A Study on Systematic Standard Classification of Fishery and Ocean Occupation by KSCO (한국표준직업분류에 의한 수해양산업의 종합적 직업분류에 관한 연구)

  • All industries must be cope with fast technological progress along with the economic changes experience. However, a fishery and ocean industry are something yet to study base data for HRD and classifying occupation. Therefore, this study points to major problems which related useful data of information on the fishery and ocean industry. The purpose of this study is to classify fishery and ocean occupations by KSCO. The study is carried out though review of the literature, field investigation, direct interview and an experts' meeting of 5 field majors. A proposed classification of fishery and ocean occupations is modified on several times by the meeting of experts' group. Finally, a systematic classification of fishery and ocean occupations is as follows. First of all, first rank change from fishing to fishery industry. And the second rank, fishery and ocean occupations were classified into four categories bases on the systematic and comprehensive, as it were production fisheries, fishery products and processing, fishery supplies and infrastructure, fishery services. Each rank of classifying occupation is from two to four steps based on the occupation cluster.

A Comparative Study on the Competitive Power in Fisheries of Korea and China (한ㆍ중 수산업의 경쟁력 비교 분석)

  • The purpose of this paper is to compare China's and Korea's marine fisheries industries in order to present the main features of China's marine fisheries and show the comparative advantages they have in production. The results indicate that China's marine fisheries have the following features. (1) The marine proportion of the fisheries industry economic activity is less than 60%. Fishing is 71.3% of that marine activity. (2) The production trends of marine fisheries history in China can be classified as follows: 1) an early growth period, 2) a deliberation/consolidation period, 3) a second growth period, 4) a third growth period, and 5) a fourth growth period. The growth rate has rapidly increased recently. (3) Fish production is over 70% of marine fishing fisheries, the next major product is crustacea. The production of shellfish occupies over 70% of marine aquaculture, seaweed production however, is only 22% of total marine aquaculture. (4) The licensed area for marine aquaculture in China is 586.3 ha and that area is 5.4 times larger than that of Korea. The allotted area for shellfish aquaculture is 60% of marine aquaculture, production areas of crustaceans occupy 27.3%, fish has 7 1%, and seaweed production only 5.7% of allocated marine aquaculture areas. (5) The proportion of power vessels for marine fisheries of China's total power vessel fleet is around 65%, and the marine fisheries portion of non - powered vessels constitutes only 12%. The highest proportion of power vessels engaged in marine fisheries activities is between 10 tonnes to 100 tonnes. (6) The portion of marine fishery workers of all fishery industry employees is 22%, and 70% of them are full - time workers. Of marine fishery workers, 64% are in the fishing sector, 22%, aquaculture workers, and the number of employees in marine fisheries is increasing every year. The analysis of China's fishery industry in the production competitiveness indicates as follows : (1) The licensed areas in marine aquaculture, number of fishing vessels, number of marine fishing workers in China's fishery industry are much more than those of Korea's. Therefore China is much more competitive than Korea in the quantity of production side. However, licensed areas for seaweed aquaculture are more extensive in Korea than China. In China, the number of power vessels of between 10 tonnes and 100 tonnes, the licensed shellfish aquaculture areas, and the number of fishing workers within the fisheries industry are much more than those of Korea. (2) It is estimated that the licensed areas in marine aquaculture, number of medium sized power vessels, number of marine fishery workers will be increased as the quantity of production factors grow in China. (3) At present, yield per Ha. in marine cultures is very low in China. Therefore it is estimated that aquaculture techniques have only been diffused recently in China. Yield of fish per Ha especially is much lower than that of Korea. So the level of aquaculture techniques seems much lower than that of Korea. (4) China is behind Korea in production technique, however the number of HP per boat in China is lower than that of Korea. Therefore, China is much more competitive than Korea in Costs. (5) Average fish catches per marine fishery worker in China is only 1/3 that of Korea's, and average marine aquaculture production in China is only 1/2 that of Korea. Therefore we can say Korea is more competitive than China in efficiency. The average income of marine fishery workers in China is higher that that of other Chinese industries. However, the competitiveness of the fisheries industry in China will be increased as more capital is invested and advanced techniques are developed.

