The market size of Korea's seafood industry is estimated to be about 62 trillion won ('19), of which the seafood processing industry is about 10 trillion won ('19), accounting for approximately 16% of the total market size. However, the current level of processing technology required for the development of seafood products is mainly simple primary processing, such as freezing and drying raw materials (in Jeollanam-do, which ranks first in the country in terms of seafood production, primary processors account for 86% of all seafood processors).In the future, trends in the development of processing technology for seafood will become more advanced in response to changes in domestic and international food consumption patterns. Blue food tech linked to ESG, convergence and digitalization linked to the 4th industry revolution will be further advanced in line with the national seafood industry policy direction. Through this, it is expected to establish itself as an axis of future technology management in the fisheries sector based on the large and small success stories of accumulated seafood R&D commercialization.
This study is to obtain the order of the sensitivity of importing marine products with regard to non - economic aspects of considerations under the free - trade. Three criteria are extracted considering various aspects of Korean fishery society. They are the socio - economic, resource - environmental, and policy - appropriateness criterion. The Analytic Hierachy Process(AHP) is used to obtain the estimates of weights among these criteria. First of all, the weights between economic and non - economic in the first hierachy of sensitivity criteria turn out to be 83.3% and 16.7%. Second, the weights among three criteria in the non - economic aspect, the second hierachy, are following that the socio - economic criterion is 19.6%, resource - environmental 31.1%, and policy - appropriateness 49.3% respectively. 47 selected fishes are evaluated based on these three non - economic criteria using 9- point scales. The over - all order of sensitivity is a croaker, hairtail, flatfish, sea breams, and so forth in descending order. The least sensitive fish turns out to be an angler. In addition to the over - all order, the sensitivity based on the three specific non - economic aspects is also investigated. The most sensitive fish in terms of the socio - economic criterion is an hairtail while the least one is a filefish. The most sensitive fish in terms of the resource - environmental criterion is an abalone while the least one is an angler. Finally, the most sensitive fish in terms of the policy - appropriateness is a mackerel while the least one is a small octopus.

In North-East Asia, Port traffic in Asia-North America sea route has been rapidly increasing due to economic growth in China and ASEAN. Furthermore, the major shipping companies directly call at northern chinese ports like Qingdao, Dalian and Tianjin without passing through Korean ports on Asia-North America sea route. To acquire a port traffic and develop a hub port, governments in North-East Asia have intensively invested in the development of port. Therefore, Busan new port and Gwangyang port have been developed in Korea. According to the medium-long term development planning, the port should give a enormous budget investment for the port facilities construction. So the inaccurate estimation may lead to the unreasonable port development policy. Firstly, based on the estimation of Chiang Bong-Gyu & Yang Hang Jin(2005), this study gave a comparison with the estimation of Ministry of Maritime Affairs and Fisheries(2001) and OSC/Glori(2005). Secondly, taking into account the influence factors for port traffic, this study made an estimation of port traffic for Busan new port. On the basis of this estimation, this study is compared with the estimation of Ministry of Maritime Affairs and Fisheries(2001) and OSC/Glori(2005). In conclusion, in case of the development of Busan new port, based on the estimation of Ministry of Maritime Affairs and Fisheries(2001), this study should the high possibility that the Busan new port will be serious lack of the port facilities in the year of 2011. And according to the OSC/Glori(2005)'s estimation result, there is a lack of the port facilities, though we have modified the port investment plan.
This study aims to analyse the actual conditions of Korean fishing boat being seized in Japan's EEZ and to provide the countermeasures against that problem. According to the analysis of that actual conditions, Korean fishermen are trespassing Japan's EEZ in which fishery resources are abundant because of exhaustion of fishery resources and polluted water in Korean coastal sean. In the past, That behavior was not illegal. Now, however, it became illegal with the effectuation of the United National Conventions on the Law of the Sea(1994) and the Korean-Japanese Fisheries Agreement(1999). In order to resolve that problem on a long-term basis, it is necessary to turn over national fishery policy, to provide fishing people with other means of living, and to establish the Korean-Japanese cooperation system of fishery management. Most of all, it is urgent to mitigate and remit a penalty which was executed in Japan, to amplify personal and material resources need to guide and control fishery, and to construct a close cooperation system between the National Maritime Policy Agency and the Ministry of Maritime and Fisheries Affairs.
