A Study on the Transition Situation of Korean-Japan Fisheries Agreement and Improvement Issue of Bilateral Fisheries Relations (한일 어업질서의 이행 실태와 어업관계의 개선 과제)

  • This study aims to evaluate the status of implementation of bilateral-fishery order since the Korea-Japan Fisheries Agreement came into effect in 1999 in order to improve fisheries relationships between two countries. The agreement regulates bilateral-fishery order by the principle of the EEZ regime and mutual benefits among countries. (e.g. the mutual agreed fishing in EEZ and cooperation for resource management). However, the Korea-Japan Fisheries Agreement has some limitations such as reducing quotas of the mutual agreed fishing in EEZ, strengthening Japanese fisheries regulation, insufficient cooperation for fisheries management and joint countermeasures. In order to improve fisheries relationships between the two countries, it is imperative to rebalance quotas for the mutual agreed fishing in EEZ, to establish effective resource management systems in the Intermediate zone, to invigorate fisheries cooperation in the private sector, and to introduce new management systems by species over the all waters around East Asia. To accomplish such measures, it is necessary for Korean and Japanese governments to improve fisheries relationships based on trust and cooperation, achieving a win-win situation. Additionally, it is required to incorporate fisheries management among Korea, China, and Japan.

Proposal's analysis of major fishing countries and Countermeasures under WTO/DDA (각국 제안서에 따른 WTO/DDA 수산보조금 대응 방안)

  • The WTO/DDA Negotiation on the Fisheries Subsidies started by DDA(Doha Development Agenda : 2001.11)at early 2002 has been held about 20 times until the fist half of 2005. The Negotiation will be terminated until the end of 2005 but now, it is impossible to predict the exact conclusion of the Negotiation. There is a sharp conflict of opinion on the WTO/DDA Negotiation on the Fisheries Subsidies between FFG(Fish Friends Groups : USA, New Zealand etc) and Anti-FFG(Rep. Korea, Japan etc). The Fisheries Subsidies is regulated by the WTO/DDA Negotiation that regulates on the subsidies of industrial products, fisheries products, forest products. Considering the progress of the WTO/DDA Negotiation on the Fisheries Subsidies, Guidelines for the Fisheries Subsidies Negotiation were established in Doha Ministerial Declaration at 2001 and a necessity of a special regulation on the Fisheries Subsidies has been discussed from 2002 to 2004. After june, 2004, the Negotiation was proceeding as Rep. Korea, Japan and Taiwan agreed with discussing a special regulation on the Fisheries Subsidies and At 1st, August, 2004, they reached an agreement on a necessity of a special regulation on the Fisheries Subsidies. At Feb, 2005, discussion was suspended because of presenting the joint proposal from 3 countries(Rep. Korea, Japan and Taiwan) and now discussion on the Fisheries Subsidies is giving the first consideration to classification of prohibited/non-actionable subsidies, S&D of a developing countries, small fisheries, problems of farming, grace period etc. From now on, Considering the 18th~the 20th negotiations, it is expected that discussion of fisheries subsidies regulation including property and range of prohibited/non-actionable subsidies, S&D of a developing countries, a definition of small fisheries is accelerated. In this point of view, this paper analyzed and arranged every country's proposals holding our own position and took a survey to fishermen and fisheries experts about prohibited/non-actionable subsidies. In addition, this paper intends to suggest the way of future-negotiation and provides essential data to help government's policy making through analyzing prohibited/ non-actionable subsidies, farming subsidies, S&D of a developing countries, small scale fisheries.