A Study on the Effect of Chinese Marine Pollution on Chinese Fisheries Export (중국 해양오염의 증대가 중국 수산물 수출에 미치는 영향에 관한 연구)

  • With the increasing improvement of living standard, people pay more attention to the quality and security of their food. There is an increase in the consumption of aquatic products and a vast prospect of its trade. Fisheries as a major one of the traditional industries in China have significant price advantages and natural resources. However, marine pollution in China is more and more serious and the expecting of aquatic products has been seriously influenced by green barriers in the recent years. This paper tries to examine the effect of Chinese marine pollution on export of aquatic products in China. This paper utilizes cointegration test to estimate long-run equilibrium between marine pollution and fisheries products export. The results indicate that real exchange rate and income variable have positive effects and fish price has negative effect on China's fisheries export to Korea. However, marine pollution variable has no statistically significant effect on dependant variable. And according to the result of China's fisheries export to Japan, exchange rate has positive effect and both fish price and marine pollution variable have negative effects on export. Lastly, marine pollution and income level have effects on dependant variable in the case of Hong Kong, but exchange rate and price variable have no significant effect on aquatic products export from China to Hong Kong. In a word, marine pollution of China is a serious problem and it has negative effect on Chinese export of aquatic products.

Gene encoding prolactin of red-spotted grouper, Epinephelus akaara, and its application as a molecular marker for grouper species identification

  • Groupers are economically important species in the fishery and aquaculture industries in Asian countries. Various species of grouper, including hybrids, have been brought to market even without precise species identification. In this study, we analyzed the structure and expression profile of the gene encoding prolactin (PRL) in the red-spotted grouper Epinephelus akaara based on genomic DNA and cDNA templates. The results showed that the PRL gene consists of five exons encoding an open reading frame of 212 amino acids, including a putative signal peptide of 24 amino acids and a mature structural protein of 188 amino acids. It showed amino acid identities of 99% with Epinephelus coioides, 83% with Amphiprion melanopus, 82% with Acanthopagrus schlegelii, 75% with Oreochromis niloticus, 70% with Coregonus autumnalis, and 67% with Oncorhynchus mykiss, indicating its closer similarity to E. coioides and other groupers but marked distinction from non-teleost PRLs. PRL mRNA expression was detected mostly in the brain, including the pituitary gland, with little expression in other tissues. While the 5-exon structure of the PRL gene of red-spotted grouper and the exon sizes were conserved, the sizes of the introns, particularly the first intron, were markedly different among the grouper species. To examine whether these differences can be used to distinguish groupers of similar phenotypes, exon-primed intron-crossing analysis was carried out for various commercially important grouper species. The results showed clear differences in size of the amplified fragment encompassing the first intron of the PRL gene, indicating that this method could be used to develop species-specific markers capable of discriminating between grouper species and their hybrids at the molecular level.

Establishment and future prospects of new international fisheries regime in Northeast Asian region (동북아지역 국제어업협력체제의 구축과 운영방향)

