The purpose of this study is to analyze the effects of constructivist instruction applying cooperative learning skill on science academic achievement, science inquiry ability, self-regulated learning, and science related attitude. The subjects of the study were 157 2nd grade junior high school students in Pusan. Subjects were randomly assigned to two groups, experiment and control group. Two groups received 14 sessions training for about 1 month which was done by researcher. The experiment group received constructivist science instruction and the control group received teacher-centered instruction. Constructivist science instruction applying cooperative learning skill consists of five phases: problem recognition, hypothesis establishment, experiment observation, clarification, and application phases. The results of this study are as follows: Constructivist science instruction applying cooperative learning skill had a significant effect on science academic achievement, self-regulated learning and science attitude improvement of middle school students but had no significant improvement of science inquiry ability. And constructivist science instruction had an effect on science academic achievement improvement of the students having high level science inquiry ability. Research suggestions and implications for teaching are discussed.

This study developed career education program applying cooperative learning structures (Kagan, 1993, 1995, 1997), and tested its effect on elementary school children's career development. Sixth grade students of 2 classes were divided into experimental and control group, and 14 sessions of the program were applied to the experimental group for 8 weeks. Career development test(Lee, 2005) were performed before and after the program. Students in both groups were retested 3 months after the post-test to test continuing effects of the program. Score tendencies and their differences between experimental group and control group of children in 3 career development areas - self-awareness, educational and occupational exploration, and career planing - were tested and the results are as follows: development of 3 areas of self-awareness, educational and occupational exploration, and career planing were consistently increasing along the experimental sequence in experimental group, while the development of 3 areas showed no changes or declining tendencies in control group. Self-awareness and educational and occupational exploration did not show the statistically significant differences between the groups. Meanwhile, the career plaining showed statistically significant difference between the groups in post-test, meaning that the career education program with cooperative structure has positive effects on the career planing in 6th grade students.

Using artificial neural network (ANN) technique, auction prices for common mackerel were forecasted with the daily total sale and auction price data at the Busan Cooperative Fish Market before introducing Total Allowable Catch (TAC) system, when catch data had no limit in Korea. Virtual input data produced from actual data were used to improve the accuracy of prediction and the suitable neural network was induced for the prediction. We tested 35 networks to be retained 10, and found good performance network with regression ratio of 0.904 and determination coefficient of 0.695. There were significant variations between training and verification errors in this network. Ideally, it should require more training cases to avoid over-learning, which leads to improve performance and makes the results more reliable. And the precision of prediction was improved when environmental factors including physical and biological variables were added. This network for prediction of price and catch was considered to be applicable for other fishes.