The Analysis of Fishery Buy-back Programs of Offshore Fisheries Concerning Fishery Production (근해어선 감척사업의 생산량에 관한 효과분석)

  • The fishery buy-back programs were studied to analyze fishery production and CPUE. The results from this study during the concerned period can be derived as follows: 1. In total offshore fisheries, CPUE for each boat increased 8.7%, and 8 fishing categories were increased in CPUE for each boat. CPUE for tonnage increased 4.2% in total offshore fisheries field, and 7 fishing categories increased in CPUE for tonnage. In total offshore fisheries, CPUE for HP increased 6.8%, and 8 fishing categories increased in CPUE for HP. 2. The correlation coefficient of the number of fishing boats vs. production and that of the tonnage vs. production were 0.91. This means that there is a strong relation between them. The correlation coefficient of the number of fishing boats vs. CPUE for each boat and that of the tonnage vs. CPUE for tonnage were -0.73 and -0.88 respectively. This reveals that there is a relatively strong reverse relation between them.

Case Study on Fisheries Governance of IUU Agreement between Korea and Russia (한러 IUU 협정에 따른 수산거버넌스의 사례연구)

  • This article analyzed the process of concluding the Korea-Russia IUU Fishing Prevention Agreement as a model case for distant water fisheries governance. The research studied co-operations for fisheries between Korea and Russia, the current status of live crabs landed in Korea through IUU fishing and Russia's political position on the IUU issue. Also this article reviewed a series of processes executed to achieve the bilateral agreement to prevent IUU fishing, including researches, intergovernmental negotiations, institutional improvements, public hearings and presentations. There were many things closely linked together such as international FAO-IUU prevention efforts, Russia's IUU fishing issue, Korean importers of Russian live crabs, their local governments and Korean snow-crab gill-net fishermen. These issues were resolved through reasonable reconciliations. This article wants to contribute to be used as a reference for other similar IUU fisheries cases.

Price and Preference of Fisheries Imports : Utilization of Armington Elasticity (아밍턴 탄성치를 활용한 수입 수산물의 가격과 선호도 분석)

  • Armington elasticity has been a methodology for analyzing how much imports could increase in response to importing price cuts, assuming the possibility of incomplete substitution of domestic and imported products. This study calculates Armington elasticity values in Korean fisheries sector and presents an analysis method for classifying items based on price and preference differences. The model is modified reflecting the characteristics of the fisheries market along with the typical OLS, PAM, and ECM models. The result's implication is that products with a high import growth rate do not necessarily show a high Armington value, but it could be seen that price is not the only factor facilitating fisheries imports increase. Considering the items of which demand increases due to importing price cuts have an indiscriminate demand between domestic and imported products, the results could be interpreted that the Korean fisheries importing market has been easily affected by the changes in import prices. Fisheries grouping by price and preference demonstrates that explanatory variables other than price should be considered when estimating import demand.

A Study on the Effective Foreign Seemen Policy in the Fishery Industry (외국인어선원 활용정책의 과제와 방향)

  • This article aims to look into the tendency and problems of employing foreign seamen and to suggest the government's tasks followed and the advisable policies in the fishery industry. In the fishery industry, the increase of employing foreign seamen can be expected ; but so far, a number of emerging problems of it have been seen, and since the government's relevant department has dealt with it in a makeshift way, the structure of employing foreign seamen is not systematic and well-coordinated, and the relevant policies of foreign seamen employee latest prepared are not also enough in settling the existing problems. So study of effective foreign seemen policy is needed. The article, therefore, rearranges the desirable viewpoints of effective employment based on discussing the experiences of employing foreignworkers focused on the manufacturing industry. And in compromise and mediation level, the speciality of fisheries are also taken into account. In consideration of desirable viewpoints and speciality of fishery industry, we focus on proposing the tasks of the foreign seamen employment policies, the advisable tendency, and several relevant pending problems in the fishery industry. And then, the limitations, general discussions of the study and themes to be studied are put forth.

Test of Fishing Activity Levels using Schaefer Model (쉐퍼모형 응용을 통한 어로활동수준 검정)

  • The study examined overuse of the fishery resource. Influence of fishing activity was estimated by application of Schaefer model's. Fishing efforts that produced the maximum sustainable yield were determined in the model, allowing the effect of overfishing to be assessed. In the model, a wide variety of fish species as well as crustaceans and shellfish were susceptible to overfishing, while mollusks were not. Overfishing by modern techniques exacted a greater toll than more traditional methods. The results of the modeling study suggest that the 'Buy bag' input-control system of fisheries resource management warrants consideration, as does modernization, expansion and strengthening of self-control management of the fishery resource. Finally, more effective efforts in dissemination of policy information and education concerning the fishery resource are needed.