The sustainability of fishing villages is threatened by manpower shortages due to population aging and poor settlement conditions. In the reality of poor fishing villages, the importance of women's labor is more emphasized than that of the past because female workers are key workers in fishing labor, processing and sales of marine products. However, policy support for female fishermen is not sufficient. The reason for this is that policy makers did not properly recognize the labor value of female fishermen. In fact, fishing villages have emphasized the importance of female workforce as a slogan, but there has been no attempt to estimate the labor value. There was not even a review of the methodology for estimating the value of labor that was attempted in similar fields. As a result, the policy importance of female fishermen was underestimated for there was no attempt to evaluate their value even though women had been continuously participating in the fishery from the past. Female fishermen's labor is under the dual labor structure of housework and fishing labor. Therefore, in this study, housework and fishing labor were estimated separately and the total labor value was calculated. The basic data necessary for estimating the labor value of female fishermen were obtained through a survey. The method of estimating the labor value of female fishermen was used in combination with the present income method and the total replacement cost method. As a result of the study, the total labor value of female fishermen was about 4.4 trillion won, which is about half of the total fishery production of 9 trillion won in Korea.

Taking the present circumstances into account that we are approaching the realization stage of interchange and cooperation between North and South Korea through a preparatory stage, recovery of national homogeneity is an essential precondition for reunification. The important first Step is pursuing of recovery of educational homogeneity for this purpose. The authors carried out 8 general observation on the fundamental educational system with ideology, on the actual state and characteristic of educational system for industrial technicians, and especially on the educational system for fisheries technical manpower in the North Korea. It was found that the North Korea's basic idea of educational policy is constituted by bringing up the communistic human beings on the ground of "the Ideas of Identity" and by bringing up industrial technical manpower for development of communistic economic. The basic educational system consists of 1-4-6-4 school years system, and 11 years of compulsory education up to the higher middle schools is imposed to all people. The educational system for industrial technicians is also composed of the regular school system which is following the basic educational system and of the irregular school system which is being attached to the industrial bodies. The fisheries educational system is very similar to the general educational system for industrial technicians, and the fisheries workers are treated more warmly in comparison with the workers engaging in the other industrial fields. By this study, the authors failed to find out the concrete content of the fisheries educational system including the curriculum owing to the lack of information, but this task should be studied continuously to make provision of reunification in the near future. Expressly, a continuous and profound research is required to be carried out on actual accepted state of the international maritime conventions together with the marine officers' certification system for the shipping and fisheries fields in the North Korea.

Ecological risk assessment(ERA), developed in Australia, can be used to estimate the risk of target, bycatch and protected species from the effects of fishing using limited data for stock assessment. In this study, we employed the ERA approach to estimate risks to tunas, billfishes, sharks, sea turtles and other species by the Korean tuna longline fishery in the Western and Central Pacific Ocean using productivity and susceptibility analyses of the ERA based on low(<1.30), medium(1.30-1.84) and high risk(>1.84). Albacore, bigeye, yellowfin, skipjack and bluefin tunas were generally evaluated in the medium risk. The susceptibility of tuna species, however, had higher risks than the productivity. Billfishes were also at medium risk, while sharks were at high risk by the tuna longline fishery. The risk of productivity was generally high, because most sharks caught by the tuna longline fishery have high longevities, i.e., over 10 years, including ovoviviparous species. Susceptibility, which is related with the selection of fishing gear, was also high, because the longline fishery has no gear modifications to prevent bycatch of protected species. Not only target tuna species were influenced by the tuna longline fishery in the Western and Central Pacific Ocean, but also nontarget species, such as pomfret, mackerels rays, sea turtle were done. Ecosystem-based fishery assessment tools, such as productivity and susceptibility analysis(PSA), have the ability to provide broad scientific advice to the policy makers and stakeholders.