The Yellow Sea is extremely important to the economy and to the health and well-being of surrounding countries, Korea and China. Recently, the Yellow Sea is under constantly increasing threat of degradation due to the increase of environmental pollution and over-fishing. The governments of Korea and China have been aware of the importance of the Yellow Sea and reached an Environmental Agreement between Korea and China at the governmental level(November, 1993) According to this environmental agreement the Yellow Sea Environmental Cooperative Research between Korea and China has been undertaken since 1997. The joint cruise had been conducted once a year at 33 stations in the 4 lines of the Yellow Sea where the 9 stations of the D line was newly added in the 7th cruise in 2003. The samples were analyzed by scientists of both countries at the WSFRI, Korea and the OEMNC of the SEPA, China in turn, the annual report has been published every year during 1998-2008. The scientific efforts to fix the cruise time in October and to extend research frequency, as twice a year, should be considered, and this requires the governmental supports such as research funds and other related administrational assistance on both sides. Finally, scientists should also pay a concentrated attention to standardize the analytical methods including quality control and to improve this Yellow Sea research as one of the most representative international projects in the Yellow Sea where sharing additional informations available, if exist of dumping sites and material content, and of the freshwater quality will be of great help to broaden the output of this joint research project.
Dividend Policy involves the decision to pay out earnings versus retaining them for reinvestment in the firm, and dividend policy decisions can have either favorable or unfavorable effects on the attainment of firm's objective. This paper is to examine the present status of dividend policy of the Pusan Cooperative Fish Market, and to suggest the optimal dividend policy decisions appropriate for achieving its objective, which is to promote the fishermen's benefits and protect the interest of consumers. There are two types of dividend that the Pusan Cooperative Fish Market pays to the equity owners : (1) dividend on capital and (2) equalized patronage dividend. During'90s, while the rate of dividend on capital ranged from 1.7% to 2.8%, that of equalized patronage dividend ranged from 13.9% to 22.9%. Therefore, the rate of total dividend on capital including revolving funds has been about 20%, which turns out to be much higher than those of companies listed in the stock market. According to the current dividend data, the Pusan Cooperative Fish Market focuses on the equalized patronage dividend and the dividen on capital is the secondary type of dividend. In addition, the interesting feature of equalized patronage dividend is that it is supposed to be reinvested into capital by the Articles of the Fish Market, as soon as the Fish Market pays it to its members. Finally, this paper suggests the rational dividend policy of the Fish Market that is able to help its objective to be achidved more efficiently. The overall direction of the rational dividend policy can be summarized as follows ; (1) The level of cash dividend on capital should be increased enough to reflect the market interest rate. (2) The subsidy of working capital to some member fisheries cooperatives as quasi- dividend should be cut off steadily. (3) The equalized patronage dividend should be replaced by the original patronage dividend whose level is determined by the volume of each member's purchase. (4) In the long-term, it is necessary to improve the system of revolving funds in the way that revoloving funds could serve to complement equity capital for only a fixed time, after which they ard repaid to the members.
The main purpose of this study is to explore a way of South-North Korea fisheries cooperation through international organizations under the principles of the Korean peninsula trust process. Considering the government policy toward the North, although some humanitarian aids or cooperations may be plausible with permission of the Ministry of Reunification. direct cooperations between the South and the North Korea must be much limited at leat under the present government. The 5.24 measures taken in 2010 banned in fact all economic/humanitarian cooperations by private sectors and government. Noting the present and the visible future, an important question is whether the North accepts all cooperations including fisheries, bartering giving up nuclear weapon development for the 5.24 measures. It would be a difficult question to be answered, because win-set to both parties is too narrow, so far as there is no change in the South-North conflicting priority policies. If so, one way of implementing South-North fisheries cooperations is to drive forward cooperative programs through UN organizations. Since for instance FAO and WFP secure justification and roles and has a global network, they have sufficient capacity of being abe to organize fisheries experts. If the South can finance the budget necessary for the programs, FAO or WFP would lead the programs through a negotiation with the North. In other words, it is a type of cooperative model that FAO or WFP leads the programs and the South finances. In addition, if World Fisheries University(WFU) is invited to the Republic of Korea, it might make a great contribution to expert exchange of the North.
The objects of this study are to consider the current features and the development process of the utilizing system of aquaculture farms in Japan, and to suggest the theoretical basis for improvement of aquaculture system of Korea in the future through the analysis of background of the liberalization theory proposed recently. The aquaculture-fishery system of Japan was begun from the Meiji Era Fishery Act and New Fishery Act of the World war II. A small sum of fishery fee is paid to the fishery cooperative having fishing rights for securing fishing area newly, because the aquaculture of Japan belong to fishery cooperative not individual ownership of union membr of cooperative society, the other words, cultivation fisheries household. In case of Korea, there are several differences with Japan as follows; almost cultivation fisheries household has a individual license, the lisence of fishing rights are recognized as an article, the license of fishing lights are able to do sale. Therefore, it is needed to paid a lots of money for securing fishing area newly. On the other hand, advanced countries in the marine aquaculture such as Norway have reached the stage where the managing abilities of marine aquaculture are similar to those in the manufacturing industry. And the number of large scale aquaculture farms with developed technologies and advanced marketing strategies in those countries is increasing. Considering that the marine aquaculture in Japan under the similar fishery systems of Korea has developed the state-of-the-art management skills or lead to large scale management, it is difficult to expect the decrease in the production costs under the small scale family business in Korea and this will lead to the decreasing competitive advantage over the imported seafood. Therefore marine aquaculture in Korea needs to increase the economy of scale to acquire the competitive advantage.

The study is an analysis of the responses to a questionare by members of various fishing communities in Korea regarding their opinion about the vocational value of the fishing industry and factors which are acting as obstacles to entrance into the Fisheries High Schools, etc. Subjects were 2,000 : fishermen, members of the fishermen's cooperative society, and teachers and students of the Fisheries High Schools. Results indicated as follows: (a) It would be desirable to have fisheries courses incorperated in middle schools on islands and in fishing villages to improve enthusiasm of middle school students for entrance into Fisheries High Schools. (b) It is desirable that the principal or the administrator of middle schools in fishing villages and on islands should be a person who has majored in fisheries field, and so would support fisheries courses in the middle schools. (c) The level of peoples' appreciation of the fishing industry should be enhanced.
This study demonstrates that cooperative management can provide more benefits than noncooperative management for Korea and Japan fishery. We have studied one management strategy, namely, fishing under joint maximization of net benefits in coastal waters of two countries, using a cooperative game theory. The present net return under non-cooperation amounts to 420,255 million won. However, if two countries cooperate one with another, this figure can get to 2,636,565 million won. We consider this to be an important conclusion as close management relationships have developed between the two countries since the establishment of the EEZ in 1996. The results of the study can also help balance resource conservation and the appropriate catch quota in each country.
This study analyzed and mutually compared the fishery manpower problems in Northeast Asia region including Korea, China, Japan by fishery industry structure, fishery education, fishery manpower and presented fishery cooperative schemes of Northeast Asia. In case of fishery manpower problems, China is still in a better situation whereas Korea and Japan have a hard time of a labor shortage. Korean companies have employed foreign crews to find a way out of the difficulties and the foreign crew rate is growing but the problem is that the reduction of Korean crew could deteriorate the safety of vessel-sailing, efficient operations, and fishery efficiency. Therefore crew management should be placed focus on improvement of working conditions and guarantee positions to foreign crew as assistants in fishery surroundings and systems. Fishery manpower problems are complementary to each nation in Northeast Asia. In consideration of this fact, fishery manpower management needs the mutual fishery manpower and information exchange and for the sake of it, the most urgent task is to build up the international fishery cooperative network through establishing fishery-related information systems of Northeast Asia.
