A Study on Improvement of the Fisheries Census on Fisheries Households (어가실태조사를 통한 농림어업총조사의 개선방안 연구)

  • The purpose of this research is to define the problems of the Fisheries Census of Korea and to make better policies for improvement. In order to complete the purpose, the research team has firstly conducted a survey in the six regions to reinvestigate the yes or no for accuracy of the primary data related to the Fisheries Census. Moreover, the team has defined the problems of the Fisheries Census through conducting a survey for the experts and users of the fisheries statistics. Also, the team has derived the short/long term improvement of Fisheries Census through out this survey. This study has proposed that the name of census should be changed from the Fisheries Census to the Fishing Industry Census, the owners of distribution & processing companies, and their employees should be included in order to figure out the total size of the fishing industry and to plan right policies. In addition, the right information can evaluate the long-term planning for the fishing industry. The proposals from this study require a lot of changes on the Fisheries Census; so, it is impossible to adopt the proposals right from the Fisheries Census of 2015. Therefore, the changes should be adopted from the next Fisheries Census.

  • The paper aims to evaluate the quality of fisheries census statistic and to provide some desirable directions and improvements for the future fisheries census, conducted by the Government. For the quality diagnosis of fisheries census statistic, specific processes of fisheries census and statistical qualities of each dimension are surveyed and evaluated by a Government's practician, two external examiners and a research group. Results show that census design, data analysis and quality control are evaluated relatively low in specific processes, and accessibility and comparability are evaluated relatively lower than relevance, accuracy, timeliness and consistency in statistical qualities. For minimizing the sampling errors, the probability proportion method should be employed in sampling methods from currently simple sampling method. In addition, fisheries census statistic is desirable to include and compare with those of different countries for consumer oriented data system.

An Analysis on the Less Favored Condition of Fishing Village in Korean Island Regions using Census of Agriculture, Forestry and Fisheries (도서지역 어촌의 조건불리성 분석: 농림어업총조사 자료를 이용하여)

  • The purpose of the study is to analyze the status and trend of less favored condition of fishing village in Korean island regions using the census of agriculture, forestry and fisheries. The less favored condition was measured as the difference in accessibility to major services and in fishery sales and resident infrastructure, applying the difference-in-difference method and propensity score matching method respectively. The result shows that access to major services has improved in island area between 2010 and 2015, implying that related policies such as the island comprehensive development project have been successful to some extent. However, some educational facilities, cultural facilities, and health facilities still have low inaccessibility and fishery sales are also significantly lower than in general area. This suggests that it is necessary to maintain related policies like the direct payment of fisheries.

  • This study is about the solution to solve the problem - aging of fisheries worker and exodus of young adult from fisheries. We tried to find out internal improvements which are necessary for overcoming issues. After that, research about inducements and institutional improvements to drive internal improvements has done. and Current policies of Korea for securing workforce in fisheries were examined especially for Gyeongsangnam-do by literature investigation and survey The main purpose of this study is, problems of policy in order to secure Fisheries managers, identify practical obstacle and the activities and management activities performance of training education. and it is to provide evidence to policy improvement. To achieve the purpose of this study, conducted studies are as below. This study is to investigate the educational performance of Fisheries managers and its impact on their business performance using SEM and SEM-Moderate-effect. In terms of the amount of impact on business performance, the level of educational achievement and management activity outcomes had the most impact followed by excellence of educational condition and programs distinction. Therefore, in order to inspire the motivation for learning and communicate the importance of such education to Fisheries communities, there is a need to introduce a variety of methods, professional facilities. Analysis of the Status of Agricultural Communities and Location Quotient (LQ) using Regional Survey Data in 2015 Census of Agriculture, Forestry, and Fisheries (2015 농림어업총조사 지역조사 자료를 이용한 농업공동체 현황과 지역별 입지계수(Location Quotient: LQ) 분석)

  • Rural areas have been faced with various problems such as aging and population decline, and in these circumstances, the activation of local communities is suggested as a solution. Agricultural producer organizations are a powerful means of maintaining rural society. The purpose of this study is to understand the characteristics of agricultural community activities by region by comparing the status of organization and activities and analyzing Location Quotient(LQ) based on the regional survey data in the 2015 census of agriculture, forestry, and fisheries. As the results of the analysis, it was found that 38.35% of villages participated in economic organizations and 32.22% of villages were having urban-rural exchange activities. The crop clubs were actively operated in the Gyeongsangbuk province, and other economic organizations were organized in Jeju, Haenam-gun, and Dangjin-si more than other regions. And the urban-rural exchange activities were found in Chungcheongnam province mainly. The results of detailed LQ analysis by organization and activity showed that specialized regions for each community or activity were different. These results could be used for regional planning or the establishment of strategies for community activation.