The Problems and Tasks of Public Loan Programs in Fishery Industry (수산 정책자금의 현황과 과제)

  • A number of public loans with lower interests and other tax benefits have been provided for farmers and fishermen. However, much of those loans have been accumulated as non-performing. The result is that a large part of fisheries debts are now on the verge of default, Those loans, that fail to pay interests, keep rapidly growing like a time bomb. Now something has to be done before it burst. Firstly, the government must clean up the debts caused by government's mismanagement in the past. The past debt must be repaid or written off by the government since its guarantee was committed several times in guidelines regarding public loans. As such a measure, the government can greatly enlarge its capital contribution to the Credit Guarantee Fund for Farmers and Fishermen and Loss Guarantee fund for Policy Loan. It would greatly help to compensate local branches of fisheries cooperatives for their loss incurred from carrying public loans. In the past, the government used to roll over old debts of fishermen with new debts whenever maturity came. It ends up growing the size of non - performing loans. For this reason, it is not delay of the debt payment, but its write - off that fishery society needs a lot. Secondly, the loan authorities must lower overall risk in providing public loans for fishermen in the future. The whole process must be thoroughly reviewed and changed to provide and manage government loans. To facilitate this, fisheries cooperative must stop being just a public agent, rather take a bigger responsibility in selecting, and checking loan beneficiaries, and securing debt repayment. Incentives must be arranged properly enough to induce fisheries cooperatives to treat public loans just like their own business. Finally, the so - called 'special account of policy loan in fisheries industry' must be set up to enhance the transparency and to check the performance of public loans programs.

Study on Implications, Constructions and Changes of the FAO Technical Guidelines for Responsible Fisheries (FAO의 책임 있는 수산업을 위한 기술 지침의 의의, 구성 및 변화에 대한 연구)

  • Acceleration of globalization in almost all industries, including fisheries, already had been a major paradigm of the age. And It has been weakened its meaning of geographical, cultural and economic boundaries between the nations. In particular, various changes in the fisheries environment have exceeded the area of problem for conventional single country is resolved. And if there is no cooperation with international cooperation other problems also almost nearly impossible to alleviate or solve. So it has emerged in this context, the concept of sustainable development and conceptual diagram of responsible fisheries. However, it has been passed about 20 years since the FAO documents published, there is little interest in it. In this study, analyzed the characteristics of the changes and its constitutive trends and contents of the FAO's responsible fisheries documents. And proposed both the need for analysis and research for the fisheries in an international context for the future and educational aspects. The results of this study show that FAO related documents are hardly to find that have been translated into Korean, in particular since the 2000s. And it is fairly skeptical whether there is a direct effective in fisheries in terms of language barriers. Therefore, the study on responsible fisheries much more important to develop the current status and future-oriented policy of international fisheries even in fisheries related education.

An Analysis of the Effects in the TAC System by Analyzing Catch of TAC Target Species (TAC 어종의 어획량 분석을 통한 TAC 제도의 효과 분석)

  • This study aimed to analyze the effect of total allowable catches (TACs) on the target species. First to effects analyse of TACs, the 8 TAC target species and 75 non-target species were selected for which catch data were available before and after the introduction of the TACs. The 8 target species were simply compared to catch changes before and after TACs. Through the comparison, it was confirmed how the catches of target fishes have changed after the implementation of the TACs. Secondly, the Difference In Differences(DID) analysis was conducted to confirm the effects of the TACs on the catches of the target fishes using the catch data of 8 TAC target species and 75 non-TAC species. Finally, to overcome the limitations of the DID analysis, the random effects model was estimated to confirm the effects of the TACs on the catch of the TAC target species. Overall, this study confirmed that the TACs affects catches of target species, not only through simple comparisons of catches before and after the introduction of the TACs but also through econometric analysis.