  • In the Northeast Asian region fisheries agreements of the past regarding high seas as an agreement area were transformed or new agreements were introduced in order to conform to the EEZ regime. However, the existing joint regulatory zone which “open” status is somewhat similar to the high sea not only disappear, but also two new systems were established. To begin with, parties of the agreement claimed their EEZs to be from the territorial sea baselines to the extent set forth, problem of the fishery access of the other party under the agreement is to be solved on the principle of reciprocity and on recognizing of the catch results achieved in the past. In regards to the overlapping zones like neutral zone of the East Sea of Korea(Sea of Japan) and neutral zone to the south of the Cheju Island, provisional measures zones in the Yellow Sea and in the East China Sea, and transitional zone of the Yellow Sea special fisheries management systems reflecting the legal character of the zone involved are applied. Moreover, as fisheries agreements defining open sea as an agreement zone are not able to conform to the EEZ regime, so new fisheries agreements must be taken out from old systems and conceptions, and must be understood and enforced from the new point view. Therefore, countermeasures needed to do so should be developed, and their basic structure is as follows. Firstly, the basic concept of the EEZ regime requires that the coastal states have sovereign rights on their sea zones' natural resources and bear responsibilities appropriate to their allowed jurisdiction. Each Northeast Asian state should adjust the structure of fishing industries and employ advanced fisheries management system, and should make efforts toward such issues of the state policy as increasing fishery resources and preserving ocean environment. Secondly, measures should be developed to solve the international fisheries disputes which are to occur under enforcement of the new fisheries agreements system. In regards to the acts of violation the fisheries laws in the foreign EEZ the principle of jail sentence prohibition is established by the UN Convention on the Law of the Sea, and every fisheries agreement reflects this principle. Therefore, the present question is to consider concrete measures to enable the easy release of the seamen, who violated fisheries laws slightly and well-intently, through establishment and management of the guarantee fund needed to make collateral reasonable. Thirdly, Korean-Russian and Russian-Japanese fisheries relations were formed on the basis of the EEZ regime, since 1992 and 1977 respectively, and are expected to maintain mutually beneficial cooperative character. As for Korean-Chinese-Japanese fisheries relations, the operational problems of overlapping zones, and problem of the permits for EEZ mutual access should be solved on the basis of the principle of reciprocity and equity rather than unilaterally from any side.

Remodeling of tuna purse seiner for improving fishing performance (조업성능 향상을 위한 선망선 개선)

  • In an attempt to respond to the increase in international oil prices and reduce operating expenses, ship remodeling was carried out on a 740ton class tuna purse seiner. To strengthen the competitiveness of the fisheries industry by improving vessel performance, a bulbous bow was newly equipped. The slipway and rudder area were also lengthened and enlarged with the propeller and main engine remained unchanged. To reduce the hull resistance, a circle type bulbous bow was attached on the hull behind bow thruster and thus the cost for exchanging electrical equipment for bow thruster was reduced. The new rudder area was expanded 15% more than the old one within the extent that the existing mechanical control part and rudder stock were not changed. To prevent fishing net damage and stabilize wake field, slipway was lengthened to the optimal position. All of the new design of remodeling parts went through the model tests in towing tank and CWC. Besides resistance test, all of necessary model test results were delivered for hydrodynamic character for the modified ship. The maneuvering simulation to verify that the remodeled ship satisfies the IMO rules was performed in both zigzag and turning tests. The estimated resistance with new bulbous bow and lengthened stern was reduced by 4.8% in the 2-dimensional analysis and 17.4% in the 3-dimensional analysis in comparison of conventional ship. The average reduction of resistance was estimated about 10%. Maneuvering character of modified hull form was found to satisfy all regulations under IMO. The remodeling of tuna purse seiner can not only improve fishing performance but also contribute to reduction of operating cost by saving energy for the fisheries industry.

Determining the gaps in agricultural information, such as crop phonology, crop moisture status, and drought indices, to improve agrometeorological analyses for agriculture (농업기상분석 향상을 위한 농업정보간 격차 도출)

  • Determining those gaps in agricultural and other information to improve agrometeorological analyses for agriculture is a large task. The effective integration of appropriate data systems, including remote sensing systems, with agricultural systems modelling capability is described as a worthy outcome in this endeavour. Data issues, including those associated with data length, quality, maintenance, and archiving remain serious issues to be addressed. The role of remote sensing and geographic information systems in agrometeorology is important and is explored here. The value of simulation models to provide the synthesis for future agrometeorological requirements is further elucidated.