This study aimed to review the reorganization of fisheries and the future tasks in accordance with the establishment of new fishery order in the Northeast Asian Seas. As the United Nations Convention on the Law of the Sea, which recognized the sovereign rights of Coastal States in a 200-nautical mile exclusive economic zone (EEZ), entered into force in 1994, the three countries of Korea, China and Japan ratified the United Nations Convention on the Law of the Sea in 1996 and started negotiations to establish a new fishery order consistent with the EEZ system. However, a conflict of interest occurred because of differences in fisheries between countries, negotiations many times have proceeded, resulting in the signing of fishery agreement between China and Japan in 1997, Korea and Japan in 1998, and Korea and China in 2000. Each fishery arrangement consists of a dual system of EEZ and provisional waters (middle waters, provisional waters). The two countries are engaged in mutual fishing based on coastal states in EEZ, and in the fishing operation under the principle of flag state in provisional waters. There are overlapping or ambiguous jurisdictions in the intermediate waters and provisional waters that are jointly available to both fisheries. The presence of these seas is a challenge to the establishment of a reasonable international fisheries management system for the entire Northeast Asian Seas. In this context, the challenges of the reorganization of the new fisheries order are as follows: 1) conversion to a fishery order for coexistence of fisheries, 2) expansion to an international fishery management system, and 3) establishment of a multilateral fishery cooperation system. Although the jurisdiction of their own waters has been expanded through the establishment of EEZ according to new fishery order, the need for mutual cooperation grows when considering the movement and migration of fishery resources, fishery management, fish consumption and trade. In addition to the fisheries cooperation between the governments, it is also necessary to revitalize the civil cooperation focused on fishermen who exploit fishing grounds together.
Since the red grouper was declared overfished, the Gulf of Mexico Fishery Management Council must prepare a rebuilding plan considering the following alternative management policies: a Total Allowable Catch (TAC), 5-month season closure, 1800-pound trip limit, and a 50-fathom longline boundary. This study was aimed at evaluating the effects of proposed policies for rebuilding the red grouper stock in a 10-year period by developing a bioeconomic model. Under the assumption that the recreation sector was held to its share of TAC (24% of the total quota), the target stock biomass goal was attained in all policies. The NPV was the largest in the 5-month season closure policy if the output price did not fall. There were distributional effects on the different components of the fleets in the 1800-pound trip limit and the 50-fathom longline boundary policy.
The Fish aquacultural Industry has been developed rapidly since 1990s in Korea. The total production of fish aquaculture was 5,000ton in the beginning of 1990s, but it was an excess of 80,000ton in 2005. In the beginning of 1990s, the percentage of flatfish yield was 80% of the fish aquaculture in the respect of production. And it has been maintained 50% level in 2005. In this point of view, flatfish aquaculture played the role of leader in the development of fish aquaculture. Rapid increasing of production was not only caused to decreasing in price basically, but also it threatened the management of producer into insecure price for aquacultural flatfish. Therefore, it needs the policy for stabilizing in price, but it is difficult to choose the method because the basic study was not accomplished plentifully. This study analyzed about price structure of aquacultural flatfish. A period of analysis was from January 2000 to December 2005, and a data was used monthly data for price. The principal result of this study is substantially as follows. 1) The price of producing and consuming district is closely connected. 2) A gap between producing district price and consuming district price is decreasing recently, It seems to be correlated with outlook business of aquacultural flatfish. 3) Trend line of the price was declining until 2002, but it turned up after that. The other side, circulated fluctuation was being showed typically. 4) The circle of circulated fluctuation was growing longer, so it seems that the producer was doing a sensible productive activity to cope with changing price. As a result, government's policy needs to be turned into price policy from policy of increased production for aquacultural flatfish. It seems that the best policy is price stabilization polices. And also, government needs to invest in outlook business for aquaculture constantly.