Visual census and hydro-acoustic survey of demersal fish aggregations in Ulju small scale marine ranching area (MRA), Korea (수중촬영조사법과 음향자원조사법을 활용한 울주군 연안 소규모 바다목장 해역의 어류 군집 조사)

  • Visual census and hydro-acoustic survey was carried out at Ulju small scale marine ranching area (MRA) to estimate demersal fish aggregations on September and November 2013. In this hydro-acoustic survey, the authors combined an image sonar with a scientific echo sounder to monitor an underwater situation and compare two acoustic data. Consequently, visual census survey was useful to estimate fish species composition for hydro-acoustic survey, because it is easy to identify aggregated fish species and overcome limits on a fishing depth and ability of an conventional fishing gear like a bottom gill-net or a fish trap at marine ranching area. Mean fish density was estimated as $0.757g/m^2$ on September and $0.219g/m^2$ on November and Fish abundance was finally calculated as 1.51ton (coefficient of variation, CV=13.1%) on September and 0.44ton (CV=47.7%) on November, respectively. Hydro-acoustic survey combined with the image sonar was useful to monitor fish aggregations and estimate fish stocks around artificial reefs at shallow coastal MRA. We were able to easily identify the underwater structures like an artificial reef and a fishing rope as well as fish aggregations from image sonar data. Therefore, the method was effective to separate unwanted echo signals in acoustic data of scientific echo sounder.

Analysis of the Impact of Investment in National Fishing Ports on Fishery Income Opportunities Using the Propensity Score Matching Difference-in-difference Method (국가어항 투자의 어업소득 기회 영향 분석: 성향점수매칭 이중차분법을 이용하여)

  • This study analyzed the performance of the national fishing port development project, which lacked ex-post impact evaluation despite a lot of investment in terms of fishery income opportunities. Using micro data from the Census of Agriculture, Forestry, and Fisheries, the sales amount of fishery products and the proportion of fishery-related businesses were used as performance indicators. The fishery households in the fishing port area (treatment group) and those not in the area (control group) were classified through data pre-processing, and factors unrelated to the fishing ports were controlled using the propensity score matching difference-in-difference method. The analysis target is six fishing ports with large investment in from 2010 to 2014. As a result of the analysis, it was confirmed that the sales of fishery products increased significantly in four of the six fishing ports, and the proportion of fishery-related businesses increased in two fishing ports. The analysis method of this study can be fully utilized in the evaluation of the Fishing Community New Deal 300 Project, which is in need of performance analysis.

An Analysis of the Transformation of Over-depopulated Rural Villages (농촌 과소화마을의 변화 분석)

  • The main purpose of this study is to explore the factors that affect the transformation of over-depopulated rural villages. Specifically, we investigated the reasons of the rapid decrease in the number of over-populated rural villages shown by recent census data in spite of the continuing decrease of population in rural area. We used a binary-logit model and the Census of Agriculture, Forestry and Fisheries data(2010, 2015). The main results are summarized as followed: First, the over-depopulated rural villages with strong agronomic base are more likely to exit from over-depopulation. Second, returners from urban to rural have a positive impacts on the revival of over-depopulated rural areas. Thirds, improving the basic services accessibility of rural residents is also critical for keeping rural community more sustainable. These findings can be used to make effective strategies to revive the depopulated rural villages.

Seasonal variation and species composition of fishes communities in artificial reef unit at marine ranching area in the coastal waters off Jeju island, Korea (제주바다목장 해역 내 인공 어초군에 서식하는 어류군집의 종조성 및 계절변동)

  • This study monitored a variety of marine fish communities in artificial reefs unit of the total 5 types (Dice type, Octagonal turtle type, Two-stage tube type, Gazebo type, Tetrapod type) which are located in the marine ranching at Jeju island by scuba diving in May, July, October and December 2009. Underwater photographing was accomplished at total 3 phases (condition of artificial reefs photographing, concentric circle movement photographing and line transect photographing). The preservation condition of artificial reefs facility was very good, and the dominant species were Chromis notatus, Sebastes thompsoni, Oplegnathus fasciatus and Halichoeres poecilopterus. Fish abundance was high in May and June, and low in October and December, 2009. Chromis notatus was dominant at the all types of artificial reefs, Halichoeres poecilopterus for Gazebo type and Tetrapod type of artificial reefs, and Sebastes thompsoni for Dice type, Octagonal turtle type and Two-stage tube type of artificial reefs.

Assessment of Fish Fauna in the Coastal Waters off Busan and Ulsan, Southwestern Korea Using the Underwater Visual Census (과학잠수관찰을 통한 우리나라 부산, 울산 연안의 어류상)

  • Fish fauna was observed off the coast of Busan (Cheongsapo) and Ulsan (Bangeojin) using underwater visual census from November 2016 to October 2017. A total of 1,486 individuals of 25 species in Cheongsapo and 3,859 individuals of 31 species were identified in Bangeojin. Dominant species in the number of individuals were Trachurus japonicus (20.9%), Halichoeres tenuispinis (12.6%), and Chromis notata (11.9%) in Cheongsapo, Siganus fuscescens (42.0%), Pempheris japonica (8.4%), and Chromis notata (8.0%) in Bangeojin. There was no significant difference in the species composition of Cheongsapo and Bangeojin but spring vs. summer, spring vs. autumn, summer vs. winter, autumn vs. winter showed a significant difference. Contribution species of seasonal differences were commonly high rates by Halichoeres tenuispinis and Parajulis poecilepterus. Of the total 38 species, 17 (44.7%) temperate, 6 (15.8%) tropical, and 15 (39.5%) subtropical species observed coastal waters off Cheongsapo and Bangeojin.
