  • In order to prevent the maritime accident, all seafarers who work on fishing vessels over G/T 20 tons are required to undergo the basic safety training by the Seafarer's Act. 45% of domestic crews have boarded on the fishing vessels. However, the fishermen have been trained in accordance with the STCW(International convention on standards of training certification and watch-keeping for seafarers) Convention. But safety training courses for seaman do not reflect on the safety equipment and the limitation of the fishing vessel in the training contents which is organized in accordance with the merchant ship by STCW convention and code. Most of the fishing vessels are small fishing boat of less than G/T 80 tons. Small fishing vessels are operating with only a minimum of safety equipment that has been defined by the fishing vessel safety equipment standard. Due to the safety training that does not fit the situation of the fishing boat, the level of satisfaction by the crews onboard is low for the training. Furthermore, there is a difficulty in achieving the goal of safety education. In order to carry out the safety training that is suitable for fishermen, it is required to provide appropriate standards for the safety education of workers of small fishing boat, by understanding the current state of the domestic fishing vessels. The purpose of this study is to define the aforementioned problems and to provide the standard for the safety education of fishermen. In order to complete the purpose, the research team has conducted a analyzation for registered domestic fishing vessel and safety equipment standard.

  • In order to improve the employment rate of graduates in maritime and fisheries high schools, we investigated the employment situations of the those graduates for the last 8 years. The results were as follows, The ratio of graduates in maritime and fisheries high schools to total graduates of on-board departments are 69.1% and 30.9% respectively. The on-board employment rate of maritime high schools and fisheries high schools graduates are 63.2% and 26.7% respectively. Nearly all of the maritime high schools students were employed to merchant ship and fisheries high schools students were employed to merchant ship 77.2% and only 22.8% of them got a job on fisheries ship. The ratio of getting a job in maritime high schools to ocean-going ship was 76.7%, that was the highest ratio and the ratio of fisheries high schools got a job to ocean-going ship was 55.1%. The on-board career of maritime high schools graduates was 1~5 years, which took 86.4% of all careers and that of fisheries high schools was less than 1 year, which took 60.0% of all careers. We should make the various efforts to improve the employment rate of getting job to fisheries ship in the fisheries high school graduates.

Secondly, this paper reviews current problems of the large purse seine fisheries including cost reduction and increase of value added. Thirdly, this paper suggests basic development direction and countermeasures for strengthening competitiveness of the large purse seine fisheries. In conclusion, urgent problems of the larger purse seine fisheries can be summarized as inefficiency of distribution structures and retarded landing system and facilities as well as the worse of profitability according to shrink of fishing places, reduction of products, lack of workers, and increase in oil price. To solve the urgent problems, the large purse seine fisheries should be changed into an industry with low cost and high efficiency, and also need to introduce of new production system, strengthen autonomous management of natural resource, and increase in value added to products.