Promotion strategy of Economic Base through Employment Growth Analysis (고용성장율 시차분석을 통한 산업기반의 확충방안 - 충남지역의 사례 -)

  • This paper primarily aims to analyze the growth rate differentials of the economic activities in chung-Nam area. The research has been undertaken to find out the potentials of the economic activities and economic bases in the area. To analyze the economic potentials of the industries, the study employed the economic Growth Rate Differential Analysis by Henderson which is revised form of Shift-Share Analysis Methods. The research employed the employment data according to the standardized two-digit-classification-system during the period of 10 years from 1981 through 1991. The Growth Rate Differential Analysis calculates Total Growth Differentials which are dicomposed into two parts: Weight Part and Rate Part. Total Growth Differential can be calculated as the difference between national growth rate and regional growth rate by industry. The foundings are as follows: First, the economic bases of Chung-Nam area were found to be very weak, largely depending on primary industries such as agriculture and fisheries. Second, there was a great decline in urban industries in Tae Joeon, Cheon An and other cities over period of 1971-1981. It is strongly recommended that the planned items and products of each industrial complex must be reorgnized in a fashion to match those with high competitive power found in this research.

The Impacts of Korea-China FTA on the Major Industries in Daegu-Gyeongbuk Region (한·중 FTA가 대구·경북 지역 주요 산업에 미치는 영향 분석)

  • Recently, Korea had virtually reached an FTA deal with China on November 10, 2014 after the 14 rounds of negotiation during past two and half years. The two countries agreed to the FTA's 22 chapters, including products, services, investment, e-commerce, finance, communication, and other trade issues, but rice and several sensitive agricultural and fisheries products were excluded from the deal. Korea and China will remove their import tariffs on more than 90 percent of all products and more than 85 percent of imports by value within 20 years once the FTA is implemented. This paper intends to analyze the impacts of Korea-China FTA on the major industries in Daegu-Gyeongbuk region. Considering the statistics on the bilateral trade between China and Daegu-Gyeongbuk region, import tariff rates of the two countries, trade specialization indices of the major industries, and the package of Korea-China FTA deal, this study investigated the sectoral effects of Korea-China FTA on the four main industries, textiles, electrical-electronics, machinery and auto parts, and steel and iron industries in that region.

A Political-Economic Study on Cooperative Squid Fishing East to the $E128^{\circ}$ (동경 128도 이동 오징어 공조조업에 관한 정치경제학적 연구)

  • The main purpose of this study is to analyze the cooperative squid fisheries problems surrounding the $E128^{\circ}$, established by the 1965 Korea - Japan Fisheries Agreement which banned Korean large trawlers' fishing east to the $E128^{\circ}$ In fact, the moratorium was put on by Japans request. However, such issue did not occur until the filefish stock in the southern Korean sea, which was a major target fish species of the large trawl fisheries, The filefish stock collapsed completely around 1991 and at the same time most of bottom fish stocks in the East China Sea began to show a symptom of over - exploitation. Thus, the off - shore large trawlers learned to have a little opportunity of finding out alternative fish stocks as well as fishing grounds. Fortunately, at that time squid resource stock and consumption were on the increasing trend. The large trawl fisheries were able to economically exploit squid stock east to the $E128^{\circ}$ through cooperative fishing with squid angling light boats in the East and East - South Sea, even though such cooperative fishing activities violate the existing fishery laws apparently. Some important reasons that the large trawlers have continued the cooperative fishing seem to be because (ⅰ) squid resource stock has been on the increasing state over time, (ⅱ) the trawl fisheries have made a significant contribution to meeting domestic and export demands and stabilizing squid prices, and (ⅲ) they have kept domestic squid market from foreign competition. However, the new Korea - Japan fisheries agreement in 1998 provided a momentum of questioning the effectiveness of the $E128^{\circ}$ by the squid - related fisheries other than the squid angling. Serious conflicts between squid - related fisheries began to emerge and to be much intensified. Squid angling industries in the East opposed to large trawlers's efforts to formalize such illegal cooperative squid fishing activities. Their main argument was that such formalizing would definitely make the East coast squid prices lower and in turn their business performance would be worse off. The results of quantitative analysis suggest that the trawlers' massive landing may have a significant influence on lowering the east coast squid prices. Now, an important issue that the squid - related fisheries and the government are facing is to solve such complex squid fishing problems through a multi - participatory negotiation process, including price stabilization, total allowable catch level and its operation schemes, $E128^{\circ}$ rearrangement, and so on.
