with the selection of breeds and studies on the effects of release, all of which will improve species conservation, and through future research, we aim to offer genetic foundational data with that goal.

The purpose of this study was to compare the storage and post-storage changes of Cheorwon onions and onions for each region. Onion is a perennial plant belonging to the lily family. It is native to Persia of Southwest Asia. It is cultivated much in the temperate regions of the world. Cheorwon area is inland, but it has high continental climate due to its high altitude. Therefore it is said that the onion cultivated in this region has higher sugar content and higher taste than onion grown in southern region. Although the results of onion storage experiments in Cheorwon, Muan, Buan, and Changnyeong regions did not show much difference in weight, width, and height measurements before and after storage, Brix was reduced by approximately 1-2 brix. Before and after storing in each region, Brix was the highest in Cheorwon, Changnyeong, Buan, and Muan, and after saving, onions in Cheorwon were the same order. After each region was stored, the results showed that Cheorwon (112.3g), Muan (106g), Buan (102.1g) and Changnyeong (92.6g) had the highest hardness. Cold storage tests show that onions contain the least amount of corruption in paper boxes, while Cheorwon onions have the lowest level of corruption in other areas.

The fisheries resources by a set net in the coastal waters off Neungpo, Goeje Island from 2003 to 2004 were studied to determine species composition and catch variation. The main fishing period by a set net were from April to December in 2003 and from May to December in 2004. A total weight of 48 species caught through the survey period was 540,688.0kg. Most of them were 44 species of fishes and a few were 4 species of cephalopods. Dominant species was Trachurus japonicus accounting to 57.5% in total catch. Sub-dominant species were Trichiurus lepturus(12.9%), Engraulis japonicus(10.6%), Scomber japonicus(6.9%), Clupea pallasii(4.5%), Todarodes pacificus(2.8%) and Parapristipoma trilineaturm(1.3%). The remnant species showed a low catch, indicating the catch had less than 1% in total, respectively. T. japonicus and T. lepturus were caught throughout the survey period, but C. pallasii, Gadus macrocephalus, Oncorhynchus keta in low temperature season and Thunnus obesus in high temperature season. The fishing ground temperature was 11.7-24.0${^{\circ}C}$ in range and the catch by a set net was higher in autumn than in spring and in summer with the variation of fishing ground temperature. The annual catch by a set net was much higher in 2004 than in 2003 due to high temperature(>17${^{\circ}C}$) and the recruitment of T. japonicus from offshore seas. Therefore we concluded that the catch of Neungpo fishing ground by a set net was highly related to the variation of T. japonicus catch with fishing ground temperature.
This paper examines the trend of restructuring and direction of management response in the Large Purse Seine Fishery. The large-scale fishing industry is one of the most popular fishing areas in the coastal area, and it has been developed by providing exclusive supplies of many types of catchy fish, such as mackerel and horse mackerel through physical productivity in fleet operations. However, the Large Purse Seine Fishery has been declining in profitability due to the deterioration of the business environment since 2000. It is at a crossroads whether it will disappear or regenerate as it is. The Large Purse Seine Fishery's current problems are: firstly, the continued deterioration of the fishery business balance and worsening labor problems, secondly, insufficient freshness management and quality control after landing, and thirdly, import competition. The fourth is the intensification of the market competition, which is the evolution of fishing variability and the increase in the proportion of small fish. The fifth is the reduction of the operating fishing ground due to the suspension of mutual fishing in Korea and Japan. To address these problems and suggest management response directions for the survival of large-scale fishing businesses is as follows. First, a sustainable production system should be established through strengthening resource management and promoting international fisheries cooperation. Second, the profitability of fishing management should be improved by introducing a low-cost supplier system and securing a stable labor force. Third, we should improve the leading and quality control of catch, improve the high value-added value of catch through brand development, and secure competitive advantage with imported produce. Finally, the government should establish a cooperative system among private sector, government, and research institutes to push ahead with these tasks and strengthen the competitiveness of the front and rear industries.
